    Supply Chain Assistant

    KEY AREAS OF ACCOUNTABILITY: 

    Procurement Management: 

    • Manage procurement requirements of the Field Office; implement procurement as per approved guidelines, manual, procedures and forms (Purchase Requests, Purchase Orders, Goods Received Notes, etc.)
    • Check the availability and prices of requested items in the local market.
    • Prepare a weekly summary of all outstanding purchase requisitions, showing the current status of the items and the date which they are expected to be supplied to the projects
    • Prepare monthly summary reports on the procurement and supply chain support functions, identify problems in operations and propose solutions.
    • Monitor procurement and supply chain support costs in liaison with the Finance unit to ensure that expenditures remain within approved budgets.
    • Reconcile supplier invoices with Finance unit using the invoice
    • Monitor procurement KPIs and SCEs for Kogi FO.

    Fleet Management

    • The Supply Chain Assistant is responsible for supporting the management of vehicle fleet, assets, communications and procurement processes to ensure effective, transparent and accountable Supply Chain support to the Save the Children Programs in Kogi.
    • The Supply Chain Assistant is responsible for the supervision of Drivers and assigning Driver for each vehicle and travel request.
    • Ensure that SCI and Hired vehicles are checked on a daily basis, and that regular service and maintenance is carried out as per agreed schedule
    • Responsible for tracking of all vehicles on the fleet, including movement planning and day-to-day allocation
    • Ensure vehicles have current and lawful documentation.
    • Manage service agreements related to vehicle maintenance and fueling. 
    • Monitor fuel consumption and submit monthly reports
    • Receive travel requests, and maintain trip schedules and Staff Movement plan.

    Inventory and Warehouse Management

    • Receive commodities and/or items in good condition using Good Warehousing Practice.
    • Count and record the goods received with appropriate documentation
    • Conduct quality checks in receiving goods into the warehouse.
    • Supervise loading and offloading of delivery and distribution trucks
    • Ensure proper storage of commodities in shelves or pallets not to exceed maximum stack heights
    • Ensure proper warehousing of the goods received or items by type, shipment and FEFO.
    • Keep the warehouse neat and clean.
    • Ensure pest control is in place and is monitored on a daily basis
    • Update warehouse operation data into the Warehouse management software (TIM)
    • Ensure proper stock inventory management and documentations.
    • Preparation of weekly / monthly consumption report
    • Check and maintain Store security measures, e.g. locks, windows, and maintain SCI key management policy.
    • Report to the line manager / security responsible in case of problems

    Asset Management:

    • Maintain up-to-date inventory of all assets using an asset register and recording all asset movements and disposals.
    • Oversee the issuance and return of assets to/from staff
    • Ensure good condition of assets, and maintain asset condition reports.
    • Ensure leased properties are in good habitable conditions.  Overseeing repairs on these houses, liaising with the caretaker and landlord where necessary.
    • Establish and maintain a list of contact details for preferred service providers including carpenters, electricians, plumbers, generator servicers and builders and make this list available to staff.
    • Report any defective communication equipment or service and check on running costs with Finance to ensure no misuse occurs.
    • Ensure the data network (internet) is operational and cost effective. Report any defective IT or office equipment to the Field Team Lead or Abuja IT Department.

    Communication and Security:

    • Ensure adherence to communication protocol at field level.
    • Ensure that all communication systems in Field Office are maintained and staff trained in their proper and effective use
    • Report all security incidents in writing in a timely manner
    • Ensure that all equipment and supplies in Field Office are maintained in a safe and secure manner

    Administration & Reports:

    • Maintain all Supply Chain files in an organized, accurate and up to date manner; develop shared electronic and manual files to ensure easy access to information.
    • Line manage, coordinate, monitor and guide the work of the drivers any other Supply Chain support staff by managing performance on an on-going basis
    • Produce weekly procurement tracker and send to Procurement and Logistics Manager
    • Produce Supply Chain site report, stock status report, vehicle and generator cost performance report.
    • Update Asset Register and send to capital office every month
    • Update the vehicle cost schedule and produce regular vehicle performance and cost reports and send to capital office once per month.
    • Comply with all relevant Save the Children policies and procedures with respect to child protection, code of conduct, fraud, health and safety, equal opportunities and other relevant policies
    • Work in close collaboration with the finance and administration departments to ensure effective operations and strong team spirit
    • Carry out any other tasks required by the line manager.
    • Attend to other duties assigned by line manager or designate.

    QUALIFICATIONS 

    MANDATORY:

    • Degree in Business Administration, Supply Chain, Management, Engineering and other related fields.
    • Minimum of 3 years’  work experience and preferably with some experience in the iNGO space.
    • People management skills.

    DESIRABLE

    • Professional supply chain qualifications.
    • Experience with SAP/ ERP platforms and MS Office applications.
    • Computer savvy.

    EXPERIENCE AND SKILLS

    MANDATORY:

    • Ability to prioritize own workload, work independently, be pro-active, innovative, and work to timelines.  
    • Proficient in computer skills with an excellent working knowledge of spreadsheets and databases.
    • Supply Chain management experience

    Mental Health and Psychosocial Support Officer

    ROLE PURPOSE: 

    The MHPSS Officer will be providing a range of psychosocial support services within the Nutrition and child protection sector directed towards enhancing the emotional health of mothers with postpartum depression through the maternal mental health programs in Save the Children response locations. To support the MHPSS unit to oversee quality improvements in Save the Children’s mental health and psychosocial support interventions for children affected by the conflict in NE Nigeria.
    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    KEY AREAS OF ACCOUNTABILITY :

    Provision of counselling services:

    • The MHPSS officer will spend most of the time listening to, empathizing with, assessing, supporting and empowering mothers with psychosocial problems.
    • Develop positive and meaningful relationships with mothers and children through regular one-on-one and group counselling sessions depending on their needs.
    • Keeping confidential records of all the mothers and children in the program.
    • Track, analyse and compile all the sessions and track changes in the lives of depressed mothers and children.
    • Capacity strengthening of health workers on helping skills for encouraging, conducting assessments and referrals for mothers.
    • Work with the MHPSS Coordinator to collaborate and coordinate with specialised psychosocial support agencies to provide targeted support for mothers with advance mental health challenges.

    Support to MHPSS programming activities with CP:

    • Support the MHPSS Coordinator to populate the MHPSS database
    • Ensuring assistance is provided to children affected by the conflict in a  dignified, respectful, equitable and inclusive manner that supports their resilience
    • Assisting children in acute distress and alleviating their stress, for instance ensuring that all staff / partners are trained on PFA and feel confident to use it
    • The mainstreaming of inter-agency guidelines (e.g. IASC MHPSS guidelines) and standards (e.g. CPMS) across the different sectors of programme activities delivered by SC and its partners
    • The use of structured and manualised MHPSS techniques.
    • Ensure the participation of parents and caregivers in MHPSS activities.
    • Support structured MHPSS activities for groups of boys and girls of different age groups, with particular attention to survivors of SGBV, unaccompanied children and other children who present with signs of poor mental health and distress.

    Proposed Outputs:

    • Individual and group counselling sessions with mothers and children where required to discuss complex cases. 
    • Be available on call/skype if any urgent matters arise that a staff would like to share regarding their casework or his/her personal well being
    • Bi -monthly progress reports to the MHPSS Coordinator to highlight needs and gaps.
    • Development of peer/reflective practises with teams
    • Support current MHPSS practices, reflecting on a cross-sectoral approach.  
    • Structured MHPSS activities for boys and girls, organised in age appropriate groups with a clear methodology or curriculum to promote mental well-being. Such activities must align with donor commitments in already-funded projects.

    • Minimum of B.Sc. in Psychology, Psychiatric Nurse, and any related counseling or psychological course.
    • Minimum 4 years post NYSC  cognate experience in a clinical setting, NGO and INGO.
    • Experience in Psychological First Aid, and other psychosocial support (MHPSS) activities
    • Experience working in Child Protection programs, including those with MHPSS component
    • Fluent in English and Hausa is desirable
    • Working knowledge of Kanuri and Shuwa is an advantage
    • Excellent attention to detail, organizational skills and discretion with confidential information
    • Ability to work independently and proactively.

    Desirable:

    • Experience in humanitarian emergencies and/or a refugee/displacement-setting

    Finance Coordinator

    ROLE PURPOSE: 

    The Finance Coordinator role will support the Area Office, Humanitarian Finance Manager and/or Country Finance Manager in the relevant geographic area in emergency response programmes in delivering the Finance teams’ objectives in a timely and accurate manner.  Supervise the Finance officer(s) and Finance Assistant(s) ensure that processing and reporting deadlines are fully met; financial controls and procedures are strictly adhered to by all field office staff
    The main responsibilities of this post will vary according to the terms of reference for each assignment.  The post-holder is likely to undertake senior deployments.

    KEY AREAS OF ACCOUNTABILITY:

    Financial Reporting and Control:

    • Prepare and Monitor accurate and timely submission of financial reports and attachments to members, donors and government regulatory agencies.
    • Responsible for checking and verifying the food voucher e-payment to beneficiaries on all humanitarian cash transfer awards.
    • Compile Monthly transaction listings for review by the budget holders and provide upon request by the budget holders.
    • Provide the budget holders a monthly update on the budget variance analysis.
    • Review and signs off purchase orders and represent Finance at  Procurement Committee Meetings
    • Budget Management, Monitoring and Control:
    • Support the Humanitarian Finance Manager in the master budget development for the response
    • Support budget holders in the proposal budget costings, creating Reporting Templates and DEAs
    • Support budget holders in the understanding of budget reports including phasing and re-phasing of budgets
    • Support budget holder in the realignment of budgets
    • Support the Humanitarian Finance manager in the preparation of the field office Budget with potential gaps actively highlighted and communicated for inclusion in new proposals.
    • Provide support to budget holders in reviewing and understanding monthly financial budget monitoring reports and follow up on any recommended action points. 
    • Provide support to Humanitarian Finance Manager with advice/training to budget holders on budget management and phasing.

    Audit & Evaluation:

    • Assist with the Internal and External audit preparations including putting together relevant documentation and TOR for the Audit
    • Ensures humanitarian grants audits are conducted effective 
    • Follow up on audit issues and provide appropriate response with support from Humanitarian Finance Manager

    QUALIFICATIONS AND EXPERIENCE:

    Essential:

    • A Bachelor’s degree in Accounting/ Finance /Business Administration or other relevant professional qualification with 3-5 years working experience in relevant field.
    • Extensive experience, including first phase responses, with NGOs in an international emergency environment or in fragile states.
    • Knowledge of the requirements and experience managing grants from the major emergency donors including budgeting, eligibility issues, compliance management, and reporting.
    • Experience of and well-developed skills in staff management and supervision.  Proven strong coaching and capacity building skills.
    • Good attention to detail and analytical skills
    • Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer, financial systems).
    • Cultural awareness and ability to build relationships quickly with a wide variety of people
    • Proven experience in financial management and producing appropriate management information to support strategy development and decision-making by budget holders and programme implementers
    • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
    • Excellent planning, management and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities
