    Director of Dispute Settlements and Legal Affairs (AfCFTA)

    Purpose of Job

    • Responsible for the operations of the entire directorate/department. Plan, develop and implement strategic policies while promoting inter- directorate/department collaboration.
    • Provide technical and strategic advice to the Secretary General and to the AfCFTA’s Institutions by providing support to all technical directorates.

    Main Functions

    • Develop and maintain operating rules and procedures.
    • Provide technical leadership and ensure efficient functioning of all Divisions.
    • Ensure overall management of the directorate/department personnel, budget, performance, quality, discipline and training in conformity with relevant rules and procedures in force.
    • Determine and execute the overall strategy of the directorate.
    • Develop and oversee policy development guidelines.
    • Prepare and oversee integrated programmes of overall activities of the directorate.
    • Build and maintain a strategic plan to form good working relations with another directorate/department.
    • Develop and maintain regular working relations with top level stakeholders in appropriate agencies of Member States and partners.
    • Organize coordination meetings between the organization and other relevant organizations.
    • Ultimately responsible for preparing periodic financial and budget execution reports and annual financial statements and other reports.
    • Promote awareness and training of best practices in area of expertise.

    Specific Responsibilities

    • Provide legal advice on AfCFTA agreements and other issues of international law and the law of international institutions as they may arise to the Secretary General and the AfCFTA Secretariat
    • Provide legal opinions relating to the interpretation of the AfCFTA Agreement, Protocols, Rules and Regulations of the AU, as well as, other legal instruments;
    • Oversee the Division that serves as Secretary to the Dispute Settlement in, prepares reference material on AfCFTA law, and carries out technical assistance and outreach activities
    • Support different Directorates and staff by providing legal and other guidance to staff in carrying out their duties, setting objectives required, reviewing output (e.g. legal and other work) and performance of the staff, supporting the development of the knowledge and skills of staff, and ensuring appropriate staff training plans are in place and executed
    • Provide legal review of documents and advice in administrative, strategic as well as operational matters (notably in the area of conflict of interest, intellectual property, governance procedures, AfCFTA, procurement, contracts and grants, Staff Regulations and other regulations
    • Assist the AfCFTA State Parties in drafting and giving legal effect to instruments and agreements they may negotiate and conclude within the legal framework of the AfCFTA Agreement
    • Cooperate with representatives of national authorities and relevant stakeholders and provide support in development, review and implementation of various legal instruments and guidelines.
    • Liaising with AUC, AU legal institutions, other AU Organs and stakeholders to ensure implementation of best practices in legal and trade disputes settlements.
    • Assess the legal implications of the activities and decisions of all deliberative, advisory and administrative bodies related to the AfCFTA Secretariat and to participate in the meetings of these bodies as necessary.
    • Supervision of staff and management of performance appraisal for staff under supervision
    • Perform any other related duties as may be assigned.

    Academic Requirements and Relevant Experience

    • Master's Degree in International Law (Public International Law, Private International Law, International Organizations Law) or relevant disciplines
    • A minimum of fifteen (15) years of progressively responsible professional work experience out of which eight (8) years of this should be at managerial level managing professional staff in a national, regional, continental, or international organization.

    Interpreter (French)

    Purpose of Job

    • Responsible for converting concepts in the source language to equivalent concepts in the target language. 

    Main Functions

    • Provides technical and intellectual support in the management of various partnerships relevant for the Division and Directorate.
    • Identifies best practices and monitor effectiveness of the Division/Directorate’s support to AU.
    • Contributes to the development of the departmental strategies and business continuity plan and participates in/ensure their implementation
    • Involved in negotiations.
    • Fosters and ensures implementation of large-scale and long-term initiatives related to strategic partnerships;
    • Supports the organization of thematic networks, consultations and meetings on development cooperation and international relations.
    • Develops training materials and provide necessary training and support to Organization Units.

    Specific Responsibilities

    • Provides simultaneous, consecutive, liaison and other forms from French interpretation during conferences, meetings, audiences, discussions and whenever required
    • Keeps abreast with developments in both the source and target languages by compiling and regularly up-dating specific terminologies, phrases, special expressions, nuances, lexicons and acronyms and special expressions in order to widen the stock of vocabulary with the aim of enhancing skills and ability;
    • Helps develop terminology/lexicons of the AU;
    • Consults colleagues and specialized dictionaries;
    • Checks appropriate references to ensure exact understanding and use of AU technical terminologies; 
    • Carries out translation and provides support in all interpretation related activities when required;
    • Performs other related duties that may be assigned by the Director or the Head of Division

    Academic Requirements and Relevant Experience

    • A University Master's degree in Conference Services, Languages or Interpretation from a recognised institution with ten (10) years of progressively experience out of which six (6) years at expert or specialist level and 3 years at supervisory level.

    OR

    • Candidates holding a Bachelor’s Degree in either Translation, Modern Languages, Linguistics or related fields of study must have twelve (12) years of progressively responsible experience out of which six (6) years at expert or specialist level and 3 at supervisory level.
    • Professional certification in interpretation field will be an added value.

    Assistant Accountant - Financial Reporting (AfCFTA)

    Purpose of Job

    • To provide technical support in financial Reporting, processing and settlement of imprest , prepare bank reconciliations, account for fixed assets and accounts receivable & payable in accordance with International Public Sector Accounting Standards (IPSAS) and AU Financial Rules.

    Main Functions

    • Prepares schedules for month and annual closure of accounts and provide input into the preparation of IPSAS Compliant Financial Statements;
    • Settle imprest and make relevant adjustments/reversals in SAP;
    • Prepare bank reconciliations on monthly basis and coordinate related audits;
    • Maintain asset register in SAP and account for fixed assets in accordance with AU FRR, PPE Policy and IPSAS.
    • Perform periodic review of accounts payable and receivable to ensure that outstanding payments are made and recoveries are made for receivables.

    Specific Responsibilities
    Financial Reporting:

    • Work closely with Principal Accounting and Reporting Officer to ensure timely and accurate monthly close of financial records for AfCFTA;
    • Produce consistent and accurate supporting schedules and reconciliations for all general ledger accounts;
    • Conduct a detailed periodic review of the general ledger activities and make accurate and timely corrections in the financial records to be audit-ready at all times;
    • Ensure timely reconciliation of all controls accounts. Record and review journal entries, analyzing general ledger accounts, recording adjusting journal entries and accruing expenses each month;
    • Ensure all monthly closing schedules are audit ready. Provide information and documentation to the Internal and External Auditors; Assist in the implementation of internal and external audit recommendations;
    • Responsible for the day to day accounting functions relating to accounts payable and accounts receivable;
    • Oversee the timely reconciliation of all accounts payable and accounts receivable transactions, including analyzing regularly the aged analysis and take remedial actions to address long outstanding issues;
    • Responsible for the calculation of the accruals and prepayments and the adjustment of transactions in line with IPSAS.  Ensure accounts receivable and accounts payable balances are IPSAS compliant at all times.

    Accounts Payable and Receivable:

    Settles imprest, travel claims and other advances and clear commitments;

    • Analyses Imprest and travel claims on a regular basis to keep clean and up to date;
    • Responsible for month/year-end closure activities for accounts receivable and accounts payable;
    • Produces consistent and accurate supporting schedules and reconciliations for all general ledger accounts;
    • Records and reviews journal entries, analyzing general ledger accounts, recording adjusting journal entries;
    • Prepares timely reconciliation of all accounts payable and accounts receivable transactions, including analyzing regularly the aged analysis and take remedial actions to address long outstanding issues and keep the accounts current;
    • Prepares responses to external and internal audit queries and assist in the implementation of audit findings;
    • Prepares memo to Payroll for signature of head of division for salary deduction of outstanding amounts from staff;
    • Complete clearance form for separating staff on outstanding debt.

    Bank Reconciliations:

    • Prepares Timely Bank reconciliation reports;
    • Follows up on all outstanding items on bank reconciliation statements and resolve them;
    • Responds to internal and external auditors query related to any reconciliation issues raised in reports;
    • Follows up periodic currency revaluation procedures on SAP system;  
    • Journalize monthly exchange and bank charges on the various payments effected through Foreign and Local bank accounts;  
    • Adjusts the local bank balance at the end of each month.

    Fixed Asset Accounting:

    • Undertakes analysis for fixed assets on a regular basis and oversees the proper maintenance of financial records in accordance with International Public Sector Accounting Standards (IPSAS), Property, Plant and Equipment (PPE) Policy and related African Union Financial Rules;
    • Provides guidance in relation to PPE accounting and makes appropriate recommendations for changes in accounting policy;
    • Acts as knowledge expert on SAP Fixed Asset Module and shall be responsible for asset settlement processes and assists with the maintenance of fixed asset ledgers within the SAP fixed asset management module, which includes configuration, master data maintenance, depreciation calculations and reporting.
    • Lead and coordinate implementation of internal and external audit findings relating to Fixed Assets;
    • Performs other related duties as required.

    Academic Requirements and Relevant Experience

    • A Diploma in Accounting or Finance or related filed, with three (3) years of relevant professional work experience in the areas of accounting/finance. Or
    • Bachelor’s degree in Accounting or Finance or related filed, with two (2) years of relevant professional work experience in the areas of accounting/finance.
    • Part/fully qualified professional certification such as CPA, CA, ACCA, CIMA or equivalent is added advantage.

    Relevant Experience:

    • Experience in preparing IPSAS/IFRS compliant financial statements and donor reports in international organization is required.
    • Demonstrate experience in fixed assets accounting in accordance with IPSAS/IFRS;
    • Practical experience in preparing bank reconciliation statements;
    • Hands-on experience in the use of SAP or similar ERP;
    • Experience in coordinating internal and external audits;
    • Advance knowledge in the application of Microsoft Office Suite particularly Excel and PowerPoint.

    Benefits Officer

    Purpose of Job

    • To provide technical support for the administration of all staff benefits as well as any other staff welfare related issues.

    Main Functions

    • Provides technical support in the overall administration of staff benefits
    • Provides support in following up on the activities of the division, including monitoring and evaluating progress made in line with a predefined strategic plan.
    • Maintains profile of staff benefits matters and recommend new and expand on existing policy areas for planned research on the area

    • Enrols eligible staff to the AU Pension Scheme, Medical and Life Group insurance schemes;
    • Updates the staff pension contribution on monthly basis including changes in contributions in the in-house developed application
    • Processes home leave for eligible staff members and their eligible dependents while ensuring effective customer service;
    • Updates information of staff dependents for eventual child and spouse allowances where applicable while ensuring accuracy of information;
    • Verifies eligibility and authenticity of educational claims documents including invoices/receipts
    • Processes medical claims in liaison with Medical Services and Finance for timely refund
    • Ensures quarterly updates of staff beneficiaries;
    • Processes and liaises with Finance for the payment of staff entitlements upon separation.
    • Ensures insurance coverage for all AUC Assets in liaison with Operations Support Services.

    Academic Requirements and Relevant Experience

    • Bachelor's Degree in Human Resources Management, Business or Public Administration, Finance or related fields with 5 years of progressively experience in staff benefits administration in similar international organization.

    Or

    • Master’s Degree are required to have 2 years of progressive experience in indicated fields.
    • Experience processing staff benefits in a large similar international organization with a large employee base is mandatory;
