    Procurement Officer

    General Position Summary

    The Procurement Officer will provide direct operational support to the Maiduguri field and the Deep Field Offices from time to time based on the requirements and functions. Working closely with the Program, Finance, Administration, and Logistics teams. The Procurement Officer is instrumental in supporting program activities through his/her services.

    Essential Job Functions

    • Have a full understanding of MC procurement policies and systems; and be able to provide training to staff on these policies, procedures, systems and best practices
    • Assist in regular procurement planning meetings and program activity reviews.
    • Conduct tendering processes for procurements requiring Open tender processes.
    • Maintain appropriate databases to track and manage running contracts underworks, Consultancy and services within required threshold
    • Handle all consultancy contracts, and processes and ensure that correct process is followed by requestor
    • Ensure that correct documentation for procurement and contracts are completed and filed to MC standards.
    • Regularly contract status reports using the PR Master lists and Contracts tracker
    • Facilitate tendering processes as required, ensuring processes are transparent, provide value for money and are properly documented
    • Work with the compliance team to ensure contract terms are observed by contractors, constantly making follow-ups and providing necessary amendments for contracts
    • Ensure timely, and accurate payment processing and documentation of consultancy and works contract payments procurements
    • Vendors and contractors' Prequalification for MC Nigeria for construction, and Consultancies ensuring that they meet the required MC Conditions and Legal standards
    • Ensure proper filing of all procurement dossiers and archive them for future reference
    • Train and support project staff in procurement matters
    • Negotiates for best purchasing package (in terms of quality, price, term, delivery and service) with suppliers and sub-contractors alike.
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission
    • Any Other duties as assigned

    Reports Directly To: Senior Procurement & Contracting officer

    Works Directly With: MEL, Programs, Finance and Operations team and external stakeholders.

    Knowledge and Experience

    • A bachelor’s degree in business, Marketing, Management, or any relevant business field.
    • 3 years’ experience in Procurement, Logistics and Administration management required.
    • 2 years experience working in international relief or developmental organizations in logistics and administration, staff supervision and development, training, team building, finance & administration, donor relations, and inter/intra–agency communications. This includes working within the Northeast, Nigeria.
    • Experience in using SAP Ariba procurement system.
    • Excellent computer and communication skills
    • Experience working with donor-funded program (USAID, FDCO, EU, private foundations, corporate grants etc.
    • Ability to communicate in English and Hausa, another relevant local Borno language is an advantage.

    Monitoring, Evaluation and Learning (MEL) Officer

    General Position Summary

    The Monitoring, Evaluation and Learning (MEL) Officer will work with the Mercy Corps program team as well as partner organizations to oversee and ensure the collection of quality MEL data for the program. The MEL Officer will be responsible for supporting the Senior MEL Officer to oversee the monitoring and data collection of programs, lead baseline, midterm, and end-line surveys. analyze data to provide insight to project team and contribute to report writing. S/he will ensure that performance monitoring and results reporting tools and processes across the entire program are in place. effectively implemented and well synchronized between the two program sites. The MEL officer will be an integral member of the program team learning and reflection processes, leading discussions on participant feedback.

     Essential Job Responsibilities

    STRATEGY & VISION

    • Develop MEL Plan(s) for programs and proposals.
    • Develop a system for reporting and validating program data (Excel, Tola, Access, etc.)
    • Work closely with the program teams and local partners, to ensure effective monitoring, evaluation and reporting of program activities and results.
    • Coordinate reporting with partners. specifically tracking deadlines, ensuring adherence to monitoring formats and requirements. ensuring reporting quality and accuracy, and periodic report writing, editing, and submission.
    • Compile progress against indicators and report back to the team according to the monitoring plan.
    • Develop Data Quality Assessment Plan.
    • Perform spot checks on the team s data collected and reports each month.
    • Actively participate in any additional evaluation MEL activities including but not limited to baseline surveys, mid-term, end-line surveys, evaluations, household surveys

    PROGRAM MANAGEMENT

    • Contribute to learning/research agenda.
    • Build the capacity of all relevant team members to implement program monitoring tools, accurately enter program data into relevant databases, and enable them to develop excellent reports and other documents.
    • Build the capacity of our local partner organizations through ongoing training and support on monitoring tools, entering program data into databases, the development of reports and other documents.
    • Document lessons learned and success stories on the project.
    • Ensure adherence to program management minimum standards in carrying out his/her dut1es adv1sing and supporting other staff 1n the same as required.
    • Other duties as assigned.

    Knowledge and Experience

    • BA/S or equivalent, preferable in economics, statistics, business administration, public administration. international development or similar field.
    • 1-3 years MEL experience.
    • Fluent in both spoken and written English with good knowledge of Hausa and Kanuri.
    • Previous experience working on EU or USAID funded programs preferred.
    • Relevant experience in field survey/data collection techniques, data entry, data verification. analysis, and reporting.
    • Good understanding and skills at data management.
    • Strong computer literacy with a full knowledge of MS Office applications; knowledge of data science and programming is plus but not required.
    • Strong team coordination. listening, and consensus building skills.
