    Head of Strategy, Programme Effectiveness and Learning (SPEL)

    Job purpose

    • Accountability for effective CP programme monitoring, thematic reviews and assurance of linkages between strategy and delivery rest with this role. The incumbent will lead the team responsible for designing and implementing an effective programme reflection, monitoring, evaluation and knowledge management architecture.

    Accountabilities 

    Programme Planning, Monitoring & Evaluation 

    • Ensure the country program meets WaterAid global programme accountability commitments and ensure improved monitoring practices, data quality and use of data within the CP. As part of this, champion an organizational culture shift from a focus on data being primarily for donor reporting or counting user numbers to using data for programmatic course correction and other strategic decisions.
    • Responsible for developing and implementing processes that ensure all CP plans and activities are aligned with the CP strategy and for building effective collaborations with respective thematic leads to ensure that annual plans, sub strategies and other planning documents are developed in full alignment with the CP strategy. 
    • Provide inputs into the design stages of program proposals, budgets, logframes, indicators, and measurement methodologies, plans and tools.
    • Accountable for a coordinated monitoring of strategy implementation; conduct of strategy reviews and evaluations (periodic and midterm strategy reviews; Country Programme Evaluations etc.) and for tracking the implementation of actions plans agreed from strategy reviews and evaluations.
    • Ensure Programme Monitoring, evaluation and reporting (PMER) processes and systems are functioning effectively in the CP, advocate and champion full utilization of Project Centre in the CP and support CP colleagues to achieve this. Accountable for the CP fulfilment of all requirements of the PMER core procedures. 
    • Identify, monitor and report unmet needs of WANG and partners related to Programme Monitoring a, evaluation and reporting; Explore the potential of WANG to address those needs within the parameters of the CP strategy, processes and systems.
       

    Team and People Leadership

    • Support the recruitment of competent staff and effectively manage the team to deliver high performance; develop team members in order to maximize their contribution to the team and organization. 
    • Coach, guide, and mentor leaders of sub teams within the department so that they are effective as leaders and managers in managing their teams.
    • Create and maintain a positive environment conducive for high performance of the department.
    • Accountable for forecasting and developing periodic budgets for the department; manage day to day expenses in a manner that demonstrates WaterAid value of accountability and provide periodic budget management reports as may be required.

    Research and Knowledge Management

    • Develop the strategic context for the generation and use of research and knowledge outputs, coordinating the processes that would help identify/generate cross-cutting ropportunities for sharing this knowledge and projecting WANG’s niche as a source of leading-edge knowledge and research required to catalyse change in the WASH sector in Nigeria and across the region
    • Provide direct leadership to assessments and research aimed at generating strong evidence base for WANG’s programmes, as well as to inform WANG’s influencing and advocacy for WASH sector improvement both in Nigeria and across the region

    Cross organisation collaboration 

    • Promote a culture for learning and knowledge management across the organization. Encourage effective documentation and sharing of learning through workshops, seminars, exposure visits, sharing meetings etc.
    • Demonstrate responsibility as an active member of the Senior Management Team (SMT) and contribute to strategic direction, organisational decision-making, and management of the Country Programme.
    • Promote interaction and collaboration between departments
      Represent WANG in different taskforces, working committees, networks, alliances, workshops and meetings as assigned.

    Person specification

    Essential criteria

    • University/Masters degree in International Development/Development Studies, Social Sciences, or other related discipline
    • Minimum of Ten (10) years of prior work experience and at least three (3) years should be in senior level position with responsibility for programme monitoring, evaluation and learning.
    • Excellent technical understanding of contemporary Monitoring, Evaluation and Learning methods and practices; hands-on experience in qualitative and quantitative data collection and analysis.
    • Comprehensive knowledge of WASH and broader development sector accountability principles and their translation into practice.
    • Strong program/technical and budget management skills, demonstrable experience and ability to develop and review complex budgets required.
    • Experience in designing projects and delivering activities under tight completion deadlines.
    • Experience developing donor specific grant project log frames and reporting tools and in applying such tools in reviewing, monitoring and reporting against funder contracts
    • Strong written and oral communication skills, effective in representation and liaison with external parties. Strong ability to communicate information and ideas effectively and to produce high quality and accurate documentation.
    • Experience of working in a matrix management structure, ability to influence others to achieve results and deliver on time.
    • At least 5 years’ experience leading teams of experienced professionals and effectively managing their performance; Ability to effectively support and challenge colleagues and other stakeholders and to effectively plan, prioritise and co-ordinate the work of own team and collaboration with other teams

    Communications Assistant

    Job purpose 

    • The post holder will provide support to Communication and Advocacy team in all aspects of communication that pertains to the Sanitation and Hygiene Fund (SHF) Grant programme and WaterAid. In broad terms, the job holder will ensure the project is given enough visibility, provide technical support in developing and implementing communication strategies, knowledge management and fundraising activities with reference to the SHF project delivery in Bauchi state
    • S/he will be required to play a key role in supporting the projects social media advocacy, advocacy to stakeholders, organize events, develop publications, documentation and campaigns that promote the Sanitation and Hygiene Fund Project. Most importantly S/he will be able to demonstrate sufficient professional and personal maturity to be entrusted with what in many cases will be sensitive information to the country programme.

    Accountabilities

    • A key responsibility of the Communications Assistant will be to support the Policy and Advocacy Department and the Bauchi State Programme Lead to successfully promote and strengthen our mission of delivering clean water, sanitation, and hygiene (WASH) solutions to vulnerable communities across Bauchi state Under the Sanitation and Hygiene Fund project. The position holder will be responsible for research and developing content for press statements, speeches, popular campaign materials, briefing notes, media publications, newsletters, bulletins, blogs and case studies.
    • He/she will Coordinate WaterAid Nigeria’s support to state level media and CSO networks. He/she will support national and local level engagement and ensure the SHF Project and WaterAid are networked in the right spaces to influence systemic change.

    Communications & Media

    • Support the Policy, Advocacy and Communications department to facilitate communications and media needs for campaigns of the SHF grant programme, WaterAid key events and coordinate support to Civil Society and Media Networks. 
    • With the support from Communications Officer, ensure compliance with all branding requirements of donor(s) and the Country Programme. 
    • Provide on demand support to colleagues with layout of simple documents and publications as may be required.
    • Manage collaborative case studies, impact surveys and other research to adequately inform stakeholders about the critical issues in WASH service delivery and design. 
    • Initiate and support in dissemination events to share policy research reports in sanitation and hygiene.

    • Work closely with the Bauchi State Programme Lead to follow-up on advocacy efforts to key stakeholders and ensure quality and standard delivery of all WASH projects/activities paying close attention to sanitation and hygiene programmes/Projects including HBC and campaigns. 
    • Support Project Leads in delivering the objectives of the programme in WASH services, especially in sanitation, hygiene promotion/campaigns, market and business development for sanitation and Hygiene, ODF strategies and development of WASH strategic documents and roadmaps. 
    • Support the programmes department in developing appropriate activities and events to mark Global Days such as Handwashing Days, World Water Day, Menstrual Hygiene and World Toilet Days in Nigeria.

    Person Specification

    Essential Criteria

    • Must have a university degree in Mass Communication or relevant Social Science, Development studies, or related fields. 
    • Minimum of 2 years’ experience in communication and or media relations. 
    • Experience in preparing reports and case studies.
    • Knowledge of website/content management systems. 
    • Basic knowledge and understanding of development issues, and WASH issues in particular.
    • Excellent command of the English language, verbal, written communication, and editorial skills; with the ability to write tailored, effective content for specific audiences.
    • Understanding of how media & social media can be used as an influencing tool –whether to encourage fundraising and engagement or influence decision makers.
    • Experience of liaising with journalists. 
    • Knowledge of a range of measuring and analytics tools, and the ability to apply metrics to media & social media activity.

    Business Development Officer

    Job purpose

    • The post holder will be expected to perform a wide range of duties using independent judgment and initiative to determine approaches or actions to take in non-routine situations. In broad terms, the job holder will provide technical, administrative and operational support for programme management (planning, implementation, monitoring, evaluation, knowledge management and fundraising activities) with reference to the SHF Project delivery in Bauchi state.
    • S/he will be required to interpret guidelines using policies and precedents. Most importantly S/he will be able to demonstrate sufficient professional and personal maturity to be entrusted with what in many cases will be sensitive information to the programme department and the organization at large.

    Accountabilities 

    • A key responsibility of the Business Development officer will be to support the Bauchi State Programme Lead to drive sanitation and hygiene business development delivering services and solutions to vulnerable communities across Bauchi state under the Sanitation and Hygiene Fund project. The position holder will be responsible for exploring new market opportunities, building relationships, contract negotiations, implementing a variety of marketing strategies and promotional campaigns. He/she will organize SMEs and entpreneurs in the Sanitation and Hygiene space in WaterAid project Areas.

    General/Cross departmental/Collaboration

    • Works closely with the Bauchi State Programme Lead to ensure quality and standard delivery of the Sanitation and Hygiene Fund Project activities paying close attention to strengthen the capacity of women and youth to engage in WASH-related businesses; and train women on how to produce safe and hygiene kits to people in the target communities. 
    • Supports Project Leads in delivering the objectives of the programme/projects in WASH services, especially in sanitation, hygiene promotion/campaigns, ODF strategies and development of WASH strategic documents and roadmaps.

    • Minimum of 5 years’ experience in consulting, marketing and/or business development.
      Experience with private sector participation (women’s economic empowerment, job creation, entrepreneurship, SMEs)
    • Experience with the various levels of the sanitation value chain at different levels which includes; local production of sanitation products/technologies and reuse of end-product.
    • Experience with high level stakeholder engagements (government/ development agencies), experience with financial Support mechanisms i.e microloans or subsidies, to make sanitation products and services affordable driving and delivering strategic priorities. 
    • Experience with building capacity of implementing partner organizations especially CSOs and government.

    Desirable Criteria

    • A Master’s degree or MBA in Business development, Public Health, market systems, Small and Medium Enterprises, Education and Awareness of Project Management, international development / human rights, sociology, public policy or political science will be an added advantage. 
    • At least 2 years in WASH Programme/project management, with a focus on Market based sanitation with any reputable international agency.
