    SRH Project Officer

    Locations: Ngala, Borno state

    Position Type: Regular/Full term

    Position Reports to: Project Manager SRH /GBV 

    Indirect/Technical Reporting: SRHR Sector Manager

    Position directly Supervises: GBV and Clinical Outreach Assistants

    Job Summary

    The SRH Project Officer will be responsible for planning, implementing and providing technical support for the provision of quality delivery of RH services in the mobile outreach clinics and survivor-centered case management services to GBV survivors in the project’s field operational area in Ngala, Borno State.

    Specific Responsibilities and Tasks

    Responsibility 1: GBV Assistant

    • Facilitate and oversee the planning and implementation of GBV activities.
    • Direct service delivery to patients of the following: family planning, STI treatment, post-abortion care, ante-natal and postnatal care, safe delivery and basic emergency obstetric and neonatal care (BEmONC), and clinical care for sexual assault survivors.
    • Technical midwifery support, in line with protocols and guidelines.
    • Apply technical knowledge and skills to implement and/or assist in program activities.
    • Assist the Project officer for management of patients/clients and consult for any obstetric emergencies and or complications.
    • Monitor program inventory levels of clinic supplies and drugs; perform monthly spot-checks on program inventory.
    • Provide trainings and adhere to universal precautions, waste management and other protocols.
    • Develop, Training TOR, Budget, and Contract and Advance request guided by work plan, budget and liquidate expenses after training with support from the PM
    • Initiate and write concept notes and proposal for new SRHR activities and project
    • Support the development of project work plan, budget, expenditure plan.

    Job Responsibility 2: Monitoring, Evaluation, Accountability and Learning (MEAL) and Reporting :

    • Ensure the regular data collection using appropriate tools and ensure routine monitoring and evaluation of project activities
    • Organize monthly tripartite meetings bringing together healthcare providers, community facilitators, CARE staff and the Health District staff and other peer organization to analyze the data, identify the difficulties encountered and help them find solutions
    • Establish and use strong compliant and feedback systems to track and report compliant and feedback to support effective delivery of SRHR service in collaboration with the ward / facility committee members
    • Identify and document and dissemination of appropriate success stories, experiences, best practice and lessons, at least one every 3 months
    • Submit monthly report, sitrep and activity report timely.

    Responsibility 3: Community based tasks.

    • Support the community mobilization team in the sensitization of women, men, girls and boys to increased RH awareness and service utilization.
    • Support the design of the community mobilization activity plan based on trends seen within the facilities
    • Support the development of key RH messaging ensuring accuracy and cultural sensitivity.
    • Explore possibilities of linking up RH community activities, and plan to reach ‘hard to reach’ pregnant women, FP clients, etc encouraging facility deliveries.
    • Support medical team to organize regular assessment for the supportive staff e.g. cleaners, guards, etc.

    Responsibility 4: Coordination & Representation.

    • Work with and provide timely technical support to the CARE’s implementing partners; maintain respectful and constructive relations with partner staff, services providers and patients.
    • Strengthen local coordination meeting and attend state coordination meeting on request by supervisor to advocate for Sexual Reproductive Health & Rights Services in the State
    • Ensure continuous integration of Reproductive Health and Women’s Protection and Empowerment activities within the comprehensive women’s center and Government health facilities.

    Minimum Qualification and Experience

    Education:

    Advanced Degree in Law, Gender Studies, Social Sciences, or other related disciplines

    Experience:

    • 3+ years of progressively responsible professional experience in gender or GBV programme development and management.
    • Demonstrated ability to network and build partnerships with governments, NGOs, CSOs and women’s groups.
    • Experience of working on legal issues and civil society.
    • Proven ability to conduct capacity development training and provide supportive supervision in the field of gender and GBV.

    Job Knowledge:

    • Proven technical knowledge and experience in implementing GBV prevention and response program.
    • Current knowledge of development and human rights dimension of gender and GBV, including relevant international human rights standards.
    • Strong inter-personal, communication, and networking skills.
    • Ability to express clearly and concisely ideas and concepts in written and oral form.

    Work Conditions:

    The position is based in Ngala and will operate from CARE Maiduguri Sub office. A significant amount of time (at least 90%) is expected to be spent in the project locations and liaising with partners, local government and other stakeholders within the area of operations

    It is essential that the GBV Assistant maintain a close effective presence in the field to ensure proper management supervision guidance and leadership on field activities

    However, s/he will be required to travel to Maiduguri and elsewhere, from time to time for meetings, training events, etc
