    Monitoring and Evaluation Manager

    Location: Minna, Niger State.

    Role Purpose

    • The Accelerated Nutrition Results in Nigeria (ANRiN) project aims to increase the utilization of quality, cost-effective nutrition services for pregnant and lactating women, adolescent girls and children under five years in Nigeria.
    • The World Bank-funded programme will be implemented across selected states through community-based nutrition services. In Niger State, there will also be an additional element of the provision of adolescent health services.
    • The project will be implemented by Plan International Nigeria in the state  in collaboration with the State Ministry of Health, State Primary Health Care Development Agency, local CSO partners and other relevant stakeholders.

    Dimensions of the Role

    • The Monitoring and Evaluation Manager will be responsible for developing effective Results Based Monitoring and Evaluation and ensuring effective implementation in Niger State where Plan International will be implementing the ANRiN programme.

    Accountabilities

    • Develop project process results, M&E matrix and tools
    • Support Project Director and the team to develop monitoring plans that capture quantitative and qualitative data to facilitate quality reporting on log-frame and result framework performance indicators
    • Develop an operational reporting template for the project that facilitates the collection and aggregation of information
    • Make regular monitoring visits to project sites to oversee data collection and ensure that the right data is being collected
    • Summarize, analyse and interpret data
    • Undertake quality monitoring and the development of project completion reports
    • Strengthen capacity of the team and implementing partners to develop effective Results Based Monitoring and Evaluation and ensure effective implementation
    • Facilitate documentation and reporting of monitoring data, lessons learned and success stories for internal and external sharing
    • Ensure programme learning is fed into results-based management processes, with a specific focus on documenting technical innovations and programme adaptation
    • Liaise with M&E staff at the national UK office, and have regular catch-ups on progress of project
    • Ensure that all project establish and maintain community feedback mechanisms
    • Ensure relevant data is entered into organization-wide data management system designed to capture, analyses, and disseminate project data
    • Coordinate evaluation/research/survey efforts, to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making
    • Perform other responsibilities as requested by supervisor/ senior management to support strong project management and knowledge management of the project.

    Technical Expertise, Skills and Knowledge
    Essential:

    • Master's Degree in Public Health, Statistics or Economics or Demography or Anthropology or Development Planning or Social Work or Epidemiology or related subjects of similar scope
    • At least 5 years of progressive experience of monitoring and evaluation in public health/nutrition or any large social sector programs
    • In-depth knowledge of M&E techniques and methodologies including knowledge of conducting operations research, household surveys and qualitative assessments; data analysis, interpretation and reporting
    • Proficient with analytical tools and software such as Stata, SPSS, MS Excel, etc.
    • Knowledge of other Nigerian languages will be an asset.

    Desirable:

    • Confirmed experience in designing M&E and Learning frameworks for large scale nutrition programmes
    • Significant experience working as M&E Manager on large scale, consortium-led, nutrition programmes in challenging contexts, ideally in Nigeria
    • Experience in capacity building of implementing partners
    • Experience and knowledge of the cross-sectional thematic areas of gender and safeguarding would be an asset
    • Strong communication skills, including advanced report writing skills
    • Nigerian national with the ability to articulate and demonstrate a strong understanding of the contextual challenges faced by communities in Nigeria

    IT Officer

    Location: Maiduguri, Bonro

    Duties & Responsibilities

    • Administering and maintaining the LAN and providing support in the field offices (Borno, Adamawa, and Yobe)
    • Responding to and resolving all incident tickets and service requests in a timely manner.
    • Assist in Maintaining an up-to date inventory of IT asset for Plan International Nigeria
    • Availability and reliability of the ICT infrastructure, applications and connectivity
    • Maintain agreed levels of SLA (Service Level Agreement) and OLAs (Operational Level Agreements)
    • Provide efficient ICT support to delivering program outputs
    • Propose Technological initiatives for the IT department
    • Participate in system/project testing, rollout and certification
    • Manage and administrate all servers, switches, Routers, Wi-Fi's, IP Surveillance etc for Plan Nigeria field offices
    • Diagnose and repair computer hardware and follow up on equipment sent out for repairs
    • Provide preventive maintenance of computer hardware, Troubleshoot and assist/support users,
    • Maintain a technical inventory of all computers and accessories of the country and field office.
    • Provide support and guidance for the protection of Field office data, computers, Networks against viruses and physical damage,
    • Organize and train staff to perform the routine IT administration functions in the Field offices,
    • Recommend and advise on the selection of IT service providers for supplier of maintenance of IT equipment for the Field Offices

    • Troubleshoot equipment such as printers and scanners and other peripherals

    • Assist in gathering user requirements and developing appropriate reports for IT professionals
    • Provide users with ongoing assistance in their information technology problems

    Technical Expertise, Skills and Knowledge
    Essential

    • University Degree in Computer Engineering, Computer Science, Electrical-Electronics or related field.
    • A minimum of 4 years of experience working in the ICT industry
    • Candidate must possess a minimum of CCNA and MCSE or CCNP Certification. ITIL Certification will be an added advantage
    • Ability to communicate Effectively in English Language
    • Experience of implementing and supporting LAN, WAN, VSAT, Windows Server Infrastructure, SQL Server, Exchange server/Office 365, Cisco Infrastructure, VSAT and emergencies telecommunications equipment (BGANs, Radio, Sat phones,)
    • Strong knowledge on Windows Server 2012 including Active Directory
    • Experience in supporting and implementing information technology systems
    • Work experience in an NGO is an advantage

    Information Management Assistant

    Location: Yola, Adamawa

    Role Purpose

    • The Information Management assistant is to support the implementation of the Project in the context of north-eastern Nigeria.
    • The purpose of this role is to provide timely, accurate information on project implementation and ensure that monitoring and evaluation are in line with specific project FAD/donor requirements.
    • The role’s support is to achieve accountability, transparency and program quality in project locations.
    • The post holder is to ensure that project activities are in line with the Logical Framework and relevant guidelines.

    • The post holder will support the establishment of a systematic Information Management system.
    • The post holder will interface and support program team members and program coordinator.

    Accountabilities
    In collaboration with the M&E Officer and other relevant staff, the information management assistant will:

    • Provide support in ensuring facilitation of knowledge building and knowledge sharing.
    • Support the documentation of the outcomes of trainings, workshops, meetings and events.
    • Support to ensure that M&E-specific elements of local partner capacity strengthening plans are successfully implemented
    • Report results of M&E activities by providing written documentation about progress toward achieving indicators/targets, as appropriate
    • Ensure high-quality implementation, in close collaboration with the Field-based team, sector Specialists and the M&E coordinator, and consistency in protocols, information and reporting systems
    • Support efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping
    • Utilize the training data collected to inform strategic decision-making and project planning
    • Support targeted evaluations and operations research, including design, data collection, management and analysis
    • Ensure quality of data through data verification procedures, including routine data quality audits

    • Support field level partners staff, community-based project management committee (CBPMC) and enumerators in designing, developing and deploying tools for community-based selection criteria for the selection of beneficiaries.

    Technical Expertise, Skills and Knowledge
    Qualifications and Experience:

    • Minimum of a Bachelor’s Degree in a related field.
    • Excellent command of computer skills and MS Office.
    • Minimum of 1-year experience in information management role.
    • Strong technical skills, including ability to process and analyse data using one or more statistical software packages
    • Excellent English language writing and speaking skills, ability to speak Hausa is an added advantage

    Humanitarian Advocacy and Policy Deployable Specialist (Interim)

    Role Purpose

    • Plan International is a rights-based development and humanitarian organisation working for a just world that advances children’s rights and equality for girls. We have been building powerful partnerships for children for more than 80 years and are now active in more than 70 countries.
    • As Humanitarian Advocacy Deployable Specialist (interim) your main responsibility will be covering up to two specific crises by deploying in-country and implementing humanitarian influencing actions, representing Plan in prioritised networks and providing evidence-based advocacy recommendations and products across the organisation.

    Dimensions of the Role

    • To provide in country support and advice to Country Offices and Emergency Response Teams during the development and implementation of humanitarian advocacy strategies.
    • Represent the organisation in the humanitarian ecosystem of the specific crises to which you are deployed. To undertake advocacy activities in the context of specific emergency responses.
    • Develop relevant advocacy products for Plan International representatives on specific crises.
    • To provide training to Plan International staff on advocacy in emergencies.
    • To support advocacy at different levels of the organisation through documentation and sharing of relevant experience and evidence from the areas in which we work.

    Accountabilities
    Support to and advising Country Offices:

    • Advise country and emergency response staff on humanitarian and political issues, legal frameworks and humanitarian standards relevant to advocacy, particularly those related to children’s rights and gender in emergencies.
    • Develop of crisis specific policy positions and messages
    • Develop briefings and other policy documents for external and internal audiences.
    • Support communications planning and messages to ensure communications and media work strategically supports influencing objectives.
    • Support with internal advocacy coordination with emergency response teams and with different levels of the organisation, including convene and chair internal advocacy working groups where relevant.
    • Support on inclusion of policy and advocacy in to funding submissions.

    Advocacy and representation:

    • Represent Plan International and advocate with decision makers, partners and other key stakeholders such as donors, at national level.
    • Assist in the establishment of effective policy and advocacy relationships with the humanitarian community in country and engage in external advocacy working groups
    • Share information on upcoming events, visits and strategic meetings in a timely and effective manner.

    Supporting humanitarian advocacy at other levels:

    • Documenting and sharing of case studies and evidence for use in thematic and crisis specific advocacy
    • Advising on crisis specific advocacy at the international and capital levels.
    • Building and maintaining an internal network amongst DRM and advocacy staff.
