    Head of Technology - CTIO

    Key Deliverables

    The Head of Technology & Network will be accountable to achieve the following objectives:

    Strategy Development and Implementation

    • Cascade the Group strategy to create functional strategy aligned with the overarching business goals, under oversight of the GlobalConnect CTIO
    • Ensure effective implementation of the functional strategy by means of providing direction, structure, frameworks, models, plans and roadmaps
    • Oversee regular review of the functional strategy and roadmap, under oversight of the CEO, to ensure its alignment with the changing dynamics of the internal and external ecosystem

    Staff Leadership and Management

    • Source, induct and manage talent in accordance with legislative guidelines
    • Continually develop a culture of strong collaboration and effective team working
    • Ensure open communication channels with staff and implement change management interventions where necessary
    • Provide definition of roles, responsibilities, individual goals and performance objectives for the team
    • Set KPIs and provide regular performance feedback through a well-defined and implemented performance review program
    • Develop and implement a training plan in order to build and develop skills within the team
    • Performance manage resources in accordance with HR policy and legislation where necessary
    • Actively participate in leadership team and develop skills of own team
    • Promote a ‘partnership approach’ to develop strong relationships with other working groups and ensure adherence to Group governance

    Governance

    Strategic Meetings

    • Participate and provide input in strategic meetings
    • Provide inputs & drive OpCo wide transformation initiatives, elicit inputs from relevant parties
    • Provide inputs to and ensure adequate risk mitigation and controls in the function
    • Perform evaluation baseline of Service Level Agreements (SLAs) and KPIs
    • Drive preparation of proposals/ business case on change initiatives SLA, policies and procedures

    Escalations

    • Escalate issues that will result in severe time, scope, productivity, and cost or resource impact to CEO / GlobalConnect Technology teams
    • Manage and provide solutions to escalations that have multiple processes / functions impact on critical path of service delivery

    Function Tactical

    • Review and finalise objectives, targets and budgets for the function, under oversight of CEO
    • Review key risks, issues and dependencies and set mitigation actions, seeking guidance from the CEO as and when required
    • Sign-off / make decisions regarding tactical changes and where required seek sign-off from Management

    Performance

    • Monitor Technology & Network functional performance and alignment with overall OpCo strategy
    • SLA approval and exception performance review

    Budgets

    • Manage function’s budgets in line with business objectives, under oversight of CEO
    • Ensure that the cost of operations are managed, in line with a least cost operating strategy stemming from the business drivers, under oversight of the CEO

    Operational Delivery

    Functional Leadership:

    As the functional leader of the Technology & Network vertical, the role is accountable to:

    • Monitor and align the direction, strategy and results of the Technology & Network vertical, collectively and as individual work areas in the OpCo, ensuring that the Group guidelines are duly complied with
    • Lead and deploy an integrated solution development and problem-solving philosophy across the function
    • Serve on the executive committee to align technology goals to other departmental and organizational objectives

    Delivery Leadership:

    As the delivery leader of the Technology & Network vertical, the role is accountable for the following work area outcomes:

    • Manage the Technology Infrastructure, Network and Service delivery for International IP Leased Lines, National IP Transit, Backhaul, National & Metro Leased Lines
    • Manage Fiber assets & capex in excess of 20 Mn USD
    • Oversee team, resources and service providers to ensure provision and quality of service and connectivity and to support implementation of changes to support service delivery
    • Accountable for the architectural and design to the develop of the Fibre Network and supporting Infrastructure environment
    • Manage technical implementation of agreed initiatives working with all required parties to ensure successful delivery
    • Assist Group Technology team in deploying IT Infrastructure and assets within the OpCo and monitor to ensure that Infrastructure & assets usage, performance & maintenance is as per standards
    • Oversee Technology & Network work packages including fiber network design, underground conduit design, and fiber splicing design
    • Oversee Fiber infrastructure Network Deployment plans in line with GlobaclConnect Technology team guidelines.
    • Accountable for network resilience and redundancy plans for the network
    • Oversee & Manage equipment providers, subcontractors (civil engineering), technical teams
    • Oversee & manage Network Planning & Capacity, Network operations and Infrastructure roll out
    • Manage the enterprise Information Security & IT service management for the Opco
    • Ensure customer complaints & escalations are resolved within the agreed SLA timelines with the Manager Services provider
    • Understand the technology trends in telecom infrastructure and need to validate and apply relevant technology changes to evolve the company infrastructure to meet changing business and customer requirements
    • Build quality assurance and data protection processes and policies by ensuring accurate SOPs and maintenance of critical documentation
    • Develop, track, and maintain network availability and quality metrics for all routes
    • Knowledgeable in the Disaster Recovery processes of the systems & infrastructure
    • Oversee & ensure appropriate maintenance processes are in place to protect the performance of the service in the longer term

    Job Requirements 

    (Education, Experience and Competencies)

    Education:

    • Minimum B.Tech/B.Eng. /B.Sc.
    • Minimum 4-year degree in Computer Science, Engineering or a related field
    • Master’s degree in technology/Engineering is preferred

    Experience:

    • Minimum 5 to 8 years relevant experience in a similar position with at least 3 years in a managerial role
    • 10 to 12 years of Professional/Technical Experience in wholesale/infrastructure/B2B Telecommunications sector/ industry with good knowledge in Planning & Designing of FTTX Networks
    • Experience working in a service-based business for FTTx and Telecommunications Design of Infrastructure (Civils and Fibre) will be advantageous
    • Experience in MapInfo/Spatial net/GIS Tools/AutoCAD will be useful
    • Good knowledge of BOQ and BOM for FTTx Designs
    • Proven track record in leading and delivering successful network rollout projects
    • Experience working in a global/multinational enterprise with a good understanding emerging markets

    Engineer - CloudOps

    Mission

    • Ensure the smooth operation and upkeep of MTNN's Cloud components, such as landing zones, containers, VMs, databases, backups, storage, and systems management components, by overseeing their life cycle and documentation in adherence to established design standards.

    Description

    • Deploy, configure, and manage cloud infrastructure environment and/or applications through cross-technology administration (OS, databases, virtual networks), scripting, and monitoring automation execution.
    • Develop automation solutions to help streamline processes.
    • Implement security measures to protect data from unauthorized access or use.
    • Monitor the performance of cloud computing systems in real-time to ensure efficient and reliable performance.
    • Design and implement disaster recovery solutions for data centers in order to reduce risks.
    • Create detailed documentation of all technical aspects of a cloud computing system such as configuration settings and troubleshooting procedures.
    • Maintain the security of the organization’s systems by monitoring activity logs and detecting signs of intrusions or malware infections.
    • Performing capacity planning to determine whether resources will have enough space to handle growth in demand.
    • Monitor the health of applications by analyzing system logs for errors and performance problems.
    • Recommend changes to application architecture or design to improve efficiency and performance.

    Education:

    • First degree in Computer Science, Engineering, or any related discipline

    Experience:

    • 3 - 7 years’ experience which must include:
    • Hands-on Hyperscaler technology using MS Azure, Google and Amazon.
    • Strong experience working in a complex public and private Cloud environment.
    • Excellent understanding of the architecture, maintenance, and administration of Linux servers.
    • Strong general programming skills, along with knowledge of programming languages such as SQL, Java, Python, Ruby, Golang, PHP, and .NET
    • Hands-on understanding of DevOps practices.
    • Strong knowledge on the use containerization tools and a solid understanding of Docker and Kubernetes.
    • Knowledge of cybersecurity in the context of the cloud.
    • Experience in platform migrations from on-prem and between Hyperscalers
    • Experience with emerging technologies such as Cloud computing, Big Data, NoSQL & RDBMS databases, familiar with the following database technologies (MySQL, MongoDB, Cassandra, SQL Server & Oracle).

    Engineer - NES Solutions, Network

    Mission

    • Responsible for Designing, planning and optimizing cost-effective and scalable voice/data solutions for enterprise customers using various communication mediums and platforms on the MTNN network. 

    Description

    • Meet with vendors on new market releases and technology upgrade patch to ensure quick deployment of new and innovative products/services
    • Define the optimal network solutions designs that can use various network topology like Packet backhaul, DWDM, SDH, integrating various last-mile technologies (Fiber Optics, FTTX, microwave, VSAT) for the deployment of Data/Multimedia solutions and services to give EBU a competitive advantage in the enterprise market segment.
    • Execute prompt provisioning of network designs on various backhauling platforms in meeting customer’s needs.
    • Design and ensure the dimensioning of scalable Packet access backhaul network as well as new last mile transmission media products to support EBU products.
    • Plan, design and seek management’s approval for the implementation of future cost effective robust designs, infrastructure and IT services. 
    • Support the planning and designing of network architecture to optimally serve the growth of Packet Core/ Mobile Broadband Network in terms of traffic, subscribers and value added service capacity.
    • Carry out feasibility studies for new products and produce a technical report to assist management make business decisions.
    • Conduct analysis of network model outputs and traffic patterns to evaluate model and proffer solution if necessary within the Packet network environment for enterprise solutions.
    • Produce Functional and Technical Specification documents for new products and services.
    • Ensure customer engagement
    • Participate in cross functional meetings with key stakeholders involved in the development and deployment of new Value Added Services  in order to define best solutions for new products and services.

    Education

    • 2 years of hands-on experience in DWDM, IP/MPLS, BGP network solution design in service provider environment
    • Experience in telecoms operational support on (MPLS, Datacenter, SD-WAN, MEF, SDH, Fiber Optics, Microwave technology, GSM, LTE, RF Frequency design)
    • Technical experience in planning, design and working with microwave frequency planning, MULTIPLEXERS, L2/L3 SWITCHES, ROUTERS and other DATA platforms is required
    • Experience in products and services development and a good understanding of transmission media (wired/wireless) roadmaps
    • Experience with network monitoring, planning and design tools like PATHLOS5, U2000, NETBOSS, IP PLANNING TOOLS, INMS

    Administrator - Project Account

    Mission

    • To provide administrative and operational support to the FISCON team and its stakeholders.
    • To ensure that COC receipting is captured live on the Oracle system and tracked accordingly.

    Description

    • Receipting of company-wide Capex and Opex transactions to aid vendors' payment and asset capitalization.
    • Analyze departmental Opex Accruals (Local Consultants) report monthly.
    • Compute monthly Network Division, NCAA and OEM’s schedules for Opex accruals, tracking of the tower providers requisitions, and analysis of other Opex requisition internal commitments
    • Ensure prompt resolution of internal and external customer queries with other departments.
    • Ensure proper documentation of all processed COC transactions is maintained by the Office assistant.
    • Reconcile all Network Division vendor statements of accounts for completeness and accuracy of monthly accruals.
    • Oversee all Oracle system COC receipt and processing in the Network Division.
    • Ensure all purchase requisitions are raised and signed off as and when due.
    • Liaise with all internal stakeholders to ensure all processes are dully followed & adequate documentation are carried out.

    Education:

    • First Degree in Accounting or any numerical discipline
    • Fluent in English

    Experience:

    • 1 - 3 years’ experience which includes:
    • Two (2) Years Experience in Financial Analysis.
    • Proficient in the use of Microsoft Office tools.

    Transmission Access, Network

    Mission

    • Manage the Transmission database with focus on driving efficiency in the CAPEX and Cost Optimization of the transmission network. 
    • Responsible for the NCC Microwave transmission monthly reporting, analysis and reconciliations and manage an up-to date database to support transmission CAPEX Investment decisions.

    Description

    • Manage the processes involved in the design, optimization and integration of IP/Ethernet TX Network 
    • Ensure that transmission strategy and architecture aligns with business objectives and the strategic plans of other departments
    • Provide engineering services to support new and installed IP/transmission systems base
    • Provide high level support  for  Transmission access network Planning
    • Define and direct new network element trials
    • Define, develop and integrate transmission projects into the MTNN network architecture to meet Customer requirements and optimize MTNN network architecture
    • Manage the NCC spectrum report and cost reconciliation

    Education

    • First Degree in the Sciences preferably in Engineering
    • Cisco, Ericsson, Huawei, Tellabs & other vendor specific technology training and certification will be an advantage
    • Project Management (PMP) certification is advantageous
    • Fluent in English

    Experience:

    • 3 - 7 years’ experience which includes:
    • Experience in a delivery-driven communications network environment
    • Experience of transmission access network planning i.e. microwave/fibre design/planning
    • Sound understanding of Telecom standards and hands-on knowledge of IP transport mechanisms
    • Good knowledge of Aviat, Cisco, Ericsson, Huawei and Tellabs transmission solution and products and future roadmap of transmission technology.

    Analyst - Fraud Investigations

    Description

    • Prioritize high fraud risk assessment and investigation, ensure correct process is followed in order to establish a good understanding of the fraud incidents and root causes and use this information to provide meaningful reporting to management.
    • Conduct investigations and forensic procedures, in collaboration with third parties where applicable, on high priority fraud incidents to ensure that those incidents are duly and thorough analyzed in a timely manner.
    • Participate in the planning of investigation/assessments into fraud risks.
    • Compile all relevant documentation detailing fraud investigation and findings, ensuring that the report adequately describes the root causes, impact and possible risk mitigations.
    • Use statistical data and other means of analysis for forensic audit investigations to support line analysis activities, providing meaningful information that will assist in preventing future incidents.
    • Monitor the status of recommendations made from the fraud investigation report, and provide timely feedback to manager.
    • Monitor the adherence to the defined fraud investigation and forensic framework, and make the appropriate escalations if necessary.
    • Ensure fraud investigations are aligned to policies, procedures and standards to mitigate identified fraud risk.
    • Provide suggestions to enhance fraud investigation policies, procedures and standards.
    • Assist in performing Quality Assurance assessments in relation to OPCO Forensic Services units and investigations performed.
    • Recommend additional tools and methods that could be deployed in combating breaches to MTNN policies, processes and procedures
    • Assesses the level of risk and makes decisions which directly impact the customer experience and risk to MTNN.

    Education:

    • First Degree in Accounting/Audit/Finance
    • Professional qualification in Information Systems Auditing (CIA, CPA, CMA or CISA) is advantageous 
    • Fluent in English and French (as an added advantage)

    Experience:

    • 3-7 years of experience which includes;
    • Minimum of 3 years’ experience in an area of specialization 
    • Experience working in a small to medium organization
