    Assistant Technical Officer - HIVST

    Report Line: Senior Technical Officer

    Job Summary

    • The incumbent will provide technical support to the KP community-based organizations (CBOs/CSOs), screening facilitators, and health workers at GF – supported facilities to implement community and facility – based HIV self – testing (HIVST) activities across the GF NAHI implementing states supported by ECEWS.
    • Technical Assistance will be provided on demand creation for HIVST using Total Market Approach to screening facilitators at the community level.

    Responsibilities

    • Oversee HIVST directed demand creation activities at both community and facility level
    • Provide technical support to case managers HIVST screening facilitators on mapping of PMVs & CPs at the state & OSS level
    • Coordinate and engage with the private sector (pharmacy and PPMVs) to implement the total market approach
    • Monitor service uptake along the established distribution channels and lead the coordination of facility and community based HIVST for the target population of interest.
    • Track project implementation at state level, ensuring availability of test kits at the service delivery points, accountability of distributed test kits and complete reporting at all levels,
    • Ensure that target populations along all distribution channels are adequately reached according to the national HIV testing protocols and guidelines
    • Work to establish and strengthen effective referral linkage between community outreach services and care and treatment facilities.
    • Contribute to development of project strategies, & work plans
    • Produce and ensure timely submission of routine program activity reports
    • S/he performs any other duty as assigned by the State Team Lead & Technical Lead.

    Job Requirements
    Education:

    • Bachelor’s Degree in Medicine, Nursing, Public Health, Medical Laboratory Science, Pharmacy or other allied Health professions with 2 to 3 years of relevant experience in HIV prevention. Relevant experience with HIVST is an added advantage.

    Attributes & Experiences:

    • Experience in the provision of community-based biomedical and demand creation for HIVST services among GP & KP.
    • Experience implementing HIV/AIDS programs at community and facility level; familiarity and experience with GF-funded programs.
    • Experience in technical capacity building of CBOs & ad hocs, on HIVST.
    • Proficiency with computer.
    • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
    • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
    • Must be able to read, write, and speak fluent English.
    • Prior work experience in a non-governmental organization (NGO), government agency.

    Finance & Administrative Assistant

    Reporting / Supervision: This position reports to the Senior Finance Officer

    Job Summary

    • Responsible for the provision of accounting, administrative, and logistical support services to the Covid-19 Grant implementation in the State.
    • Prepare monthly financial report forms which accompany executed sub-project documents, prepare monthly reporting/ budgets, enter data into excel spreadsheets and automated MIS reports and disseminate information to ECEWS Headquarters.

    Required Qualifications

    • University Degree in Accounting, Finance or Business Administration
    • 2 – 3 years’ Experience with administrative and secretarial skills
    • Sound accounting skills
    • Experience with large complex organization is required, familiarity with international NGOs preferred.
    • Proven experience in transferring knowledge into operational plan with clients collaboration and sustainable buy- in.
    • Substantial experience using computerized financial information systems.
    • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
    • Must be able to read, write, and speak fluent English
    • Familiarity with Donor-funded programs and non-governmental organizations in Nigeria.

    Technical Officer - COVID 19

    Summary

    • The position provides technical support, development of concept notes, tools and provide technical coordination to various cadres of health facilities.
    • Assists with project implementation, design, training, support the monitoring and evaluation and provide technical support services to assigned projects of the COVID 19 program

    Duties & Responsibilities

    • Work with the Zonal Team Lead to provide strategic directions and technical leadership.
    • Work with other team members to ensure high quality, client-oriented services delivery at all supported facilities
    • Spearhead the increased access and uptake of COVID-19 services amongst PLHIV in Ebonyi state
    • Support the integration of COVID- 19 services into existing services in the health sector and strengthen the uptake in the community through a data driven approach
    • Spearhead the creation of demand for COVID-19 vaccination amongst GP, KP and PLHIV.
    • Spearhead the introduction and expansion of COVID-19 services to all supported facilities.
    • Support development of concept notes, tools, and provide technical support in distribution of tools, materials, reports and interventions.
    • Support the management of COVID-19 through the planning, monitoring and follow up.
    • Coordinate virtual meetings, supports technical knowledge sharing meetings with key stakeholders and facilities
    • Coordinate the development of standard operating procedures (SOPs).
    • Take lead in monitoring and maintaining protocols, manuals, training materials and reports
    • Spearheads the tracking of project indicators and analysis of project implementation.
    • Take lead in development and refining of program materials such as clinical guidelines, protocols, algorithms, job aids and training materials for COVID-19 Program in the Zone and assigned states.
    • Coordinates the development of technical reports, research, policies, best practices and procedure.
    • Ensure the integration of all services provided to HIV clients into the routine activities of the facilities and establish effective linkages in the delivery of quality HIV services to clients with intra- and inter-facility services as well as from the Community.
    • In collaboration with the Monitoring and Evaluation team, ensure regular review of program performance against quantitative and qualitative targets and with other team members, develop and implement strategies to address observed gaps.
    • Provide mentorship, monitoring and supervision for quality COVID-19 services to health care providers in supported facilities.
    • Oversee the implementation of multipoint and targeted Provider-Initiated HIV testing and Counselling Services (PITC) at supported facilities.
    • Foster effective collaboration, multitasking and team spirit among staff towards achievement of targets in all thematic areas.
    • Perform other duties as may be assigned by the supervisor.
