    Monitoring, Evaluation and Learning Director

    Responsibilities

    • Provide strategic direction and leadership on MEL to ensure the project achieves its goals and corresponding objectives and targets.
    • Oversee the development and implementation of the Performance Monitoring Plan (PMP) to efficiently track, use and disseminate performance indicators and results over life of the project, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations.
    • Develop and oversee implementation of robust context-appropriate systems for data collection, quality assurance, analysis and reporting on activity outputs/outcomes and program quality.
    • Lead results reporting to USAID, providing written documentation on M&E activities and indicator results for progress and annual reports, and required reporting.
    • Ensure alignment of project systems and approaches with Nigerian national monitoring and evaluation guidelines, protocols, information and reporting systems.
    • Cultivate strategic M&E relationships and alliances with monitoring, evaluation and learning counterparts in other USAID projects national institutions, and key stakeholders, leading initiatives to learn from project data and adapt intervention strategies as appropriate.
    • Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping.
    • Use data to contribute towards strategic decision-making, project planning with project leadership and instill a culture of data use for decision making across the project.
    • Support project leadership to champion holistic approaches to collaboration, learning and adapting (CLA), including design and implementation of an action-oriented project research and learning agenda, routine analysis of available health sector data sources, and application of best practices in knowledge management
    • Oversee and/or conduct targeted assessment, evaluations and operations research, ensuring compliance with Johns Hopkins University institutional and local review board policies
    • Oversee the collection, management, analysis and use of project data, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.
    • Ensure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle
    • Supervise and mentor a team of M&E professionals, ensuring high-quality implementation of all monitoring, evaluation and learning activities, manage performance and provide timely feedback.
    • Train and mentor project staff and implementing partners in monitoring and evaluation methods, tools, and systems.
    • Support local partners tailored capacity strengthening plans as they relate to M&E, and support systems for joint assessments, mentoring and monitoring improvements and ensure they can deliver on project scope.
    • Represent M&E activities in relevant technical advisory/working groups and professional forums representing Jhpiego and the project.
    • Collaborate with all local stakeholders and implementing partners, especially the GON, the State MoHs, State primary health care development agencies and USAID to ensure all activities conform to the award requirements.
    • Maintain excellent relationships with USAID and in-country stakeholders and develop rapid responses.
    • Promote and support the dissemination of project information among the project team, and author/co-author abstracts, presentations, and articles for journals and conferences.
    • Ensure relevant data is entered into Jhpiego’s organization-wide performance management system designed to capture, analyze, and disseminate project data
    • Ensure project compliance with USAID monitoring, evaluation, research and open data policies.
    • Work with project and financial staff to prepare and track progress of project and activity budgets.
    • Ensure protection of participant data and confidentiality during all monitoring, evaluation and research implementation and dissemination processes
    • Support the designated Internal Review Board (IRB) focal point in-country including maintaining current certification from 1) CITI human subjects ethics course and 2) CITI Good Clinical Practices (GCP) course.

    Required Qualifications

    • Master's Degree in Public Health, Demography, Statistics, Social Sciences or related field or equivalent experience.
    • Minimum 9 years of experience on international health projects, including substantial work experience in monitoring and evaluating large, multi-year international health sector development projects (approximately $5 -10M per year).
    • Proven expertise in quantitative and qualitative data collection and analysis methodologies, implementation research approaches, health management information systems, data visualization and reporting.
    • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public, NGO and private sectors
    • M&E experience in R
    • Working knowledge of Nigeria, its health management information system, other national M&E and reporting systems.
    • Strong technical skills, including ability to process and analyze data using DHIS2 and one or more statistical software packages, including at least one of the following: [SPSS, Epi-Info, Stata, MS Excel] Proficiency in Microsoft Office.
    • Familiarity with USAID’s administrative, management and reporting procedures and systems
    • Proven track record managing a project team composed of several technical experts and fostering teamwork.

    Technical Director

    • Provide strategic direction and technical leadership to project implementation and activities.
    • Establish and implement a system to ensure a robust approach to all technical interventions in project activities.
    • Lead on the design of tailored capacity strengthening plans for local partners and put in place systems for joint assessments, mentoring and monitoring improvements and ensure they can deliver on project scope.
    • Provide technical assistance to strengthen quality of care in PHC settings for RMNCH interventions and collaborate with key stakeholders on innovative solutions to address improvement bottlenecks and challenges.
    • Work with health care providers, local authorities, community members and project team members to identify RMNCH PHC service delivery issues that impede access to care and uptake of services.
    • Identify training needs for clinical and community healthcare providers and assist in the design and implementation of measures to address those needs.
    • Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with USAID, Government of Nigeria (GON), partners and stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award.
    • Work closely with the Chief of Party on setting project priorities and responding to requests for support from local government and counterparts.
    • Work with the M&E team to design and implement a plan to track project data and results to inform project adjustments and course corrections.
    • Collaborate with all local stakeholders and implementing partners, especially the GON and USAID to ensure all activities conform to the award requirements.

    Required Qualifications

    • Advanced Degree in Medicine, Nursing, Health Sciences, Epidemiology, Public Health or a related field
    • Minimum 9 years of experience in a mid-to-senior management experience with large, multi-partner, multi-sub-grantee, multi-year international health sector development projects (with values of approximately $5 -10M per year) that have implemented successful activities in maternal, newborn and child health, or similar areas.
    • Skilled in at least two or more of the following technical areas: PHC, quality of care, reproductive, maternal, newborn and child health, health systems
    • Experience working with sub-/grantees, local and international and knowledge of capacity development approaches for locally led development.
    • Established relationship with the Government of Nigeria, demonstrating a strong understanding of structure, priorities, and policies.
    • Familiarity with USAID’s administrative, management and reporting procedures and systems.
    • Proven track record managing a project team composed of several technical experts and fostering teamwork.
    • Strong analytical and conceptual skills and the ability to think and plan strategically.

    Quality of Care Advisor

    Overview

    • Jhpiego seeks a Quality of Care (QoC) Advisor to provide technical leadership to improve quality of clinical care at Primary health care (PHC) levels to ensure the strategic, programmatic, technical integrity for an upcoming USAID integrated reproductive maternal, newborn and child health program.
    • The project aims to reduce maternal, newborn, child mortality and morbidity and Strengthen Quality of Care at Primary Health Care levels in (as yet) to be determined States in Nigeria.
    • The QoC Advisor will operate under the leadership of the technical director and with Jhpiego’s senior management team will ensure the technical and methodological soundness to ensure high-quality, timely implementation of technical aspects related to quality improvement.
    • This will involve working closely with the MOH and state governments, USAID Nigeria, implementing partners, health care facilities and other stakeholders.
    • The project is expected to operate over a five-year period.
    • This position is contingent upon award from USAID. Nigerian nationals are strongly encouraged to apply

    Responsibilities

    • Provide technical expertise throughout the project to ensure technical quality of RMNCH activities and ensure integration with interventions in facilities at all PHC levels.
    • Provide and facilitate mentoring and capacity strengthening at PHC facility level to health care workers/providers to meet nationally defined quality standards.
    • Collaborate with healthcare providers, local authorities, community members and project team members to identify PHC service delivery issues that impede reaching quality standards, that in turn affect uptake of services; collaboratively propose innovative solutions to address key bottlenecks and challenges to attain strengthened quality of care at all PHC levels.
    • Provide technical assistance to conduct health facility assessments and mapping, stakeholder dialogues, strengthening referral systems, and facility supportive supervision.
    • Collaborate with all local stakeholders, the MOH, community leaders and other partners such as networks of health facilities (including where appropriate private sector providers), to ensure project activities are responsive to serve users and are in line with national priorities.
    • Identify training needs for healthcare providers and assist in the design and implementation of measures to address those needs.

    • Experience working with and capacitating local sub-grantees, and knowledge of capacity development approaches for locally led development. 
    • Experience working with the Government of Nigeria, demonstrating a strong understanding of structure, priorities, and policies. 
    • Familiarity with USAID’s administrative, management and reporting procedures and systems.
