The Gender M&E Officer will support the Gender Integration Specialist in strategiing, implementing, tracking, and documenting gender mainstreaming activities within SCIDaR in a bid to ensure effective gender mainstreaming, and performance measurement and provide valuable insights to inform decision-making and enhance program effectiveness.
Technical Responsibilities
Monitoring and Evaluation Planning:
- Collaborate with the Gender Integration Specialist to develop gender-sensitive monitoring and evaluation frameworks, tools, and indicators;
- Develop gender-specific data collection methodologies and data management systems in collaboration with the Gender Integration Specialist;
- Support the design and implementation of baseline and end-line assessments related to gender mainstreaming within SCIDaR and across projects.
Data Collection and Analysis:
- Coordinate the collection of gender-disaggregated data, both qualitative and quantitative, from various sources;
- Conduct data cleaning, analysis, and interpretation using appropriate statistical tools and techniques;
- Ensure data quality and integrity through rigorous validation and verification processes;
- Identify trends, patterns, and gaps related to gender mainstreaming and provide insights for decision-making.
Reporting and Documentation:
- Prepare regular reports on gender-related indicators, progress, and outcomes;
- Contribute to the development of comprehensive project reports, including the integration of gender-related findings and recommendations;
- Ensure timely and accurate reporting to internal and external stakeholders.
Learning and Knowledge Sharing:
- Facilitate knowledge sharing and learning within the SCIDaR and global communities of practice on institutional gender mainstreaming by documenting best practices, lessons learned, and success stories related to gender integration;
- Support the organization of workshops, seminars, and other platforms for sharing gender-related insights and experiences.
Required Competencies
Core requirements
- Compelling evidence of interest in and commitment to the mission of SCIDaR;
- Demonstrated experience in designing monitoring and evaluation frameworks, with a focus on gender integration and mainstreaming;
- Knowledge of research and evaluation methodologies, including experimental design, sampling techniques, data quality assurance, research ethics, and data protection methods;
- Good understanding of result-based management principles, including setting SMART objectives, tracking progress against indicators, and conducting evaluations to assess program effectiveness and impact;
- Computer usage skills with proficiency in Microsoft Word, Excel, and PowerPoint;
- Strong data collection and analytical skills with proficiency in at least one of STATA, SPSS, R, and/or Excel (advanced functions);
- Fast learner, open to learning from peers, subordinates, and supervisors collaboratively and at a rapid pace;
- Knowledge of gender equality frameworks, international development principles, and best practices;
- Excellent written and verbal communication skills, with the ability to present complex information in a clear and concise manner;
- Strong interpersonal skills to build relationships, facilitate discussions, and manage stakeholder expectations;
- Strong analytical and problem-solving skills and an ability to think critically, apply logical reasoning, and propose data-driven recommendations for program improvement.
Education and Experience
Academic Training: A Bachelor’s degree, MBA, or Master’s Degree in Applied Statistics, Data Analytics and Information Systems Management, Gender Studies, Development Studies, Public Health, Social Sciences, or a related field;
Experience:
- 3-5 years of relevant experience in monitoring and evaluation or related research roles, demonstrating their ability to design and implement monitoring and evaluation activities, analyze data, and contribute to reporting;
- Experience with different data collection methods (surveys, interviews, focus groups) and proficiency in data analysis software (Excel, SPSS, or qualitative analysis tools);
- Familiarity with M&E frameworks and experience using M&E tools and software;
- Experience in preparing reports, documenting findings, and effectively communicating M&E results to different stakeholders.

The Gender Integration Specialist will provide strategic technical and operational guidance in the design, implementation and management of gender mainstreaming across SCIDaR on the level of corporate culture and through its programs.
Technical Responsibilities
- Provide strategic leadership in developing and implementing a comprehensive gender integration strategy across all levels and areas of the organization;
- Conduct audits to assess existing opportunities and challenges within SCIDaR's structure, functions, processes, and programming to identify gender inclusion gaps and areas for improvement;
- Contribute to formative research and audits to identify key achievements and constraints related to gender within SCIDaR's areas of impact, ensuring evidence-based practices address identified constraints;
- Support project design and management processes to incorporate gender integration objectives and goals into programming and new business development;
- Design and deliver capacity-building training and interventions for SCIDaR staff and stakeholders on gender equity in programs and practices;
- Collaborate with M&E teams to develop metrics, tools, and mechanisms for effectively measuring, tracking, and documenting gender integration results across all projects;
- Ensure M&E systems are utilized as intended to deliver expected outcomes on an ongoing basis;
- Provide technical input, support, supervision, coaching, and quality assurance for all gender initiatives within SCIDaR;
- Contribute to the development of communications and knowledge materials to promote gender equity and inclusion;
- Facilitate the institutionalization of gender mainstreaming through ongoing review and revision of organizational processes and policies to foster a sustainable gender-equitable organizational culture;
- Collaborate with senior management to introduce and institutionalize a gender-integrated culture across SCIDaR;
- Document and share best practices, emerging trends, and lessons learned for policy dialogue, advocacy, and future programming;
- Lead the preparation of gender mainstreaming technical reports for donors and stakeholders;
- Guide project budgeting related to gender issues;
- Serve as an advisor on all matters related to diversity and gender inclusion
Institutional Leadership Responsibilities
As an institutional leader and a part of SCIDaR’s Management Team, the Gender Integration Specialist will be required to contribute substantially to organizational strategy and management in ways including, but not limited to:
- Support for executive management as needed with institutional representation; planning and budgeting; people development, and general leadership and oversight for the organization especially concerning matters related to gender equality;
- Support the technical development of proposals as required or assigned;
- Participate as required in the comprehensive in-house professional development program that includes new staff onboarding and orientation; in-class training sessions; staff mentoring program etc.

Education and Experience
- Academic training: Minimum of a Bachelor’s degree with an outstanding academic record. An MBA or a Master’s Degree in International Development, Policy and Strategy Development, Public Administration, Health Management or a similarly relevant field will be an added advantage;
Experience:
- Minimum of ten years of demonstrated experience in research, policy formulation, program design, or program development experience working on gender issues;
- Experience in designing and conducting gender analyses and developing gender-focused strategies and policies;
- Experience in gender-mainstreaming within organizations and/or gender integration within program design;
- Experience conducting organizational change management initiatives preferred.
