    Impact Assessment of the Information Management and Capacity Building Support of iMMAP Inc. to Humanitarian Partners in Northeastern Nigeria

    Scope

    • The impact assessment will geographically cover the northeastern Nigeria states of Borno, Adamawa and Yobe that have been, and remain most critically affected by a complex humanitarian crisis. [LM1] It will retrospectively assess the impact of the support that iMMAP Inc. has provided since 2016.
    • It will cover the impact of the Standby Partnership Program, the Humanitarian Information Analysis Unit and Information Management Capacity Building services on the ability of humanitarian workers to plan, implement, monitor and evaluate how their humanitarian interventions have helped/are helping to save lives of the people affected by the crisis, minimize their suffering and support them to live in dignity.

    Duties and Responsibilities

    • Prepare and submit a detailed inception report outlining an understanding of the assignment, including development of a framework for assessing the direct and indirect influence of the support of iMMAP Inc. on the life and livelihoods of affected population, resulting from the information and capacity building support provided to humanitarian partners in northeastern Nigeria. The Inception Report will, among other aspects propose a detailed mixed-methods approach, include a Calendar of key meetings and events with humanitarian partners in the BAY States, and partners in Abuja Federal Capital Territory (FCT). Upon submission, the Consultant will receive and integrate feedback and act upon it as appropriate to, among other aspects, improve upon the methodological approach.
    • Conduct a comprehensive desk review of key analysis and planning documents including the Nigeria HNOs and HRPs, minutes of Sectors, Working Group (WG) and Areas of Responsibility (AoR). The Consultant will design and pilot-test data collection instruments to assess the extent to which humanitarian information management and capacity building support services provided by iMMAP Inc. to the humanitarian partners in northeastern Nigeria, with the support BHA. The desk review will involve studying the Progress Reports submitted by iMMAP Inc. to OFDA/BHA across different reporting cycles to ascertain key baselines against which to measure progress and impact.
    • Undertake fact-finding missions with humanitarian partners in all three northeastern Nigeria states, and in the Abuja FCT, attend key meetings, including Joint Operational Reviews and HPC-related activities (such as Quarterly and/or mid-year Inter-Sector Operational Peer Review meetings) to obtain insight into the centrality of IM services across the HPC facilitate evidence-based action, and seek partner feedback on how the support of iMMAP Inc. has been a contributing factor or otherwise.
    • Engage with key actors such as UNOCHA, CSOs, women-led organizations and related Working Groups to collect information that contributes to filling information gaps on community perceptions of the humanitarian response provided by the iMMAP-supported partners, focusing on perceptions around five key AAP themes:
      • awareness of humanitarian service delivery.
      • fairness/inclusion of the humanitarian response.
      • feedback modalities within the humanitarian response.
      • relevance of humanitarian interventions.
      •  respect of affected populations by humanitarian service providers as perceived by the community.
    • Prepare a Preliminary Impact Assessment Report, and time allowing, organize three Focus Group Discussions (one with humanitarian partners in each of the BAY States) to facilitate interactions among humanitarian partners representing the Sectors, Working Groups and Areas of Responsibility around the impact based on the preliminary findings.
    • Prepare and present a detailed Final Impact Assessment Report during the End of Year Review Workshop in September 2024, organized by iMMAP Inc.

    Experience

    •  A minimum of five years of relevant work experience including in international development, conflict analysis or humanitarian work.
    • Knowledge of information management practices and the humanitarian cluster system, sectors, working groups and areas of responsibility.
    • Minimum of four years of experience in monitoring and/or evaluation, including strong experience using a variety of quantitative and qualitative analytical tools and methods.
    • Excellent analytical skills and communication skills demonstrated through preparation of well-analyzed data and comprehensive reports.
    • Effective coordination with humanitarian partners at the national and subnational levels.
