KEY AREAS OF ACCOUNTABILITY:
Facility Management
- Ensure that all spaces are in good condition, cleaned and that the basic security standards put in place by RAF for its premises are abided by.
- Ensure that all facilities and equipment rented by RAF are used in compliance with the agreement between the owner and RAF, in compliance with security and safety standards.
- Ensure offices, guesthouse and residences have all minimum required material for emergencies such as emergency signs indicators, maintained extinguishers, smoke detectors, alerts, etc.
- Managing relations with utility agencies providing electricity, water, air-conditioning maintenance services. Assessing the quality of services and sharing analysis with the Administration Manager.
- Ensure that all related bills are paid on time and that all related contracts are renewed on time.
- Ensure that the offices and guest house are well maintained. When repair is needed, initiate the repair requests, once the service provider is chosen, manage the whole process up to the final payment of the invoice.

- Support availability and suitability of options for new premises (i.e office and homes for international staff), initiate the request, when the choice is done, ensure all required approval in compliance with RAF policy are in files, drafting the contract using the approved template. Once the contract is signed by both parties, managing the relations with the landlord.
- Liaise with relevant Admin staff to facilitate compliance with Government of Nigeria Immigration requirements for RAF/Nigeria International staff and families.
Event Management (Trainings/ Workshops/ Corporate Events):
- Ensure that meetings, workshops, and conferences are effectively managed.
- Work closely with requesting departments and external contacts (service providers) to coordinate events.
Travel Management:
- Oversee the management for all travel, business visas and accommodation for visitors, consultants, and staff on official assignment. Ensure that all travels are on schedule and cost effective.
- Support with consular services (processing of visa(s), visa on arrival (VOA), STR, CERPAC, Introduction letters, Invitation letters etc.).
- Support with coordination of all logistics arrangements (airport transfers, hotel reservations, for all RAF local/international staff and partners.
- Support with the coordination and procurement of local tickets for RAF Staff and partners.
Contract Management:
- Manage framework agreements of ALL service contractors after prequalification.
- Manage contractual agreement of all offices (state and field offices) in RAF’s network.
Third party/Vendors’ Payments:
- Ensure prompt processing/submission of all third-party vendor payment to the Finance repository for processing and manage the process for swift payment. (Travel agencies, hotels, facility management, janitorial and all ancillary services etc.)
- Filing systems: Develop and maintain efficient filing and archiving systems in Windows and Outlook, including address lists, and hard copy filing.
Safeguarding Responsibility:
- Ensure that the office facility & crèche are set up in compliance with RAF Safeguarding policy.
- Ensure that the vendors we engage and work with are fully aware of and maintain RAF Safeguarding policy standards by not employing minors (below 18 years) in their services.
- Ensure that RAF safeguarding visibility materials (awareness posters) are placed at strategic points around the facility.
Other responsibilities:
The post holder may carry out other duties in addition to, or instead of those outlined above which may reasonably be required from time to time, to assist the Support Services department by providing cover when other administrative staff are absent, on leave or as a result of an increased level of Country Office activities.
These include but are not limited to the following:
- Provide administrative support to programme teams based in Abuja as delegated by the line manager.
- Support other functional areas of Admin/HR in-country office and field offices.
- Assist in data gathering and Analysis.
- Manage costs and expenses posted to Admin’s petty cash purse.
- Any other duties assigned by the line manager.

External: Contact with maintenance vendors and Government Agencies

QUALIFICATIONS
- Education – bachelor’s degree or HND in Administration/Finance/Social RAFences
- Member of a professional body is an advantage.

- Minimum of (5) five years’ relevant administrative experience, preferably with an international organization.
- Demonstrate excellent written and oral communication skills.
- Must demonstrate a good understanding of contemporary management best practices.

Basic Function:
- The ATO WASH – Officer will provide technical and programmatic support in one of the three field sites.
- Under the supervision of the Field Coordinator, the ATO WASH- Officer will implement water supply, sanitation, environmental health and hygiene promotion activities in IDP Camps and Host communities.
- Other responsibilities will include conducting water quality testing for all water points rehabilitated under the program and working with Community Volunteers and latrine users to develop cleaning and maintenance schedules for latrines as well as disseminating hygiene promotion messaging.
- The role will include coordination with WASH partners at the field level.
Duties and responsibilities:
- Implement WASH activities according to the proposal, as well as proper maintenance and use of WASH equipment.
- Develop and use appropriate materials for hygiene promotion messaging and training of community-based hygiene promotion volunteers.
- Timely reporting on program activities (internal and external reports.)
- Representing RAF externally in both the Humanitarian Community and with Government/LGAs officials as well as developing strong links with WASH and NGO actors. Actively participate in WASH meetings and other Government/UN forums at LGA level.
- Assist in the coordination and supervision of all the WASH activities in the IDP camps and community in the LGAs.
- Ensure that WASH activities are delivered as a comprehensive package at the field level.
- Conduct water quality surveillance/testing programme according to location specific water safety plans.
- Monitor WASH NFIs supply chain and stock levels in collaboration with warehouse/stores and logistics and coordinate the distribution of NFIs based on needs.
- Monitor service delivery across all WASH subsectors throughout the IDP camps in the LGA.
- Ensure appropriate and safe collection, transport, treatment and disposal of all liquid and solid wastes in the IDP camps.
- Compile weekly, monthly, quarterly plans and reports on general Water, Sanitation and Hygiene Promotion activities .

Knowledge, Skills & Attributes:
- Knowledge of WASH and humanitarian programming in emergency situations.

Qualifications and Requirements:
- B.Sc./B.Eng. in Civil Engineering, Water Resource Management, WASH related degree/qualification with at least 1-3 years’ relevant experience.
- Excellent understanding of WASH activities in humanitarian relief settings.
- Familiarity with Nigerian public health sector systems and NGOs and CBOs is highly desirable.
- Familiarity with Northern Nigeria WASH context and locations

Purpose
- The Advocacy Coordinator will be responsible for engaging key stakeholders to work on a diverse range of advocacy and policy issues that impact the effectiveness of RAFs programmes in support of the most vulnerable populations in Nigeria.
- Accordingly, the Advocacy Coordinator will guide RAF’s strategic positioning, technical policy development and implementation of advocacy work in Nigeria.
- Under the supervision of the Country Director, the Advocacy Advisor will be responsible for setting up and pushing forward the implementation of the RAF Nigeria’s advocacy strategy and to further develop RAF-Nigeria’s advocacy work.
- They will liaise with RAF’s regional and global advocacy teams as well as being the focal point for RAF Nigeria on external communications.
Duties and Responsibilities
The main responsibilities and tasks of the Advocacy Coordinator:
Advocacy:
- Maintain oversight and lead on the development and implementation of RAF Nigeria’s advocacy strategy and plan.
- Alert the Country Director, Head of Programme and Regional Advocacy Coordinator to relevant policy developments and provide high quality analysis on key humanitarian, durable solutions and displacement trends, preparing evidenced-based policy briefing papers, policy position statements, talking points and other public-facing advocacy products when strategic and relevant (with inputs into HQ/Regional initiatives, LHIF meetings, as well as key cluster/working groups, UN &/or donor and line ministry specific meetings/visits, etc.)
- Ensure advocacy coherence and reinforce effective synergies between programmes and advocacy by working closely with programme staff to integrate advocacy into programme planning and implementation.
- Liaise with key RAF partners, line ministries, UN, NGO, and other interlocutors in Nigeria to ensure RAF has up to date information on the humanitarian situation and response in the region.
- Participate in and support the relevant working groups of the Advocacy network, including supporting the planning and drafting of relevant products such as key messaging and briefings.
- Review materials related to Nigeria produced by RAF regional or headquarter teams to ensure consistency with RAF Nigeria policy positions and vice versa.
- Support the Head of Programmes, Technical Coordinators and Sector Managers to articulate/identify priority advocacy objectives, support in the development of sectoral policy briefs and messaging. Use evidence to inform advocacy priorities and positions.
- In coordination with the Head of Programme, Sector Manager and Technical Coordinator, ensure protection trends on priority areas of concern are analyzed and advocacy/policy briefs produced – including through the analysis of the RAF integrated assessment data. If relevant complement in – house data with commissioned academic or policy research by external parties.
- Suggest actions to national policy responses and policy frameworks, as well as other factors such as UN coordination, funding for the response, security and access, and current and future challenges that have an impact on humanitarian assistance and related services.
- Contribute to the RAF’s global and regional advocacy strategies and initiatives, ensuring that the RAF Nigeria specificities are reflected and captured.
- Ensure RAF’s regional office, headquarters, Brussels, and Geneva representation offices are in line with RAF Nigeria advocacy strategy and understand and promote its asks.
- Participate in, and conduct research to prepare for global advocacy joint calls on Nigeria and provide information and advocacy messages relating to the context.
- Organize regular private and public advocacy events to ensure RAF’s advocacy messages are shared with relevant stakeholders and RAF’s profile on key issue is raised.
Communications & Media
- Advise on media lines and media/communications strategy, ensuring potential risks associated with RAF’s positions are assessed and sign-off procedures are adhered to at all times. Liaise where required with RAF’s global press unit.
- Day to day supervision and support the activities of RAF Nigeria Communication Officer.
- Support the Communications Officer in the development of a communications strategy, ensuring communication materials/content is aligned with RAF Nigeria’s advocacy strategy and messaging.
- Support the Communications Officer in the production of communication products/SoPs as well as digital content/materials (e.g., fact sheets, stories, photos, blogs, social media posts).
- Act as the focal point for media/communications and safeguard RAF’s overall brand and identity.
Additional Responsibilities:
- Act as the focal point for externally commissioned research and policy briefs.
- Support programme staff in incorporating and integrating advocacy into all aspects of RAF’s programme activities, strategy, and budgeting.
- Ensure systematic training in advocacy, communication, and humanitarian principles – building capacity of key technical staff.
- Proactively participate in Senior Management (SMT) meetings.
- Represent RAF in advocacy, policy and coordination meetings or as otherwise delegated by the Country Director.
Qualifications
- At least 5 years of professional experience crafting and delivering policy and advocacy work responding to complex humanitarian crises and/or post-conflict situations.
- Strong understanding of the political and humanitarian context in Nigeria or the West Africa Region.
- Professional knowledge about protection principles and advocacy, and the use of media for public advocacy.
- Ability to analyse quantitative and qualitative data.
- Understanding of the UN and international donor landscape, including challenges and constraints in Nigeria.
- Solid understanding of policy processes relating to forced displacement/refugee rights, migration, humanitarian response framework and international humanitarian law.
- Documented/proven results related to the position’s responsibilities, particularly in analysis, drafting of messages,
- Strong negotiation/influencing skills in coordination and networking in particular with UN, INGO, donors and humanitarian coordination forums.
- Strong communication (written and spoken), and interpersonal skills, with experience in coordinating multicultural teams.
