Background
The humanitarian crisis in north-east Nigeria continues as hostilities between Nigerian security forces and non-state armed groups enter their ninth year.[1] Due to the ongoing conflict in the area the humanitarian crisis remains severe, continued internal displacement and the unpredictable return of refugees from neighboring countries.[2]
As per humanitarian need overview, 2018 Approximately 10.2 million Nigerians in the six states that make up the country’s north-east region require some kind of humanitarian or protection assistance, including 7.7 million people in the three worst-affected states (Borno, Adamawa and Yobe). Women and children represent 85 per cent of those in need.
Millions of people in Nigeria’s north-east need assistance to ensure their basic survival. An estimated 3.9 million people are food insecure, and more than 400,000 children suffer from severe acute malnutrition. Only 30 per cent of health facilities are functional in Borno State, where malaria is endemic and cholera and other diseases affect the population regularly, often in life-threatening ways[3].
A total of 1.7 million persons remain internally displaced, human rights violations continue to be reported daily, and the food security situation remains extremely concerning as conflict continues to limit the amount of land under cultivation and 3.7 million persons are expected to face critical levels of food insecurity during the upcoming lean season (June through September).[4]
As per the Nigerian national health and nutrition survey (2015) revealed that highlight poor and sub-optimal Change to infant and young child feeding (IYCF) practices with only 22 per cent of children being exclusively breastfed, 4 per cent being breast feed up to 2 years and 12 per cent of infants consuming the minimum acceptable diet and likewise Global Acute Malnutrition (GAM) and severe acute malnutrition (SAM) prevalence for under-five children is reported at 7.2 and 1.8 percent respectively. Similarly, in Borno state the GAM rate was above the warning threshold for GAM (10< GAM <15) and SAM was above the WHO SAM crisis threshold of 2 percent.
In recent third round nutrition and food security surveillance conducted from July to August, 2017 by UNICEF depicted that in central Borno state including Mafa Local Government area the GAM rate was 13.4 % and the SAM rate was 3.1% %, ranking the location as in acute malnutrition crisis/ serious.
As part of the project activities Plan International will obtain an information on the current IYCF practices in the targeted local government area through conducting Knowledge Attitude and Practice (KAP) survey. The survey result will also be used to see the targeted communities behavioural change on Infant and young child feeding practices and to reinforce the positive ones.
Objectives of the TOR
Plan International Nigeria is looking for external resource person (consultant) to conduct KAP survey on IYCF in targeted Michika local government of Adamawa state, north east
Nigeria.

The consultant will be assigned to undertake the study. Plan International Nigeria and the consultant will oversee the planning as well as implementation of the survey.
The state, and Local government area primary Health offices will be engaged in the process.
4. Required Duration
The consultant will be working with Plan International for a maximum duration of 20 days in collaboration with plan international country Office and Field Office staffs. The consultant
will be leading overall activities starting from the development of proposal to report writing.
5. Qualification required
The consultant is expected to have at least master’s degree in public health, nutrition or other related field and five years of work experience with the following additional requirements:
Over five years working experience in nutrition and food security response (Experience in North east Nigeria context is desirable).
Strong analytical skills and research experience, with solid knowledge of quantitative and qualitative research methodologies particularly IYCF Survey
methodology
Experience in undertaking IYCF KAP surveys
Sound experience and knowledge of Humanitarian Accountability framework (HAF), evaluation of integrated projects/programs and drawing lesson
learns/good practices.
Proven leadership and coordination skills.
Sound training and facilitation skills in Nutrition particular to Infant and young children feeding practice (IYCF).
Excellent writing and document presentation skills.
Demonstrated ability to meet deadlines.
Familiarity with the National nutrition response program.

Purpose of the Assignment
The Bauchi Opportunities for Responsive Neonatal and Maternal Health (BORN) project is a four and a half year (February 2016-June 2020) gender-transformative project funded by Global Affairs Canada. The project is expected to ultimately contribute to the reduction of maternal and neonatal mortality in 10 Local Government Areas (LGAs) among marginalized and vulnerable women and new-Born, Its intermediate outcomes are: improved utilization of maternal, neonatal and family planning services by women of reproductive age (WRA) including adolescent girls, new-born,, and male community members; improved quality of maternal, neonatal and family planning services for WRA including adolescent girls, new-born and male community members; and, improved quality of local health governance systems to ensure high quality, gender responsive, adolescent friendly and results-oriented maternal and neonatal health, and sexual reproductive health (MNH/SRH) services.
Plan International Canada is implementing BORN project in partnership with Plan International Nigeria, the Federal and State Ministries of Health, Ministries of Women’s Affairs, and Civil Society Organizations (CSOs) (Planned Parenthood Federation of Nigeria (PPFN) and Community initiative for the Promotion of Health and Education Sectors (CIPHRESS)). BORN is aligned with the UN’s Every Woman Every Child Global Strategy on Women’s, Children’s and Adolescents’ Health, and will help drive progress towards reaching Sustainable Development Goals 3 and 5. The project will respond to health needs identified by the 2013 National Demographic Health Survey (NDHS) situation analysis for Bauchi state, which reported that only 16% of births are attended by a skilled birth attendant, access to postnatal care remains very low, 84% of new-born did not receive post-natal care; and Neonatal Mortality Rate (NMR) stands at 43/1000 live births. Furthermore, only 2.1% of WRA utilize modern family planning methods, with unmet needs for FP at 16%. In addition, 48% of adolescent girls aged 15 -19 years old have begun childbearing in Bauchi. There are also considerable gender inequalities contributing to this context, as women and adolescent girls have little opportunity for decision making at the household level, poor access to health information and services, and local health services are not gender responsive and adolescent friendly.
The Plan International/BORN Project in collaboration with the State Primary Health Care Development Agency and Ministry for Women Affairs & Child development, as part of their effort to improve access and utilization of Basic MNCH/ASRH services, as well as, empower women, adolescent girls and male community members to improve Health seeking behavior, Informed and make decision on MNH/ASRH service. The project is empowering women and girls to participate informed and make decision regathering their Health seeking behavior through courtyard session meetings.
In view of this, Plan International Nigeria seeks to contract Graphic Arties that can translate the content of the developed training manual for 100 women groups training into pictorial for better understand considering the low literacy level of the end users The graphic Arties will design the pictorial content of the training manual developed and produce copies of the manual based on specifications for the organization
The Graphic Arties is expected to undertake the following roles and responsibilities:
Work with the Plan International/BORN Project staff to ensure that product is in line with Plan International Gender Equality, and child protection/safeguarding policies
Ensure quality assurance of the Manual design development
Work with the Plan International/BORN Project staff to evaluate the manual
Submit draft copy of the design Manual for review before finalization and approval
Submit final and approve hard and Soft copy of the manual
The vendor will report directly to the HR and ADMIN Manager with support from the Gender Equality advisor while the National Program Manager coordinates.
Deliverable, Time Frame and Level of Effort
The period of contract is for Twenty - days (20 - days) starting from the date 14 th February, 2019 to submission of the final product (Pictorial Manual) will be the last day of the contract.

5 Disclosure of Information/Child Protection
It is understood and agreed that the Consultant(s) shall, during and after the effective period of the contract, treat as confidential and not divulge, unless authorized in writing by Plan, any
information obtained in the course of the performance of the Contract. Information will be made available for the consultants on a needtoknow basis. Any necessary field visits must be
budgeted for in your proposal. Plan staff under the coordination of the National Program Manager will support the consultant in facilitating all necessary engagements required by the
Consultant. The selected consultant will commit to respect Plan’s Child Protection Policy to prevent any harm from participating children and youth.
ANTI - CORRUPTION
The Consultant and partners declares and guarantees that no offer, gift or payment, consideration or benefit of any kind, which constitutes an illegal or corrupt practice, has
been or will be made to anyone by the Consultant either directly or indirectly, as an inducement or reward for the award or execution of this agreement.
The Consultant declares and guarantees that neither Consultant, nor partners or associates, temporary nor permanent, would be involved in the implementation of this agreement:
