    Base Coordinator

    SERVICE DIMENSIONS

    • Provide Security assistance to TUCN staff, contracted staff, vendors, and visitors.
    • Management of Security personnel: Government security forces and civil Guards (service contracted), and dog handlers
    • Security Patrol vehicles (patrols)
    • Train / organize training for guards
    • Security management of main office base location, & other satellite locations (New staff club, New Pipe yard,
    • Oceaneering, Staff residence etc.)

    ACTIVITIES

    The incumbent is required to:

    Supervise/Manage Security Activities:

    • Manage security resources (personnel and hardware) allocated for Security duties/roles
    • Implement processes and systems that Identify security risks/treats to company personnel & assets
    • Implement Security plans, procedures and tasks for Security operations
    • Investigate security incidents for proper reporting
    • Implement mitigation measures on security breaches & incidents
    • Conduct Security and HSE Audits in authorized locations, and for new activities, to ensure that appropriate, or corrective actions are implemented
    • Manage interface between security and other entities to ensure security rules & procedures are followed
    • Ensure proper security/staff relationships to enhance core security & HSE values; resolve conflicts
    • Build a good knowledge of security procedures and risk assessment in security operatives
    • Organize/deliver basic professional training (Good practices, communication skills, etc.) through periodic seminars and workshops
    • Ensure regular patrols to on-site & satellite locations
    • Log & report all security events, security incidents, and security breaches appropriately
    • Ensure blind spots are covered by CCTV.
    • Implement management directives during unforeseen situations
    • Develop and implement safety & security drills
    • Perform periodic trainings for security personnel, including guards, & GSF. (e.g. VPSHR training).

    Manage Access & Egress

    • Process authorized access requests for personnel, vendors, & visitors etc.
    • Ensure security and safety inductions for visitors / contractors
    • Ensure support equipment (CCTV, barriers, etc.) are functional
    • Ensure prohibited substances, materials, equipment &/or weapons are not carried into the premises.
    • Manage distress and emergency situations
    • Handle distress calls, collect information, and report situation to the appropriate security & HSE assigns.
    • Activate security intervention team where necessary
    • Co-ordinate security responses to security emergencies

    Report Security Performance

    • Participate in security activity & performance meetings
    • Provide feedback to security management on base operations
    • Report breaches, incidents & relevant external events
    • Record process data (day & time of incident, time of request for security resource, action taken by resource person, end of incident time, etc.)
    • Give performance feedback on security personnel using known performance indicators

    QUALIFICATIONS / EXPERIENCE REQUIRED

    • Qualification: University degree in Engineering or sciences with at least 5 years’ security industry experience in a leadership position.
    • Experience: Experience in command and control of Security personnel, dealing with escalating security situations.
    • Essential Skills- Personal leadership skills, time management, relationship and team building, problem solving, good
    • initiative and good decision-making skills are essential
    • Advanced knowledge of Microsoft Applications, expert user of MS Excel

    Security Shuffle Coordinator

    ACTIVITIES

    The incumbent is required to:

    • Carry out security inductions for personnel and Government security forces including VPHSR awareness training.
    • Implement and exercise the OML58 Transport Security Procedures.
    • Organize regular movements of personnel and materials between sites and outside OML 58 locations, under security coverage
    • Working with GSF Commanders to protect escorted personnel/materials, including contractors and visitors
    • Coordinate the activities of Government Security Forces (GSF) while on missions.
    • Responsible for the deployment of military for shuttle escort missions.
    • Hold regular interactive sessions with GSF and drivers attached to shuttle movements.
    • Timely information gathering, collation and dissemination.
    • Liaising with the Security Coordination Room and other Security coordinators and personnel for overall
    • security of OML58 Areas of Operations/Interests, delivering periodic situation reports, especially while on transit.
    • Supervising and monitoring of security vehicles, drivers and coaster buses detailed for OML58/NOPL movements
    • Attend security meetings and any other meetings relevant to shuttle coordination duties.
    • Ensure that all security escort support equipment for the shuttle, is correctly used and are properly accounted for
    • Ensure adequate strength of GSF are deployed for every shuttle movements
    • Ensure all the vehicles have seat belts, fire extinguishers, first aid kits and necessary tools.
    • Report to the relevant authorities and maintain records of occurrences which threaten security
    • Maintain accurate data on POB, for both GSF and passengers, for every shuttle movements.
    • Any other duties that may be assigned.

    CONTEXT AND ENVIRONMENT

    • Rotation, OML 58
    • High risk, hostile and volatile environment with random and unpredictable security situations.

    HSE CONTENT

    • Complete 2 Anomaly reports per week.
    • Organize regular HSE awareness for GSF.
    • Improve the safety of weapon handling on transit, through targeted induction.
    • Conduct period session on avoidance of Road Traffic Accident RTA

    ACCOUNTABILITIES

    • Protection of company personnel and assets on transit.
    • Administrative effectiveness of all security escort activities.
    • Protection of escorted company contractors' personnel/equipment during company operations

    QUALIFICATIONS / EXPERIENCE REQUIRED

    • Retired Police/Armed Forces or minimum of five years relevant experience or both.
    • Analytical mind - Initiative and Decision-Making skill essential.
    • Conflict resolution and investigation experience.
    • Risk assessment skills.
    • Proven oral, written and active-listening skills.
    • Highly effective organizational, time management and analytical skills.

    Security Escort Coordinator

    ACTIVITIES

    The incumbent is required to:

    • Develop, maintain, implement and exercise the OML58 security escort procedures.
    • Organize regular escort duties of personnel and materials within and outside OML 58.
    • Working with GSF Commanders to protect personnel/materials being escorted including contractors and visitors.
    • Coordinate the activities of Government Security Forces (GSF) while on escort duties.
    • Responsible for the deployment of military for the escort duties.
    • Hold regular interactive sessions with security members of GSF and drivers attached to escort duties.
    • Information gathering, collation and dissemination.
    • Liaising with other Security coordinators and personnel for overall security of OML58
    • Supervising and monitoring of all security vehicles and drivers detailed for Escort Duties.
    • Attend security meetings and any other meetings relevant to escort duties.
    • Ensure that all security escort support equipment is used correctly and are properly accounted for.
    • Ensure optimal allotment of vehicles attached to OML58 security
    • Advising on security situation and recommending remedies.
    • Follow up road conditions (accidents) of the security escort vehicles.
    • Ensure that all escort personnel are aware of escort procedure and apply same diligently.
    • Report to the relevant authorities and maintain records of occurrences which threaten security.
    • Maintain accurate data on personnel (GSF) POB for escort and security vehicles in OML58.
    • Any other duties that may be assigned.

    CONTEXT AND ENVIRONMENT

    • National, Rotational,
    • Onshore production site with daily requirements to move personnel and equipment to locations up to 80km apart by day or night
    • Vehicle maintenance and occasional RTAs are a challenge
    • Community with dynamic security situations including violent criminality, theft, sabotage, cultism and blockade/protest
    • Interface with several Government Security Agencies (Police, Army, NSCDC) and their hierarchies

    HSE CONTENT

    • Complete two (2) Anomaly reports per week
    • Organize regular HSE awareness for GSF including Defensive Driving for both GSF and Civilian drivers
    • Improve the safety of weapon handling on site, through targeted induction, ensuring weapon clearing at the ACP, through continues awareness creating.

    ACCOUNTABILITIES

    • Protection of company personnel and assets on transit.
    • Administrative effectiveness of all security escort activities.
    • Protection of escorted company contractors' personnel/equipment during company operations

    QUALIFICATIONS / EXPERIENCE REQUIRED

    • University Degree,
    • Retired Police/Armed Forces with tactical experience or minimum of five years security coordination experience in Oil and Gas industry or both.
    • Conflict resolution and investigation experience.
    • Risk assessment skills.
    • Proven oral, written and active-listening skills.
    • Highly effective organizational, time management and analytical skills.

    Lead Security Analyst

    ACTIVITIES

    • Security Risk Sourcing and Database Updating
    • Source for confirmed national security and political threats through the internet, calls texts, security agencies, and update database with obtained reports.
    • Receive incidents from other Total Energies locations and report same in company's security incidents database.
    • Report all maritime incidents within Nigerian waters as received from MOC and other sources and input same into company's security database.
    • Follow up on security incidents in liaison with security managers with a view to updating database and escalate where necessary.
    • Security Reporting and Analysis duties
    • Collate, analyze and report any security risks, study trends and make predictions based on data collated.
    • Prepare daily security reports. Administer Security Incident Report Tool, SIRT.
    • Prepare weekly consolidated Security Risk Assessment from reports received from all Total Energies entities and national security threats.
    • Prepare monthly Security Risk Assessment/Meeting with Country Chair report.
    • Prepare quarterly and yearly security risk analysis/reports.
    • Prepare periodic security documents based on risks and trends.
    • Prepare Security Division section of the Long-Term Planning (LTP) brochure, TUCN COMSTRAT, COMFI reports, etc.
    • Prepare decision support tools based on prevailing trends.
    • Mapping of incident locations.
    • Prepare Security KPIs.

    Other duties

    • Supervise/train/assist other Security Analysts.
    • Floor HSE Liaison Officer.
    • Carry out actions/prepare reports as directed by GM Security/DGM Security/Corporate Security Adviser/Security Managers.

    Security Coordinator

    ACTIVITIES

    • Coordinate Onne Site Security Operations entailing the protection of life and properties.
    • Carryout security induction for personnel and Government security forces including VPSHR awareness training
    • Conduct quarterly security drill to test security response plan and effectiveness
    • Coordinate GSF, Civil guards and ensure deployment of escort resource as may be approved.
    • Management of the Oil and Gas Free Zone ID badges to ensure that access rights of personnel are not infringed or abused.
    • Harmonization of the intelligence gathering mechanism to aid site operations.
    • Ensure the SMS diffusion list is all embracing foe the Onne Site personnel who are hitherto not captured in the list.
    • Liaise with locals and leverage on the existing Government security forces and other agencies as may be deemed necessary.

    • Prepare for validation security procedures for the base (OGFZA ID badge, CCTV procedure.
    • Review the existing access control procedure to reflect on the dynamics of security challenge and periodic review of security procedure.
    • Improve on the security apparatus, structures and procedures.
    • Ensure deployment and monitoring of convoy and escorts movements for personnel.
    • supervise the implementation of access control, physical/electronic security and monitoring of VTMS and security induction for new arrivals.
    • Carry out established security patrol priorities (day/night), perimeter patrol, car park management and audits of CCU’s and shackles update within the site.
    • Defined perimeter and co-ordinate security activities with other entities including visitors and third-party contractors.
    • Provide and put in place a robust security risk register and update regularly. To be included in the weekly/monthly report.
    • Perform any other assignment (related to security matters) as may be given by the site manager

    • Sensitive environment with unpredictable situations with occasional community issues.
    • High value inventory with need for effective loss prevention measures

    HSE CONTENT

    • Familiarize self with TEPNG emergency procedures, carry out assigned responsibilities safely and report any incident, unsafe act or operation.
    • Ensure all personnel under his / her supervision are well trained and aware of their HSE responsibilities with continuous monitoring to check compliance

    Security Intelligence and Investigations/ Escort/ Operations Coordinator

    ACTIVITIES

    OPERATIONS:

    • Coordinate security projects and operations as directed/designed by the DGM/Mgr Security.
    • Plan and organize security Intelligence & Investigations for Deepwater locations.
    • Plan and organize approved security escort Close Protection for all staff, VIP’s, guests and properties. Investigate, report all incidents immediately they occur.

    LOSS PREVENTION:

    • Monitoring and enforcement of Loss Preventive measures and procedures.
    • Identify areas that require loss preventive measures and provide appropriate measures to be put in place. Implement change plan.
    • Lead development of loss prevention and investigation strategies.

    INTELLIGENCE/SURVEILLANCE:

    • Gather intelligence and disseminate on the need-to-know basis. Undertakes surveillance operations. Establish and maintain link with Government Security Agencies. Vetting of domestic staff on request.
    • Study activities relating to auto theft rings, terrorism or other security threat

    ADMINISTRATION:

    • Partake in departmental decision making and ensuring compliance with decisions/recommendations.
    • Participate in case conferences and interdepartmental meetings (as directed).
    • Manage sensitive/security information. Routine reporting.
    • Assist the Security manager during mobilization of IMT and ensures the instructions on equipment and resources available are executed.

    RESPONSIBLE FOR VIP PROTECTION/SAFETY:

    • Ability for close protection officers to work as a team.
    • Develop Roles/Responsibilities for close protection officers. Develop and implement planning, Risk/Threat
    • Assessment for VIP(s).

    CONTEXT AND ENVIRONMENT

    • Residential, Lagos
    • Low to Moderate risk, Urban environment with traffic and requirements for security interventions on behalf of personnel.
    • Highest number of SLT members and requirements for frequent inter-state movement

    • Collaborate with representatives from other government and intelligence organizations.
    • Ensure that incidents/accidents are reported, investigated, analyzed in order for correctives and preventive steps to be taken.
    • Provides security information and assistances to protect staff, guests and properties.
    • Manage, develop and motivates security personnel in order to achieve the security management objectives.
