    Technical Assistance Platform (TAP) - In-Country Coordinator (ICC) - Digital Square

    The Center of Digital and Data Excellence (CoDE) is working on a project funded by the US Centers for Disease Control and Prevention (CDC), to develop, implement, use, and evaluate interoperable health information systems to achieve HIV/AIDS and TB epidemic control through improved health informatics policy, governance, workforce capacity, and systems under PEPFAR. 

    Under this award, PATH is working with the United States Centers for Disease Control and Prevention to implement several organizational objectives including establishing the necessary policy, governance, and standards frameworks needed to support development of e-Health strategies, effective information systems, and a skilled workforce. The PEPFAR-funded Technical Assistance Platform (TAP) project is a step towards achieving a digital public health future.  

    The TAP country coordinator for Nigeria will oversee and coordinate activities under the TAP project, working closely with the US-CDC country office, Federal Ministry of Health, implementing partners, and US government interagency counterparts. This role involves managing relationships with high-level stakeholders, providing technical guidance on digital health and health informatics project planning and implementation, and ensuring effective project delivery. 

    Responsibilities: 

    • High-level stakeholder engagement: Engage and manage relationships with US-CDC, Federal Ministry of Health (FMOH), implementing partners, and US government interagency counterparts to provide routine project updates, share successes, and identify and manage risks. 
    • Strategic guidance: Convene and facilitate strategic discussions and meetings; offer technical and strategic guidance to partners and stakeholders to ensure delivery of project activities according to plan. 
    • Collaboration and communication: Coordinate, support, and manage TAP implementation activities with CDC country office and CDC HQ; identify opportunities for joint implementation of HIS projects with the FMOH and its implementing partners; keep stakeholders informed about project progress. 
    • Risk management and issue resolution: Proactively anticipate and manage risks; identify and analyze project-specific issues or concerns and their impact on operations; work with the relevant stakeholders including the Nigeria FMOH, CDC Nigeria, and CDC Atlanta on solutions.  
    • Technical assistance: Provide subject matter expertise and support technical implementation work in digital health topics such as electronic medical record systems, HIS governance, software development and deployment, patient identity management, interoperability of information systems, etc. 
    • Work plan development: Draft work plan contents for TAP implementing partners; ensure alignment of TAP project activities with Government of Nigeria priorities and implementation of other HIS projects in the country; ensure appropriate reviews and approvals of work plans by US-CDC and other key stakeholders. 
    • Country coordination: Manage meeting invitations, agendas, and follow-up activities; capture meeting notes and ensure effective knowledge management. 
    • Mentorship: Mentor other TAP country coordinators in effective project and stakeholder management. 
    • Ad-hoc requests: Respond to country-specific project coordination needs; complete tasks as requested by US-CDC country office point of contact; support technical documentation as requested; represent PATH and the project in meetings and conferences as needed; support business development and identification of opportunities as requested. 

    Required skills and experience: 

    • Mid-level professional with at least 10 years of relevant experience implementing and managing IT project with at least 6 years on public health informatics projects  
    • Minimum of a master’s degree in relevant fields of public health, health informatics, engineering, social sciences etc.  
    • Proficiency in using project management solutions for monitoring and managing project execution, critical path activities, and interdependencies across multiple partners and countries. 
    • Demonstrated ability and commitment to inform appropriate persons/organizations of potential or existing risks/problems. 
    • Experience working on the Technical Assistance Platform and/or other PEPFAR-funded projects in Nigeria. 
    • Experience with digital health projects supporting Federal and State Ministries of Health in Nigeria. 
    • Established relationships and ability to collaborate with governmental and non-governmental stakeholders advancing HIS in Nigeria. 
    • Experience with informatics/software system projects, activities, terminology, and practices. 
    • Passion for PATH’s mission, as well as for broader global issues of public health, information systems, technology, and international development. 
    • Ability to use MS Office suite, particularly MS Word, Excel, and PowerPoint. 
    • Ability to work in English required.
