    Demand Creation Workstream Advisor

    Details:

    Short Term Consultancy for Advisor, Demand Creation Workstream for 2019 Global Fund Supported LLIN Mass Campaign.

    Terms of Reference

    This Terms of Reference (TOR) provides the description and work to be done during the implementation of long-lasting insecticidal nets (LLIN) mass campaign in Taraba state. Beyond this state, additional work may be assigned in other states where LLIN campaign will be implemented in 2019, subject to donor approval and availability of funds.

    Project Background

    Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in over 99 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs, therefore, strengthening and building the capacity of these partner organizations is fundamental to programs in every country in which CRS operates. CRS has worked in Nigeria for more than 25 years. Through local partners, CRS has implemented programs in 24 of the country’s 36 states, demonstrating the agency’s extensive grassroots network and significant capacity to reach the rural poor. Focusing on agriculture, emergency response and recovery, and health, CRS is helping to strengthen health care systems, Catholic Church partners, other community-based organizations, and government institutions. CRS’s current projects are improving the lives of more than 1.4 million Nigerians.

    CRS has a long and rich history of collaboration with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). Since 2003, CRS has been awarded over $290 million in Global Fund resources to implement programs in 27 countries. In Nigeria, CRS is a sub-recipient (SR) on the Global Fund HIV and the principal recipient (PR) for the Global Fund Malaria grant. As PR, CRS will partner with the National Malaria Elimination Program (NMEP), various state governments and malaria partners and stakeholders to coordinate the 2019 long lasting insecticide treated nets (LLIN) mass campaigns in 6 states.  CRS oversees 3 SRs and supports a range of malaria treatment and prevention services at the state level.

    Purpose of the Consultancy

    The purpose of the consultancy is to support CRS Nigeria Global Fund Malaria Project unit and provide state-level technical assistance and oversight on demand creation (DC) -related activities for the successful coordination of the 2019 long lasting insecticidal nets (LLIN) replacement mass campaigns. S/he will provide training to SST, accompaniment and technical support to the State Ministries of Health in the mass campaign state.

    Objective of the Consultancy

    The overall objective of this consultancy is to support CRS in the implementation of the 2019 LLIN mass campaign distribution by providing technical assistance, leadership and oversight on demand creation related activities to DC workstream SST and state team

    Main Tasks/Deliverables

    • The Demand Creation Work Stream Advisor (DCWSA) will lead the demand creation workstream arm of the state support team (SST) and provide national-level technical assistance and oversight on demand creation-related activities for the successful coordination of Long-Lasting Insecticide Nets (LLIN) replacement mass campaigns.
    • Provide periodic updates to campaign stakeholders.
    • Provide leadership to demand creation work stream, and leverage resources across the state support teams to facilitate the effective uptake and use of LLINs provided during the LLIN mass campaign.
    • Support the provision of technical support and input into state demand creation preparatory processes such as adaption of demand creation campaign materials.
    • Participate in training National-level demand creation workstream members in implementing LLIN campaign distribution.
    • Provide on the job capacity building for National and State officers in demand creation.
    • Support the incorporation of lessons learnt from previous LLIN mass campaigns into the implementation package.
    • Provide technical advice for the design of rolling out state specific demand creation approaches/plans.
    • Provide technical advice for the implementation of the state level demand creation plans.
    • In collaboration with the behavior change communication (BCC) Unit, disseminate progress reports to all relevant stakeholders.
    • Provide recommendations for improvements as derived from the reviews of progress.
    • Support stakeholder coordination and engagement at the state level.
    • Support the compilation of campaign reports, and continuous review of progress against the plans to monitor target achievement.
    • Provide technical support for the planning of the post-campaign activities, focused on LLIN hanging and use, based on existing data and mapping of resources for BCC in the state.
    • Provide technical support for the development of advocacy and media kits and engagement of media, to facilitate the dissemination of these key messages.
    • Support identification of influencers and stakeholders for involvement in demand creation activities (e.g. state net ambassador).
    • Support advocacy and engagement at all levels (community, ward, LGA, state) to promote commitment and ownership of key stakeholders, for the successful LLIN mass campaigns.
    • Support the ACSM unit in the development and implementation of post campaign SBCC activities

    Specific Deliverables

    • Developed DC plan of action for campaign state
    • Develop advocacy plan for campaign state
    • Adapt DC material to suit state specifics
    • Review microplanning and campaign reports
    • Review documentary and finalize both print and electronic versions
    • Consultant report

    Schedule of Deliverables

    The contract period is between April and December 2019; with specific deliverables tied to the period of LLIN Campaign.

    Required Qualifications

    • The consultant should possess the following combination of skills and expertise:
    • An advanced degree in mass communication or arts related degree.
    • At least 7 years of professional experience in health programs, preferably in SBCC activities.
    • Experience in LLIN mass campaign DC is required.
    • Competence in the use of Microsoft office suite is required.
    • Proven leadership and inter-personal skills and ability to work well both within a team and independently. 

    Desirable

    • Demonstrated ability to monitor, supervise, and facilitate trainings.
    • Knowledge of the Nigerian public health sector.
    • Strong representational skills and ability to interface with multiple stakeholders, representatives, and partners (including representatives of government agencies) in a professional manner on an ongoing basis.
    • Demonstrated ability to work effectively under pressure and to prioritize competing demands.
    • Strategic, analytical and decision-making skills.
    • Excellent oral and written communication skills. 

    Management Arrangements and Follow-up

    The Global Fund Malaria Project Vector control unit will provide overall supervision and management of the consultancy. Focal contact persons on this consultancy shall be the Senior Manager Vector Control and/or the Deputy Chief of Party.

    Key Working Relationships/Organizations

    Internal: Project officer mass campaign, technical and logitics workstream advisors, DC work stream consultants, Global Fund Malaria Program Team, Deputy Country Representative Health, Country Representative, Operations Manager, Finance, Procurement and Administration Staff, Regional and Senior Technical Advisors, Deputy Regional Directors for Program Quality and Management Quality.

    External: State Ministries of Health (SMOH), National Malaria Elimination Program (NMEP) within the Federal Ministry of Health (FMoH), technical and financial Partners, partner health facilities, Local Fund Agent (LFA), Global Fund Country Team.

    Time and Level of Effort

    This activity is expected to take place within a period of not more than 76 days per State Campaign implementation schedule, between March and December 2019. The deliverables are expected to be timely and reports should be submitted no later than 10 days after the completed state campaign and microplans.

    Location of the Consultancy

    The consultancy will take place in the campaign states and occasionally at CRS office Abuja.

    Payment Schedule

    A daily rate of N20,000 will be paid as consultancy fees. This will be disbursed monthly following an assessment of timely completion of specific deliverables listed above and submission of timesheet and invoice duly signed by the Senior Vector Control Manager and/or the Deputy Chief of Party. The Chief of Party authorizes payments according to CRS policies. The consultant is expected to submit timely reports to the project team.

    In addition, and if applicable, you will be entitled to DSA which comprises accommodation and meals (excluding any meal provided for). CRS will be responsible for providing flight and/or road transportation as required for your work.

    Please note that CRS will deduct and remit to the Federal Inland Revenue Service (FIRS) a 5% withholding Tax from the total consultancy fees in accordance with the Nigerian Tax Law.
