    National Consultant on Monitoring and Evaluation of Child Protection Systems - NOB

    Purpose of the Assignment

    • The purpose of this consultancy is to support the implementation of child protection monitoring and evaluation system and the establishment and roll out of the child protection management information system in the four states in Nigeria.

    Assignment Tasks

    • Support the development of key indicators and a monitoring mechanism for key indicators for the child protection modelling in the assigned focus state (within the agreed national framework for the model)
    • In consultation with the international consultant, develop a methodology for undertaking the mapping of data collection, transmission and use and an assessment of formal and informal information management systems, including number and capacity of staff in relation to information management, for child protection in the consultant's focus state   (including child protection actors, justice actors and front line workers such as health, education, and community development officers)
    • In collaboration with the Ministry of Women's Affairs and Social Development, the international consultant and UNICEF Project staff conduct an assessment of formal and informal information management systems for child protection and routine data collection relevant to child protection in the four states and at Federal level, including how data is collected from the states and Local Government Areas (LGAs) and including routine data collection relevant to child protection
    • Map data collection points and data flows, the content of this data and how this data is collected, stored and transmitted from front line workers and NGOs to LGA and to State and to Federal agencies,
    • Work with the relevant State ministry and (PEPFAR partner) to (i) develop data collection tools to collect baseline data for selected CP indicators (including CP cases) and produce a baseline of child protection data/ cases in the focus State and the model Local Government Areas (and control areas), including reported cases and outcomes of reported cases
    • Support the lead state ministry to collect . document and present data on child protection cases, using an agreed data collection tool, on a monthly basis, from state, local government area and ward officials and NGOs and community based organisations. This includes training the data focal points/clerks in the lead Ministry and NGO and PEPFAR representatives
    • Together with the international M&E consultant develop a draft detailed costed plan of action for an information management system for Nigeria including detailed recommendations for the content and coverage of the system and how the system will be used
    • Co-facilitate review workshops in the focus state to review a draft plan of action for strengthening the M&E and information management systems for child protection in Nigeria and agree with all stakeholders on a way forward
    • Produce a final detailed costed plan of action for an M&E and information management system for Nigeria including detailed recommendations for the content and coverage of the system and how the system will be used
    • Contribute to the development of pilot tools for the child protection management information system for data collection, transmission and use
    • Contribute to the development of training modules for users of the child protection management information system
    • Arrange and deliver training in the consultant's state
    • Provide ongoing technical support, monitoring and refresher training
    • Review the implementation of the tools with key stakeholders and provide detailed recommendations on next steps
    • Contribute to preparation of programme status reports required for donors related to the M&E system
    • Monthly data on child protection cases in the focus local government areas (and control area) and monthly progress reports against the M&E framework for child protection for the State/LGAs
    • Provide regular updates on the implementation of the M&E project

    Expected Deliverables:

    • Detailed mapping and analysis of data collection and data flows relevant to child protection at State and LGA level
    • Assessment report with detailed recommendations on how to strengthen the M&E and information system at State and LGA level
    • Validation workshop on M&E and CPIMS held at LGA and State level
    • Child protection data collection tools for the State , LGAs and Wards
    • Training carried out for state and non state child protection actors on the data collection tool
    • Monthly data on child protection cases reported and handled (and outcomes of the cases) disaggregated by type of case, gender, location and outcome
    • Child protection management information system operational at LGA and State level
    • Training course on child protection management information systems module developed and delivered in the four focus States
    • Monthly reports on key child protection indicators as identified by the State for monitoring their child protection system
    • Monthly progress reports

    Qualifications of Successful Candidate
    Essential:

    • University Degree in Social Science, Statistics or related field.
    • A minimum of three years of relevant professional work experience with management information systems and/or M&E systems
    • Excellent planning and organizational skills
    • Strong communication skills - both oral and written
    • Desirable
    • Experience of designing and delivering training on management information systems or M&E
    • Excellent knowledge of the latest development in the field of monitoring and evaluation within social science sector
    • Familiarity with child protection and the systems strengthening approach would be beneficial
    • Experience of working on monitoring and evaluation or management information systems within the public sector
    • Experience of undertaking assessments of management information systems
