Promoting Stability, Access to Justice, and Accountability in North-West Nigeria Project: Samun Adalchi Shine Kwanciyar Hankali (Achieving Justice Promotes Stability)

Background: International Alert (Alert) is an international peacebuilding non-governmental organisation working with people directly affected by conflict to find peaceful solutions towards a world where people resolve their differences without violence and can build a more peaceful future for their families and communities. Alert works in over 30 countries and territories and has offices in 18 countries. Alert has worked in Nigeria since 2011, starting with the work on security governance and conflict sensitivity technical assistance on the 5-year DFID-funded Nigeria Stability and Reconciliation Programme (NSRP). Through this programme, we worked in 8 conflict-affected states across the country. In 2015, we extended our operations in the northeast of the country, producing a seminal research report on the challenges of reintegration for women and girls returning from Boko Haram captivity. Since then, we have grown our programme across the Northeast region and implemented interventions on social cohesion, Women Peace and Security (WPS), and Security governance projects.

Our vision is that people and their societies can resolve their conflicts without resorting into violence, working together to build sustainable and inclusive peace. Our three-part mission is to break the cycles of violence and to build sustainable peace by:

• Working with people directly affected by violent conflict to find lasting solutions.
• Shaping policies and practices to reduce and prevent violence, and to support sustainable peace (policies and practices through in-depth research and analysis to influence powerholders to support sustainable peace.)
• Collaborating with all those striving for peace to strengthen our collective voice and impact.

Programme Background and Context: Kaduna and Zamfara states have experienced conflicts and violence which have impacted on peace, stability, access to justice and socio-economic development of these states and other parts of the Northwest and Northeast. This situation has deteriorated over the last decade, and increasingly so since 2019. The violence is rooted in competition over natural resources between Fulani herders and the predominant Hausa farmers and escalated amid a rise in organised crime, including cattle rustling, kidnapping for ransom and village raids. Over 8,000 deaths since 2011, and displaced about 200,000, some into neighbouring Niger and other countries in the Sahel. These violent acts and continued conflicts have continued to impact on communities exposing Women and girls to all forms of abuse, post-traumatic stress, family separation, displacement and social disintegration.

Amidst these, Women in conflict and violence affected areas do not have information on available services, where and when to access services, service providers or no access at all to services in some communities which impacts on the sexual and reproductive health, quality of life, nutrition, mental health, productivity, education, growth and development, and access to justice. In view of the above, International Alert with funding from the United Kingdom Integrated Security Fund (ISF) is implementing the project; Samun Adalchi Shine Kwanciyar Hankali (Achieving Justice Promotes Stability) to address these challenges. The project is aimed at supporting stabilization, local justice and SGBV prevention through broadening inclusion, accountability and managing tensions to reduce violence in Kaduna and Zamfara states.

• Inclusive participation of community groups in alternative dispute resolution and local justice initiative processes through strengthening community capacities for resolving past and emerging disputes while ensuring that local justice mechanisms provide opportunities for survivors and excluded groups to seek redress and be part of decision-making processes,
• Providing marginalized groups, including women, their leaders, and Civil Society Organizations (CSOs) with opportunities and platforms to make their voices heard and advocate for their concerns to be addressed.
• Creating a favourable environment for women and other vulnerable groups by dealing with and preventing sexual and gender-based violence (SGBV).

International Alert has developed a safe space curriculum manual for facilitator’s guide which needs to be adapted to Hausa local language to enable users effectively use the document in the communities where we work.

Scope of Work:

• In adherence to gender and culture sensitivity, translate the entire document from English Language to Hausa Language.
• Maintain the original meaning, tone and intent of the document while translating.
• Adhere to accuracy, cultural sensitivity and appropriate language as used in the translated document.
• Proofread and edit the translated document to eliminate any errors and inconsistencies, wrong translation or abusive language.
• Deliver the translated document in the specific format within the agreed timeline.
• Use age appropriate, user friendly and easily and generally understood Hausa language.
• Collaborate closely with GESI Officer and Project Manager in carrying out task.
• Ensure that Intellectual property rights for images and other materials to be used is respected.
• All pictures, language, information must adhere to culture and religious context of North-west Nigeria.

Required Skills and Experience:

• Minimum qualification - BSc in Literature, English and BSc or advanced degree in Hausa Linguistics.
• Progressive work, and familiarity working with International Organisations and understanding of instructions.
• Excellent understanding of English and Hausa Languages.
• Proven ability/records to translate standard documents fit for communication and education purposes.
• Excellent written and spoken English language skills and ability to communicate in Hausa language is compulsory.

Competence:

• Good communication skills.
• Use of software including adobe, Canva, Pixel Lab but not limited.
• Strong facilitation skills.
• Proficient in computer skills.

Confidentiality: The consultant is expected to treat all documents and information provided for this assignment with utmost confidentiality and not to disclose any sensitive information to third parties without prior authorization.

Ownership of Materials: Upon completion of the assignment and full payment, the translated versions of the policy brief will be the property of International Alert, and the consultant will have no further claim to the materials.

Timeframe: The date for this assignment is expected to be between 12th - 25th July 2024.

Fees: Fees will be subject to negotiation.
