Terms of Reference for a Consultant to Facilitate the Plenary Meeting of the GAVI CSO Constituency Platform
Purpose:
Engage a facilitating consultant for the GAVI CSO constituency project
Terms of Reference:
Facilitate the plenary meeting of the Gavi CSO Constituency project in preparation for its full registration with CAC.
Background:
Health programming for CRS in Nigeria has undergone significant growth over the past 2 years and currently includes projects in the areas of malaria, HIV, childhood tuberculosis, polio eradication, nutrition, WASH and health systems strengthening.
The GAVI Civil Society Constituency (GAVI CSO) the support of the GAVI Alliance, is working in over 20 countries to strengthen Civil Society participation in Immunization and Health-System Strengthening (HSS) as part of the GAVI Business Plan. The project is created responds to the needs and priorities of Ministries of Health, CSOs, and in-country partners supporting the Expanded Program on Immunization-- is managed on the Constituency’s behalf by Catholic Relief Services (CRS).
The objectives of the GAVI CSO HSS project are four-fold:
Establish a functional Civil Society platform to engage in immunization and health system strengthening processes;
Strengthen the capacity of these country-level CSO platforms to engage in discussions around HSS activities for immunization;
Ensure that target country governments and development partners recognize and engage with established CSO platforms; and
Empower country-level CSO platforms to link communities with immunization and health systems.
In each of the project countries, the local CRS office creates an enabling environment for the Lead CSO to coordinate a functional civil society platform capable of engaging in immunization and health system strengthening discussions and processes. Platforms can influence and engage with country governments and development partners, ultimately linking communities with immunization and health systems. Ideally, these country CSO platforms will also be key partners in implementing the Global GAVI plan.
The Nigeria Gavi CSO platform, which is referred to as the Civil Society Platform on Health (CSPH) was established in 2013 to sub serve the above function. The hosting organization/facilitating organization is ACOMIN. The platform will be formalizing its constitution to effectively implement its desired role and register the platform following a plenary meeting with members. To achieve this, CRS Nigeria CP wants to engage a facilitating consultant for the platform plenary meeting scheduled to take in February 2018.

Reporting:
The consultant will report to the Program Manager – GAVI with support from the Head of Unit – HSS. Overall coordination and technical oversight of the consultancy will be provided by the Head of Unit - HSS. For all logistics arrangements and direct interactions with stakeholders and other partners, the consultant will be supported by the PM - GAVI.
Logistics:
The candidate will be expected to be domiciled in Abuja. Daily consultancy rate will be paid based on CRS official approved rate depending on experience and skill.
Accommodation and per diem support will be provided to support the consultant during the duration of the plenary meeting.

This assignment is a 12-day assignment that will be completed between 29th January – 20th February 2018.
Remuneration:
Consultant will be paid the cumulative agreed daily rate at the end the exercise. Payment will be based on achievement of the set deliverables.
