    Emergency Coordinator

    Reports to:  Chief of Party - THRIVE

    Department:  Programs

    Salary Grade: 10

    Location:  Maiduguri, Nigeria

     

    Job Summary:

    You will manage and provide technical oversight of the implementation of the Country Program’s (CP) multi-sectoral emergency response program in Borno State, ensuring effective systems and processes are in place that support high-quality programming that advances Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your knowledge and skills in emergency programming and your management abilities will ensure the delivery of high-quality emergency programming that applies best practices and constantly works towards improving the impact of its benefits to those we serve.

    Roles and Key Responsibilities:

    • In close collaboration with the Chief of Party - THRIVE, manage the planning, strategy and implementation of all emergency response and recovery activities in line with CRS quality standards, donor requirements, and national and international standards and ensure program components are implemented in an integrated manner with other ongoing CP programming, ensuring staff safety and security.
    • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of emergency staff, and complete performance management for direct reports. 
    • Promote MEAL and knowledge management by leading program/project reviews and reflections with staff and partner representatives and documentation of good practices and lessons learned for assessments, to adjust strategies and implementation plans, to inform future programming initiatives and approaches, and to contribute to organizational learning.
    • Represent the organization and collaborate, coordinate and communicate on a regular basis with donors, INGO key sectoral working groups, the UN, and relevant local government and community actors to keep abreast of changing needs and opportunities on the ground, to develop synergies, and to identify opportunities for growth.
    • Serve as the technical lead and technical writer to ensure quality emergency proposals per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
    • Identify emergency capacity building needs for staff and partner organizations and take the lead on planning emergency training and capacity building programs and activities, developing curriculums, and delivering trainings.
    • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.

    Required Languages – Fluency in English is required

    Travel - Must be willing and able to travel up to 20 %.

    Supervisory Responsibilities: Program Managers, Grant Accountant, Community Liaison Officer

    Key Working Relationships:

    InternalChief of Party THRIVE, Deputy Country Representative (DCR) Programs, DCR Operations, Head of Office, Heads of Administration, Supply Chain, and Finance, Security Coordinator, Admin and Operations staff in Maiduguri and Abuja.

    • Strong strategic, analytical and problem-solving skills, with ability to make sound judgment and decisions with limited or incomplete information and offer innovative solutions.
    • Strong representation and relationship management abilities. Ability to relate to people at all levels internally and externally.
    • Ability to work long hours in a fast-paced environment and juggle multiple priorities.
    • Able to live in an environment where everyday comforts are not readily available.

    Preferred Qualifications:

    • Demonstrated ability to represent the organization at coordination meetings with donors, local government, UN, and other international NGOs.
    • Experience with emergency proposals and strategy design. Familiarity with policies, procedures, and priorities of USAID, DFID, UN agencies and Caritas agencies preferred.
    • Strong experience implementing market-based approaches in emergency programming
    • Experience in building and motivating diverse and talented teams.
    • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

    Qualifications

    Basic Qualifications

    • Master's Degree in International Development, International Relations or relevant field.
    • Minimum of 5 years of field-based work experience in a program/project management position with an international NGO, with preferably at least 2-3 years working in emergency response programming.
    • Strong knowledge of emergency guidelines and standards.

    Chief of Party I, THRIVE

    About THRIVE:

    The Transitioning Households to Recovery from Vulnerability (THRIVE) in Jere project is a two-year emergency and recovery project funded by BHA/USAID. Over the course of the project, CRS with Mercy Corps (MC), Women in the New Nigeria (WINN), Salient Humanitarian Organization (SHO) and Justice Development Peace Committee (JDPC) will provide context-specific humanitarian assistance with the goal of initiating early recovery in targeted areas and will operationalize an area-based approach to advance participants from lifesaving assistance to life-building support. The THRIVE consortium will reach an estimated 120,000 unique participants across 9 sectors.

    Job Summary:

    As Chief of Party I you will provide leadership and overall management of the THRIVE and existing emergency portfolio which serves the poor and vulnerable. Your leadership, management and technical knowledge will ensure the delivery of high-quality programming and advance the position of CRS as a leading agency in Borno State, Nigeria. As a senior leader you will proactively manage security and mitigate security risks.

    Roles and Key Responsibilities:

    • Lead all aspects of the development, implementation and consolidation of the THRIVE project, including sharing how the project contributes to the thought leadership of the industry.
    • Serve as the primary point of contact to BHA as well as public, private and non-government stakeholders.
    • Oversee the development and implementation of the existing emergency project, including disseminating lessons learned and promoting cross learning
    • Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget, including strategies for phase out and sustainability. Ensure coordination between program and operations leads. Ensure the CRS program quality standards are adhered to per MEAL policy and procedures.
    • Effectively manage senior programming and operations talent. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Oversee the development of staffing plans and the recruitment process of senior staff.
    • Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans and ensure the updating of such plans.
    • Promote, uphold and model a commitment to the efficient use of agency and donor resources. Ensure compliance with BHA grants, including financial tracking and oversight of partner budgets, finance, administration and reporting to BHA. Approve program expenditures, budget adjustments, and cost modification requests to donors.
    • Oversee the development of communication strategies and materials, complying with donor and CRS’ branding and marketing requirements and procedures.
    • Coordinate relationships with consortium partner organizations, including organization of review/planning workshops. Contribute to coordination of the roles and activities of staff from other consortium member organizations in implementation in line with CRS partnership principles.
    • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance.

    Required LanguagesFluency in English is required

    Preferred Qualifications:

    • Recognized leader in sector as demonstrated by peer reviewed publications, conference presentations etc.
    • Demonstrated experience of successful program management, including management of complex, high-value, multi-activity projects, with complicated logistics.
    • Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
    • Ability to represent and present at high levels.
    • Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.

    Qualifications

    Basic Qualifications

    • Masters degree in International Development, International Relations or a relevant technical area. PhD preferred.
    • 7 or more years’ relevant management and technical experience.
    • 5 years experience managing donor funds, including multi country grants.  Strong knowledge and experience in budget management.
    • 5 years of staff management experience and abilities that are conducive to a learning environment. Experience coaching senior program staff.
