    Senior Advisor, Care & Treatment

    Job Summary

    Provide technical support to implement high-quality Prevention, care, treatment, and support activities with a primary focus on Prevention intervention, and clinical management of HIV/AIDS including the provision of Anti-retroviral therapy (ART) and management of other disease conditions.

    Supervision of key Prevention/ clinical staff & lead in integrating prevention and clinical services with other project initiatives, developing, and maintaining collaborative relationships with stakeholders (Including GON, and other IPs) and evaluating service delivery outcomes.

    Essential Duties and Responsibilities

    Supervision of Prevention Services:

    •  Support to the Director of Programs in the implementation of prevention and behavior change interventions for HIV/AIDS Prevention.
    • Provides technical leadership and ensures the appropriate application of sound technical strategies and best practices.
    • Oversee the development of strategies for the design and implementation of HIV/AIDS prevention and behavior change intervention among most Key Populations and their partners.
    • Provides technical support in the development and dissemination of tools, materials, reports, papers, and interventions for research projects.
    • Actively support the Program HIV prevention teams to develop strategic work plans and monitor progress, identifying challenges and supporting the identification of solutions.

    Supervision of Clinical Services

    • Provide technical leadership and technical support related to clinical management and home-based care HIV/AIDS strategies and approaches related to the implementation of programs.
    • In coordination with the Director of Programs, coordinate the design and implementation of components related to clinical management of, and home-based care for HIV/AIDS, including the use of Anti-retroviral treatment in field-level projects and programs.
    • Provide technical assistance in HIV/AIDS care and support including other co- morbidities capacity building at the state level.
    • With support from the Director of Programs, develop guidelines, tools, and recommendations related to the implementation, evaluation, and monitoring of HIV/AIDS care, and support programming.
    •  Serves as focal person for quality assurance and control for HALG service delivery interventions for Key Populations.
    •  Provide support to HALG OSS/DIC in the states, including interacting with site clinical team, and M&E focal points ensuring quality assurance and control in the delivery of HIV treatment services to Key populations at the OSS and using other forms of decentralized models.
    • Work with state teams and local implementing partners to support the correct implementation and use of HTS, STIs, and ART monitoring and evaluation tools, and adherence for complete, correct, and timely reporting.
    • Ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.
    • Assist in the development and maintenance of computerized data capture of the program and provide technical assistance and training to the staff at the sites responsible for data entry in conjunction with other team members.
    • Work in close collaboration with the TB and Integrated Medical Service Unit in the implementation of integrated HIV, TB, and other medical services at the facility level.
    • Provide technical assistance in non-ART clinical care including the management of opportunistic infections (OI) and Palliative care capacity building to field programs.
    • Work with relevant technical staff to adapt and disseminate guidelines, tools, and procedures that will support the achievement of quality service delivery that reflects the needs of Key populations.
    • Manage and supervise clinicians at the state and zonal levels.
    • Advise the project on national/state policies, procedures, and licensing requirements and ensure compliance with all requirements and/or mandatory inspections to the one-stop shops.
    • Prepare formal evaluations of clinical staff as scheduled and required and Supervise Monthly/quarterly clinical staff meetings.
    • Identify and advise management on the training needs of all clinical staff.
    • Lead the integration of clinical services with other project activities to enhance the achievement of project outcomes.

    Monitoring & Research

    • Assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.
    • Remain informed on current programs in HIV/AIDS Prevention, care and support and related development field and use knowledge to provide support to the research unit to conduct research (Qualitative and Quantitative) on service delivery outcomes for HIV prevention, care, and treatment.
    • Conduct routine monitoring visits to project sites, including the conduct of data quality assessments (DQAs) using national and HALG CQI tools, assist in the preparation of monthly reports, and provide supportive supervision.
    • Support the research unit to manage data collection using nationally approved tools.
    • Proactively seek out and report relevant opportunities, success stories, linkages, or challenges that impact clinical services.
    • Ensure timely submission of quarterly reports on a monthly and quarterly basis or as required.
    • Contribute to the development of lessons learned from programs and projects related to HIV/AIDS care and support and apply these lessons to modify existing programs and improve the design of new programs.

    Accountability

    • Represent HA LTD/GTE Nigeria to donors and government officials on issues of HIV/AIDS Prevention, care, and support at the state level.
    • Support the development of budgets and work plans for Prevention and clinical services and budget tracking to ensure cost-effectiveness and efficiency.
    • Support accountability process in compliance with USAID financial rules and regulations.
    • Perform other duties as assigned.

    Qualifications

    Education and/or Experience:

    • Master’s degree in public health or any other related field.
    • MBBS
    • At least 9 years post NYSC clinical experience in HIV/AIDS Prevention, care, and treatment; At least 5 years of Program management experience.
    • Excellent knowledge of HIV Prevention and clinical issues and current literature in HIV/AIDS Care and treatment.
    • Experience in developing project-specific ART delivery plans.

    Language Skills:

    • Excellent oral and written English communication skills.
    • Knowledge of Local Language preferred.
    • Demonstrated competency in public speaking.

    Computer Skills:

    • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems, and PowerPoint.
    • Other software routinely used by Heartland Alliance.

    Work Environment:

    • The noise level in the work environment is usually moderate.
    • The employee will be required to co-locate with local partners usually in the same office.
    • The employee is required to travel regularly to often insecure and limited-resource environments.
