    Supply Manager, P-4

    Purpose of the Position
    Under the direct guidance of the Chief of Operations, the incumbent manages the supply and logistics operations of a complex nature with significant impact on programme delivery, services, supply and logistic, processes and systems, requiring advanced professional technical mastery and expertise in support of operations and programme objectives. Accountable for effective planning, contracting, procurement, distribution, inventory management of UNICEF's supplies, in support of the Country Programmes.

    Key Expected Results

    1.  Rapid and relevant responses provided to evolving supply needs and situations, including emergency situations, with a priority on achieving value for money.
    2. The highest level of integrity, standards and accountability maintained by implementing sound, accurate supply/logistics management systems, procedures and documentation as well as regular and accurate reporting.
    3. Technical leadership, support, coaching and training provided to capacity-building in order to enhance efficient, effective and timely delivery of supplies.
    4. Effective procurement conducted to attain best overall value while maintaining product quality.
    5. Effective collaboration and partnership in supply/procurements/purchasing/contracting/logistics with internal and external counterparts developed and maintained through better coordination, communication and networking.


    Qualifications of Successful Candidate

    Education Background:
    Advanced University Degree in Business Administration, Management, International Economics, Engineering, International Development, Contract/Commercial Law or specialization in directly related areas including credited courses in supply, logistics, purchasing or contracting. Equivalent educational qualification in relevant areas (transport or logistics operations/management, supply management, etc.).

    Work Experience:
    At least eight years progressive professional experience at national and international level in supply, procurement, logistics management preferably with UNICEF or International/government/commercial organizations, some of which in management capacity. Experience in emergency duty station and in dealing with government counterparts is a plus.

    Language Proficiency:
    Fluency in English is required. Knowledge of an additional UN Language is considered an asset.

    TA Education in Emergencies Working Group Nigeria (EiEWGN), P-4

    Purpose of the Position
    On behalf of UNICEF, the Country Lead Agency for the Education in Emergencies Working Group Nigeria (EiEWGN), and in support of the Government, the purpose of this post is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by participants in the EiEWGN

    Key Expected Results
    The post holder has joint responsibility with the Sector Lead Agency, resourcing partners and all Sector Working Gorup participants at the national and State level for the efficient management and functioning of the EiEWGN encompassing the following:
    - Strengthen pre-existing sectoral coordination through increased predictability and accountability;
    - Build complementarity of partner actions: avoiding duplication and gaps;
    - Ensure adequate resources are mobilized and are equitably allocated for the effective functioning of the Sector Working Group and its response;
    - Effective and comprehensive integration of relevant cross-cutting issues, including age, gender, environment and HIV/AIDS;
    - Maintain flexibility within the Sector Working Group to respond to changes in the operating environment, evolving requirements, capacities and participation;
    - Effectively use and transfer information to, from and between Sector Working Group participants and other stakeholders;
    - Interact with other Sector Working Groups (including through inter-sector coordination fora), humanitarian actors, government counterparts, and relevant authorities for operational planning, engagement and active contribution of operational partners;
    - Be accountable to the affected population through effective and inclusive consultative and feedback mechanisms;
    - Monitor performance of the core Sector Working Group functions;
    - Ensure effective communication, reporting, engagement and coordination between national and State level;

    Qualifications of Successful Candidate

    1. EDUCATION
    - Advanced University degree in Education or Social Science
    *A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.

    2. WORK EXPERIENCE
    - At least 8 years progressively responsible humanitarian work experience with UN and/or NGO, including programme management and/or coordination in the first phase of a major emergency response relevant to the Sector Working Group
    - Formal training in cluster coordination is an advantage
    - Understands key technical issues for the Sector Working group sufficiently well enough to be able to: engage with Sector Working Group participants; make full use of their experience and knowledge; guide strategy and plans; communicate and advocate on important issues
    - Understands the rationale behind Humanitarian Reform, its main components and recent developments including the Transformative Agenda.
    - Understands, uses and adapts the tools, mechanisms and processes developed as part of Humanitarian Reform
    - Demonstrates commitment to Humanitarian Principles
    - Demonstrates commitment to Principles of Partnership
    - Communicates, works and networks effectively with a wide range of people to reach broad consensus on a well-coordinated response, and demonstrates leadership where required
    - Thinks and acts strategically and ensures that cluster activities are prioritised and aligned within an agreed strategy
    - Demonstrates commitment to the Sector Working Grop and independence from employing organisation
    - Builds, motivates and leads the Sector Working Group coordination team

    3. LANGUAGE
    Fluency in English is required. Knowledge of another official UN language or a local language is an asset
