    Food Security and Livelihood Deputy Programme Manager

    Reporting to: Field Coordinator
    Proposed start date: September 2024

    Key Responsibilities

    The Food Security and Livelihood Deputy Programme Manager is responsible:

    • In close coordination with the field team, coordinate mapping of most vulnerable groups and coordinate beneficiary selection, cash disbursements, beneficiary trainings and regular monitoring of project activities;
    • Develop detailed planning and implementation of FSL activities (CVA, income generation activities, agronomy and livestock interventions) in collaboration with the Nutrition PM, FSL officers, Community Mobilization Officer/CVA Assistant and the assistance of the FSL technical team;
    • Identify program implementation modalities that enhance partnership & coordination with government official and local communities, internal integration within sectors and other programs (Nutrition, WASH, NFIs, etc.);
    • Identify areas of cross-program linkages with other ACF programs in North west and Northeast;
    • Ensure program quality and adherence to program objectives, including respect of Action Against Hunger technical guidelines, systems, and established deadlines;
    • In close coordination with the MEAL, PQA, and field team, reinforce and coordinate regular program monitoring activities, i.e. baseline, PDM, end line, etc;
    • Support program budget design and updates; oversee budget monitoring and cash projections;
    • Contribute to organizational and sector-wide learning through documentation of lessons learnt, best practices and evaluations from the CVA, IGAs and Agroforestry components of the CIAA Project;
    • Assist the Program Manager in preparing FSL internal and external reports for ACF and the community, including case studies and success stories;
    • Contribute to preparing FSL internal and external reports including case studies and success stories as relates to cash transfers, IGAs and Agro-forestry;
    • In close coordination with FSL field staff; Supervise, review and lead technical assessments, surveys, design and MEAL component of the FSL the program;
    • Assist the Program Manager in the development of financial forecast, project procurement and work plans of the FSL component of the program;
    • Conduct regular field visits, advice and provide regular technical support to field-based program team (FSL Officers and Community Mobilization Officers/CVA Assistant);
    • Assist the PM in collaborations with logistic and finance during planning of workshops, trainings and/or meeting that requires financial advances and/or logistical procurement etc;
    • Communicate Action Against Hunger performance standards and expectations to team members which includes ; 10 minutes monthly conversation, 3 months/end of probation performance appraisal and annual/ end of contract appraisal;
    • Establish performance objectives, provide feedback, and identify strengths and areas for professional improvement;
    • Ensure harmonization of program operating plans and protocols across the program as well as the mission, with the help of technical support from FSL technical team, review tools and approaches, and ensure that technical standards, guidelines and methodologies are communicated and understood;
    • Ensure to coordinate timely resolution of issues related to beneficiary cards;
    • Assist in recruiting, evaluating and coaching of FSL program staff;
    • Collaborate with PM and the FSL team to mitigate fraud and protection related issues in the project;
    • Compile monthly FSL program technical reports with an overview of activities and contextual updates, and quantitative indicator follow-up and submit to Program Manager for consolidation;
    • Review reports and gauge program progress against logical framework, ensuring compliance with ACF internal and donor’s reporting standards;
    • Assist the Program Manager in reviewing FSL program budget and then follow up with FSL team and other departments to ensure adherence to work plan;
    • Review with Program Manager and validate procurement requests for FSL program needs before submission to the logistics department;
    • In coordination with the Program Manager, follow up logistics requirements in coordination with the Field Manager;
    • Facilitate and support systematic monitoring and evaluation of activities;
    • Develop activity progress reports for the program team as well as contribute to the development of donor reports, APRs, QAPRs, Midterm and final reports;
    • Ensure tracking the progress of activities and outcomes as well as ensuring the tracking of relevant indicators and reporting;
    • Compilation of all FSL related cluster 5Ws and monthly narrative reports for submission to FSL HoD;
    • Coordinate with ACF and partners technical and support departments to ensure a common approach and sharing of information;
    • Represent ACF with local authorities, partners and other program stakeholders;
    • Represent AAH in FSL related cluster/task force meetings at state level;
    • Monitors the FSL environment at Yobe level, through regular scanning and data gathering for new opportunities, innovations, new approaches, designs or technologies.

    Position Requirement:

    Education Qualification: Minimum of Bachelor’s degree in Agro-Economy, Agriculture, Economics, Natural resource management, Anthropology, Agric-Business, Business Administration and Management and other FSL related qualifications;

    • Minimum 2 years work experience in humanitarian contexts, with at least 2 years in conflict/insecure contexts and 1 year in Managerial role;
    • He/she must have experience in managing food security, livelihood and Nutrition programming;
    • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions like long distance walking to screening sites;
    • Capacity to supervise and coach;
    • Ability to work in an environment where there are physical discomforts associated with change in weather or discomforts associated with noise, dust or dirt;
    • Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive;
    • Excellent team, budget and project management and representation competencies;
    • Microsoft Office Skills (Outlook, Excel, Power Point, Word);
    • Willing and able to be based and travel regularly within remote areas, where services are limited;
    • Fluency in English and Hausa;
    • Commitment to ACF mission, values and policy;
    • Proficiency with local languages;
    • Previous NGO experience managing FSL programmes in different interventions (i.e.  Food, Cash transfers, IGA and Agriculture);
    • Previous experience with ACF;
    • Report writing skills.
