    Deputy Finance and Compliance Manager

    General Position Summary

    Working in the Finance Department under the direction of the Finance and Compliance Manager, the Deputy Finance Manager will guide the MCN Northeast Programs in adhering to the compliance procedures, assist in managing finance functions in the deep field offices, support budget preparation, monitoring and forecasting, support accounting function, and ensure banking and cash management. He/she will support management to ensure adequate internal controls are in place to mitigate risks and ensure compliance with laws, regulations, donor requirements and Mercy Corps policies and procedures.

    Essential Job Responsibilities

    Strategy & Vision

    • Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to countrywide strategy development.
    • Develop and organize activities to secure resources for programs and convince stakeholders to provide support.
    • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.

    • Supervise, train, hire and orient new team members as necessary.
    • Provide team members with information, tools and other resources to improve performance and reach objectives.

    Grants and Compliance Management

    • Assist Finance and Compliance Manager of Northeast program to review monthly financial report and follow up with other departments for any corrective actions required.
    • Work closely with the Field Finance Manager and other department to ensure the Standard Operating Procedures for voucher redemption followed properly.
    • Assist the Finance Manager in responding to audit inquiries at the field level.
    • Support the budget development and budget planning processes, including development of internal budgeting guidelines, templates and tools, grant proposal development and budget modifications;
    • Assist/Support the monitoring of grants’ performance, and work with budget holders to ensure that key processes and systems are in place to manage grant risk assessments, donor financial compliance and reporting process. Ensure grant budgets align with MC budgets and forecasts.
    • Support the grant close out process, including the coordination with different stakeholders (Finance, Ops, Programs, Grants, etc) on various deliverables in line with donor rules and regulations;
    • Review, analyze and discuss with program manager the budget vs actual reporting process for all grants.
    • Support regular update/analysis of the BVAs and pipelines. Ensure monthly review of transactions for compliance and eligibility under grants;
    • Provide training and orientation to staff and vouchers venders in compliance, Finance, payments processes, systems and best practices.
    • Assist the Field Finance Manager to enhance the efficient of existing control system and ensure any identified compliance gap is corrected.

    Finance:

    • Work closely with Roving Finance Officer to support Finance in the deep fields, make sure the weekly and monthly financial reports submitted on time to Maiduguri.
    • Make sure the standard operating procedures for cash transfers to deep fields are followed.
    • Review payment and other documents for accuracy, complete and compliance with Mercy Corps’ policies, donor regulations and local laws.
    • Assist in the month end accounting close process for Northeast program, ensuring the accuracy and completeness of the ledger, navigator and all supporting documentation.
    • Guide finance team in field offices on document retention requirements and provide regular verification to ensure that all finance documents are properly labeled, filed and stored in a clear and easily accessible manner following FFM.

    • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
    • Communicate effectively to ensure overall project targets and donor obligations are met.

    Supervisory Responsibility

    Directly supervise Senior Finance Officer, Finance officers in the Maiduguri and indirectly deep fields Finance Officers.

    Accountability

    Reports Directly To: Finance and Compliance Manager

    Works Directly With: Finance and Compliance department in Abuja and IF, program and operational teams in Northeast Nigeria.

    Knowledge and Experience

    • Five or more years of compliance and finance experience is required.
    • A university degree in finance, accounting or equivalent is required.
    • Three years’ experience in the finance and compliance department of an international NGO is preferred.
    • Demonstrated competency with computerized general ledger software.
    • Strong computer skills in MS Office programs, particularly Excel
    • Prior management experience and strong organizational skills
    • Excellent oral and written English skills.
    • Strong account and budgeting skills
    • In-depth understanding of major donor rules, regulations, and implications on budgeting and budget monitoring.
    • Demonstrated experience and skill in budget preparation and presentation and proven ability to translate technical financial data into informative reports.
    • Knowledge of Hausa is preferred.
    • Working experience in Northeast Nigeria a plus.

    Protection Program Officer- Ngala

    General Position Summary

    The Protection Program Officer is responsible for the implementation of protection sector activities including the mobilization of women’s groups, adolescent programming, training on topics such as psychological first aid, sexual and gender-based violence (SGBV) prevention and response, and the validation of referral pathways in Borno state, Northeast Nigeria. With the support of the Protection and GBV Coordinators, s/he will also advise and build capacity of other sector teams on gender and protection mainstreaming and best practices. S/he will report directly to the Field Program Manager and will work closely with other sectors.

    Essential Job Responsibilities

    Strategy & Vision

    • Oversee the implementation of protection activities and ensure adequate gender mainstreaming across program field locations;
    • Develop activity work plans and manage day-to-day activity implementation related to protection;
    • Ensure that program implementation mainstreams gender and protection in coordination with other sectors in line with best practices;
    • Ensure that beneficiaries are effectively targeted according to vulnerability criteria;
    • Lead where necessary community meetings to identify protection concerns.
    • Establish and maintain effective program reporting, and monitoring and evaluation systems (to track, analyze and report on results) for both internal and external use;
    • Integrate community approaches, protection mainstreaming, gender sensitivity and capacity building into all activities as appropriate;
    • Ensure program filing system is in place, adheres to internal and donor regulation and filing is regularly maintained;
    • Adhere to all MC policies related to security, operations and transport/ logistics information related to programming.
    • Support orientation for all new staff on MC guidelines on gender and protection mainstreaming. If necessary, organize capacity building sessions for other sector staff on gender and protection.
    • Provide weekly field reports, capturing activities progress, lessons learned, success stories on the project as well as general situation and community updates and needs.
    • Report on any problems encountered in the field such as project participant complaints, local authority interference, and security threats to MC staff and activities. Coordinate with MC Security Officer and Protection Coordinator on any threats to MC staff and activities.
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
    • Other duties as assigned.

    Program Management

    • Oversee program startup and ongoing program management and administration of teams across various field locations.
    • Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
    • Ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
    • Develop program implementation strategies, including partnership frameworks, beneficiary targeting and distribution process as well as psychosocial and capacity building of partners.
    • Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
    • Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
    • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.
    • Fulfill Mercy Corps’ Program Management Minimum Standards based on the organization-wide guide.
    • Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
    • Ensure teams are able to apply the “I’m Here Approach” and safe space programming to identify, engage, and empower adolescent girls and boys including the use of tools like the Girl Roster, Boys Matrix and Inclusion Now.
    • Monitor progress and ensure that sex and age disaggregated data and analysis is used in assessments, implementation documents, monitoring, and evaluations to adapt and meet the unique needs of adolescent girls and boys (10-14 yrs, 15-19 yrs, 20-24 yrs).
    • Ensure mentors receive support and training to engage adolescents, their care providers and stakeholder, promote psychosocial well-being, and enable safe programming.
    • Promote holistic approach that encourages the participation of young people that strives for girl and boy led initiatives as well as promote enabling environments that involve care providers and community stakeholders.

    Team Management

    • Develop the capacity of the team, deepen understanding of their roles and assist with career development.

    Knowledge and Experience

    • BA/Sc. in relevant field required;
    • 3 years of experience working on the development, implementation, administration and compliance of a field-based international development or humanitarian program; general gender and protection mainstreaming experience & knowledge required.
    • Experience with conducting gender analysis, protection assessments, monitoring and evaluation and other learning efforts required.
    • Demonstrated strengths in analytical skills, monitoring and evaluation, and report writing
    • Strong interpersonal, intercultural and communication skills
    • Excellent oral and written skills and computer skills
    • Fluency in English and Hausa is required.

    Cash Assistant -Damboa

    General Position Summary

    The Cash Assistant will support and assist the day-to-day implementation of multi-sectoral cash and voucher assistance activities using systems in place to support cash transfer programming in Northeast Nigeria (Borno state). S/he will work closely with other sectors such as FSL, protection, Nutrition, MEL team, and operations staff (including finance and operations) to ensure that activities are implemented according to schedule, budget and required quality.

    Essential Responsibilities

    • Assist the Cash Transfer Officer to ensure program progress according to the developed schedule and work plan
    • Monitor voucher redemption process, ensuring they are conducted according to the minimum SOP
    • Support in the process of beneficiary registration community mobilization and sensitization
    • Assist in promoting community participation and inclusion to encourage community ownership over activity implemented
    • Ensure equal representation of various community groups in the implementation of activities
    • Assist in the facilitation of community meeting focus group discussions and others as required by the program
    • Keep program officers and management updated about the security situation in the project implementation area
    • Provide weekly field reports capturing activities progress, lessons learned as well as the general situation and community updates and needs
    • Document lessons learned and success stories on the project
    • Adherence to all MC policies and procedures as outlined in MC policies and procedures manual
    • Conduct himself/herself professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission in the country of operation

    Minimum Qualification & Transferable Skills

    • Bachelor's Degree in a relevant field.
    • Demonstrated skills in planning, organizing and reporting.
    • Experience in Cash and voucher project implementation which include the use of electronic platform is required.
    • Ability to perform voucher distribution/activation and management of all program participants complaint on the field is required.
    • Ability to work under pressure.
    • Strong interpersonal intercultural and communication skills
    • Excellent oral, written skills and computer skills
    • Fluency in English, Hausa, Kanuri and other local languages is highly recommended.
