    Team Lead: PE16 Nigeria - Violence and Conflict Assessment

    Position Description:

    • SI is seeking a Team Leader (TL) to lead the USAID/Nigeria PEARL Activity PE16 Violence and Conflict Assessment (VCA). The TL is responsible for leading the technical team, guiding assessment activities, and ensuring the production and completion of all deliverables. In collaboration with USAID/Nigeria, Integrity team and the assessment team members, the TL will guide the development of the desk review, direct data collection and compilation, support the design of tools for data collection, conduct data analysis, coordinate technical inputs of team members, and lead the production of a final report and two learning workshops.
    • The TL will ensure quality assurance and timeliness of all deliverables, including adherence to SI’s quality assurance standards. The team lead is expected to plan primary and secondary data collection. This is a short-term consultancy with an estimated level of effort (LOE) of 50 days, and a period of performance from November 2023 through June 2024. Most of the work is expected to take place between January 2024 and June 2024 when data collection will occur, though a couple of days of preparatory work should be expected between November and December 2023. Travel within Nigeria is expected in January or February 2024 and flexibility around changing timelines is bonus.

    Responsibilities:

    • Lead the Assessment Team collaboratively with the USAID/Nigeria Team and fellow members of the Assessment Team according to the SOW approved by USAID/ Nigeria.
    • Conduct a desk review of literature and program documents and identify any gaps in existing data, as needed.
    • Lead the development of the design and data collection instruments, coordinating technical inputs from the team.
    • Administer virtual and onsite data collection with stakeholders in Nigeria.
    • Guide and oversee the development and finalization of project deliverables, including: the inception report, desk review, and data collection tools; client inbrief and outbrief presentations; draft and final reports; and learning and dissemination materials and events.
    • Ensure quality work in all deliverables; implement quality assurance processes.
    • Work closely with SI team and communicate in a timely and effective manner with all project personnel.

    Qualifications:

    • At least 5 years of senior-level experience in research or evaluation in the development sector, with experience in violence and conflict in the West African context. Experience in Nigeria desired
    • Bachelor’s Degree and 15 years of related experience, Master’s degree in Social Science and 12 years of related experience, or PhD and 8 years of related experience, including substantial demonstrated experience in evaluations and assessments
    • Demonstrated experience leading evaluations and/or assessments and producing actionable recommendations.
    • Demonstrated experience in sampling design and the design of instruments
    • Demonstrated experience leading quantitative and qualitative data collection and analysis
    • Excellent oral communication and written skills in English and Spanish
    • Demonstrated experience in communicating with local stakeholders at managerial and technical level
    • Well-versed in research methodology in the context of evaluation and have strong attention to detail
    • Strong analytical skills
    • Preferably, the applicant will possess:
    • Experience working with international donors, especially USAID
    • Experience conducting research or evaluations on conflict in Nigeria

    Technical Specialist: PE16 Nigeria - Violence and Conflict Assessment

    Position Description:

    • SI is seeking a Technical Specialist to be an integral part of the assessment team.
    • The Technical Specialist will be a full participant during data collection, responsible for conducting or taking notes during interviews or focus group discussions.
    • Additionally, the Technical Specialist will be responsible for supporting fieldwork logistics, including outreach and communications with interviews participants, securing data collection spaces, creating agendas and fieldwork schedules, procuring vehicles and securing travel logistics, and note taking and reviewing interview recordings for quality assurance.
    • After data collection, the Technical Specialist will also support in analysis and report writing, offering contextual expertise on the data collected.
    • The period of performance is November 2023 to June 2024, with an estimated LOE of 20-25 days.
    • Most of the work is expected to take place between January 2024 and June 2024 when data collection will occur, though a couple of days of preparatory work should be expected between November and December 2023. Travel within Nigeria is expected in January or February 2024 and flexibility around changing timelines is bonus.

    Responsibilities:

    • Create schedules and agendas for data collection activities
    • Recruit participants for qualitative interviews
    • Organize logistics around qualitative interviews, such as booking of spaces and transport
    • Participate in interviews or focus group discussions
    • Take notes and ensure notes or recordings are properly submitted
    • Adhere to the timeline and teaming plan with support of the team leader
    • Support analysis of qualitative data
    • Participate in an out-brief presentation to the client at the end of data collection to share emerging themes
    • Contribute to the draft assessment report , taking into consideration feedback from the out-brief presentation.
    • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise.

    Qualifications:

    • Minimum of two years of experience in mixed-methods research in Nigeria.
    • Experience managing research logistics and quality assurance
    • Experience in qualitative data collection and analysis
    • Experience in research or evaluation in violence and conflict programming in complex or transitional environments, including Nigeria
    • Advanced degree in international conflict resolution, research, or related field.
