    Senior Technical Officer, Pharmacy & Supply Chain Management

    Job Summary

    The Incumbent will plan and support the implementation of procurement and supply chain management activities which will include but not limited to inventory management, storage/warehousing, distributions, quality assurance and controls, of all HIV commodities and related program items. The incumbent will be based at the Regional Office with technical oversight from the Associate Directors, Pharmacy & Laboratory Services.

    Essential Duties and Responsibilities

    • Serves as logistics focal person for the Regional office.
    • Conduct physical inventory of HIV and related commodities at the Regional office and the Zones on a monthly basis.
    • Support the development and institutionalization of Pharmacy best practices with the guidance from the Associate Director, Pharmaceutical Services and Total Market Approach (TMA).
    • Distribute or manage 3PLs utilizing Logistics Management best practices, Health products and other commodities.
    • Supports the program to liaise with the State and PEPFAR IPs HIV Commodities logistics system to ensure adequate and timely supply of Condoms, lubricants, ARVs, RTKs, and other medications to the Zones and One-Stop-Shops (OSSs).  
    • Support quality assurance and quality control activities, as needed.
    • In collaboration with GHSC-PSM, ensure that delivery of health products from the Regional Office to HALG’s One-Stop-Shops (OSSs) is well coordinated based on Logistics Management Information System (LMIS) reports submitted by Zonal Pharmacy and Laboratory leads.
    • Write and submit monthly and quarterly progress reports to the Technical and Commodity /Operational Managers.
    • Participate in PSM TWG meetings as assigned.  
    • Assist the Associate Director, Pharmacy and TMA services in other Pharmacy related activities as assigned or delegated.

    Qualifications

    Education and/or Experience:

    • Bachelor’s degree in Pharmacy. Advanced degree in Public Health or Social Science will be an added advantage. 
    • Registration with the Pharmacy Council of Nigeria. 
    • At least 4 years’ experience working as a pharmacist. 
    • Must have knowledge of and experience with HIV care and treatment medication.
    • Must have previous experience working in a multidisciplinary team in a clinical setting.
    • Proven experience in pharmaceutical quality assurance.
    • Must have a broad based knowledge of and experience with computerized systems in pharmaceutical warehousing and quality assurance.

    Language Skills:

    • Excellent oral and written English communication skills.
    • Knowledge of Local Language preferred.
    • Demonstrated competency in public speaking.

    Computer Skills:

    • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems, Power Point.
    • Other software routinely used by Heartland Alliance.

    Work Environment:

    • The noise level in the work environment is usually moderate.
    • The employee will be required to co-locate with local partners usually in the same office.
    • The employee is required to travel regularly to often insecure and limited resource environments.
