    Technical Advisor - BACKUP Health Nigeria

    Job Summary

    • BACKUP supports state and civil society organizations in making efficient use of the resources provided by global financing mechanisms (GFATM, GAVI and GFF) to support their national health systems.
    • This boosts the effectiveness and sustainability of the measures receiving financial support. Since 2021, the project has also been supporting Providing for Health (P4H), a network dedicated to health financing.

    Programme Objectives

    • To improve national coordination of global health financing
    • To support the institutions of national health systems
    • To develop the management of community-based health services  at decentralised level
    • To mitigate the risks that the COVID-19 pandemic poses for  GFATM programmes and national health systems
    • To support sustainable, resilient and equitable health  financing

    Job Responsibilities

    • BACKUP Health is looking for a technical advisor – working in close  collaboration with the team members in Nigeria and in Germany – with the  following core responsibilities: 
    • Establish partnerships with national, bi- and multilateral stakeholders  in the Nigerian health sector
    • Based on overall BACKUP strategy and mandate, contribute to the  ongoing development of the BACKUP portfolio and technical  assistance approach in Nigeria
    • Support the coordination and monitoring of the implementation of  ongoing Global Fund, Gavi and GFF related projects and  consultancies were relevant to the BACKUP portfolio

    In this context, the position holder fulfils the following tasks:
    In this context, the position holder performs the following tasks in close  collaboration with the BACKUP team (in-country and headquarter) as well  as other teams of relevant programmes in the country:

    Technical advice (Capacity development):

    • Identify technical assistance (TA) needs and opportunities for  support in the BACKUP intervention areas national coordination and  governance, health system strengthening, integrated health services  and mitigation of C-19 impact on disease control
    • Provide technical assistance based on the identified needs as well  as analyze and incorporate cross-cutting issues of community, rights  and gender-related to the interventions
    • Provide technical contributions to policies, guidelines and tools as  may be required by programme activities
    • Organize, conduct and/or facilitate training sessions in relevant  areas of work.

    Management and Coordination:

    • Provide technical backstopping to local and international TA  providers in his/her field of expertise
    • Work together with the other technical advisors in preparing,  attending and reporting on programmatic and technical working  group coordination meetings in the Nigerian health sector
    • Support coordination and planning of visits from TA providers and  BACKUP headquarter staff
    • Support knowledge management for BACKUP by collecting and  documenting good practices and lessons learned in relation to programmes/processes and TA approaches of global health  financing initiatives.

    Communication and Networking:

    • Represent BACKUP in adhering to the programme’s principles,  guidelines and agreements in all related interventions
    • Promote partnerships and linkages between key stakeholders  related to the Global Health Initiatives (such as Global Fund, Gavi  and GFF) as well as other health system actors
    • Support transparent communication and information sharing  between all involved institutions and counterparts related to the  Global Health Initiatives
    • Support BACKUP communication and public relations through the national, regional and global publication of project outcomes (e.g. in journals, news feeds and social media).

    Qualifications

    • University Degree (Master’s level) in an area that is relevant to the program objectives, with a focus on public health, public policy or development studies.

    Professional Experience:

    • At least 5 years professional experience in a comparable position
    • Work experience in the health sector of Nigeria with public and/or  private institutions (e.g. disease control, health service delivery,  community development)
    • Experience with health programmes financed by domestic and  external resources.

    Other Knowledge, Additional Competencies:

    • Good understanding of global health architecture
    • Experience with German Development Cooperation and/or Global  Fund would be an asset
    • Highly motivated professional
    • A team player willing to take on responsibility
    • Possessing a positive attitude to change
    • Excellent interpersonal skills and ability to effectively interact in  complex cooperation systems with various stakeholders (including  senior government officials, civil society and key population  representatives, project implementers and beneficiaries)
    • Good communication and writing skills
    • Language skills: English
    • Good IT knowledge
    • Willingness to upgrade knowledge as required by the tasks to be  performed
    • Willingness to travel regularly (once C-19 regulations allow.

    Advisor on Hydrogen Diplomacy

    Location: Abuja at the Hydrogen Diplomacy Office of GIZ
    Organization: GIZ, Global Hydrogen Diplomacy (H2-Diplo) - Hydrogen Diplomacy with Russia, Saudi-Arabia, Nigeria and Angola
    Contract Duration: 24 months, preferably 15th August 2021 - 14th August 2023.

    Background

    • As a service provider in the field of international cooperation for sustainable development and international education work, we are dedicated to shaping a future worth living around the world. GIZ has over 50 years of experience in a wide variety of areas, including economic development and employment promotion, energy and the environment, and peace and security.
    • The diverse expertise of our federal enterprise is in demand around the globe – from the German Government, European Union institutions, the United Nations, the private sector and governments of other countries. We work with businesses, civil society actors and research institutions, fostering successful interaction between development policy and other policy fields and areas of activity. Our main commissioning party is the German Federal Ministry for Economic Cooperation and Development (BMZ).
    • The registered offices of GIZ are in Bonn and Eschborn. In 2019, we generated a business volume of around EUR 3.1 billion. Our 22,199 employees, almost 70 per cent of whom are national staff, work in around 120 countries. As a recognised development service provider, we currently have 556 development workers in action in partner countries.
    • Furthermore, in 2019, the Centre for International Migration and Development (CIM), which is run jointly by GIZ and the German Federal Employment Agency, placed 262 integrated experts and 515 returning experts with local employers in our partner countries, or provided them with financial support, advice or other services.

    Programme

    • The project "Global Hydrogen Diplomacy (H2-Diplo) - Hydrogen Diplomacy with Russia, Saudi-Arabia, Nigeria and Angola" supports the German Federal Foreign Office and the German embassies in their dialogue on CO2-neutral hydrogen with fossil fuel exporting countries.
    • The aim is to show these countries ways in which they can improve their energy and fuel economy in the long term using green hydrogen and its derivatives.
    • For the dialogue with Nigeria, a Hydrogen Diplomacy Office will be set up in Abuja, which will implement the dialogue measures and partner advisory services on site.
    • In collaboration with the German Embassy and the actors of the German-Nigerian Energy Partnership, the aim is to raise awareness among Nigerian partners about the potential role of hydrogen in the sustainable orientation of their energy industry.

    Responsibilities and Tasks
    Responsibilities:

    • The main role of the Advisor at the Hydrogen Diplomacy Office in Abuja will be to support in the implementation of the country component "Nigeria" of the global project.
    • The advisor will contribute to advise on the technical and conceptual design of the energy partnership between Germany and Nigeria and carry out respective activities to achieve the aim of the component.

    Tasks
    Activities and Deliverables:

    • Support in implementation and project management in close coordination with the component head in Abuja and programme management in Berlin
    • Contribute to the support and technical design of the foreign energy policy dialogue with Nigeria in close coordination with the German Embassy as well as with the political partners and the stakeholders of the German-Nigerian Energy Partnership
    • Contribute to advising the German Foreign Office and the German Embassy on hydrogen and energy transition issues; and regular reporting on energy policy developments in Nigeria
    • Supporting the networking and involvement of political partners, private sector actors, think tanks, civil society and EU representatives
    • Assist in the implementation of capacity-building formats for Nigerian ministries and other Nigerian stakeholders (e.g. technical workshops, study tours, expert studies)
    • Plan, prepare and conduct high-profile conferences, workshops, study trips and other events
    • Provide support to research and analytical work
    • Perform other duties and tasks at the request of the Head of component.

    Required Qualifications, Competencies and Experience
    Qualifications:

    • A Degree in Political Science, Economics, Engineering, Geosciences or comparable academic qualifications

    Professional Experience:

    • Minimum of 5 years of professional experience in public and private sectors, ideally related to energy transition, renewable energies and business development. Expertise in the field of energy policy and hydrogen is an advantage
    • Experience working with government stakeholders in national and/or regional policy development and implementation in energy transition activities.
    • Experience across multiple contexts and an understanding of international policy debates and challenges in climate and economics.
    • Proven experience in building up and maintaining cooperation networks and partnerships
    • Proven conceptual and strategic skills, high self-motivation and the ability to work under pressure

    Required Experience and Skills:

    • Excellent writing, presentation, and interpersonal communication skills across a range of stakeholders
    • Proven ability to network and develop partnerships across a range of stakeholders and track record of managing complex multi-stakeholder strategies and plans.
    • Strong understanding of energy transition issues including global environment and development dynamics that influence resource allocation by governments and development organizations.
    • Demonstrated experience in relationship management with senior leaders and high-level audiences.
    • Business fluent in English. German is an advantage.

    Salary

    • According to GIZ salary scale for Band 4.
