    Pharmacy Assistant

    Main Purpose

    • Assisting the pharmacy storekeeper in ensuring the proper general functioning of the central pharmacy and the supply to other field pharmacies, according to MSF protocols, standards and procedures in order to keep pharmacy stock above security level.

    Main Duties and Responsibilities

    • Maintaining the adequacy of storage and hygiene conditions of pharmacy according to MSF protocols.
    • Participating in physical inventories and organization of stock according to MSF recommended storage guidelines.
    • Participating in preparing and sending to the different health structure (packaging, transport…). If working as a dispenser, verify with prescriber in case of unclear prescription or difference from standard protocols, and that patients are counselled appropriately regarding their prescribed treatments
    • Participating in the reception of supplies
    • Ensuring that no material is taken without authorization and that the security regulations of the pharmacy are respected.
    • Reporting immediately in case of robbery/damage of medical equipment or medicines. Taking actions to avoid or prevent the robberies and damages on the equipment.
    • Updating stock cards and informing the stock manager as soon as an item reaches the minimum or maximum threshold or is about to expired

    MSF Section / Context Specific Accountabilities

    • Support to ensure the stock is in perfect conditions of: hygiene, organization, storage capacity, ambient temperature.
    • Partcipate in physical inventories and stock cards update
    • Be responsible for all movements and storage of drugs under controlled use (narcotics, psychotropics and precursors).
    • Follow up stock level at Hospital Pharmacy by doing a list of items to replace and reporting to the project pharmacist any change in the consumption.
    • Be responsible for monthly orders submitted to pharmacy.
    • Support the ordering process from Services - weekly and daily orders - to ensure they are done appropriately and according to standards, reporting to project pharmacist any irregularities in prescriptions.
    • Supervise the fill in of tally sheets closely to avoid mistakes and to keep daily register of outgoing drugs.
    • Participate in pharmacy meetings

    Minimum Required Skills and Qualifications
    Education:

    • Essential: Pharmacy Technical Diploma. Desirable, Pharmacy and Medical related studies.

    Experience:

    • Essential previous experience of at least 1 year in similar or relevant positions.
    • Desirable previous experience in MSF or other NGOs in developing countries.
    • Computer literacy.

    Pharmacy Supervisor

    Main Purpose

    • Ensuring general functioning of the pharmacy and supervising pharmacy supply chain processes in accordance with MSF standards, protocols and procedures, in order to ensure its efficiency and operating availability.

    Main Duties and Responsibilities

    • Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material, according to MSF protocols, national regulations and in cooperation with the logistics department.
    • Coordinating the delivery, reception and recording of international and local orders, in close coordination with the logistics department, updating stock files and informing line managers on their status (shortfalls, over-stocking, expiry dates), in order to permanently ensure security stock levels and ensure efficient management of stock.
    • Supervising orders of medical and drug material in order to ensure an efficient and appropriate consumption pattern under budget constraints.
    • Supervising the supply of drugs to patients, according to medical prescriptions, informing them on consumption patterns and keeping conditions in order to ensure their therapeutic progression
    • Ensuring efficient supply to other pharmacies managed/supported by MSF according to orders and stocks and using cold chain when needed. Monitoring and analysing orders of depending pharmacies in order to avoid ruptures of stock or having expired drugs.
    • Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, training, performance evaluation, development and internal/external communication) of the pharmaceutical team and the nursing staff, in order to ensure both the sizing and the amount of knowledge required and to improve their dispensing capabilities.
    • Recording all items received and issued in computer (Isystock) and reporting on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, in order to rationalise the budget and to ensure availability.
    • Assisting in training of nursing staff regarding dispensing of drugs and their side effects

    MSF Section / Context Specific Accountabilities
    Pharmacy Management Activities:

    • Participate in physical inventories and preparation of medical international oredrs to ensure permanent security stock level.
    • Ensure the monthly analysis and follow-up of the SRH stock, for efficient management of overstock, sleeping stock and soon to expire stock.
    • Follow up of pipeline status for all ruptured and pre-rupture items in pipeliine with supply
    • Ensure real consumptions are well cuptured in Isystock and that they are reflected in orders calculation and forecasting.

    End User Pharmacy Management:

    • Improving and updating Isystock Database / End User Pharmacy distribution system with support of the Project Pharmacy Manager or Mission Pharmacist;
    • Revising Pharmacy End User management tools to cater for our growing EUUs according to MSF standards in conjunction with the NAM and other Med Managers.
    • Follow up and supportive rounds to our EUUs to strengthen Good Pharmacy Practice
    • Ensuring that real consumptions are well recorded by nursing team and collected by Pharma team for proper orders calculation and forecasting.

    Capacity building of the Team:

    • Nursing team is trained on proper real consumptions recording and they are aware of their specific role in pharmacy management.
    • Transfer of competencies of Pharma supervisor to Pharma storekeepers for replacement/back-up purposes (like Isystock usage, calculation of orders, controlled drugs management, expired items management. etc).
    • Recommend necessary trainings for dispensers and storekeepers for the new year as relevant to the role of the Pharma team.

    Project Phamarcy Manager

    Scope of Responsibilities and Accountabilities

    • Defining, coordinating and monitoring all pharmacy related activities in the project area including management of staff, according to MSF protocols, standards and procedures and the mission’s pharmacist and Medical Coordinator’s guidelines, in order to ensure the proper management and supply of drugs and medical devices
    • Participating actively in the definition and update of the annual planning and budgets of the pharmacy activities in the project.
    • Supervising the functioning and organization of the project central pharmacy and other peripheral units, setting the protocols and procedures to be followed by all staff in order to ensure the quality of the service provided to the population, including pharmaco vigilance in case of need.
    • Defining storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents) in order to ensure good storage conditions (temperatures, humidity and light exposure) and the accurate handling of the products and equipment in terms of hygiene and that all hygiene and security procedures are followed in project pharmacies (cleaning, controlling pests and rodents, etc.)
    • Giving support in the ordering and supply process of medicines and medical devices. Monitoring correct stock management across pharmacies within project area, to guarantee a good control and up to date data of stock levels and avoid expiries, overstocks and stock outs. Reporting on drug consumptions and medical devices dispensed according to protocols, informing on unusual patterns.
    •  Ensuring, in cooperation with the project logistic manager, proper maintenance of cold chain and storage conditions (e.g. humidity, temperature, light exposure, cleanliness, pest and rodents control, etc.), and that classification and organization of medicines and medical material meet MSF protocols.
    • Ensuring the collection of data for monitoring and surveillance of optimal quantity & quality of medicine use. Supporting activities at service level for effective drug distribution and control, quality prescription (analyzing rational drug use), medicines reconciliation, antibiotic stewardship interventions such as restricted use antibiotic review, follow up of pharmaceutical care plans, patient counseling, good dispensing practices and safe medication practices.
    • Supervising, coaching, motivating and evaluating all the pharmacy staff under his/her responsibility, in order to ensure the strict respect for working procedures and protocols. Ensuring that all pharmacy staff uses required clothes and equipment according to protocols, i.e. white coat, gloves, etc.
    • To define, if needed, training opportunities for the medical staff.
    • Carrying out all the reporting tasks associated to his/her field of action and responsibility, ensuring its consistency and accuracy, in order to support in the relevant decision-making and participating in monthly reports according to guidelines (SitReps, medical statistical reports, etc.)
    • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under with coordination supply team and mission pharmacist during peak times and emergencies.
    • Participate in preparing Quaterly Order (QO), Plan Of Action (POA), International Medical Order (IMO) with mission pharmacist.
    • Collaborate with pharma supervisor for close and better support.Ensure pharmacy supervisor and storekeeper have proper knowledge about Isystock, Medorder and all pharmacy tools in use and pharmacy stock management. Provide training on pharmacy stock management in general, supervision in EUU, consumption follow up, good dispensing practice and use of daily, weekly, and monthly consumption sheets in all the departments and cold chain management.
    • Manging staff health in collaboration with the Project Medical Referent (PMR).
    • Collaborate with thw medical team closely for good implementation for the new activities.
    • Ensure avalability of stock in the project espically for critical items ( theraputic food ), and to inform the PMR and mission pharmacist about all stock related concens (shortage, risk of shortage, over stocks, pre-expired, ..).
    • Support and participate in all drug and medical material supply processes and facilitate the correct transport/storage procedures, in order to ensure the availability of stock in Bauchi project and avoiding expiries, stock-outs and overstocks.
    • Pharmacy stocks are efficiently managed at all levels (Central and intermediate Pharmacies) in Bauchi Project.
    • Make regular technical supervision to ender -user units to ensure appropriate follow-up of activities and give the support needed by the ender-user units.
    • Follow up of monthly consumptions of critical items and analysis.
    • Follow up of the use of controlled drugs in Bauchi Project and ensuring the collection of data.
    • Ensuring Good Storage Practices (GSP) and Good Distribution Practices (GDP) at all levels (Central Pharmacy, Intermediate Pharmacy, ender-user units) in Bauchi Project.
    • Monitoring the rational use of medicines especially antibiotics at the Project level.

    Minimum Requirements

    • Pharmacy Degree (or equivalent 4-5 years diploma according to the country of origin of the pharmacist)
    • Minimum of 2 years’ working experience as a Pharmacist
    • Experience in MSF or other NGO’s in developing countries is essential
    • Mission language, English essential; Local working language desirable
    • Essential computer literacy (word, excel and internet)
    • Competencies; People Management and Development ,Commitment to MSF Principles, Behavioural Flexibility, Results and Quality Orientation, Teamwork and Cooperation
