    Pharmacy Technician

    Main objective and Responsibility of the Position

    • Supporting the drug supply management in the designated facilities under the supervision of the Mission Pharmacy Manager of the project and according to MSF health policies and protocols, in order to contribute in the guarantee of the proper management and distribution of drugs and medical devices.

    General Accountabilities

    • In cooperation with the Pharmacy Manager, assisting in the supervision, management and control of the medical stock in the project in order to avoid ruptures, losses and gross overstock of drugs and other supplies and overseeing and monitoring its storage conditions
    • In cooperation with the Pharmacy Manager, assisting on a monthly basis with preparation and approval of order requests, ensuring they are completed in timely manner to prevent unnecessary orders in between. Following up on drug ruptures.
    • In cooperation with the Pharmacy Supervisor and other MSF team members, assisting in the supervision, management, follow-up, and control of medical/supply stock in the MSF office, expat houses, and MSF cars. This includes physical count, ordering, and monitoring of expired dates.
    • Assisting with the collection of consumption from facilities on at least a monthly basis and collecting data about the number of patients. Cooperating with and assisting the Pharmacy Manager in all related monthly reports, and under the Pharmacy Manager’s supervision, communicating and providing medical data to relevant MSF team members
    • Improving and following up on the monitoring systems in place.
    • Supporting the MoH counterparts in their responsibilities regarding monitoring of drug consumption, stock management, and preparing/receiving orders.
    • Perform cleaning and minor maintenance for biomedical equipment used. Following the user manual and protocols, and alert the supervisor in case of malfunctioning.
    • Assisting in preparing and organizing training sessions for MSF and MoH staff.
    • Providing programs continuity during the supervisor’s absence and handovers; sharing knowledge of the program with incoming staff in a timely, accurate, and efficient manner

    MSF Section / Context-Specific Accountabilities

    • Dispensing drugs to patients according to medical prescriptions, issuing of medical supplies to relevant units and providing information on keeping conditions in order to sustain their functional and therapeutic activities.
    • Ensure proper storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material. This will be done according to MSF protocols, and national regulations and in cooperation with the logistics department.
    • Maintain cold chain and promptly report abnormalities.
    • Ensure appropriate delivery, reception, and recording of local orders, in close collaboration with the logistics department, updating stock files and informing line managers on their status (shortfalls, over-stocking, expiry dates), in order to permanently ensure secure stock levels ensuring efficient management of stock.
    • Ensure correct entries on the stock cards and software
    • Prepare orders of the different consumption units (departments, wards, others), ensuring proper packaging and dispatching, reporting any anomalies or changes in consumption patterns to the Project Pharmacy Supervisor/Project Medical Referent. Also, inform Pharmacy Supervisor/Project Medical Referent as soon as stock reaches the alert limit.
    • Carry out regular inventories including EPREP stock.
    • Report missing materials/damage/robbery
    • Ensures appropriate storage of all items in the Pharmacy
    • Give timely advice on orders of medical and drug materials for the project in order to ensure an efficient and appropriate consumption pattern under budget constraints.
    • Ensure efficient supply to other units managed/supported by MSF according to orders and stocks, and maintain the cold chain when necessary.
    • Support in the day-to-day management of the pharmacy store in the ITFC and the EPREP store at the base. This includes tracking consumption and MSR.
    • Report on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as support Pharmacy Supervisor/Project Medical Referent in forecasting future needs, in order to rationalise the budget and to ensure availability.
    • Keep updated records of items received and issued.

    Requirements / Qualifications
    Education:

    • Qualified Pharmacy Technician with a Valid practicing license and up-to-date.

    Experience:

    • Experience collaborating with local pharmacy systems (MoH and private) is an asset
    • Demonstrable experience in supervising and training others in a team setting

    Languages:

    • Mission language essential; local working language would be an asset

    Knowledge:

    • Excellent written and verbal communication skills
    • Good computer skills: MS Word, MS Excel

    Warehouse Supervisor

    Main Purpose

    • Planning and supervising the execution of the Warehouse and Stock Management activities in the project or capital according to MSF protocols and standards in order to ensure the optimal functioning of the mission.

    Job Description

    • Planning and supervising on a day-to-day basis the Warehouse and Stock Management activities in the project or capital, ensuring compliance of MSF standards, protocols, and procedures. These activities include but are not limited to the following: 
      • Physically and administratively managing (medical and) non-medical stocks in conjunction with the supply Supervisor and the stock owners and assuming responsibility for the warehouse and its contents
      • Ensuring that all necessary tools and management procedures are in place to avoid stock ruptures, losses (expiries, damages due to bad storage conditions, temperature breach) and excess stocks. Regularly checking inventory levels (physical counts), keeping inventories up to date and monitoring consumption
      • Checking, recording, and arranging the goods received and ensuring the availability of a wide range of items for various projects and departments (medical supplies, food, spare parts, tools, equipment, etc.)
      • Ensuring that all items are well organized and correctly stored according to their specificity, well protected, fully identified and easily accessible (cleanliness, security, access, etc.)
    • Supervising the team under his/her responsibility including the definition and planning of each person's tasks (daily supervision and checking the quality of their work); drawing up working schedule and organizing and leading team meetings
    • Supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
    • Performing delegated tasks according to his/ her specialty and as specified in his/her job description

    Requirements
    Education:

    • Essential: Secondary Education
    • Desirable: Warehouse Management Related Studies.

    Experience:

    • Experience as a Warehouse Supervisor and/or experience in MSF at Supervisor level.

    Language:

    • Mission language essential, local language desirable.

    Field Communications Manager

    Main Purpose

    • To define, implement, coordinate and supervise all intersectional operational communication activities according to MSF standards in the mission/ or during an emergency under the direct supervision of FCC and HOMs.
    • The FCM aims at building MSF visibility, acceptance and leverage inside the mission country.
    • For any large-scale emergencies, an Emergency Field Communications Manager EFCM with the same responsibilities as the FCM may be sent to the mission.

    Job Description

    • Under supervision of the FCC and in cooperation with the HOMs, Communications Advisor in HQ the FCM defines the communications strategy for the mission, advising on public positioning and remaining reactive to emergencies and crisis communications.
    • Promotes the visibility of the organization, improving awareness of its principles and work, reinforcing information on MSF activities among communities.
    • The FCM should have the capacity to identify key cross cutting issues across All MSF sections operations which are relevant to communications and to advise on public positioning.
    • Develop guidelines for dealing with crisis communications through local media and have the capacity to remain reactive to emergencies.
    • In emergencies with high media pressure the (E)FCM is able to act as a spokesperson to take interview pressure away from the field teams.
    • Maintains close contact with key local media and foreign correspondents.
    • Liaise with communications staff from other organizations and institutions and will monitor and analyse the communication lines developed by actors of importance for MSF (authorities, armed groups, other NGOs...).
    • Facilitates international media visit to MSF projects, and he/she organizes media events (Press conference, Press briefing...) in collaboration with MSF international communication network.
    • Support the Implementation of country communications strategy.
    • Participate in Designing communications activities for year 2023 and work plan in line with annual plannings and communications framework.
    • Supervision and capacity building of a diverse team of social media, multimedia and comms officers.
    • Support social media officer in smoothly running and building new social media channels.
    • Strategically engage with FCC, HoMs, MedCos and Advocacy departments to design and implement comms messages and initiatives.
    • Support mission in crisis and emergency communications.

    Requirements
    Education:

    • Desirable: Degree in Journalism, Communications, Humanitarian Affairs, Political Sciences or related University Degree.

    Experience:

    • Essential: Previous working experience of 2 - 4 years in communications, journalism or public relations.
    • Essential: Previous working experience in producing communications content production and digital media.
    • Essential: Experience with MSF or other international NGOs in developing countries.
    • Experience working in an international environment.

    Language:

    • Mission language essential.

    Knowledge:

    • Essential computer literacy (word, excel and digital media)

    Medical Doctor

    Main Purpose

    • Provide care to ITFC including ER/ICU/IPD patient and/or ATFC medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values, and universal hygiene standards to improve the patients/beneficiary’s health conditions.

    Job Description

    • Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
    • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
    • Follow up the evolution of the hospitalized/ITFC patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
    • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection, and sterilization of the medical material. Assure general compliance with standing hygiene standards.
    • Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patient’s illness, medical error and monitors the proper functioning of the department, equipment, or material.
    • Ensure ongoing training of the medical/paramedical multidisciplinary team to optimize the quality of care.
    • Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are always followed and reducing bio-hazard risks and improving infection control. Ensures Professional confidentialité is respected.
    • Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing, and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.
    • Providing quality medical care to patients according to MSF guidelines and protocols, applying the protocols and guidelines in examination of patients, diagnosis, paraclinical examination, prescription of medications and follow-up of patients both in emergency department and inpatient (ICU, phase1, transitional phase and phase2)
    • Applying IPC protocols in all procedures in patient management in the Hospital
    • Active participation in the management of emergency cases in the ER and wards and discussion of difficult cases with the MD team when necessary.
    • At least 90% of compliance of drug matches with the established diagnosis.
    • Rationalize prescription of antibiotics to avoid and reducing the chances of unnecessary side effects and antibiotic resistance
    • Ensure the quality of care delivered to our patients improves with time in the service he/she is working in
    • Ensure that the nutrition protocols are followed in all the services and implement and follow-up the nutrition program.
    • Participate in regular quality of care meetings for such improvement (e.g. MMR presentation every month)
    • Participate in the training of MDs on health-related issues.
    • Performing any other task, specific to his/her area of specialty, as defined in his/her job description and according to the line manager.

    Requirements
    Educational Qualification:

    • Medical Doctor Diploma Desirable Diploma in Tropical Medicine

    Experience:

    • 2-year experience minimum as a Medical Doctor or in clinical work (can be within medical training).
    • Desirable in tropical medicine, or post-registration experience in Public Health, obs and gynae, pediatrics, A, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery

    Knowledge:

    • Computer literacy (Word, Excel and Internet)

    Competencies:

    • People Management, Commitment, Flexibility, Results, Teamwork

    Languages:

    • Essential, local language commandment desirable, mission working language (English).
