    Mental Health and Psychosocial Support Specialist (MHPSS) - Ukraine Refugee Crisis Response

    The Role

    • The conflict in Ukraine is resulting in a major humanitarian crisis with over 3 million people having fled to neighboring countries, and millions displaced within Ukraine. Plan International is responding to the crisis and working in partnership with civil society organisations in Poland, Romania, and Moldova to meet the key needs of those affected by the crisis as well as host communities.
    • The Mental Health and Psychosocial Support (MHPSS) Specialist is responsible for supporting the development and technical quality of Plan International’s mental health and psychosocial support (MHPSS) programming in country. This includes providing technical leadership and support on programme strategy, strengthening the capacity of partners on MHPSS, and ensuring the overall technical quality of Plan’s MHPSS programming.
    • The MHPSS Specialist will report to the Child Protection in Emergencies Specialist (Lead) and be expected to work closely with other CPiE staff, Plan’s partner civil society organizations, and other members of the Plan International team members, including those working in Education in Emergencies to ensure that MHPSS approaches and aligned across Plan’s programming.
    • The position will initially be remote but may well be based in one of the 3 countries in the future. 
    • The Ukraine Hub is a service-oriented structure to support initiation of activities, and to help find solutions to problems as and when arise. Creative thinking and identifying work arounds to problems faced will be a critical element of the role.

    Accountabilities
    Assessment and Programme Development:

    • Contribute to development of Plan’s MHPSS programme and strategy, in collaboration with the Child Protection in Emergencies Specialist.
    • Develop program interventions that consider short-term and longer-term programming to respond to the evolving needs of populations from Ukraine, including vulnerable children.
    • Ensure MHPSS programmatic and advocacy related activities are results-oriented and respond to needs identified in MHPSS needs assessments.
    • Support identification of emerging MHPSS needs and gaps in the refugee response and conduct consultations with affected populations and other stakeholders as part of needs assessments.
    • Work collaboratively with Plan’s other thematic sectors and cross-cutting areas, including education, gender and inclusion, and cash and voucher assistance to ensure that CPiE programming is coordinated and integrated whenever possible.

    Technical Support and Implementation:

    • Ensure that there is effective planning, implementation and coordination of inclusive MHPSS programming, that addresses the key child protection needs.
    • Work closely with the rest of the Plan International team to ensure that the implementation of relevant activities are planned and implemented in a phased and prioritised manner, in full consultation and coordination with all relevant agencies.
    • Conduct programme visits to monitor the implementation of MHPSS activities and work closely with partner staff, including psychologists and social workers based in mobile teams, to identify opportunities and constraints and any adjustments that are needed.
    • Provision of mentoring and coaching: one-on-one support to partner staff, including psychologists and social workers
    • Provide regular updates to the Child Protection in Emergencies Specialist on progress, priorities and constraints related to MHPSS programme activities.

    Capacity-strengthening and Technical Resources:

    • In close collaboration with the CPiE Specialist, develop overall MHPSS capacity-building plans for Plan staff and implementation partners, including developing of capacity-building strategy.
    • Develop, adapt and contextualize tools and guidance on MHPSS in line with global inter-agency standards and tools and Plan International’s guidance and technical resources.
    • Develop, adapt, and ensure harmonization of MHPSS training packages, including content related to psychological first aid, group activities for child well-being, and socio-emotional learning. 
    • Deliver trainings to Plan staff, partners, government representatives, and other stakeholders.
    • Ensure MHPSS capacity-building strategy is adequately resourced across funding opportunities and integrated into Plan and partner workplans.
    • Regularly updated Plan International team on progress related to partner capacity-building and feedback on technical tools and resources.

    Partnerships:

    • Conduct partnership scoping exercises to identify new opportunities for MHPSS programming in Plan’s overall response

    Monitoring, Evaluation, Reporting and Learning:

    • Work closely with the MERL & Information Management Specialist to design and develop appropriate monitoring, evaluation and learning systems for MHPSS. interventions, and promote safe participation and feedback of vulnerable populations
    • Contribute to the evaluation of the implementation of MHPSS programs and draft recommendations for improved programme design.
    • Contribute to reporting on Plan International Ukraine Response MHPSS output and outcome indicators

    Coordination and External Representation:

    • Represent Plan International in external networks and task forces, and actively participate in MHPSS Working Groups.
    • Coordinate with international, national, and local-level stakeholders regarding policies, plans, and other initiatives on MHPSS for Ukrainian refugees.
    • Ensures that Plan International’s global policies for Safeguarding Children and Young Peopleand Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
    • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

    Technical Expertise, Skills and Knowledge
    Knowledge:

    • University Degree in Psychology or another related field.
    • Fluency in written and spoken English is essential. Knowledge of the national language(s) in country, Ukrainian or Russian language is an asset but not mandatory.
    • Excellent knowledge of MHPSS programming approaches, particularly for children, adolescents, and young women, and available services and supports for vulnerable and marginalized groups such as refugees and migrants.
    • Familiarity with the national child protection and MHPSS systems and education system considered and asset.
    • Knowledge of MHPSS standards related to humanitarian action, such as the Inter-Agency Standing Committee Guidelines on Mental Health and Psychosocial Support considered an asset.

    Experience:

    • Proven progressively responsible professional experience in working with MHPSS or child protection mandated civil society organizations or government agencies.
    • Experience working directly with children and families, including vulnerable or marginalized groups such as refugee or migrant populations.
    • Experience designing programs and activities for children and families, including those in partnership with local civil society organizations and local authorities related to child protection, education, and health.
    • Experience in delivering presentations or trainings to actors such as local authorities, civil society organizations, and volunteer groups.

    Skills:

    • Excellent communication skills and ability to develop well-argued plans for response that can be justified and delivered, persuasive of others.
    • Excellent ability to build collaborative and respectful relationships with local organizations and government authorities.

    Policy and Advocacy Specialist - Ukraine Refugee Crisis Response

    Role Purpose

    • This position will play a key role in the support to country level activities and will provide technical support and guidance to Plan International teams and partners in Poland, Romania, and Moldova.After an initial phase of the emergency rapid onset, the Policy & Advocacy Specialist will lead the secondary-phase development and implementation of policy and advocacy positions related to the conflict in Ukraine.
    • The staff member will lead coordination on policy and advocacy work across the organization related to a particular crisis. In addition, they will identify and ensure strong representation with external fora.
    • The position will initially be remote but may well be based in one of the 3 countries in the future.

    Dimensions of the Role

    • The policy and advocacy specialist will be expected to lead all the influencing, policy and advocacy initiatives related to the conflict in Ukraine.
    • They will need to research existing evidence, frameworks and understand the geopolitical consequences of this crisis.
    • They will also need to understand crisis both within Ukraine and in the neighbouring countries to frame our positioning how we can bring these agendas together and develop clear advocacy objectives and positions, map the most relevant stakeholders and monitor the progress of the advocacy actions.
    • This work will scale up the humanitarian profile of Plan International by positioning the gender, age and diversity perspective in the humanitarian architecture.
    • They will identify advocacy approaches to solve key barriers and challenges; identify potential partners/allies, as well as influencing targets for advocacy; and identify entry points and opportunities to engage in this space through our advocacy, in particular over the next six months.

    Accountabilities

    • Review and finalise the already existing advocacy plan, with special emphasis at the policy and influencing needs identified in the second phase of the response and by the local organisations.
    • Implement and monitor the plan with a national, regional and global scope, including coordinating with national offices.
    • Develop political analysis relevant in the conflict and the region.
    • Analise the applicable and relevant international, regional and national legal framework and policies.
    • Update, adapt and do new advocacy and policy products targeting different decision makers, highlighting main barriers to be addressed, key stakeholders, entry points and opportunities, key messages and asks.
    • Advocacy support to the emergency response teams and development of necessary products for their external representation and engagement with decision makers or relevant stakeholders. Support the CO on the private influencing and advocacy
    • Liaise with the communication teams to ensure appropriate public advocacy following the humanitarian principles.
    • Engagement with local advocacy organisations, particularly youth and women-led organizations. Support them in capacity building if necessary.
    • Engagement with humanitarian organisations, clusters, national and international NGOs, UN agencies, Embassies, donors, decision-makers.
    • Support operational research and subsequent writing of influencing papers, including policy briefs, op eds, and internal briefing notes and talking points.  
    • Coordinate across Plan International (NOs/LOs/GH)
    • Participate in global fora about Ukraine

    • Demonstrated experience in policy and advocacy, including carrying out policy research
    • Proven leadership in developing advocacy strategies and approaches
    • Previous experience working in area/country affected by active conflicts is mandatory
    • Previous experience in the humanitarian system, including inter-agency is mandatory

    Senior Gender Equality and Social Inclusion Manager

    Role Purpose

    • Reporting to the Director of Programme Quality and Innovation and based in Abuja, the Senior Gender Equality and Social Inclusion Manager will function as a member of a country management team providing technical support to the Country office projects on GE related functions.
    • The position will support the overall management of the CO GE strategy within the Country Strategic Plan in line with Plan’s new Global transformative strategy. The role will support CO projects to be more gender transformative and provide capacity building support to Project and partners.
    • The Role will liaise with project GE advisors and coordinate with program managers and other members of the CMT.

    Dimensions of the Role

    • Provide support to the development, implementation and monitoring of CO projects in line with the new Global transformative agenda and Country CSP Gender Equality agenda.
    • Lead on national engagement on Gender Equality issues including Child Early Forced Marriage and Violence against Women.
    • Will lead gender equality and inclusion of the most vulnerable children (especially girls) across the strategy, programming, policy and grant acquisition domains of our work.
    • Act in other capacities as agreed with supervisor.

    Accountabilities
    Programme development & Quality Management:

    • Ensure the Plan Nigeria Gender Transformative and Inclusion initiatives are aligned with both the Country and Global strategies.
    • Foster strong relationships and work closely with internal and external stakeholders on gender and inclusion work to keep abreast of key policy changes and relevant external issues, and to maximize their role as advocates for the change Plan International Nigeria aims to achieve.
    • Create strategic partnerships and close coordination with all stakeholders, including the Government and its relevant agencies, civil society, and donor agencies.
    • Ensure strong linkages with the Governance and Monitoring, Evaluations and Research (MER) units so that advocacy and gender and inclusion initiatives and reports are based on evidence.
    • Represent Plan at meetings and events where necessary.
    • Work with Regional Office and International Headquarters to strengthen and support Gender transformative programming.
    • Collaborate with the Regional Office and neighboring country offices on key region-wide initiatives.
    • Provide GE related technical assistance to the development and humanitarian program teams to ensure high quality project implementation across all project outcomes.
    • Contribute to Gender Equality impact analysis of CO and project activities and advise project teams.
    • Lead on the implementation on the GE strategy for Plan International Nigeria.

    Administration and Finance:

    • Ensure that administrative support functions are established and maintained in accordance with Plan International administrative policies and procedures.
    • With support from the Finance and Administration Team, ensure that all finance policies and procedures are adhered to.
    • Oversee budget preparation, setting the parameters and ensuring spends and forecast are in line with plans.
    • Coordinate mobilization of financial resources related to gender and inclusion activities.
    • Ensure that reliable communications/information management facilities are established and maintained.
    • Initiate and provide support to development and procurement of consultancy services, and supervise consultants working on gender and inclusion initiatives.
    • Ensure project staff are familiar with usage, procedures and relevant protocols.
    • Ensure with the Procurement Logistics Manager/Officer the timely and appropriate establishment of all logistics requirements.

    Policy, Research and Networking:

    • Represent Plan Nigeria at the state and national level and contribute to the visibility of Plans' work in relevant forums and networks in Nigeria in the area of Gender Equality or as delegated.
    • Ensure quality technical input into research documents and publications
    • Have and maintain updated knowledge on state, national and global policies. Laws and other related documents on Gender Equality programming.
    • Assume any other responsibility as assigned by the supervisor.

    Human Resource Development:

    • Ensure the development and roll out of necessary capacity building programs to all Plan International Nigeria staff and partners, in collaboration with HR.
    • Supports the Country HR Manager in recruitments processes as required.

    Learning and knowledge management:

    • Submit regular and timely narrative quality reports, including success stories to Country office, WARO and Donors.
    • Shares relevant administrative and programmatic information with the country team, region, international and support the proper documentation of all transactions on the projects.

    Technical Expertise, Skills and Knowledge
    Essential:

    • Graduate of any Social Studies discipline, preferably post-graduate (master’s or higher) Degree in a Dender, Human Rights, Development Studies - Specializing on Gender and Development or Social Development related discipline.
    • At least 5 years’ experience working in the sector, including field and management experience.
    • Advanced professional development and experience in gender, inclusion or child protection.
    • Strong knowledge of child and women’s rights and gender justice.

    Senior Health (SRH and MHPSS) Coordinator

    Role Purpose

    • The purpose of this role is to provide strategic and operational advice and support to the ASPIRE Project team and partners in the technical delivery of the health (SRH and mental health) component of the project.
    • The role will be a member of the Project Management Team.

    Dimensions of the Role

    • Support the development, implementation and periodic review of the health (SRH including MHPSS) components of the project, including engagement with broad range of project stakeholders.

    Accountabilities

    • Support the Health Advisor on the assessment of health facilities in line with minimum standards and working with stakeholders and partners to ensure the health facilities meet the standards.
    • In collaboration with the HA support provide on the development and implementation of all health (SRH and MHPSS) training activities on the project, ensuring the highest quality of standard.
    • Support the implementation of a gender responsive community and health facility referral process.
    • Work closely with the health advisor for technical guidance and support
    • Lead on the support to health facilities to be more adolescent friendly and gender responsive.
    • Contribute to project research and support Monitoring and Evaluation processes.
    • Work with the health advisor project manager and to regularly develop and disseminate knowledge management materials.
    • Support the Program manager to identify and celebrate campaign and event days related to the project.
    • Participate in the joint monitoring of the health sector with Government and other partners.
    • Work with the Coordinators (SRH/MHPSS), program officers and GE and M&E team members to ensure community structures have the requisite technical health and SRH and MHPSS knowledge, including comprehensive sexuality education.
    • Provide technical insights in the development of curricula, advocacy and community mobilization strategies, including IEC materials and radio messages to ensure service delivery issues are captured.
    • Regularly utilize project level data, to track progress against planned service delivery outputs and outcomes, and manage performance using RBM methodologies.
    • Support Country Office Health, Gender and Social Inclusion Manager in identifying, disseminate and address gender barriers to programming outcomes.
    • Provide high caliber and quality inputs for project communication, planning, implementation and reporting deliverables
    • Manage and support health coordinators and officers in project role out and implementation of quality standards including elements of health system strengthening and thematic sectoral collaboration (GE, M&E, CP/SG, WASH/construction etc.)   
    • Provide regular updates to supervisor and other project team members to inform project programming decision making and advocacy efforts.
    • Provide technical support to partner activities to ensure consistency with project objectives.
    • Identify and document knowledge management content, best practices and success stories in collaboration with partners and share with Program Management
    • Lead on the technical report writing under the supervision of the program manager. Work with community-based structures for successful implementation of community outreach services.
    • Support regular advocacies to local stakeholders to improve and sustain project buy-in and operations.
    • Support the establishment and maintenance of good working relationship with the relevant State actors, local government authorities and other stakeholders, including participation and representation in state level activities.
    • Assume any other responsibility as assigned by the Health Advisor & Program Manager.

    Technical Expertise, Skills and Knowledge
    Qualifications and Experience:

    • University Education in Medicine or Health related courses. An advanced degree such as MPH
    • MSc in relevant health field will be an added advantage.
    • 4 - 6 years of experience providing technical support to health and SRH projects in Nigeria, preferably in Northern Nigeria.
    • Medical or public health professional with strong technical expertise in the delivery of healthcare services in volatile low-resource settings. 
    • Experience in utilizing adolescent peer education methodologies and comprehensive sexuality Education in communities will be a plus.
    • General knowledge of all and advanced knowledge of at least two of the following sub-sectors required: primary health, reproductive health, mental health, community promotion
    • Experience in mental health programming is a significant plus.
    • A history of productive involvement with local partners, including from government, traditional leadership, and civil society
    • Demonstrated knowledge and background in community mobilization and engagement on health and SRH and MHPSS projects.
    • Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate
    • Significant experience in the management of a multi-donor grant portfolio required. Skilled in program design and proposal development, creation and timely execution of workplans, and high-quality donor reporting. 
    • Excellent writing skills and able to draft and edit complex technical documents for donor submission with minimal oversight. 
    • Experience drafting project reporting and monitoring project progress
    • Knowledge of Hausa language preferred but not required.
