    Duties and responsibilities

    • Line management for project staff
    • Adhering to NRC policies, guidance, and procedures
    • Coordinating and managing education project implementation including activities, budgets, work plans, reports and other project documentation in compliance with proposals, donor and organizational requirements
    • Preparing regular progress reports on activities, spending, procurement, and staffing for Area Managers, Education Specialist, donors, and NRC’s Regional Office.
    • Developing and maintaining monitoring and evaluation tools and systems to ensure project quality.
    • Conduct regular field visits to all locations in order to ensure that projects are implemented in a timely manner and adapted to local needs. Provide quality control and regular update on project status. 
    • Contributing to the development of country, area and education strategies and participating in the development of education projects
    • Line managing Education Officers and Assistants in field offices and providing them with technical and administrative support in their duties.
    • Carrying out a training needs assessment and systematically building the capacity of education staff at area level to ensure quality implementation
    • Applying protection and prevention mechanisms in all project activities and interactions to ensure the safety and wellbeing of staff and beneficiaries
    • Managing and monitoring project budgets in cooperation with Project Coordinators
    • Representing NRC in meetings and sector forums and coordinate with state authorities, education actors and other key stakeholders
    • Support the Education Specialist on the development of proposals, concept notes, and contextualization of activities and materials

    Qualifications

    • University Degree in Education and Training or any related field
    • A minimum of 3 years of experience in a senior-level project implementation position in a humanitarian, development or recovery context
    • Experience working in complex and volatile contexts
    • Technical education expertise in nonformal education and youth programming  
    • Development of reports, work plans, and other project planning tools
    • Experience managing staff, including remote management
    • Experience coordinating with government and sector stakeholders
    • Fluency in English, both written and verbal
    • Candidates with university or advanced degree preferred; significant experience in the field of Education, PSS or Child Protection will be considered in lieu

    Government Liaison Adviser - Abuja (NIF) Nigeria National only (Re-advertised)

    INGO Forum in partnership with NRC is looking for a Government Liaison Adviser for Abuja Country Office, in Northern Nigeria. The purpose of the Government Liaison Adviser is to support the implementation of strategic and operational priorities with a focus on ensuring local perspectives inform the Forum’s work as well as strengthen coordination between humanitarian, recovery, peace and development actors at Federal and sub-national levels and INGO's and NGO's to allow the forum to respond to member priorities, issues, and opportunities for engagement.

    NRC initiated country operations in Nigeria in June 2015, in order to respond to the critical and increasing needs in the country. NRC currently has a full team based in Maiduguri and a coordination office in Abuja. NRC is currently providing services across various sectors namely; Shelter and Non-Food Items (NFI); Water, Sanitation and Hygiene Promotion (WASH); Food Security; and Information, Counselling and Legal Assistance (ICLA) in order to address identified humanitarian needs.

    The INGO Forum in Nigeria was formed in late 2014 to develop a collaborative platform for effective and principled INGO interaction, engagement, and coordination for humanitarian, recovery, and development interventions in Nigeria. Since inception, the INGO Forum has become a critical platform for ensuring effective information sharing and analysis; leadership on advocacy and policy engagement; and liaison with government/donor/UN engagement and engagement ensuring the perspectives of INGOs and affected populations are ultimately included in decision-making processes. The INGO Forum is governed by a core membership of 41 members (and 6 observers) with new member applications pending approval on a regular basis, The INGO Forum is governed by an elected Steering Committee of five Country Directors and a Chair that works alongside a full-term Secretariat. Since March 2017, the INGO Forum is administratively hosted by NRC in Nigeria’s capital city of Abuja as well as Maiduguri.

    Duties and responsibilities

    • Stay informed on political, and economic contexts, while providing analysis and structured updates of the thematic sector development situation in the country and assist in drafting and design of periodic project updates, policy briefs, and other similar materials.
    • Support the implementation of strategic and operational priorities with a focus on ensuring local perspectives inform the Forum’s work.
    • Stay abreast and informed of key developments in the policy and regulatory environment and provide relevant advice on opportunities for engagement
    • Strengthen coordination between humanitarian, recovery, peace, and development actors at Federal and sub-national levels to allow the Forum to respond to member priorities, issues and opportunities for engagement.
    • Identify opportunities for effective engagement with national and local stakeholders including NNGOs and LNGOs.
    • Participate in key humanitarian and development planning events and processes ensuring NGO inputs this includes the HRP, UNDAF, World Bank, etc.
    • Maintain updated guidelines on the regulatory environment for both existing and prospective INGOs.
    • Work with the Director to strengthen engagement with Government entities e.g. MBNP, FMHDSD, FIRS, NIS, Nigerian Customs, NEDC, NEMA, SEMA, and other Nigerian government structures as needed.
    • Work with the program officer in following up action plans related to government engagement challenges from INGO Forum working groups and technical groups.
    • Identify and lead in implementing key training and capacity support opportunities to enhance NGO engagement and performance in Nigeria.
    • Support development and/ or dissemination of tools, guidelines, best practices, and standards in humanitarian and development work to NGOs members and other stakeholders to enhance interventions in Nigeria.
    • Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist

    Duties and responsibilities

    • Adherence with NRC policies, tools, handbooks, and guidelines
    • Stay abreast of political developments and humanitarian trends in Nigeria, with an emphasis on the humanitarian crisis in the NE, informing NIF members where relevant.
    • Ensuring sufficient capacity and knowledge to support policy analysis and strategic planning around humanitarian architecture and operational issues.
    • Carry out regular stakeholders’ engagement training and contribute to donor reports on outcomes and output of activities.
    • Collaborate with the NIF Deputy Director to represent NIF at meetings with external engagement targets.
    • Support state representatives in Borno, Adamawa and Yobe States to identify opportunities for engagement with authorities on thematic issues
    • Stemming from priorities identified by NIF membership, the post holder is responsible for developing, updating, and implementing NIF influence and negotiation strategy on behalf of/in collaboration with the NIF membership.
    • Lead the process of drafting NIF positions and related negotiation strategies based on priorities identified by NIF members
    • Work with the Deputy Director to strengthen engagement with Government entities in the northeast Nigeria e.g, Federal and State Inland Revenue, Nigeria Immigration
    • Service, EFCC, SEMA, Ministry of RRR, BAY States coordinating agencies for humanitarian and development activities, Ministry of Humanitarian Affairs, and other Nigerian government structures as needed.
    • Support overall Forum engagement efforts through developing and facilitating relevant influencing products including policy briefs, briefing notes, position papers, and background papers. Lead the process as appropriate and get member consensus for sign-on
    • Foster relationships with political stakeholders, raise awareness about the NIF Influencing and negotiation strategy and messages among political stakeholders
    • Ensure more effective and consistent communication and engagement with the UN, local authorities, civil society, donors, embassies and other stakeholders
    • Organize and facilitate NIF lobby subcommittee meetings in the north-east Borno, Adamawa, and Yobe states.
    • Provide support and advisory to the NIF access team in government engagement for access advocacy and operational related tasks
    • Organize and facilitate workshops and other capacity development, as necessary.
    • Ensure INGO Forum government influencing and negotiation strategy is updated, is practical and actioned by Forum members

    Qualifications

    • Experience working with government institutions in northeast Nigeria
    • Strong influential relationship with the Nigerian government and other stakeholders in Borno, Yobe, and Adamawa states that can yield positive results
