    Program Administration and Communications Officer

    General Position Summary

    • The Program Administration and Communications Officer will support the development and implementation of a communication strategy for the Small-Town WASH Program, including the regular development of timely, well-written and accurate factsheets, press releases, articles, success stories and other resources as needed.
    • The Program Administration and Communications Officer is responsible for ensuring the STWASH project documentation and communications requirements are up to date.
    • The Officer will provide support on administration, government, partner and stakeholder reporting coordination, external communication requirements for the donors, and record retention.
    • The position requires a detail-oriented individual who can independently manage multiple workstreams to completion, track many priorities at once, and deliver quality results on time.

    Essential Job Responsibilities

    Administrative Support:

    • Organize meetings and take detailed meeting minutes and reports of project activities.
    • Follow up with the project partners, keep track of project documents and maintain a reporting shared calendar.
    • Review and update reporting, filing, communications, and contract documents of engaged consultants.
    • Provide administrative and logistical support for the project.

    Reporting and Record Retention:

    • Work with the COP to develop systems to ensure timely submission of all Project deliverables.
    • Ensure all project electronic and hard copy folders meet PM@MC standards and are populated accordingly.
    • Support the coordination of meetings like kick-off, close-out etc.

    Communications:

    • Prepare communications documents, including, but not limited to, fact sheets, situational reports, operational updates, and human interest/success stories for sharing within internal Mercy Corps’ channels and for external stakeholders, including for donor engagement.
    • Collect and analyze information on project achievements in the form of photos and short videos, and draw upon that information to draft, edit, format, and disseminate a wide range of internal and external information products.
    • Produce other communication documents on an a- hoc basis as necessary and requested by the supervisor.
    • Consolidate and draft information for internal reports, such as the 3Is (impact, influence, innovation)
    • Design and implement different information systems, including the production and dissemination of newsletters, infographics, and application tools.
    • Support all program administration as needed.

    Knowledge and Experience

    • Degree in Communication, International Development, Gender, or any related field.
    • A minimum of 2 years of admin and communication work experience in international development required.
    • Experience in written and audio-visual communication materials.
    • Excellent verbal and written communication skills.
    • Excellent computer skills, including experience with PowerPoint and Microsoft Word,
    • Experience interfacing with media, corporations and stakeholder management is highly desired.
    • Fluency in written and verbal English and Hausa is required.
    • Possesses the skills that help foster a learning and collaborative environment, as well as capturing new knowledge in the most effective way.
    • Excellent planning and prioritization skills with the ability to multi-task.
    • Ability to provide practical solutions within set deadlines.
    • Experience working in states in Northeast and south east context.

    Finance and Compliance Officer-Ngala

    General Position Summary

    Working in the Finance Department under the direction of the Senior Roving Finance Officer, the Finance & Compliance Officer will assist the Ngala office in ensuring the accuracy and completeness of financial and accounting records. He/She will have primary responsibility for managing the monthly accounting cycle and the routine daily accounting tasks and payments. The Finance and Compliance Officer will assist in reviewing and analysing records, reports, and management practices to ensure adequate internal controls are in place to mitigate risks in compliance with laws, regulations, donor requirements and Mercy Corps policies and procedures.

    Essential Job Responsibilities

    • Assist the Senior Finance Officer to enhance the efficiency of the existing control system and ensure any identified compliance gaps are corrected.
    • Enter transactions into the accounting software accurately.
    • Ensure the accuracy of all Navigator recorded transactions by following Navigator entry procedures and referencing coding against the standard chart of accounts and coded budgets.
    • Performs AAM review of transactions with supporting documentations within the direct purchase threshold matrix.
    • Prepare and reconcile the banks and cash accounts.
    • Ensure compliance with GAAPs standard accounting practices.
    • Daily print out of payment vouchers for onward attachment to supporting documents by the archivist.
    • Ensure proper archiving of all documents.
    • Maintain the field AAM file with up-to-date signature specimens.
    • Give maximum support towards a successful month and year-end process.
    • Always imbibe the culture of audit readiness.
    • Make sure all income taxes, withholding taxes, VAT and other taxes are withheld and paid accordingly.
    • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
    • Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to countrywide strategy development.
    • Assist in the training of support and program staff on finance-related matters and give any financial operational support needed.
    • Submit accurate and timely financial reports to Maiduguri on a weekly and monthly basis and follow up with other departments for any corrective actions required.
    • Ensure document safeguarding and proper archiving.
    • Prepare Voucher Reconciliation Activities Reports on a weekly and monthly basis.
    • Be adaptable and flexible to take on new tasks and new assignments as requested from time to time.
    • Any other duties assigned by the supervisor or designee.

    Knowledge and Experience

    • Two or more years of finance and accounting experience is required.
    • A university degree in finance, accounting or equivalent is required.
    • Two years’ experience in the finance and compliance department of an international NGO is preferred.
    • Demonstrated competency with computerized general ledger software.
    • Advanced computer skills in MS Office programs, particularly Excel
    • Prior management experience and strong organizational skills.
    • Excellent oral and written English skills.
    • Fluency in Hausa and local languages is preferred.

    Monitoring, Evaluation, And Learning Assistant (Sun) Marte

    General Position Summary

    The position holder will support the planning and execution of monitoring and evaluation, ensuring quality in accordance with accepted standards, providing essential feedback for learning, accountability, and decision-making for Mercy Corps Nigeria. S/he will be responsible for the following:

    • The MEL Assistant will work with the MEL Officer as part of a team to operationalize the MEL system at the field location in Marte for the ECHO SUN Program.
    • The MEL Assistant is responsible for supporting Mercy Corps staff and partners including MonClub International to regularly collect, enter, verify, analyze data, and make timely database adjustments to measure the impact of the program.
    • The MEL Assistant will work directly with the MEL Officer and will closely coordinate with other program staff to help ensure monitoring and evaluation data is accurately incorporated into all reports and information products.

    Essential Job Responsibilities

    • Understand and maintain MEL systems that improve Mercy Corps’ ability to inform program implementation, analyze data and represent impact to donors, government, partner organizations and communities.
    • Ensure all relevant program staff can utilize the database to analyze program information and results.
    • Regularly review data entered into the MEL system to locate and fix problems with data entry or integrity.
    • Manage regular synchronizations and backups of field data to cloud-based data management system.
    • Troubleshoot front and back-end issues with the database, including any synchronization issues of field-level data.
    • Ensure field teams always have the most recent version of all MEL tools and documents.
    • Assist the team in improving the MEL system by identifying good practices, field-tested lessons learned and creative recommendations; share with and encourage staff to incorporate these in their daily work.
    • Review or edit data in reports as requested and required.
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its mission.
    • Work as part of a team to facilitate and support MEL operations including baseline, end-line surveys, regular monitoring, data collection, analysis and reporting according to the M&E work plan.
    • Facilitate data analysis with the program implementation team as requested.
    • Conduct regular field visits to ensure all elements of the MEL system are utilized effectively by all stakeholders, assessing, and identifying breakdowns and areas that require clarifications and improvements.
    • Carry out any other duties as assigned or required.

    Knowledge and Experience

    • Must hold at least a bachelor’s degree, Higher Diploma, or equivalent in Economics, Agriculture, Demography, Statistics, Business Administration, or a relevant field.
    • One year of MEL experience (or similar), preferably in Borno State.
    • Attention to detail and patience to double-check data entry is essential.
    • Good basic math skills are essential and general knowledge of statistical principles is preferred.
    • Prior experience carrying out surveys or conducting qualitative and quantitative data collection.
    • Excellent oral and written communication skill in English language is required. Hausa and Kanuri language skill is preferred.
    • Intermediate computer skill in MS Office programs, particularly Excel, is required. Skills in other programs, such as Access or statistical packages is also desirable.
    • Prior experience with computerized data management systems is desired.
