    Education Officer

    Project Overview

    The IRC Nigeria, with support from Education Above All and the Bill and Melinda Gates Foundation, will implement an integrated programme to enable out of school children (OOSC), adolescents and youth in Adamawa State, northeast Nigeria, to develop climate adaptation-related vocational, literacy, numeracy, and life skills knowledge to strengthen their ability to be resilient to shocks and stresses. The project integrates education, health, environmental health (WASH), and economic recovery and development (ERD) sector interventions in the Farang Farang community within the Fufore Local Government Area (LGA). The project will also provide access to clean water, which is fundamentally lacking in this community. It will help adolescents and youth and their families better manage and improve their hygiene levels and access to sanitary wear.

    Major Responsibilities.

    To ensure the smooth start and implementation of the EAA project in Yola, the Education officer will support the start and implementation of education activities through community entry, community engagements, setting up of community structures and identification of OOSC in the LGA of implementation in Adamawa state to Adamawa. The cause would also be responsible for clerical work in supporting the project team in ensuring smooth start of the project, while also ensuring that all start up activities are done in a timely manner

    • Lead in training, coaching, and mentoring of learning facilitators and mentor teachers to improve instructional practices of ALP and Non formal Education settings.
    • Coordinate with IRC communication specialist to document lessons learned and success stories monthly.
    • Coordinate with the MEAL team to conduct all Education Assessment such as, EGRA, and EGMA assessments and validate assessment data.
    • Works with state-based program ERD manager and ERD program officer/managers on TPD, safety, innovation, youth, and inclusion to ensure harmonized implementation approaches.
    • Ensures Learning Facilitators and Mentor Teachers have needed training, resources, and support to implement EAA education project activities.
    • Participate in state and LGEA, SUBEB, and SBMC technical working groups and steering committees about teacher education, curriculum, and assessment.

    Oversight Functions:

    • Oversee the selection of learning facilitators for the intervention and contribute to tools for selection such as assessment tools.
    • Oversee the training of learning facilitators, as well as their continuous professional development. Monitor progress toward the objectives and intended outputs of teacher education using routine data, spot checks, observation, and other methodologies.
    • Provide regular written and verbal reports on EAA project activities to supervisor and senior management.
    • Promote the quality of teacher education activities by setting up quality assurance mechanisms and checks in collaboration with other staff.

    Community Mobilization:

    • Coordinate with Community Collations, CBMCs, and SBMCs to mobilize communities and carry out awareness-raising/sensitization on NFE and the importance of Education within communities.
    • Establish and maintain good working relationships with stakeholders (Camp officials, traditional leaders, religious leaders, government officials, and other actors) in the communities.
    • Coordinate with Community Collations CBMCs and SBMCs to sensitize the community about all other project activities.
    • Debrief the supervisors on challenges registered during fieldwork.
    • support the scale-up and implementation of community engagement in Adamawa state.
    • Engage with community structures monthly to discuss unfolding issues and proffer solutions.
    • Develop and maintain effective working relationships with key stakeholders including government actors, partners, UN agencies, international and local NGOs, and other relevant actors.
    • A high degree of flexibility on the part of staff is expected to respond to the ever-evolving situation in the Northeast therefore these responsibilities may change based on the situation on the ground. A staff may be asked or required to perform other duties as identified by his/her supervisor.

    HR & Team Management:

    • Provide supportive supervision to non-formal learning facilitators and local partners. 
    • Other: Any other duties as assigned by the supervisor to enable and develop IRC programs.

    Qualifications

    • BSc or HND in Education, Social Science, etc, PGDE is an added advantage
    • Minimum three years of project management experience; work with education projects in Adamawa- preferred. Experience working with CBOs, CSOs, and government education actors in NE Nigeria.

    Languages:  English, and Hausa, or Fufulde.

    Administrative Manager

    Job Overview/Summary:

    The Administration Manager is responsible for overseeing the administrative and support services activities for IRC in the Northwest states of Nigeria, specifically in Katsina and Zamfara. This role ensures efficient management of office operations, facilities, and resources, and supports the field teams in achieving programmatic goals. The role also focuses on creating a user-friendly and conducive office environment for all staff.

    Key Responsibilities:

    Office Management and Administrative Support:

    • Manage and supervise all administrative functions in the Northwest region.
    • Ensure compliance with IRC policies and procedures.
    • Develop and implement administrative systems to enhance efficiency.
    • Provide administrative support to field teams, including office needs assessments, budget, purchase requests and general office management.
    • Coordinate with the Field Coordinator to address any administrative challenges and provide solutions.

    Lease and Facility Management:

    • Oversee all NW lease agreements. This includes facilitating activities related to negotiating, executing, and maintaining lease agreements to ensure that the organization's property needs are met efficiently and cost-effectively.
    • Liaise with other departments to ensure leased properties are maintained in accordance with lease terms and organizational standards.
    • Maintain accurate records of all lease agreements, including critical dates, payment schedules, and terms.
    • Coordinate with IRC legal advisors to review lease documents and ensure they protect the organization's interests.

    Travel Management:

    • Manage travel logistics for staff, including hotel bookings, and other related payments.
    • Reconcile travel expenses between IRC and service providers and ensure timely payment processing.
    • Collaborate with the Supply Chain team, HASS and other relevant sectors to ensure that hotels used by IRC meet the required standards.

    MOUs and Government Registrations:

    • Provide support to maintain and update MOUs with state-level government agencies and partner organizations.
    • Document and assist in engagements with state government officials as necessary, contributing to the IRC's federal registration/host-country agreement processes.

    Reporting, Compliance and Documentation:

    • Prepare and submit regular reports to the Field Coordinator and Senior Admin Manager.
    • Maintain accurate records of all administrative activities and transactions and ensure proper documentation of official communications, reports, and other relevant documents.
    • Ensure all administrative activities are compliant with local laws and IRC policies.

    Staff Training and Development:

    • Train and mentor administrative staff to build capacity and improve performance.
    • Conduct regular training sessions on IRC administrative policies and procedures.

    Financial Administration:

    • Support the Admin FPs in maintaining petty cash and expense tracking.
    • Assist in the preparation of budgets and purchase requests.
    • Assist in processing payments and liquidations.

    Key Working Relationships:

    • Position Reports to:  Field Coordinator
      Technical Reporting:  Senior Admin Manager
    • Position directly supervises: Senior Admin Officer and Admin Officer
      Other Internal and/or external contacts:
    • Internal: IRC staff

    Qualifications

    • Bachelor’s degree in business or public administration, Management, or a related field.
    • Master’s degree in similar field an advantage
    • Minimum of 5 years of experience in administrative management, preferably in a humanitarian or development setting. Holding similar role or equivalent preferable.
    • Strong understanding of administrative systems and procedures.
    • Excellent organizational and multitasking skills.
    • Proficient in Microsoft Office Suite.
    • Strong communication and interpersonal skills.
    • Ability to work independently and as part of a team.
    • Knowledge of local languages and context in Katsina and Zamfara is an advantage.

    Procurement and Logistics Assistant

    Job Overview/Summary

    The Procurement and Logistics Assistant is responsible for working closely with the Procurement and Logistics team, internal and external stakeholders to ensure effective procurement planning and preparation to support program implementation. 

    Major Responsibilities

    Procurement Planning:
    The Procurement Assistant is responsible for working closely with the Procurement officer and Manager, internal and external stakeholders to ensure effective procurement planning and preparation to support program implementation. Supply chain planning includes:

    • Preparing and implementing procurement plans
    • Implementing all IRC procurement SOPs
    • Collecting, organizing and analyzing data
    • Monitor supply market and conduct market surveys & analysis.
    • Updating supplier database & pricelists
    • Carry out all documents photocopying, scanning, archiving procurement files & reception of goods.
    • Proper filing of all procurement documents
    • Follow up internally between the SC department and Finance department on procurement-related transactions.
    • Sending a request for feedback regarding suppliers’ performance & update supplier files accordingly.
    • Send Request for quotation for Market Survey, Proposals or Procurement of desired goods and services
    • Establishment and maintenance of ethical, professional working relationships with suppliers.
    • Responsible for implementing procurement plan & strategies and ensures all program procurement needs are met on time in accordance with GSC and donors’ standards.
    • Support in development of procurement specifications.
    • Processing approved Purchase requests through the procurement software (Integra) and ensuring data accuracy.
    • Participate in tender meetings & evaluations.
    • Prepare bids analysis and other bidding documents for approval.
    • Conduct negotiations with suppliers that are transparent and documented.
    • Demonstrate value for money in procurement.
    • Perform Market Analyses by collecting, organizing, and analyzing market data and financial reports.
    • Any other duties or tasks delegated by the Procurement and Logistics Manager and Procurement and Logistics Officer.

    Contract Management:

    • Responsible for managing contracts and supplier performance to ensure that terms & conditions, standard operating procedures are adhered to as provided by GSC. This includes:
    • Preparing and executing contracts for recommended bidders
    • Timely renewal of running contracts.
    • Execute contracts against set performance indicators.

    Supplier Management:

    • Responsible for managing supplier relationships and performance to ensure that there is precise record keeping as provided by GSC. This includes: -
    • Maintain suppliers file and documentation
    • Documents supplier performance
    • Maintain supplier performance score cards.

    Compliance and Ethics:

    • Assist in implementing donor rules & regulations for all procurements (including any specific departmental procurement task assigned), Identifying and analyzing compliance risk in procurement processes through: -
    • Implementing due diligence for suppliers, this includes conducting reference checks, supplier visits etc.
    • Provide consistent and constructive support to other departments to ensure compliance with policies and procedures in identifying and reporting procurement red flags,
    • Implementing internal and external audit corrective action plans (CAPs).
    • Identify, document and timely report any IRC procurement deviations following the mechanism in place for appropriate follow-up.
    • Ensure all staff (international and national) are familiar with and comply fully with the IRC Way policies.
    • Implement and sustain segregation of duties in procurement and other related functions.
    • Review and provide feedback on assigned supply chain reports submitted by the country office.
    • Develop and support the implementation of improvement plans.
    • Implement discrete, time-bound Supply Chain initiatives which improve performance or compliance (i.e. implementing a post-audit corrective action plan).

    Fleet and Transport Management:

    • Oversee the management of the transport fleet & generators.
    • Ensure that vehicles are allocated to program/departments in an efficient manner and in coordination with Program teams and Base Manager.
    • Ensure that systems are in place to account for transported goods.
    • Prepare monthly reports on Fuel Usage, Mileage, and spares expenditures by vehicle& generators for review, general reporting, and analysis for continuous improvement.
    • Ensure management, tracking, maintenance, and reporting of all IRC vehicles & generators according to IRC policy.
    • Any other duties or tasks delegated by his/her supervisor.

    Reporting:

    •  The Procurement Assistant is responsible for preparing and submitting accurate:
    • Month end report to the Procurement Manager by the 1st of every new month.   
    • Support with developing and updating the procurement plans (assigned) as required.
    • Submit monthly list of commitments to Procurement Manager/Supply Chain Coordinator and Finance.
    • Responsible for compiling regular reports on inventory stock levels, assets and fuel consumption on a weekly & monthly basis.

    Key Working Relationships

    • Position Reports to:  Procurement & Logistics Officer
    • Indirect/Technical Reporting: Procurement & Logistics Manager, Director of Finance and Operations, Senior Supply Chain Coordinator and Supply Chain Coordinator.

    Qualifications

    • Must possess at least a minimum of 2 years professional working experience in the substantive area of supply chain
    • Diploma or Degree in a relevant field.
    • Competency in Microsoft suites (MS word, excel, PPT, outlook)
    • Must have cognate skills in computer appreciation.
    • MUST possess a high level of integrity and with good interpersonal skills
    • Ready to work in difficult environmental conditions.
    • Working experience in North- East of Nigeria will be an added value.

    Demonstrated Technical Skills:

    • Experience working with grants funded by donors including USAID, OFDA, DFID, ECHO, EU, and knowledge of specific donor guidelines.
    • Demonstrated training and coaching ability
    • Knowledge and understanding on quality of care, specifically client rights issues.
    • Demonstrated expertise in the substantive area of work and strong program experience.
    • Demonstrated ability to network within the development partners community.
    • Familiarity and knowledge of emergency programming with humanitarian and resilience angle – Experience in the humanitarian setting is an asset.
    • Ability to take initiative and independently respond to situations.
    • Strong commitment to IRC’s mission, purpose, and values.
    • Excellent organizational skills with the ability to prioritize workload.
    • Well organized and analytical.
    • Able to work well in a team and to undertake assigned tasks independently.
