    Senior Programme Officer

    Organizational Setting and Work Relationships

    • The Senior Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Chief of Section/Deputy Director/Operations Manager and may supervise a small team of local and international staff. He/she may refer to UNHCR's Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance.  
    • The Senior Programme Officer will provide strategic programmatic guidance and advice to senior management with regard to the implementation of country or Bureau level protection and solutions strategies within available resources. S/he will coordinate with the other sections/units within the Bureau and/or office(s) across the country/region to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR's Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs.
    • The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

    Duties

    • Oversee a coherent approach in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
    • Provide guidance to office(s) on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
    • Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
    • Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions. 
    • Ensure effective and results-based resource allocation in the planning processes and cost efficiency in the delivery of outputs. 
    • Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards.
    • Support the provision overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. 
    • Guide and provide directions to office(s) in operationalising new and emerging policies, strategies and partnerships, including in an inter-agency context, identifying opportunities and innovative solutions and ensuring compliance with existing standards.  
    • Guide office(s) in managing a consultative process to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
    • Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes. 
    • Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities
    • Develop comprehensive assistance programmes that compliment activities implemented from other operational partners. 
    • Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues.

    Associate Project Control Officer

    Organizational Setting and Work Relationships

    • The Associate Project Control Officer is part of the multi-functional team. In coordination with DFAM's Implementing Partnership Management Service, s/he is responsible and accountable for providing substantive support, guidance, and oversight on the effective management of the Enhanced Framework for Implementing with Partners (the Framework) as well as oversight on the effective management of Direct Implementation.
    • Complementary to programme management, s/he will support and conduct analysis and assessment of risks associated with partnerships and direct implementation, policy compliance, operational practices, mitigation measures and gaps and make technical recommendations or decisions in line with the principles of the Framework, of UN/UNHCR's financial rules, policies and regulations and operational context.
    • The incumbent prompts partnership integrity and other safeguarding mechanisms for ensuring sound stewardship and accountability of funds entrusted to partners or through direct implementation arrangements (e.g. contracts for the procurement of goods and/or services) to ensure resources are used in the most efficient and effective manner to attain the best results for persons of concern.
    • The Associate Project Control Officer will promote dialogue and consultations for strengthening partnerships and have frequent contacts with UNHCR colleagues, particularly project control and programme staff. S/he may have contact with external stakeholders, such as UNHCR-funded partners, auditors, oversight bodies, and host governments on matters related to partnerships.     Senior Protection Cluster Coordination Officer

    Organizational Setting and Work Relationships

    • In complex humanitarian emergencies and natural disasters where UNHCR is designated as the Protection Cluster Lead Agency under the Cluster Approach, the position of Senior Protection Cluster Coordination Officer performs a dedicated coordination, strategy development and advocacy function. The Senior Protection Cluster Coordination Officer reports directly to the UNHCR Representative who has final accountability for the performance of UNHCR as Cluster Lead Agency. At the same time, the incumbent effectuates UNHCR's commitment to work within the framework of the Inter-Agency Standing Committee (IASC) and the Cluster Approach. The UNHCR Protection Cluster Lead Agency functions, embodied in the role of Senior Protection Cluster Coordination Officer, are critical in ensuring UNHCR¿s leadership within a diverse protection community. The Senior Protection Cluster Coordination Officer is expected to discharge UNHCR's lead role in the Protection Cluster and to impartially represent the interests of the members of the Protection Cluster, including the provision of active support, as applicable, to sub-clusters or working groups of the Cluster which may be coordinated by other Agencies. As a result, the Senior Protection Cluster Coordination Officer leads an inter-agency team in an environment that requires high standards of accountability and demonstrable leadership, coordination, negotiation and conflict resolution skills, and in which the principles of partnership and collaboration are essential. 
    • The Senior Protection Cluster Coordination Officer represents the Protection Cluster in Inter-Cluster Coordination mechanisms.     Information Management

The incumbent liaises with the Global Shelter Cluster Coordinator who has global responsibility for the performance of UNHCR as Global Cluster Lead Agency.

The UNHCR SC Lead Agency functions, embodied in the role of the Senior Shelter Cluster Coordination Officer, are critical in ensuring UNHCR¿s leadership within a diverse shelter community.     Duties

    Strategic Direction and Coordination

    • Ensure that UNHCR delivers on its commitments and accountability as lead of the Shelter Cluster. Manage the team deployed or hired in country to coordinate the Shelter Cluster.
    • Ensure that strong working relationships are established with all cluster members at national and in all sub-national locations in order to facilitate effective collaboration and communication. Upon consultations with SC members, take final decision over format and frequency of meetings, designation of focal points and the establishment of a strategic advisory group, sub-national clusters, Technical Working Groups and ad hoc/task-related bodies for specific issues. 
    • Ensure that coordination services, including meetings, are provided in line with the Principles of Partnership, ensuring that cluster coordination is inclusive, consultative and results-oriented at national level and in all the different sub-national locations. 
    • Under the framework of the Inter-Agency contingency Plan, lead the development of contingency plans, the revision of existing contingency planning and emergency preparedness measures and ensure they are updated and developed.
    • Develop an SC Strategy in a consultative process with SC partners including the local government and ensure that the shelter response is driven by this strategy. Update as appropriate the SC Strategy: ensure proper linkages with disaster risk reduction, relief, and recovery and development efforts.
    • Ensure that the SC Strategy is integrated into the Humanitarian Country Team¿s common humanitarian action plan.
    • Promote accountability to affected population, participation of local and national stakeholders such as civil groups, and ensure coordination with government counterparts and other relevant authorities. 
    • Ensure that appropriate transitional measures are in place for handing over to the government or recovery and development actors.
    • Ensure the establishment and maintenance of the cluster structure including the cluster core documents as defined by the Global Shelter Cluster guidance: Strategy, Technical Standards, and Factsheet.
    • Lead the evaluation of the cluster¿s performance. Based on the feedback of this evaluation, work with Shelter Cluster members to develop a plan of response to improve the cluster¿s performance. 

    Needs Assessment, Resources Mobilization and Allocation

    • Lead, coordinate and conduct within the SC or at Inter-Cluster level shelter needs assessments, including participatory assessments. 
    • Set up a system to ensure the timely availability of data to inform operational decisions by partners and strategic decisions of the Humanitarian Country Team.
    • Ensure that the SC covers all identified shelter needs of the affected population and not only those relating to the specific mandate of individual members of the Shelter Cluster.
    • Provide transparent strategic direction to the development of common funding criteria, resource mobilisation and prioritization within the SC for inclusion in Consolidated Appeals and pooled funds processes. 
    • Establish mechanisms for accountable and transparent financial resource allocation within the cluster.

    Capacity Development

    • Ensure capacity building of the government counterpart or the organization that will take over the coordination of the cluster once this is phased out.
    • Coordinate the delivery of shelter training activities for SC members, other local partners, and relevant authorities. 
    • Coordinate initiatives to build the shelter capacity of the national and local government, partners and civil society. 

    Standard Setting and Implementation

    • Ensure that the shelter response is informed by appropriate relevant Technical Standards including among others Sphere, and good practice.
    • Ensure appropriate collaboration with shelter response-related clusters of CCCM, Early Recovery, Education, Health, Logistics, Protection and WASH in the work of the Shelter Cluster.
    • Coordinate the integration of cross-cutting issues in the work of the Shelter Cluster, including age, gender, environment, diversity. 
    • Through Cluster-wide consultative processes, provide input into the development of global shelter policy and standards led by the Global Shelter Cluster.
    • Information Management, Monitoring, Evaluation and Reporting
    • Ensure that the SC has a functional information management strategy and mechanism to report and share information within the Shelter Cluster, with the other clusters, with the government, with the overall humanitarian community including donors, with UNHCR internal mechanisms, and with the Global Shelter Cluster. 
    • Ensure that the SC produces analytical shelter reports, including the Factsheet. Promote that information on affected population is disaggregated by sex and age. Implement decisions on indicators to measure impact and performance of SC members.
    • Ensure that the SC maintains an updated website and produces regular updates on the shelter concerns of the affected population, the response by the shelter actors, the gaps, challenges and recommendations.
    • Promote and ensure monitoring and evaluation of the impact of operations carried out by cluster members and the performance of the coordination team.
    • Appraise the performance of any directly supervised personnel of the SC coordination team.

    Advocacy, Promotion and Fundraising

    • Identify core advocacy concerns for the SC through a consultative process: develop joint cluster/ inter-cluster initiatives to ensure regular and consistent advocacy.
    • Represent the SC in meetings with sectoral and external partners, authorities, donors and other relevant interlocutors.

    • Ensure the Shelter Cluster¿s adherence to international human rights instruments, the Guiding Principles on Internal Displacement as well as other relevant international and regional instruments; in cooperation with the Humanitarian Country Team.

    Senior Supply Officer

    Organizational Setting and Work Relationships

    • The Senior Supply Officer leads, oversees, coordinates and supports the supply activities at global, regional or country operations level. The position may be located at Headquarters (within DESS), in a Regional Bureau or in a Country Office. In the Bureau the incumbent normally reports to the Senior Operations Coordinator or to the Head of Bureau Strategic Planning and Management Service or the Senior Strategic Planning and Management Coordinator. In the Country Operation s/he normally reports to the Head of Office, to the Representative or the Deputy Representative (Operations) at the same level as the Programme and Administration functions. The incumbent directly supervises professional and general service staff in an operation.
    • The incumbent will ensure effective local supply chain that enables the operation to meet the needs of persons of concerns as well as timely delivery of quality goods and services to persons of concern.
    • The incumbent will advise Country Operations on how to create/maintain a supply chain infrastructure that is robust and flexible enough to accommodate the needs of the operation and that enables timely emergency responses, along with regional oversite of effective partners to support supply activities.

    • In the Bureau the Senior Supply Officer function extends to providing advice, capacity-building, coaching and guidance on policy and operational issues to ensure compliance with UNHCR procurement, logistics and asset management rules and regulations; as well as support supply planning, implementation, reporting and statistics. The Senior Supply Officer, being part of the Bureau Supply team will, take on the role of advising, analysing and coaching the supply functions at Country Operation levels. The Senior Supply Officer from the Bureau will primarily focus on advising and reviewing the sourcing/procurement aspects of the supply function, as Bureau remains a procurement-prone region requiring a sound level of risk management tools. In complex and challenging operational environment, an excellent procurement expertise will then be required to mainstream UN procurement principles as well as UNHCR internal policies throughout the region. Furthermore, the incumbent will be the ex-officio of the Regional Committee on Contracts which has been established to approve cases at a higher threshold than the Local Committee on Contracts. In addition, the incumbent will review procurement cases from the operations that are above the country operations delegations, provide feedback as required and clear them for the relevant procurement authority. S/he will also have a large responsibility on capturing, analysing and reporting the information from the different Country Operations of the Bureau.     • The GBV Officer is a member of the Protection Team in a Regional Bureau or a Country Office and normally reports to the Senior GBV Officer or the Senior Community-Based Protection Officer or the Senior Protection Officer or the Head of Sub-Office or the Assistant Representative for protection.     Implementation of UNHCR¿s Global Policies and Standards

    • Support and facilitate the effective and timely development, implementation and monitoring of a clear and coherent multi-year and multi-sectoral GBV strategy as part of the operation¿s broader Protection and Solutions Strategy, coordinate timely reporting on progress including the documentation of promising practices.
    • Participate in the promotion of compliance with UNHCR¿s GBV policy, priorities and commitments (aligned with polices on age, gender, diversity (AGD) and accountability to affected populations (AAP), Child protection, gender equality, disability and youth empowerment. 
    • For functions at regional level, support the harmonization of GBV strategies in the region and alignment with global policies and commitments, support exchange of expertise and practices in the region and provide a regional level analysis of trends as well as aggregated reporting on GBV. 
    • Provide technical guidance on integration of the survivor-centred approach into PSEA complaints mechanisms and enhance access of SEA survivors to existing GBV services 

    Planning / Programming

    • Support the development and implementation of programming for specialized GBV prevention and response based on needs, risks and capacity assessments at the onset of an emergency and throughout all phases of displacement. 
    • Participate in conducting, consolidating and reporting on GBV assessments including gender equality components at least once per year, linked to annual planning processes and participatory assessments and sharing strategic trends analyses. 
    • Contribute to planning processes and advocate for adequate resource (re)allocation and mobilization.  
    • Support cross-cutting programs and technical sectors to mainstream gender and to program for mitigation of GBV risks in their specific technical areas, and report on progress.

    Capacity Development, Technical Support and Coordination

    • Provide technical guidance and support field colleagues to operationalise and comply with UNHCR¿s corporate GBV policy, priorities and commitments (aligned with policies on AGD and AAP, Child protection, disability, youth empowerment and gender equality).

Where applicable, support reporting under the Monitoring, Analysis, and Reporting Arrangements on conflict-related sexual violence (MARA).

    Partnerships

    • Strengthen UNHCR¿s collaboration with host governments to develop national services in order to expand safe access for Persons of concern to services that prevent, mitigate, and respond to GBV.
    • Support the capacity development of staff, partners and other stakeholders to address GBV and to promote gender equality and the empowerment of displaced women and girls.
