    Human Resources and Administrative Officer

    Child Safeguarding

    Role Purpose

    • The role holder will be responsible for the provision and management of effective HR  and administrative services in the Ogoja office and field locations.
    • The Human Resource and Administration Officer will contribute to ensuring that Save the Children’s commitment to improving quality and accountability in humanitarian work is upheld, through reference to Save the Children Quality Standards and endeavours to implement effective administration systems.

    Key Areas of Accountability
    Recruitment:

    • Receive applications from prospective candidates and maintain an applicant database
    • Develop a standard induction pack and maintain an induction schedule for new staff
    • Participate in panels as well as in the short listing and interviewing as well as negotiating offers for prospective staff
    • Participate in the planning and facilitation of Global Inductions for new hires within Save the Children in Nigeria on a monthly basis.

    Representation:

    • Assist HR Manager in developing and maintaining contacts with other key INGO players to undertake a regular review of their terms and conditions of their salary structures
    • Assist with the analysis of HR needs of a programme and look for sustainable solutions. Provide a generalist HR service to managers across a full range of HR issues

    Human Resource Management:

    • Assist the Human Resource Manager in the development of annual needs for development / training through the formal performance review process
    • Identify training courses and their costs and maintain a list of available courses
    • Research training opportunities as prioritised by the SMT or as requested by supervisors
    • Provide support to supervisors to arrange training opportunities for staff
    • Preparation of consultancy contracts for national and international consultants as well as keeping an updated and accessible database of consultants in line with acceptable SCI procedures.

    Administration and Office Management:

    • Management of Office facilities and travel for the Country operations
    • Ensure the Ogoja office is well equipped, has sufficient levels of supplies (consumables, stationery, equipment) etc, is fully functioning and fit for purpose to enable all staff to operate with maximum efficiency
    • Oversee the maintenance of Ogoja  office premises/residences, furniture, fittings and all equipment in a fully functioning state
    • Pro-actively identify potential problems affecting staff and the running of the office, proposing solutions and working to put them in place
    • Manage the Support Services budget including preparation and monitoring; manage cash flow forecasting and supervise the petty cash for support services
    • Develop, manage, and oversee effective relationships with service providers suppliers, landlords, etc, ensuring transparency and value for money
    • Manage and supervise the Administrative and Office Assistants
    • Liaise with the Programme Operations (field and Abuja) to ensure that shared office support functions run smoothly, and resources are used efficiently and effectively

    Travel, Logistics & Events:

    • Oversee the management for all travel, business visas, and accommodation for visitors, consultants, and staff on official Save the Children business. Ensure that travel is on schedule and cost effective and that visits to Country Programmes occur with a minimum of disruption and downtime
    • Ensure that meetings and conferences are effectively managed in the Ogoja ensuring value for money and transparency in all the processes.

    Social Protection Specialist

    Role Purpose

    • The post holder will strategically support the planning, implementation and monitoring and evaluation of the technical aspects of social protection systems strengthening programme that is working to reduce multi-dimensional poverty across Nigeria, with a particular emphasis on children and caregivers.
    • With guidance from the senior social protection specialist, he/she will primarily provide technical support to the social protection programs of the governments of Kaduna and Zamfara States in four cores areas: (i) ensuring the expansion of (child-sensitive) social protection coverage; (ii) promoting policy and programmatic synergies between other relevant sectors and social protection; (iii) promoting social protection measures, to improve gender equality in education; and (iv) the development of risk-informed and shock responsive social protection.
    • The post holder may also be required to contribute to strategic planning on social protection at the federal level under the supervision of the Senior Social Protection Specialist.

    Scope of Role
    Key Areas of Accountability:

    • Support the delivery of timely and high-quality technical assistance on social protection to relevant stakeholders at federal and state levels.
    • Contribute to strategic planning on social protection with relevant stakeholders including the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development, the Federal Ministry of Finance, Budget and National Planning, the Governments of Kaduna and Zamfara states, the Foreign Commonwealth and Development Office and the Social Protection Development Partners Group.

    Knowledge Management and Learning Coordinator

    • As part of these responsibilities the post holder will support the establishment of Child Safeguarding systems for the programme, promoting a culture of keeping children safe, and ensuring that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.   

    Position Overview

    • Save the Children International (Nigeria) is recruiting a Knowledge Management and Learning Coordinator for a Foreign, Commonwealth and Development Office (FCDO) funded social protection systems strengthening programme that is working to strengthen and expand Nigeria’s social protection systems towards bringing about significant reductions in multi-dimensional poverty across the country.

    Role Purpose

    • In close collaboration with other members of the programme team at federal and state levels, the Knowledge Management and Learning (KML) coordinator will lead and determine the specific KML approaches taken within the programme to ensure that the knowledge, evidence and learning generated is accessible and well known about internally and externally.  
    • Also, he/ she will provide leadership to improve the management, dissemination and use of programmatic and technical knowledge and information; to improve the visibility and profile of the programme particularly with the Government of Nigeria and the donor.
    • In addition, the postholder will work with the Senior Social Protection Advisor on activities linked to strengthening federal mechanisms for exchange of learning on social protection.
    • Besides the externally facing responsibilities, the role will also have internal accountability for ensuring strong systems are in place to communicate with the different staff and partners involved in implementing the programme. He/she may occasionally have cause to support other Country Office related programmes.

    Key Responsibilities

    • Ensure that robust procedures and practices are put in place to facilitate effective knowledge management and learning throughout the programme’s work;
    • Work closely with all programme staff to develop information products and learning materials including but not limited to cases studies, technical notes, policy briefs success stories and lessons learned;
    • Support and maintain the programme’s knowledge management systems (SharePoint, One Net social protection community of practice website etc.);
    • Actively participate in the development of annual work plans, identifying opportunities to champion knowledge capture, analysis, sharing, and learning;
    • Development of knowledge products that enables the programme to share promising practices and lessons learned in the social protection sector with the general public (including packages for particular moments in the social protection, disability, gender and international development calendar – including international day of the eradication of poverty, international day of disabled persons, international day of the girl child and world day of social justice);
    • Work with Senior Social Protection Specialist to help deliver on some of the KML related activities, such as those linked to Outputs on strengthening federal mechanisms for learning exchange on social protection.
    • Alongside the Senior Social Protection Specialist, facilitate the preparation of high-quality quarterly programme reports;
    • Alongside the Advocacy and Communications Specialist develop communications campaigns to highlight thematic topics as necessary, and help develop and implement engagement strategies;
    • Plan and facilitate workshops and learning activities such as brown bags, webinars and learn bites to help staff adapt knowledge management tools and practices to support learning;
    • Identify and maximise opportunities to raise the visibility and profile of the programme, both internationally and in-country.
    • Strengthen capacity of programme staff in good knowledge management practices;
    • Maintain a strategic overview of issues affecting children relevant to the programme, monitoring trends in the external environment and inputting to organisational strategy and planning processes;
    • Logistical and technical support to the programme led social protection community of practice.

    Administrative Officer

    Child Saveguarding

    • Level 3 - The responsibilities of the post may require the post holder to have regular contact with children or young people and, in the overseas context all posts are considered to be level 3 posts in view of potential situations which may allow staff unsupervised access to vulnerable children and young people.

    Role Purpose

    • This position is specifically responsible for supporting activities related to office facility, maintenance, space allocation and General Administrative support. 
    • The Administrative Officer will generally be responsible for the coordination of the effective functioning of all facilities to provide an efficient and safe working environment for employees and their activities by using best business practices to manage resources, services and processes to meet the needs of the Country Office. This will include the development and institutionalization of sustainable management practices that are suited for the SCI Nigeria context.

    Key Areas of Accountability
    Facility Management:

    • Ensure that all spaces are in good condition, cleaned and that the basic security standards put in place by SCI for its premises are abided by.
    • Ensure that all facilities and equipment rented by SCI are used in compliance with the agreement between the owner and SCI, in compliance with security and safety standards;
    • Managing all contracted services concerning office cleaning, waste disposal, and janitorial supplies needed in the office.
    • Ensure offices, guest house and residences have all minimum required material for emergencies such as emergency signs indicators, maintained extinguishers, smoke detectors, alerts, etc.
    • Managing relations with utility agencies providing electricity, water, air-conditioning maintenance services. Assessing the quality of services and sharing analysis with the Administration Manager. Ensure that all related bills are paid on time and that all related contracts are renewed on time.
    • Ensure that all furniture and non-IT equipment used by SCI are in good condition, organizing repair and maintenance and being in charge of doing the furniture and non-IT equipment replacement plan in collaboration with the Logistics Department.
    • Managing the relations with Finance & Logistics on annual insurance cover for office furniture and fittings (GPEs).
    • Ensure that the office and guest house are well maintained. When repair is needed, initiate the repair requests, once the service provider is chosen, manage the whole process up to the final payment of the invoice.
    • Support availability and suitability of options for new premises (i.e office and homes for international staff), initiate the request, when the choice is done, ensure all required approval in compliance with SCI policy are in files, drafting the contract using the approved template. Once the contract is signed by both parties, managing the relations with the landlord.
    • After consulting Senior Managers and Project Managers, planning best allocation and utilization of space and resources of the office. Produce the monthly space allocation report before the 5th of the next month to submit Administration Manager.
    • Liaise with Relevant Admin staff to facilitate compliance with Government of Nigeria Immigration requirements for SCI/Nigeria International staff and families.
    • Ensure that the Country Office is covered by a Host Country Agreement. Informing the Administration Coordinator for starting new negotiations.
    • Ensure that all required reports by the Government in the application of the Country Host Agreement are prepared, accurate, and submitted to the Government on time. SCI annual plan should be submitted to the Government before the end of January, the mid-annual report submitted before the end of June, and the final annual report by the end of December, according to the host agreement signed with the Office of Budget &  National Planning Commission.
    • In Collaboration with the Admin Coordinator, facilitate a joint annual evaluation and monitoring of SCI activities by the Government through the National Planning Commission and coordinate all efforts to respond to the Government operation queries.

    Other Responsibilities:

    • The post holder may carry out other duties in addition to, or instead of those outlined above which may reasonably be required from time to time, to assist the Support Services department by providing cover when the Administrative Coordinator or Programme Administrative Assistant is on leave or as a result of an increased level of Country Office activities. These include but are not limited to the following:
      • Provide administrative support to programme teams based in Abuja as delegated by the line manager
      • Support other functional areas of Admin/HR in-country office and field offices
      • Assist in data gathering and Analysis
      • Any other duties assigned by the line manager

    Position Overview

    • Save the Children International (Nigeria) seeks a Senior Stakeholder Engagement specialist on a Foreign Commonwealth and Development Office (FCDO) funded programme that is working to strengthen and expand Nigeria’s social protection system towards bringing about significant reductions in multi-dimensional poverty across the country, ensuring a more adequate focus and consideration is put on children and their caregivers and other vulnerable or excluded groups.
    • The senior stakeholder engagement specialist will leverage on lessons learned over the course of the programme’s implementation, evidence generated by the programme and a variety of advocacy best practices, to help raise the programme’s profile, as well as promote and strengthen its engagement with critical policy and decision makers, social protection programme implementers, civil society organizations and academia in an effort to bring about increased political will necessary to ensure that more Nigerians (particularly children) are covered by inclusive and accountable social protection.
    • He/ she will be expected to engage actively with various stakeholders at the federal level, including but not limited to Nigeria Governors Forum, the National Assembly, the Organized Private Sector, the National Economic Council and the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development.
    • This role is not rooted in a thematic specialism, but in leadership and expertise in influencing policies, programmes and practices through synergized advocacy and campaigning.
    • The position entails that the post holder has a natural passion for building trusted relationships which bring about positive changes. Thus, a track record of achievement in a similar role is critical for success in this position.
    • The role will be located in SCI’s office in Abuja and the post-holder will report to the National Programme Manager and will be expected to maintain close contact with SCI Nigeria’s Head of Advocacy?  

    Key Responsibilities

    • The Senior Stakeholder Engagement Specialist will lead advocacy and campaign activities related to one of the programmes outputs primarily at the federal level and to a lesser extent in the focal states:
    • Increased government delivery of effective, inclusive and shock-responsive social protection.

    Key responsibilities of the senior stakeholder engagement specialist include:

    • Leading the programme’s federal-level advocacy and campaign initiatives (with the aforementioned stakeholders) aimed at making the case for increased investments in inclusive and accountable social protection, with particular consideration for the needs of children and their caregivers;  
    • Engagement with relevant sub-committees of the National Assembly, as well forming a group with special focus on social protection with lawmakers from the ruling party as well as the opposition parties; ensuring advocacy materials and tools are developed and routinely disseminated to Federal Lawmakers;
    • Engagement with best international social protection practices for learning and experience sharing;
    • Strengthening relationships with the social protection development partners group towards the continued advancement of inclusive and accountable social protection in Nigeria.
    • Work with Senior Social Protection Specialist and other thematic leads to highlight and strengthen linkages with allied sectors to address cross-cutting issues – specifically on education, health, nutrition and climate change;
    • Alongside the senior policy and advocacy specialist, strengthen the institutional and technical capacity of civil society organizations to contribute the development of a strong social protection system in Nigeria;
    • Alongside the Senior Policy and Advocacy Specialist, develop key messages and materials to enhance policy outreach and advocacy for social protection, including among civil society and the media;
    • In collaboration with the programme’s Communications Specialist, facilitate the dissemination and communication of policy briefs, research reports, lessons learnt to relevant government and non-government stakeholders to inform public dialogue and policy and programme decision-making;
    • In collaboration with the programme’s Knowledge Management Coordinator, develop and maintain a database of “promising practices” in stakeholder engagement.

    Essential

    • Advanced university degree in public policy, political science, economics, sociology or other relevant social sciences

    Child Safeguarding

    Role Purpose

    • To provide professional general administrative support. This position is responsible for supporting Administration Manager for the smooth and efficient running of the Country Office and providing support to the Programs department / SCI partners in various ways.
    • This position is specifically responsible for supporting activities related to Protocol services and general administrative functions.
    • The job holder will also from time to time, be delegated other support duties including, but not limited to providing administrative support to programme teams based in Abuja and field offices.

    Key Areas of Accountability
    Knowledge Management:

    • Disseminate best practices in Administrative management systems; develop relevant tools to ensure that SCI/Nigeria systems and processes are consistent with best practices.
    • Support training needs and requirements for staff in administration.
    • Work with the Administration Manager and HR unit to utilize innovative technologies to increase staff knowledge, skills and attitudes as it’s related to Administrative management issues.
    • Recommend administrative management systems and processes that will improve SCI/Nigeria’s overall ability to manage resources.

    Office Operations / Management:

    • Support country office and Field offices for regular update of GPEs
    • Develop strategies to ensure efficient application of agency resources, minimize wastage and achieve highest standards of stewardship.
    • Act as liaison to follow up several relationship issues with Government of Nigeria such as Host Country Agreement Renewals, immigration, duty waivers, tax exemptions, equipment licensing etc.
    • Review contracts/other agreement documents and seek legal opinion where necessary

    Procurement:

    • Collaborate with Supply Chain Unit on all Delegated Procurements
    • Ensure that all procurement carry out by Admin is done efficiently according to SCI Policy, the SCI Procurement Manual and consistent with relevant donor requirements.
    • Ensure that all actions are governed by the highest standards of ethics, personal and business conduct as stipulated in SCI Policy and the SCI Procurement Manual.
    • Suggest any new ideas to improve procurement efficiencies to the Administration Manager , andupdate annually the CO Admin Manual and support tools.
    • Review all Purchase Requisitions (PRs) and verify price target that all specifications and requirements are clear and that all corresponding authorizations have been obtained.
    • Ensures that all Requests for Quotations (RFQs) clearly present all specifications and requirements as stated in the PR.
    • Once all required steps have been completed depending on the value of the procurement, then: make the selection of the best supplier with regard to price, quality and delivery; determine payment and delivery terms; prepare the Purchase Orders (PO).
    • Ensure that all procurement is processed for all applicable exonerations as established in the Host Country Agreement or through Donor Agreements, and draft any exemption letters for VAT, duty and tax whenever necessary.
    • Support relocation or shipping of household items for exit Non-National employees
    • Raise payment vouchers for completed procurements and document accordingly

    Human Resource:

    • Manage the Performance Review process of the supervisees, ensuring that their self-assessment forms are properly completed and submitted in time.
    • Make and advise recommendations to Human Resources Department, through the Head of Departments, on training, annual leave or off-days, scheduling, reprimanding, hiring, and termination of recalcitrant employees
    • Plan, organize and manage the work of subordinate staff to ensure that the work is accomplished in a manner consistent with organizational requirements.

    Support to the Country Director:

    • Provide an effective support including proactive management of all incoming visitors to the CP.
    • Update visitor trackers every month and share with Country Director

    Budgeting:

    • Support Program staff in the preparation of grant /proposal budgets where applicable
    • Participate in developing the Annual Budget for the Country Office

    Logistics & Protocols:

    • Provide oversight to Travels and ensure that travel needs are attended to promptly and efficiently
    • Support Admin unit to generate a monthly immigration report and submit to the Administration Manager

    Other Responsibilities:

    • The post holder may carry out other duties in addition to, or instead of those outlined above which may reasonably be required from time to time, in order to assist Support Services department by providing cover when the Administration Manager or Administrative Officer is on leave or because of increased level of Country Office activities.

    • 5 years of post-NYSC Admin experience

    Child Safeguarding

    Position Overview

    • Under the supervision of the Senior Social Protection Specialist, the post holder will be accountable for the implementation of the inclusion strategy of a social protection systems strengthening programme that is working to bring about reductions in Nigeria’s multi-dimensional poverty levels.
    • He/she will have overall responsibility for ensuring the implementation of social inclusion strategies across the programme’s outputs and will provide technical leadership to other members of the programme team to plan, implement and monitor activities that will aim to ensure that vulnerable and currently underrepresented or excluded population groups, including children and their caregivers and people with disabilities, are covered by inclusive and accountable social protection.

    Key Areas Of Accountability

    • Lead the development, implementation, monitoring and evaluation of the programme’s social inclusion strategy in line with the donor’s expectations and SCI’s country strategic plan on social inclusion.
    • Provide technical support and mainstream social inclusion into select social protection programmes of the governments of Kaduna, Kano, Jigawa and Zamfara states. 
    • Influence the integration of the programme’s critical social inclusion priorities into key decision-making structures and processes in the aforementioned states. 
    • Engage with and raise awareness among policy/decision makers at national and state levels on the necessity of social inclusion for the purpose of influencing policy changes to overcome barriers that: deny/limit girls access to formal education and quality learning; and prevents the participation of other socially disadvantaged groups in political, educational, economic and social activities.
    • Lead on developing articles, technical briefs, presentations etc. in relation to gender equality outcomes of social protection programmes as required
    • Develop and maintain a network of contacts in various sectors (including government, NGO, civil society and the media), particularly those working on gender and social inclusion issues to expand the level of engagement in social protection.
    • Contribute to the programme’s review and reporting processes, including sharing and disseminating best practices on gender equality and inclusion mainstreaming in social protection.
    • Contribute to the programme’s knowledge management system in a way that documents and establishes SCI’s commitments and expertise in gender and social inclusion.
