    Team Lead

    General Background  

    • Chemonics UK seeks a Team Leader , for anticipated Portfolio Monitoring, Evaluation, and Learning Pro gramme (PMEL) in Nigeria . 
    • Its objective is to analyse existing data from programmes and activities across the UK government portfolio, including centrally management programmes, non- Offical Development Assistance and activities led by other UK government departments, synthesise evidence to form new knowledge products and use these to inform the strategic management of all UK government resources in Nigeria. 
    • The role will be based in Abuja , Nigeri a though consideration will be given to candidates based elsewhere provided they can travel to Abuja on regular assignments.  

    Role Purpose  

    • The Team Leader will be responsible for leading in the design, development, and oversight of all activities under the PMEL contract .
    • The Team Lead er will hold the workplan and be responsible for the overall design, delivery, and oversight of MEL and research activities under the contract.
    • They ensure the timely and quality delivery of all activities requested by FCDO and provide quality control in terms of methodology rigor, quality of data and analysis, adherence to evaluation ethics and best practice, and quality of reporting and communication of findings to FCDO and other evidence consumers as appropriate .
    • This position requires utmost tact and sensitivity as the products are often sensitive in terms of the conflict dynamics and analysis of activities of FCDO implementing partners .  
    • They maintain strategic awareness of the challenges, risks and opportunities for PMEL activities, and leverage adaptati ve management approaches where appropriate to ensure effective monitoring, evaluation, research, and learning engagements .  

    Key responsibilities  

    • As the most senior member of the team, manages relationship and communications with FCDO, ensuring understanding and alignment of PMEL activities and strategy .   
    • Manages relationships with programmes being engaged by the PMEL contract, and ensures open and bidirectional engagement in-line with MEL best practice .  
    • Oversees design, development and delivery of overall MEL approach and systems.  
    • Provide s leadership and management oversight to all PMEL activities and holds ultimate responsibility for the performance of a team of Nigerian and international MEL professionals and specialist MEL partners . Leads all workplanning , and e nsures activities are performed in a timely fashion to a high professional standard and that technical objectives are met.  
    • Oversees security and risk management approach and leads on developing mitigation measures and adapting the programme where relevant .  
    • Responsible for the quality of all written deliverables required by FCDO. Drafts content and provides q uality assurance on reports .  
    • Responsible for quality of data and rigour of findings. Ensures data quality and ethics controls and protocols are in-place and adhered to.  
    • Represents PMEL and Chemonics in m eetings and engagements with relevant stakeholders and counterparts, including other implementing partners, the donor community in Nigeria and relevant government officials .   

    Experience, Skills and Qualifications  

    • Demonstrated mixed-methods monitoring and evaluation skills , and comfort in managing multiple evaluative engagements at once.   
    • Demonstrated skills in communicating complex analytical findings and methodologies to a wide range of audiences.    
    • Experience managing a range of stakeholders to develop agreements in approaches and strategy.  
    • Significant experience in designing MEL programmes .  
    • Experience designing theories of change and contributing to monitoring, evaluation and learning.  
    • Familiarity with FCDO and/or UK government MEL, reporting, and data quality requirements preferred .    
    • Demonstrated ability in working independently and as part of a team both in-person and remotely .    
    • Demonstrated working proficiency in written and oral English is required .   
    • Experience working in Nigeria preferred.  
    • Strong organisational and work prioritisation skills .  
    • Strong communication and people management skills.  
    • An advanced degree in social sciences or a relevant field preferred., or relevent professional experience.
