    Senior Technical Officer - Database

    Job Description

    • Will oversee the administration and management of the project’s Management Information System for routine data.
    • This involves overseeing adherence to the reporting cycle, developing and implementing data security and confidentiality policies, designing and developing database applications, developing and assisting in the analysis of data, providing technical documentation of data and quality assurance of data inputs and outputs, assisting with the presentation of data findings for projects, and providing technical support in the use of these data in research projects.
    • S/he will also be responsible for the planning, development, maintenance and evaluation of AHNI’s Geographical Information System (GIS) to include the management of spatial databases.
    • Other responsibilities include the design and creation of other products e.g., maps, digital data, reports and statistics. S/he prepares and maintains metadata documentation of GIS databases.

    Minimum Recruitment Standard

    • BS / BA Degree in Engineering, Information Technology, Computer Science or its recognized equivalent with 5 - 7 years post-national youth service relevant experience.

    • MS / MA Engineering, Information Technology, Computer Science or its recognized equivalent and 3 - 5 years post-national youth service relevant experience.

    Senior Technical Officer - Adaptive Monitoring and Evaluation, Research & Learning (AMERL)

    Job Description

    • The incumbent is responsible for the design and implementation of monitoring and evaluation for the ACE Project.
    • S/he will work with the State Team Leader to provide oversight role over Sub-recipients and Field Offices to ensure that monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs and requirements.
    • Provide oversight technical support to the designated Offices including interacting with M&E leads, Implementing Agencies and local research groups on needs and ensuring that locally employed Monitoring and Evaluation staff, consultants and AHNI partners understand and can support these requirements.
    • Manage the M&E reporting cycle to ensure high quality and complete datasets are sent on a periodic basis, or when required, work with local partners to develop their project monitoring and evaluation plans, support the correct implementation and use of routine data collection tools, conduct monthly routine monitoring visits to project sites and provide supportive supervision, provide the strategic guidance, vision, and management for successful monitoring and evaluation of project, work closely with subsequent key personnel and supervise M&E staff ensuring the strategic and functional integration of all M&E activities as well as active collaboration with donors, other implementers, and local counterparts.

    Minimum Recruitment Standard

    • MB.BS/MD/PHD or similar degree with 7 to 9 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives,
    • Or MPH or MS/MA in relevant degree with 5 to 7 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives,

    HIV Program Specialist

    Job Description

    • The incumbent will provide technical support at state level to implement high quality care, treatment and support activities with primary focus on technical areas of comprehensive TB and HIV/AIDS programs including laboratory, pharmacy, logistics, prevention, care, treatment, TB, RMNCH, mitigation, monitoring and evaluation.
    • They will also support the Cluster Lead to provide technical leadership and engage with stakeholders and as approved, represent the organization to stakeholder events.

    Minimum Recruitment Standard

    • MB.BS/MD/PhD or similar degree with 1 to 3 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource constrained settings.
    • Or MPH or MS/MA in relevant degree with 3 to 5 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource constrained settings.
    • Or BS/BA in Pharmacy, Microbiology, Health Sciences, Monitoring and Evaluation, Public Health or in relevant Degrees with 5 to 7 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource constrained settings.
    • For each band above, possession of an additional post graduate degree in a related field is an advantage.
    • Experience in project development with proven experience in the planning and facilitation of training is required.
    • Experience in large and complex donor-funded national health focused project is an added advantage.
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

    Technical Assistant - Laboratory Services

    Job Description

    • The incumbent will provide technical and programmatic support to implement high quality laboratory services of HIV/AIDS, PMTCT, TB, HCT and other services within state and L.G.A. level including adherence to good clinical laboratory practice (GCLP), national policies and guidelines.
    • Coordinate and maintain oversight of the day-to-day operations of all laboratory services at the facility and community-based interventions, support the implementation of community ART scale-up and daily monitoring of sample collection and management between the community and the Hubs for HIV/AIDS including strengthening effective referrals and linkages between facility laboratory and focus LGAs in the target drive.
    • S/He will ensure that good clinical laboratory practices and quality assurance, universal safety precautions are properly followed and oversee biological waste management between the community and testing Hubs at the focus LGA.
    • Provide technical assistance for laboratory services to LGA Lab teams on field testing (if POC is available), sample collection and handling and reporting in line with the standard operating procedures and guidelines.
    • Monitor logistics of community ART HIV testing, commodities documentation of HTC services using the monitoring and evaluation tools and ensure proper documentation and reporting of all testing done and results communication between the LGA Lab volunteers and the testing Laboratory at the Hub.
    • Contribute to development of lessons learned from programs and field work related to client and sample management of HIV/AIDS and apply these lessons to modify existing scale up program and improve the design of new programs.

    Minimum Recruitment Standard

    • Candidates should possess a Bachelor's Degree in Medical Laboratory Sciences with a minimum of 1-year post national youth service experience in laboratory services and laboratory management of HIV/AIDS.
    • Certification/License to practice as a Medical Laboratory Scientist.
    • Familiarity with Nigerian public sector health system and NGOs and CBOs highly desirable.

    Finance & Administrative Assistant

    Job Description

    • The incumbent will be responsible for the provision of accounting, administrative, and logistical support services to AHNi State Offices.
    • S/He will assist in the preparation of monthly financial report forms, which accompany executed sub-awardee project documents, attend to all administrative functions in the Finance unit, prepare monthly reporting/ budgets data entry into excel spreadsheets and automated MIS reports and disseminate information to AHNi State offices/HQ.
    • Also, s/he will manage and ensure quality in all GF events logistics – Reservations (Accommodation/Flights/Venue etc.), meals, event materials, attendance, support finance with needed information’s/documents to make prompt participants payment, support in the State office’s procurement process including, but not limited to, purchase requests, prequalifying vendors, soliciting quotes, collating quotation/bids from prequalified/potential vendors, the vendor selection process through receipt and payment for goods and/or services etc.

    Minimum Recruitment Standard

    • University Degree in Accounting, Finance or Business Administration
    • Experience with administrative and secretarial skills
    • Sound accounting skills
    • Experience with large complex organization is required, familiarity with international NGOs preferred.

    Security Officer

    Job Description

    • The incumbent will be responsible for providing security advisory to staff across the entire GF NAHI Grant implementation states to minimize staff exposure to security risk and mitigate any harm to staff or program property.
    • He/she will develop and implement security management plan and security protocols for AHNi state offices, conduct regular security risk assessments in line with minimum operation requirements, conduct regular safety audits of all AHNi premises and recommend measures that would reduce risk, focusing on prevention and deterrence, ensure that Security Guards at all AHNi premises have undergone basic safety and security trainings and maintain clear records on the same.
    • In consultation with the Admin Manager/SFAO/SPO, he/she will ensure that safety features are installed in all AHNi premises, conduct safety and security trainings to all new staff before deployment to filed locations.
    • Also, the Security Officer will analyze staff security and safety needs and share with line managers through the State Team Lead, develop a catalogue of mandatory trainings that staff should undertake & conduct brief security briefs before deployment to deep field locations, ensure close coordination of AHNi security protocols with other actors in the operation areas and keep monitoring for any actions that may elevate our security risk for immediate remedy.

    Minimum Recruitment Standard

    • B.Sc. or HND in any relevant discipline; including Psychology, Security & Safety, etc., with 3 to 5 years post-NYSC experience in Security & Safety Management.
    • Possession of a post graduate degree in a related field is an added advantage. 
    • Sound report-writing skills, activity budgeting and activity tracking with set timelines.
    • Proficiency in Security and Safety management, incident reporting, training facilitation, security briefing, etc.
    • Ability to multitask and set priorities to deliver on urgent tasks.
    • Ability to work independently with initiative to manage high volume workflow.
    • Familiarity with Nigerian public sector health system and NGOs is required.

    Procurement Officer

    Job Description

    • The Procurement Officer will develop, plan, and manage policies and strategies related to procuring supplies and services (in accordance with AHNI & Global Fund policies) in support of all AHNi offices and projects at HQ and State Offices, both domestic and international sourcing.
    • S/he will participate in the negotiation of contract terms on a range of procurements and monitor delivery of exact specifications.
    • With the Senior Procurement Officer, s/he will develop policies and systems for AHNi procurement at HQ and State office level, identifying what is procured locally & nationally.
    • The successful candidate will plan, coordinate, and manage the central procurement activities of AHNi with HQ and State Offices, including storage and delivery, train staff at the HQ & state level in procurement rules and processes and record keeping, monitor procurement processes and compliance with AHNi procedures at HQ and field levels.
    • The Procurement Officer will implement sourcing strategies to support corporate and state objectives, providing AHNi with competitive advantage in the areas of materials, supplies, and services.

    Minimum Recruitment Standard

    • Candidates should possess a BS / BA Degree in relevant field with 3 - 5 years relevant procurement experience.
    • Or an MS / MA Degree in relevant field with 2 - 3 years relevant procurement experience.
    • Minimum of 2 years supervisory experience in procurement.
    • Familiarity with donor-funded procurement rules and regulations is required.
    • Demonstrated success in multicultural environments is an advantage.
    • Ability to travel a minimum of 25%.

    Technical Officer - Adolescent Girls and Young Women & Prevention Services (TO - AGYW & PS)

    Job Description

    • The TO-AGYW & PS will provide technical and programmatic oversight to the AGYW component of the NAHI grant.
    • This will include coordinating and driving the implementation and monitoring of interventions targeted at adolescent girls and young women across implementing States.
    • He/she will coordinate the delivery of prevention services to vulnerable groups especially to AGYW, provide day to day guidance to implementing states on appropriate technical and programmatic approaches for HIV prevention services including reproductive health (SRH) services, and gender-based violence (GBV) mitigation and post-violence care for AGYW.
    • Also, the TO-AGYW & PS will ensure layering of services for HIV prevention in AGYW, work closely with monitoring and evaluation staff to define data needs related to Key Performance Indicators (KPIs) for AGYW and prevention programming. He/she will recommend evidence-based improvements in the delivery of AGYW and prevention services and work with sub-recipients and staff across implementing states to adapt and disseminate guidelines, tools and procedures that will support the achievement of quality service delivery.

    Minimum Recruitment Standard

    • Candidates should possess an MB.BS / MD / Ph.D / B.Pharm / B.Sc - Nursing or similar Degree with 1 - 3 years relevant work experience in HIV/AIDS and Adolescents & Young People programming with sound understanding in provision of HIV prevention and treatment services in resource constrained settings.
    • Or an MPH or MS / MA in relevant Degrees with 3 - 5 years relevant work experience in HIV/AIDS and Adolescents & Young People programming with sound understanding in provision of HIV prevention and treatment services in resource constrained settings.
    • Possession of an MPH or post graduate degree in a related field will be an added advantage.

    Assistant Technical Officer - Adaptive Monitoring and Evaluation, Research & Learning (ATO-AMERL)

    Job Description

    • The ATO-AMERL will work with others in the State Office and Local Implementing Partners to ensure that monitoring and evaluation activities are appropriate and meet the Donor and Project’s M&E needs.
    • S/he will re-validate high Frequency reporting, support onsite mentoring activities under the guidance of the Technical Officer-AMERL and take regular M&E tools inventory, reporting same to the Technical Officer-AMERL.
    • S/He will monitor periodic M&E tools distribution to supported sites, provide administrative support to the department, provide M&E support to the states, and ensure that locally employed Monitoring and Evaluation Staff, Consultants and Partners understand and can support the M&E requirements and coordinate the logistics for all State M&E department trainings, workshops, and meetings.

    Job Description

    • The STO - PCT willprovide technical leadership and support related to clinical management of HIV/AIDS strategies and approaches in implementation of programs for the General and Key population.
    • S/He will Work with relevant stakeholders to coordinate the design and implementation of facility-based programs in relation to clinical management of HIV/AIDS, including the use of Anti-retroviral treatment, TB HIV services integration, PMTCT, KP services, care and support.

    Minimum Recruitment Standard

    • MB.BS/MD/PHD or similar degree with 5 to 6 years relevant experience with at least 5 years progressive experience working in the health or development field in Nigeria.
    • Minimum of 5 years’ experience in care and treatment for HIV/AIDS especially with ARV program.
    • Possession of an MPH or post graduate degree in a related field is required.
    • Proven experience in project development, planning and facilitating technical training.
    • Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.
