    Finance Coordinator

    Job Identification: 1411

    Child Safeguarding

    Key Areas of Accountability

    • Review all payment requests using his or her knowledge of SCI finance policies and other procedural manuals, donor rules and regulations, government /host countries rules and regulations.
    • Leading on the recording of all processed transaction on SCI financial management systems and ensuring all transactions are correctly coded and approved by budget holder.
    • Lead on invoice management procedure for the country office, ensuring all invoices are actioned within set timelines and vendors, receive value based on agreed timelines.
    • Directly lead, manage, and motivate all team members, ensuring all team members have clear set goals, appraisals are recorded on a timely basis, thereby integrating performance management in day to work activities.
    • As a member of the procurement committee, ensure SCI receives value from each procurement.
    • Complete all amortization for all prepaid cost and ensure all consolidated invoices are reallocated to awards.
    • Actively participate in month end and year end process ensuring all financial records are updated accurately and on time.
    • A thorough understanding of SCI safeguarding policy and applying these policies in his/her role.
    • Manage the balance sheet and ensure all corrective actions are completed before month end and year end close.
    • Monthly analysis of spend and cost drivers for senior management decision.

    Qualifications

    Role Purpose

    • The MEAL officer will coordinate the collection, compilation, consolidation and analysis of data to track programs/ projects activities, monitor progress, and support impact measurement.
    • S/he is responsible for establishing and ensuring better data management systems for the core program. He/she provides technical support and training to the field staff, participates in the rollout of the accountability framework and contributes to internal knowledge building.
    • Provide support to implementing partners and program staff to systematically measure progress in the implementation. She/he will provide a framework through which these measurements (M&E data) are fed back to those involved in the running of the various component of the project and ensure that the information can support and guide the decisions of the management team to improve the quality and impact the program operations.

    Key Areas of Accountability
    Key Responsibilities for M&E:

    • Liaise with the MEAL Coordinator to develop and implement M&E Plan for the project and provide MEAL-related support to the project.
    • Develop data capture tools for beneficiary identification and registration and distribution register
    • Provide community organizations, implementing partners and save the Children staff with clear and simple instructional sheets for each data collection tool and trained/provide regular coaching to relevant staffs and other stakeholders on data quality and the use of the data collection tools.
    • In consultation with education sector lead, design and develop program database, IPTT and regularly update database for the sector.
    • Update MEAL plan timely and provide feedback to program staff on the status and quality of implementation.
    • Contribute to revising monitoring and evaluation tools and train the program team on design and proper use of it.
    • Organize learning events and document lesson learn/findings of PDM, CPA, field monitoring visit with education sector and develop learning paper with action plan and timeline.
    • Conduct regular field visits to track progress against indicators and put in place systems for routine data quality checks and validations
    • Provide project-related figures and conduct regular data verification exercises to ensure reporting and collection of quality data; Verify entered data for completeness, correctness, and consistency and follow up on any data quality issues;
    • Respect schedules and deadlines agreed upon with his/her Manager.
    • Lead the coordination of field data collection and the flow of reports from the field to the management team and provide regular feedbacks to field workers and key stakeholders on progress in program implementations. 
    • With support from the MEAL Coordinator and MEAL Manager, establish and maintain project level information management system.
    • Actively participate in M&E meetings with key stakeholders. Take part in diagnostic studies, evaluations and surveys;
    • Report back any problems and constraints encountered during the course of the activities and suggest operational solutions.
    • Prepare monthly/quarterly progress reports and statistics as well as mid-/final reports to stakeholders

    Skills & Experience
    Essential:

    • Degree in Social Sciences, Computer Sciences, Statistics or related field.
    • 3-5 years experience in M&E positions and/or program experience in field data collection in emergencies
    • Detailed knowledge of M&E frameworks and M&E Plans, systems, and indicator reference sheets
    • Experience maintaining programmatic databases
    • Good understanding of routine data quality checks/validation
    • Experience in survey and qualitative interviewing, including supervising field data collection teams and writing research case studies
    • Advanced knowledge of Microsoft Office Suite, especially MS Excel, Word, and PowerPoint

    • Work in close collaboration with the Humanitarian team leader, MEAL Manager and all humanitarian project manager to develop an overall M&E framework for the Emergency Response Program
    • Provide MEAL technical assistance to program teams and inputs into the design stages of program proposals, budgets, logframes, indicators, and measurement methodologies, plans and tools.
    • Provide technical and methodological support to programs for the implementation of monitoring and evaluation activities, data management (development of questionnaires for surveys, sampling, input method, extraction of useful data and interpretation) and integration of cross-functional issues.
    • Ensure continued generation of accurate information about beneficiary reach, as per regional requirements.
    • Develop the capabilities of program teams in the areas of collection and analysis of data (method, formats, software, etc.), indicator measurement, feedback and complaint mechanisms, negative impact analysis, etc.
    • Develop indicator reference sheets, including a list of operational definitions of what are being counted for each indicator and develop appropriate data collection tools for the humanitarian Response Program programmatic indicators.
    • Ensure the consistency of tools and indicators across all offices, sectors, and programs as appropriate, maintaining a bank of key program indicators.
    • Ensure that MEAL and program teams regularly review and accordingly adjust MEAL plans and tools in the light of changes and needs in the field context based on monitoring data and reflection sessions.
    • Support on planning and managing internal or external program evaluations.
    • Conduct regular field visits to track progress against indicators and put in place systems for routine data quality checks and validations
    • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
    • Recruit, support and oversee the technical quality of work by MEAL officers, supporting the officers and program teams’ implementation of MEAL systems.
    • Collate case studies and/or help partners to collect case studies for tracking program results.
    • Actively participate in M&E meetings with key stakeholders and other external meetings.

    Education Officer

    Child Safeguarding

    • Level 3:  The responsibilities of this post may require the post holder to have regular contact with children and young people 
      As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.  The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

    Role Purpose and Description

    • Save the Children is implementing a UNICEF WASH in schools project under Resilience and Social Cohesion (Peace) in Northeast Nigeria-UNICEF Joint programme funded by BMZ through KfW. The project will increase access to high quality, effective and sustainable WASH facilities while improving hygiene practices among students, increasing access to safe water and improving sanitation facilities for conflict affected children attending school.
    • The Education officer will be responsible for the day-to-day implementation of the WASH in schools project in Shani- Borno State and Bade – Yobe State, respectively. The Education Officer will support on all aspects relating to addressing WASH problems in the target schools and temporary learning spaces.
    • The job holder will document lessons learnt, support assessments and monitoring and evaluation of the WASH in school activities and communicate results to the Education Project Coordinator. The job holder will also be working closely with key stakeholders at the State, LGA and Community level within the Education and WASH sector.
    • Under the guidance of the Education Project Coordinator, the Education Officer will ensure that UNICEF WASH in schools project is implemented in a coordinated, harmonized and aligned manner, in line with donor requirements and commitments. The Education Officer will support the submission of timely and regular progress narrative and financial reports.

    Key Areas of Accountability

    • Implement delegated portfolio of UNICEF WASH in schools Project in line with proposal, strategies and donor requirements, and ensure high technical quality as per Save the Children Standards
    • Ensure that procurement and distribution of learning materials and equipment is timely and in line with SCI policies and procedures; ensure accuracy of portfolio inventory (assets, supplies, materials)
    • Contribute to assessments (baseline, needs, market)
    • Ensure accurate project documentation, including collection of monitoring data and tracking of progress on output indicators; utilize data to contribute to reports as requested by management
    • Facilitate relationships with communities and community leaders to ensure buy-in and Do No Harm to project participants
    • Supervise and manage the teachers, including facilitation of training and hygiene sessions on WASH in schools curriculum and hygiene promotion.
    • Provide support to the formation and training of environmental health clubs in schools.
    • Contribute to proposal and strategy development through input on needs/gaps

    Operational Planning and implementation:

    • Work closely with Education Project Coordinator, WASH Officers to ensure planning of day to day implementation, update on spending, implementation, monitoring, and documentation and reporting for UNICEF WASH in schools project.
    • Ensure timely implementation and budget performance in line with the projects plans and budgets.
    • Effectively support the teachers to ensure proper service delivery are in line with UNICEF WASH in schools Project design and Save the Children International planning guidelines and ensure compliance with the agreed work plans and that programme objectives and targets are being realized in line with the funding proposals.
    • Ensure that UNICEF WASH in schools Project implementation are to the desired standards and on time.
    • Maintain high standard of transparency and accountability in the course of programme implementation while ensuring integrity and timeliness of activities implementation in meeting programme objectives, compliance with donors & Save the Children policies.
    • Provision of regular operations and implementation updates on project progress and challenges to allow for timely interventions and corrective actions by management.

    Program and Financial Reporting:

    • Contribute in the preparation of timely and high quality progress and end of projects narrative and financial reports which are in accordance to the donor reporting schedule and formats.
    • participate in monthly follow ups and progress review meetings to address key performance issues from the reports.

    Internal and external engagements:

    • Ensuring that the program experience is represented and given recognition at stakeholder meetings, workshops, donor, networks and any other engagements.

    MEAL:

    • Effectively manage projects design and study processes which include assessments, baseline and evaluation studies, putting in place a functional Activity Tracking Table.

    Qualifications

    Senior Gender and Equality Advisor

    Child Safeguarding

    Role Purpose

    • The Senior Gender Equality Advisor will use their in-depth contextual understanding, technical and practical expertise, and relationship building skills to define and deliver our strategic ambition for advancing gender equality in Nigeria.
    • The role will lead strategy development and the technical design and implementation of high quality programmes that advance gender equality and ensure that children, girls and boys can equitably access, participate within, benefit from and act as decision makers for both humanitarian and development programming. 
    • The role supports national advocacy and influencing, while driving strategic partnerships for new business development.  
    • It provides leadership to ensure our work is grounded on intersectional gender and power analysis, and supports the design and implementation of gender transformative monitoring and evaluation systems to demonstrate impact, while sharing learning across our programmes, teams and partners. 
    • The role will work closely with other technical leads, operations colleagues and with partners, especially women’s/girls’ rights and gender equality-focused organizations, in Nigeria, fostering the building of ownership and agency of local organisations.  It will provide leadership to design/adapt and deliver gender transformative content for capacity building and systems strengthening. This role includes a focus on external representation on priority issues including child-centred gender and power analysis, girls’ empowerment, gender-based violence and other topics central to gender transformative child rights-based approaches across thematic areas. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    • Provide technical leadership to establish/support/monitor a Gender Equality Action Plan for the Country Office, grounded on Save the Children’s Gender Equality Self-Assessment and other tools
    • Build capacity of national staff and partners in key technical approaches related to advancing gender equality and social justice, via developing and facilitating high quality training via workshops, webinars, etc.

    Ensuring Programme Quality (Design & Implementation):

    • Work closely with new business development colleagues to identify and pursue funding opportunities; engage with technical partners, donors and colleagues across Save the Children; uphold accountability for Save the Children’s global Gender Equality Marker (development or humanitarian)

    • Support Humanitarian colleagues (as needed) to develop gender sensitive and transformative emergency preparedness plans, and conduct intersectional, sectoral assessments (including gender and power analysis, using SC assessment processes and tools) and to design and deliver gender sensitive/transformative emergency response and recovery programmes. Build capacity on gender equality and gender-based violence among humanitarian teams involved in different sectors. Ensure synergies between humanitarian gender equality teams, disaggregated data and gender sensitive/transformative programme design.   
    • Monitor trends in order to ensure early, gender sensitive/transformative action; and lead technical design and implementation and technical coordination of humanitarian responses 
    • Contribute towards the creation of an organisational learning culture that promotes the use of disaggregated data, evidence and analysis (including gender and power analysis) and understands its link to quality and accountable programming; Contribute to strengthening the use of equality-focused programme principles and good practice across themes and sectors.

    Networking & External Engagement:

    • In alignment with Country Office strategy and leadership, engage in strategic positioning with donors, partners and government in-country, and ensure that Save the Children is a partner of choice in gender equality programming. 
    • Foster partnership with feminist organisations focused on women’s and girls’ rights, engaging men and boys, equal rights and advancing gender equality. 
    • Ensure that Save the Children is influencing and learning from others to advance gender equality through national technical coordination and networking bodies such as clusters and working groups focused on gender equality and gender-based violence, or focused on specific thematic areas and requiring a strong gender equality lens (education, child protection, sexual and reproductive health and rights, etc.). 
    • Strengthen civil society engagement in national dialogues and policy processes for advancing gender equality and eliminating gender based violence, including ending child marriage, through working closely with advocacy and child rights governance colleagues. Ensure that the diverse voices of children, girls and boys are equitably heard and represented across thematic advocacy work.
    • Represent the program to National and Local government representatives, donors, and partner agencies, as required, highlighting the importance of a priority focus on advancing gender equality. 
    • Ensure the quality, clarity and consistency of technical components of internal and external reports (e.g. programme reports, sit-reps, internal updates), prioritizing and embedding gender equality across framing and content, working closely with awards, programme implementation and communications colleagues as needed. 
    • Leverage and liaise with technical colleagues from across Save the Children, including technical working groups and centres of excellence, ensuring that learning from the Country Office is shared with others and global lessons brought back.

     Qualifications

    • Master's Degree in Women and Gender Studies or related Degree with focus on Gender Equality in International Development, Social Work, Public Health, Sociology, Anthropology or related area, or equivalent experience 

     Experience and Skills:

    • At least 5 years’ experience (including field experience) providing technical leadership for the design and implementation of humanitarian and development programmes focused on advancing gender equality

    Deputy Chief of Party

    Child Safeguarding

    • Level 3 -  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

    Role Purpose

    • Save the Children is seeking a Deputy Chief of Party (DCoP) for its BHA funded programs, across SCI field offices in Nigeria. The DCOP will be responsible for supporting the Chief of Party in all programmatic, operational and financial aspects of BHA activity in Nigeria, supporting seamless implementation across the BAY states, Abuja and Jigawa. This position will be responsible for the overseeing all technical and program quality management, and operations on the activity, leading a high-functioning program and operations team. A key function of the DCOP, will be to identify improvements to operational and financial tools and approaches in this highly-complex implementing environment
    • The DCoP will be based in Yobe and will work under the supervision of the Chief of Party (CoP) and Deputy Director Operation Humanitarian to provide technical and operational guidance, support monitoring and evaluation, and ensure quality of the project. He/she will also ensure effective financial and operational management of the project. 

    Scope of Role:

    • Reports to: Chief of Party (CoP) and Deputy Director Operation Humanitarian
    • Staff reporting to this post: The role holder will have line manager responsibilities.

    Key Areas of Accountability
    Working closely with the BHA PMs, DDOH and Chief of Party (CoP) BHA and other Sector leads to:

    • Responsible for ensuring that program activities are designed, implemented, and completed following a fast-paced program strategy.
    • Administer the development and successful implementation of work plans and oversee the creation of reports and other deliverables to BHA in a timely and accurate manner.
    • Oversee and support implementation through a local partner, including the supervision of proper targeting, identification, registration, and monitoring of beneficiary lists to prevent overlap with other humanitarian programs in the intervention zone. 
    • The purpose of the role is strategic oversight and management of the set-up, and strengthening of program implementation in SC BHA Nigeria’s newer operating locations
    • Quality technical leadership and advice to the local partner around the design, implementation and monitoring of project work at state and community levels.
    • Coordinate closely with other humanitarian actors and UN agencies carrying food vouchers, and food distributions for geographic mapping and to ensure program activities are in line with national and humanitarian food security priorities. 
    • Ensure that efficient systems are in place to support all aspects of project activity, including financial and grant management, project monitoring and evaluation, and sub grant management, and that they support the effective use of project resources in compliance with BHA regulations.
    • Work closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to develop appropriate monitoring and evaluation plans and to capture learning opportunities around the effectiveness of voucher-based programming, and in particular, the use of e-vouchers.
    • Work with the logistics team in the identification and selection of vendors to participate in program activities
    • Ensure that all vendors working on the program are abreast with and respect all SCI rules/regulations pertaining to the program as well respect the rights and privileges of beneficiaries 
    • Maintain close contact with the service providers facilitating the food assistance program and ensuring timely replenishment of beneficiary accounts as well as tracking beneficiary transactions.
    • Ensure compliance with all grant, BHA and government provisions, and timely fulfilment of all project programmatic reporting requirements.
    • Oversee timely expenditure of approved budgets, avoiding both under spending and overspending on grant line items.

    Other Roles:
    Program Management & Delivery:

    • Responsible for coordination of BHA program implementation both direct and indirect, and for delivery of high-quality programming on time, on budget, in line with the objectives of the Country Strategic Plan and in accordance with donor requirements
    • Require and coordinate PMs and Field Managers/Lead to prepare timely and high quality donor report and other donor requirement in a manner to allow TAs and Awards review, consolidation and submission
    • Leading on advocacy towards implementing multi-sectoral programs using CVA as a modality of delivery
    • Coordinate adherence to robust project management methodology and standardised ways of working, including through capacity building of Coordinators and SLs in work-planning and program management, and holding them accountable for key deliverables
    • Ensure adherence to and appropriate responsibility for donor awards as per the Scheme of Delegation: manage the BHA budget, ensuring accurate forecasting, and effective budget management and monitoring, for example through monthly project reviews at field level 
    • Assist CoP and DDOH in oversight of humanitarian response portfolio with enhanced direct support to prioritised complex humanitarian responses
    • Support the CoP and SLs to lead on key delegated areas, including Partnership strategy and programing and government liaison for project sub-agreements
    • Represent Save the Children to members, donors and other stakeholders as required.
    • Deploy as required within or in support of prioritised humanitarian responses on a temporary basis particularly during start-up periods.
    • Schedule periodic field operations support and monitoring visits to the relevant field locations, designed to observe program delivery, ensure accountability to beneficiaries, monitor controls and adherence to systems, spotlight progress and achievements, and inform learning.
    • Ensure that key project documents are in place at project kick-off, including procurement plans and HR planning, implementation plans, phased budgets, and ensure the periodic review of the same
    • Closely monitor Key Performance Indicators (KPIs) and trouble-shoot issues affecting program delivery at field level, drawing on support from CoP BHA and relevant departments within the country office.
    • Support CoP and BD in program development and ensure program quality.
    • Work closely with CoP to support BHA partners and offer leadership and identify areas where partners may need capacity build.

    New Business Development:

    • Support strategic donor engagement and resource mobilization
    • Ensure new programmes and projects are built on a strong evidence base resulting from learning, drawing on needs assessments and situational analyses that include participation of children and other stakeholders
    • Manage the needs/requests of SC members, donors and external partners to ensure quality results in programming collaboratively with Members to generate new opportunities and write proposals
    • Introduce innovative approaches to secure flexible funding to invest in quality, evidence and learning
    • Work closely with the CoP BHA to ensure program quality standards are established throughout the project cycle and across the portfolio, including operational research to inform program improvements.

    Personnel and Administration:

    • Supervise emergency field based project staff: conduct performance evaluations, identify staff skills development needs and assist the DDOH and CoP BHA to meet these needs, provide management support to staff as needed, and maintain office policy of respect and communication between supervisors and subordinates.
    • See that all staff are aware of and understand SC policies and procedures; take appropriate disciplinary measures as needed.
    • Promote accountability, communicating expectations and providing constructive feedback through regular performance reviews.
    • Responsible for the timely recruitment, orientation, and training of new staff as needed. 
    • Ensure all administrative procedures are followed, such as those regarding vehicle use and procurement; ensure logistics/administrative staff provides sufficient and timely support to programs and programmatic staff, and that data collection processes are standardized and applied by all field staff.

    Representation and Leadership:

    • Represent Save the Children in humanitarian coordination fora within the State as and when required. 
    • Maintain good working relationships with officials and other humanitarian actors, particularly those within the relevant government agencies (State Emergency Management Agency), IOM, and UN agencies.
    • Represent SC and maintain good working relationships among the international and local NGO community, among community leadership structures and community-based organizations, and with visiting donor teams and other key contacts. Keep abreast of NGO, government, and donor initiatives relevant to SC’s work.

    Establish a sound MEAL system and Practice:

    • Generate leadership support for MEAL and appropriate resourcing of MEAL functions so that all sectors on the program can clearly demonstrate outcomes and impact for children.
    • Ensure monitoring and evaluation systems are used effectively to communicate impact and performance in all programmes in the BHA Humanitarian response.
    • Drive effective collaboration between MEAL staff, Member Technical Specialists, Technical Advisors and program implementation teams to develop log frames, indicators, implementation plans, quality benchmarks, monitoring and evaluation frameworks and related tools.
    • Work closely with country office colleagues to implement efficient and effective accountability systems, especially for engaging children in feedback mechanisms, drawing on digital options to consolidate and respond to actions.
    • Provide tools and incentives to ensure that MEAL works with programme and operations teams to collect high-quality data for programme design and decision making, including needs assessments, baselines and human-centred design approaches

    Multisector Program Coordination:

    • Represent Save the Children in humanitarian coordination fora within the State as and when required. 
    • Ensures that there is integration in a multisectoral programs and that linkages and referrals are properly coordinated.
    • Liaise with MEAL team and PMs ensure that all assessment carried out as planned with quality and effectively.
    • Work close with SCI partners for delivery of different components of the program.

     Qualifications
    Essential:

    • Education: MA / MSc level (or equivalent field experience) in Agriculture, Rural Development, Development Studies and other relevant qualifications
    • Extensive experience of working within a senior management role within a complex country programme in an emergency response or fragile state
    • Previous experience of managing programme teams in large-scale first phase emergency response is essential
    • Experience of M&E and beneficiary accountability systems in large complex programmes
    • Experience of developing and negotiating successful partnerships with institutional donors
    • Proven ability to influence change at an operational and strategic level
