    Information Technology Officer

    KEY AREAS OF ACCOUNTABILITY:  

    • The Information Technology Support officer shall be accountable on the following key areas in Maiduguri field office of Save the Children International program in Nigeria:

    Network Management

    • Setup Office IT infrastructure, with support from the IT coordinator
    • Manage network in Yobe field office
    • Troubleshooting, ensuring an effective network connection and maintaining the entire local area network installed at the Yobe field office
    • Install, troubleshooting and maintain networked devices e.g., printers, scanners, etc.
    • Maintain record of the local network, VPN connection and the wide area network installed and terminated in Yobe field office
    • In consultation with the IT Coordinator, ensure that staff visiting from other field offices/country offices, ERPs and consultants have the necessary IT assistance to enable them carry out their official assignments during their stay

    Hardware Support

    • Configure and install systems and set up new users.
    • Carry out routine preventive maintenance/checks and troubleshoot problems with assigned field offices.  Ensure all IT hardware equipment and computer accessories/peripherals are maintained effectively
    • Ensure all IT issues in Yobe field office are resolved in a timely manner. 
    • Perform IT hardware inventory update as necessary

    Telecommunications Management

    • Ensure the Yobe field office has a functioning voice network (IP PBX). All devices are functioning and the service is cost effective
    • Troubleshooting technical problems with mobile subscriptions and IP Phone.
    • Ensure radio and satellite equipment is operational. Ensure satellite phones are working and SIM cards are activated at all times

    Asset Management

    • In collaboration with the assets team and the IT coordinator
    • Ensure good asset management at the Yobe field office through maintenance of an accurate and up to date asset register and inventory tracking system, in close collaboration with the Logistics and Administrative support teams
    • Responsible to make sure that all assets (IT and office equipment) are correctly used
    • Oversee the issuance and return of assets to/from staff and record all asset movements and disposals of IT equipment

    Incident Management

    • Providing first level support to Yobe field office
    • Communicating any service disruptions to users, opportunities and other relevant policies 
    • Carry out any other tasks required by the IT coordinator

    Security and Backup

    • Keep the network and all computer systems safe, secure, and virus-free.
    • Report any alleged or suspected misuse of IT systems/equipment, lapses of security and major violations of organizational standards to the IT coordinator  
    • Ensure proper backup of all staff information, files, and folders

    Power Backup

    • Monitor installation of independent power backup system (solar), for communications equipment in Yobe field office
    • Supervise regular maintenance of independent power backup system (solar), for communications equipment in Yobe field office

    Nurse/Midwife

    ROLE PURPOSE: 

    • The Nurse will work with the Field Medical Doctors to provide clinical care for childhood and maternal health needs. S/He will also maintain accurate patient records, provide input into SCI reports and actively participate in the smooth functioning of the supported PHCs.

    KEY AREAS OF ACCOUNTABILITY:

    Provision of high-quality Nursing care to complicated SAM cases.

    • Triage all patient coming to the primary healthcare centers
    • Work with MOH staff to conduct detailed history taking, vital signs, physical examination and rapid testing
    • Provide quality nursing clinical care to all patients seeking care at the supported health facilities
    • Ensure Nursing and clinical care provided is in accordance with the National guidelines
    • Ensure caregiver are well informed about the health condition of their patients
    • Work closely with facility staff to conduct regular health information sessions on adequate nutrition, health seeking behaviour, facility delivery, childhood immunization, family planning etc.
    • Provide group and one-on-one counselling during ANC and PNC
    • Provide adequate support to mother with special needs
    • Ensure all ANC attendees receive routine care
    • Ensure delivery are conducted in line with best practice
    • Ensure rooming-in and bedding-in and essential newborn care
    • Provide adequate counselling for patients with chronic non-communicable diseases
    • Report any medical or clinical complications on timely basis to the doctor and other team members.
    • Mentor and provide on-the-job training on clinical topics and documentation to CHEW and J-CHEW
    • Respect of approved protocols for management of childhood and maternal conditions.
    • Correct use of programme monitoring and evaluation (recording) tools in reporting and recording.
    • Appropriate use of resources, stock control and ordering procedures.
    • Ensure requisition for medicines are done on a timely manner considering buffer stocks
    • Ensure compliance with standard medical precaution and standard medical waste management
    • Work with the field medical officer, MOH team to conduct outreach services providing quality live saving health interventions
    • Support community level health meetings, trainings and other engagement in close coordination with community health mobilization assistant.
    • Ensure the utilization of medicines, medical supplies, other medical commodities are routinely documented in the relevant tools
    • Ensure timely collection and compilation of quality data for the production of quantitative and qualitative reports regarding all SC activities.
    • Support the nurse in charge in the development of weekly and monthly reports on activities, and any other ad hoc report that may be required. 
    • Participate in medical meetings
    • Conduct weekly disease surveillance reporting

    Field Medical Officer

    ROLE PURPOSE: 

    • The Stabilization Care Doctor will ensure quality of services in the target HF through strengthening capacities on the clinical management according to national and WHO guidance and facilitating integration of services related to newborn and child health.
    • With the support of the Primary Healthcare Technical Coordinator, He/She will oversee the day-to-day activities/services provided at the PHC centers and will generally support the documentation and stock-management of commodities, medicines/consumables and data tools.

    KEY AREAS OF ACCOUNTABILITY:

    Duties and responsibilities:

    • Provide day to day technical and programmatic support related to clinical, nutritional and integrated medical services at the facility level guided by national guidelines, strategies and approaches related to the implementation of high quality medical service programs.
    • Support clinical triage, clerking, examination and management of communicable and non-communicable diseases.
    • Support MOH staff to determine cases that will require referral to higher center
    • Build capacity of Existing healthcare worker through on the job training and mentoring session
    • In collaboration with MOH staff, nurses/midwives lead the conduct of outreach services, providing live saving primary healthcare services.
    • Support MOH staff on rational use of pharmaceutical and medical equipment
    • Ensure consumption of pharmaceuticals monitored.
    • Ensure that all the required medical equipment are available and functional at all times across supported facilities

    • Oversee the community level health activities through close coordination with the nurses/midwives and the community health mobilization Assistant.
    • Contribute to the development of lessons learned from programs and projects related to Clinical, nutritional and integrated medical services and apply these lessons to modify existing programs and improve the design of new programs.
    • Assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.

    Primary Healthcare Coordinator

    KEY AREAS OF ACCOUNTABILITY:

    Program Development

    • Establish and build capacity of the field-based health staff in prioritized health interventions within SC programs.
    • Work with the Health and Nutrition Manager in strategic planning for future health programs
    • Work with the Health and Nutrition Manager, New Business Development and Program Operations team to draft concepts and proposals for future funding following protocols and formats of each relevant donor
    • Work with the Health and Nutrition Manager in ensuring that field-based health teams integrate different health related sectors (mental health, nutrition and GBV) into proposed program

    Program support

    • Manage and coordinate all activities under the health component across the implementation areas
    • Lead the development of project implementation tools e.g DIP, BvA
    • Facilitate the implementation of monthly work plans for health programs in liaison with field-based health staff
    • Support in organizing and coordinating technical review meetings with field-based staff on quarterly basis
    • Participate in relevant monthly technical working group meetings scheduled by MOH.
    • Ensures quality clinical consultations, treatment, referral and follow up activities follow the National and WHO protocols
    • Work closely with Health team in the field to improve routine EPI in the catchment areas by building their capacities.
    • Monitor and promote integration of health and nutrition activities for maximum impact
    • Facilitate collaboration and integration between Health, Nutrition, WASH and FSL in project development and implementation
    • Support health-related operational research as required
    • In collaboration with field-based health and MEAL team contribute to documentation and dissemination of lessons learned and best practices
    • Work in collaboration with field-based health teams in development of case studies and success stories on a monthly basis
    • Work closely with field-based health teams and ensure quality benchmarks are utilized in service delivery
    • Contribute to the achievement of CO health related KPI

    Advocacy and coordination

    • Representation of SCI in relevant platforms as delegated by Health and Nutrition Manager (Child Health Technical Working Group, Vaccination platforms, COVID-19, Emergency responders and others)
    • Represent the organization to UN, health cluster, international and national NGOs and Ministry of Health at health coordination meetings as well as other meetings which are relevant to country programs and enhance the organizations visibility
    • Participate in SC regional and global technical meetings focusing on child survival, maternal newborn health, adolescent health, clinical governance, and all relevant Community of Practice meetings.
    • Ensure appropriate and consistent health related education and advocacy messaging to key actors including: donors, Cluster, SCI staff, partners, mothers and other carers at all programming contact points. 

    Training and capacity building

    • Provide technical guidance on child health, adolescent health, maternal and newborn health to MOH facility staff, SCI field office clinical staff and partners
    • Participate in trainings to improve medical performance for SCI staff and/or partners
    • Build capacity among SCI and partner staff to accurately compile monthly activity reports and, together with medical logistic staff, assist with stock consumption/distribution plans.
    • Provide technical guidance to field based health staff on clinical governance tools for clinical service delivery
    • Work with and liaise with field-based health teams in conducting monthly and quarterly assessments in the facilities utilizing the approved checklists
    • Facilitate supportive supervision to field based health teams in collaboration with relevant government stakeholders
    • Facilitate and lead in the quarterly assessments of clinical services using the approved clinical quality scorecard

    Quality Assurance, Performance management and capacity building

    • Work with the MEAL team to develop and operationalise quality benchmarks including beneficiary feedback mechanisms and accountability to the communities, being mindful of cultural norms and practices
    • Work with the lead clinical supervisor to ensure that there is a Quality Assurance Scorecard system in place to monitor and course correct practices, as needed. ·
    • Create and maintain a positive working relationship with the health team as well as partner staff
    • Assist in the selection and training of qualified program health staff.
    • Ensure professional development for national health staff through assessment of training needs and capacity building activities. 
    • Work closely with the health teams to determine the training needs of the medical staff.
    • Overseeing trainings of all MOH healthcare staff, including Doctors, nurses, midwives and other technical staff to ensure that the provided trainings are of acceptable quality and address the identified needs and to ensure sustainability of programs

    Health Information Management

    • work with field based HMIS officers in timely reporting of data into the national health management system DHIS2 on monthly basis
    • work with the MEAL team to develop performance trends for key service delivery performance indicators
    • facilitate data review meetings with health teams in reviewing periodic progress against prioritized key performance indicators in child health, maternal newborn health, adolescent health and disease surveillance

    • Medical doctor or public health specialist (with clinical background)
    • At least 5 years’ experience in primary health care and general practice.
    • Previous supervisory experience and experience managing budget

    • Work experience with International Non–Governmental Organization ((INGO)

    E-Platform Officer

    ROLE

    • Work closely with the Program manager on the Nagis system and any other financial service provider, to support the use of the offline application and card printing for project participants. In addition, provide overall support to issues related to the management of beneficiaries' cards including the printing of lost or damaged cards, card activation, card storage, beneficiary's complaints about shopping, lost pins, and other related issues that may arise during food distribution at various vendor’s outlets for a timely response to beneficiary’s complaint.

    MAIN RESPONSIBILITIES

    With support from the Program Manager:

    • With the support of the mobilization team, assist in sensitization of community structures, project participants, and traditional authorities on the use of Nagis devices and applications for food redemption
    • With supportive supervision oversee the use of Nagis applications in the delivery of cash and voucher transfers and help ensure the resolution of any problems;
    • Follow up with the MEAL coordinator/specialist on the assessment carried out by the team for potential enrolment into the food assistance program.
    • With the support of the market team, conduct training on the use of Nagis application to newly hired vendors and vendor’s key staff on the use of Nagis application and devices in conducting transactions.
    • Communicate with Nagis on the newly enrolled beneficiary's photo card data for printing and activation.
    • Organize and lead staff, partners, and volunteers in carrying out biometrics capture of project participants across all implementing communities
    • Assist in training of SCI staff and partner staff on system and application update
    • Actively support relevant field assessments to identify the beneficiaries’ needs and viable business opportunities, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs
    • Support the implementation and monitoring of all activities, at the field level, as laid out in the Detail Implementation Plan (DIP).
    • Assist in the registration of target families, ensuring that the data is collected and is recorded appropriately
    • Compile and submit regular Nagis project reports and updates
    • Support the MEAL team to map, identify and register program participants.
    • Identify emerging issues related to the Nagis system and make a recommendation for further solutions.

    QUALIFICATIONS & EXPERIENCE

    Essential

    • B.Sc. / HND in a relevant course – Software design, Computer Science, Computer engineering or related relevant discipline
    • 3 years post NYSC relevant experience working with a financial service provider in Humanitarian emergency
    • Excellent communication skills, calm, with a good sense of working in an intercultural environment;

    Awards Management Coordinator

    KEY AREAS OF ACCOUNTABILITY :

    • Support the delivery of capacity building to other teams in the CO and to Partner organisations
    • Build relationships with the region and centre and support in the escalation of issues if required

    • Engage with and coordinate across multiple stakeholder groups to support the development of high quality proposals
    • Support the development of high quality proposals through planning and coordination with PDQ, Finance and other teams 
    • Coordinate and review donor reports including adequate planning to ensure deadlines are met
    • Communicate and coordinate with Member contacts to understand and record any changes related to donor compliance requirements and reporting dates 
    • Facilitate award kick off meetings, including a focus on donor requirements and ensure these occur at the start of each award
    • Compliance (systems, processes, donor)
    • Understanding of SCI processes and other key donor requirements and communication and adherence to these
    • Understanding of the Award Management System (AMS) and reporting functions, and ensure AMS is up to date to drive data quality
    • Accountable for driving AMS data completeness and quality for relevant awards
    • Support kick off meetings led by the Award Manager and the communication of compliance requirements across the CO
    • Monitoring and analysis
    • Critical review of proposal budgets to identify budget lines for review or omitted costs
    • Work with Operations team and budget holders to develop budgets
    • Financial analysis skills to perform award monitoring processes, highlight financial issues to Overseers and Budget Holders and perform further analysis to resolve issues identified
    • Understanding of DRC budget codes and ability to work with Program team to determine appropriate structure
    • Knowledge of donor budgeting formats to support budget holder understanding
    • Portfolio management and strategy
    • Support AM Manager to perform portfolio level monitoring and analysis and follow up issues identified and resolve these
    • Produce management reports and escalate identified portfolio issues in a timely manner
    • Support Award Manager on the regular award review processes on designated awards

    QUALIFICATIONS  

    • Professional qualification in Business, International Development, Finance/Accounting or similar

    EXPERIENCE AND SKILLS

    • University degree in International Development, Business Administration or Finance 
    • Highly developed interpersonal and English communication skills including influencing, negotiation and coaching
    • Experience managing grants, contracts & sub agreements with knowledge of major funders’ guidelines (e.g. USAID, FCDO, CIDA, GAC etc.)  
    • Relevant experience managing donor funded projects with International NGO’s particularly those addressing human/children’s rights and those  applying partnership approaches  
    • Strong analytical skills and strategic planning abilities. Computer literacy and excellent documentation skills are a must
    • Ability to proactively identify issues and problem solving skills to address these
    • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team
    • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
    • Excellent time management and planning capacity
    • Availability and willingness to work extra hours during times of humanitarian responses

    Advocacy and Campaigns Officer

    ROLE PURPOSE: 

    • To provide support to the project team on Policy analysis, new Programme development, advocacy initiatives, strategy development and pro-poor governance agenda in the delivery of basic social services with focus on improving quality and access to Health Services, Nutrition, Food Security, Education and Child Protection.

    KEY AREAS OF ACCOUNTABILITY:

    People Management & Leadership

    • Have regular meetings with government authorities to update on the progress of programmes.
    • Involve relevant authorities in the planning and implementation of programmes through consultation and  joint visits.
    • In collaboration with other team members plan and carry out feedback meetings with authorities and beneficiaries.
    • Have regular meetings with child right law implementation committee to support the implementation of child protection law in the state.
    • Have regular contacts with children parliament, and children clubs to promote child participation.

    Programme Development and Quality

    • Support actively in the process of implementing Save the Children’s country advocacy strategy on learn, protect, and survive. 
    • Prepare concept papers and other relevant documents and initiate and describe project ideas and initiatives in accordance with the program deliverables.
    • When working on specific high-priority initiatives, the Advocacy officer will collaborate with colleagues staff and support the analysis process, developing policy positions and programme strategies, establishing new networks and partnerships, and managing coalitions.
    • Assist colleagues to strengthen their knowledge and skills/capacities to incorporate governance frameworks, policy research, analysis and advocacy into their work.
    • Contribute to development of advocacy strategies proposal writing and fund raising.   

    Communication and Representation

    • Act as SC’s representative at local, national and international levels with local authorities, partners etc. as required, mainly in events relating to basic services (health/nutrition, FSL and education) programme.
    • Represent SC Nigeria CO and communicate SC Nigeria CO's public policy and advocacy positions as and when appropriate to institutions, government, international, national and local organisations as required.
    • Support the coordination of the drafting and submission of strategic, planning and reporting documents, including but not limited to strategy documents, the operational plan and annual reports, and ad hoc requests for updates and reports from SC CO and Regional Office.  
    • Develop and maintain a professional network for governance issues within Yobe. 
    • Dissemination of important information and campaign messages through radio program, online and offline interactions 

    Programme Management

    • Support consultants involved in writing project designs, case studies or reports, facilitating training events, and conducting policy research, or other such contracted services.  
    • Support the implementation of the governance programme including quality control, negotiation with local partners, financial management, documentation, monitoring and evaluation, reporting etc
    • Other - Other ad hoc tasks as requested by Line Manager.

    SKILLS & EXPERIENCE

    Essential

    • Level of Education – First Degree, post graduate is an added advantage

    • Desired Number of Years’ Experience – 3 years post NYSC (Advocacy, community mobilization and engagement, social services delivery with a focus on governance and enhanced voice and accountability)
    • Language Requirements – English – Excellent and working knowledge of local language(s) 
    • Level of IT Expertise Required – Excellent
    • knowledge in Nigeria governance especially the North East. Good knowledge of Borno governance structure and dynamics; knowledge of health systems and political terrains is an added advantage
    • Ability to clearly communicate and easily relate to federal and state authorities  
    • Experience of working in a multi-cultural environment
