    Logistics Assistant(Warehousing)

    Project Overview:

    The BHA (Bureau of Humanitarian Assistance) project, “Integrated Emergency Response to the Displaced Population in Zamfara, Sokoto, And Katsina States, Northwest Nigeria’  depending on fund availability will be carried out by a consortium led by the International Rescue Committee (IRC) in collaboration with the Alliance for International Medical Action (Alima), Cooperazione Internazionale (COOPI), and Life Helpers Initiative (LHI), aims to leverage each partner's expertise to provide immediate humanitarian assistance to internally displaced people populations through area-based approach. The Consortium partners will provide an integrated multisectoral intervention in Health, Nutrition, WASH, Protection, and Multi-purpose Cash Assistance (MPCA) activities in Zamfara, Katsina, and Sokoto states in collaboration with state governments, UN organizations and other key actors in Northwest Nigeria. The project will be implemented by a dedicated support, quality assurance, and coordination team, who will work closely with all partners through a management unit of well-structured consortium governance for the activity.

    Responsibilities

    Specific responsibilities include.

    Key tasks

    • Understand, Implement and/or maintain standard IRC inventory management policies and procedures.
    • Documents the receipts, handling, storage and store release of goods through IRC Warehouse(s)
    • Advise supervisor of Potential Inventory shortage.
    • Manage casual laborers in the Warehouse.
    • Ensure the maintenance of warehouse building (s), fittings and equipment.
    • Support in conducting periodic cycle count as per the standard operating procedure.
    • Implement and ensure clear safety procedures within and around the Warehouse premises.
    • Conducting fiscal year end stock inventories and ensure that effective stock inventory report
    • Implement and ensure clear loading and offloading procedures, correct stocking, and turnover base on FIFO and FEFO procedures.
    • Advise the Supply Chain/Warehouse Officers of Warehouse-specific issues or improvements.
    • Maintain the Warehouse activity book or Register recording all outgoing and incoming receipts and activities.
    • Carries out daily, weekly, and monthly stock reconciliation.
    • Make sure warehouse is organized in a logical way so that materials can be located and counted easily, and there is sufficient space for movement and operations.
    • Monitor overall storage capacity and needs.
    • Store materials in a manner that will avoid breakages, contamination, loss, or other damage.
    • Ensure warehouse safety materials are ready for use in case of incident like Fire extinguishers, first aid kit.
    • Ensure the warehouse is cleanliness avoid contamination, keep clean and tidy.
    • Any other duties as delegated by the Supply Chain/Warehouse officer.

    Warehousing and Inventory

    • Monitor security of IRC’s storage and supplies.
    • Received completed stores request release forms and prepare the goods for issuance.
    • Update the stock record cards and Bin card regularly.
    • Responsible for maintaining the warehouse inventory location mapping.
    • Ensure that regular warehouse rearrangement is done for ease of warehouse operations such as FIFO, FEFO, good stacking, and shelve management.
    • Ensuring the use of MS Dynamics 365 (ERP software) to perform inventory functions.
    • Provide support to the program staff on their stock inventory level. 

    Asset Management

    • Ensure that all IRC assets and equipment are well maintained.
    • Work closely with the IT department to ensure accountability for assets such as laptops, and computer related accessories/devices.
    • Tag newly purchased assets immediately upon their receipt in the warehouse and update all assets records on Gusau Database on Box.
    • Issue assets to staff as may be required and ensure all relevant asset forms are filled or updated.
    • Regularly track and update a property inventory list for all properties within Gusau office, guesthouse, and facilities.
    • Ensure that any movement of IRC asset/property within Gusau office is tracked, and the necessary documentation is done when an asset changes its status.
    • Retrieve assets at the end of employee term of service and ensure all necessary documentations are updated.
    • Transfer assets from ended grant to existing or opening grant with donor approval.
    • Track grant end dates and carry out grant end assets count and confirmation together with finance teams as may be assigned by the assets officer.
    • Compile assets monthly reports for Gusau field office and share with Supply Chain manager.
    • Assist the assets officer in collating list of properties and assets recommended for disposal.

    Expected deliverables.

    • Maintain full and accurate stock card, bin cards and warehouse master register.
    • Ensure complete documentation are properly archived and filled online in Box
    • Ensure there is no discrepancies in the inventory records.
    • Partake (documented) in monthly and ad-hoc physical inventory checks.
    • Ensure Warehouse is properly arranged according to accepted standards (stacking and spacing)
    • Ensure an up to date filing system for all assets on Box is maintained for all assets in Gusau office.
    • Implement and / maintain standard IRC assets management policies and procedures.
    • Ensure that an updated asset register is maintained on a monthly basis.
    • Assist to ensure that an updated assets inventory sheet is maintained on monthly bases.
    • Report asset related incidents such as loss, theft or damage to the assets Manager and fill relevant documentations.
    • Carry out quarterly and year end assets counts and provide reports to Supply Chain Manager.

    Job Overview/Summary

    • The Procurement Assistant  is responsible for assisting the  Supply Chain Officer with  efficient coordination and management of procurement functions for IRC’s office. Supply Chain must be able to rapidly procure Program supplies, services, and equipment, whilst ensuring best practices and maintaining audit-compliant records.
    • The Procurement Assistant ensures that all purchases of goods and services are done transparently, at the best available price, and in compliance with IRC and donor procurement policy and procedures.

    Major Responsibilities

    Procurement Planning

    • The Procurement Assistant  is responsible for working closely with Supply Chain Officers, internal and external stakeholders to ensure effective procurement planning and preparation to support program implementation. Supply chain planning includes –
    • Preparing and implementing procurement plans
    • Implementing all IRC procurement SOPs
    • Collecting, organizing, and analyzing data
    • Monitor supply market and conduct market surveys & analysis.

    Procurement

    • Support with  implementing procurement plan & strategies and ensures all program procurement needs are met on time in accordance with GSC and donors’ standards. This includes: -
    • Support in development of procurement specifications - Processing approved Purchase request through the procurement software and ensuring data accuracy.
    • Request for quotations / proposals.
    • Participate in tender meetings & evaluations.
    • Prepare bids analysis and other bidding documents for approval.
    • Conduct negotiations with suppliers that is transparent and documented.
    • Demonstrate value for money in procurement.

    Contract Management

    • Preparing and executing contracts for recommended bidders
    • Timely renewal of running contracts.
    • Execute contracts against set performance indicators
    • Responsible for managing contracts and supplier performance to ensure that terms & conditions, standard operating procedures are adhered to as provided by GSC. 

    Supplier Management

    • Support with managing supplier relationships and performance to ensure that there is precise record keeping as provided by GSC. This includes: -
    • Maintain suppliers file and documentation

    Compliance and Ethics

    • Assist in implementing donor rules & regulations for all procurements (including any specific departmental procurement task assigned), Identifying and analyzing compliance risk in procurement processes through: -
    • Implementing due diligence for suppliers, this includes conducting reference checks, supplier visits etc.
    • Provide consistent and constructive support to other departments to ensure compliance with policies and procedures

    Mobile OTP Nurse

    Job Overview/Summary

    At the IRC's OTP health facilities, the Mobile OTP nurse serves as the point of contact for nutrition care for both preventive and curative treatment. In addition to working directly with the MOH personnel on daily program matters, s/he reports to the Nutrition officer. The mobile OTP nurse will supervise the delivery of high-quality nutrition care at the OTPs and ensure that all nutrition-related duties and responsibilities are carried out in compliance with Nigeria's national CMAM guidelines and WHO recommendations. The mobile OTP nurse will identify gaps in the program and take the necessary steps to address those gaps. S/he provides assistance in planning, implementing and monitoring of high impact interventions and provides support in system strengthening and promotion of childhood nutrition, with special focus to the most vulnerable and unreached population groups. In addition, provide coordinated support and technical assistance to the Nutrition Department and management of on-going programmes and establishing nutrition surveillance systems. He/She will directly supervise program staffs working at OTPs including MOH staff, CHVs, MAMA MUAC mothers, and support groups members and as well work hand in hand with nutrition officer staff.

    Major Responsibilities

    Programming

    • With the support of Nutrition officer, the Mobile OTP nurse ensure Nutrition activities in the OTP clinics are implemented and running smoothly, including active case finding, screening, treatment and referral of malnourished children.
    • He/she will supervise patients’ health education sessions conducted by community support structures at OTP sites.
    • Ensure OTP protocols are strictly adhered in treating malnourished cases.
    • With the support of CHVs, organize case finding to identify malnourished children at community level
    • Provide health education and information on prevention and treatment of malnutrition, hygiene and sanitation to the caregivers
    • Assist/Support health facility staff in compilation of monthly data reports and preparation of monthly health and nutrition supplies inventories and requests.
    • Support the acute malnutrition management activities including training and supportive supervisory activities to ensure the Outpatient Therapeutic Care Programme (OTP) are operational and offering an integrated package of nutrition services.
    • Provide regular and consistent technical assistance during implementation to health workers at health facilities and community outreaches.
    • Provide regular feedback on nutrition activities of the program.
    • Ensure all criteria are respected and understood by the MOH staff including admission, discharge and transfer to and from the various components of the program.
    • Participate in the development and implementation of program work plan.
    • Monitor and review nutrition supplies and equipment’s’ movements such as deliveries, storage, transport and utilization at the site level
    • Provide regular supervision and technical support to health facility staff including participation in monitoring and impact analysis of the project.
    • Performed any other duty assigned by the immediate supervisor.

    Qualifications

    Education:

    • BSc/HND in Nursing/Nutrition; College Diploma in Nutrition/Nursing /midwifery; relevant program with emphasis in Nutrition

    Work Experience:

    • At least 2 Years work experience in Nutrition programs both at clinic and community-based programs and other primary Health care components is preferable
    • At least one year working experience in Maternal, Infant & Young Child feeding program
    • Thorough knowledge and understanding Nutrition Program, focusing on CMAM and MIYCN
    • Previous experience working with community structures including CHVs, MTMSG and MTMC
    • Excellent interpersonal and communication skills
    • Experience delivering Nutrition trainings to health and other program related staff using national or WHO guidelines
    • NGO work experience is an advantage

    Stabilization Center Nurse

    Job Overview/Summary

    The Stabilization center nurse is the part of focal point for nutrition care at the IRC's SC centers and will ensure good support in providing inpatient care. He/she will work closely with the SC Doctor, project manager, government staff, and other SC staff for effective implementation of the inpatient’s treatment. The Stabilization center nurse will ensure the implementation of a quality Nursing care at the SC and ensure that all nutrition roles and responsibilities are done as per Nigeria national CMAM and WHO guidelines. The Stabilization center nurse will be supporting the SC Doctor identify gaps in the program and take the necessary steps to address those gaps. In addition to supporting system strengthening and childhood nutrition promotion, s/he will assist in the planning, execution, and monitoring of high impact initiatives, giving particular attention to the most vulnerable. In addition, provide coordinated support and technical assistance to the Nutrition Sector and management of on-going program. He/She will directly be working alongside MOH staff working at the stabilization center, and work hand in hand with SC Medical doctor.

    Major Responsibilities

    Programming

    • With the support of the SC Doctor, Stabilization center Nurse will be responsible for the diagnosis, treatment, discharge, and follow-up of children admitted with complicated SAM based on the National and WHO guidelines.
    • Ensure quality and timely identification and treatment of medical complications associated with malnutrition in SC in liaison with the clinical services. Give and advice on the drug regimen for children in the SC.
    • He/she will work closely with the SC Doctor and other stabilization center staff to provide optimal care to children admitted with complicated severe acute malnutrition.
    • Participate in daily ward rounds in the SC ward with the medical team.
    • Ensure children aged 0-59months presenting to the health facility with complicated SAM are correctly screened, diagnosed, triaged and admitted.
    • Provide quality clinical care to admitted children in accordance with the National/WHO guideline for In-patient Management of SAM.
    • Ensure emergency treatments are correctly given to critical children and ensure close monitoring of all patients in phase 1 and a smooth transition to phase 2 in line with guideline.
    • Administer and prescribe drugs based on analysis of history, examination, test reports, findings, and National/WHO SAM inpatient management protocol.
    • Ensure quality daily review and proper documentation of patients’ clinical evolution until exit from the health facility.
    • Ensure the multi-chart/inpatient card is properly filled and monitored and corrective actions are taken on daily basis.
    • Ensure the availability of job aids, therapeutic products (F75, F100, RUTF, ReSoMal), and drugs for program implementation in the SC
    • Ensure all criteria are respected and understood by the team, including admission, discharge, and transfer to and from the OTP/SC.
    • Work closely with the SC Doctor, government staff, and other relevant staff to ensure that all aspects of the program are understood and agreed upon and appropriate referrals take place to and from the community to Outpatient Therapeutic Program (OTP) and SC sites.
    • Ensure all children in SC are immunized according to the national protocols.
    • Ensure correctness, consistence, and completeness of the information in the SC registers.
    • Ensure adequate availability of all medical and therapeutic supplies by appropriate forecasting.
    • Ensure efficient documentation of daily use of medical supplies, food items and NFIs and carry out weekly/monthly inventory.
    • Provide key Nutrition and Health education messages to beneficiaries based on the protocol and guidelines.
    • Respond to inquiries regarding the technical aspects of the program admission and discharge whenever necessary at the SC sites.
    • Provide weekly and Monthly CMAM and success story reports to the SC Doctor/Nutrition Manager.
    • Performs other related tasks as required.

    Qualifications

    Education:

    Humanitarian Access, Safety and Security Officer

    Project Overview:

    SCOPE OF WORK:

    The HASSO is under the direct supervision of the Field Coordinator (FC) and indirectly the Humanitarian Access Safety and Security Manager (HASSM). The Humanitarian Access Safety & Security Officer (HASSO) should assist FC and HASSM to maintain, improve and expand principled humanitarian access to and by conflict-affected populations in Katsina state, assisting the implementation of humanitarian access and security management plans in compliance with IRC’s strategy and in line with humanitarian principles, humanitarian needs, Duty of Care and Gender Equality principles.

    The post holder will provide expert advice to all IRC entities based in Katsina, the shared services unit, to assist FC and the HASSM to identify changes and trends in the humanitarian access and security environment in the areas of operations and will ensure that adequate and up-to-date policies and procedures are in place and ensure people have the information they need to manage operations, to identify issues, and to recommend and implement measures to reduce them.

    Major Responsibilities

    Humanitarian Access 

    • Assist HASSM to develop and implement humanitarian access strategies and approaches tailored to local contexts in field sites throughout his areas of operations in Katsina State.
    • Work to ensure that IRC, its mission, and work in the areas of operations is known and accepted.
    • Work to encourage stakeholders to work with the IRC in ensuring that staff and programs are safe and allowed to continue with humanitarian activities in areas of operations.
    • Assist FC and HASSM to provide technical input and advice in assessments to consider new IRC programs in new geographic areas.
    • Assist in the continued development of Humanitarian Access Safety and Security teams and activities across areas of operations.
    • Assist FC and HASSM to oversee and advise on the implementation and review of tailored acceptance strategies.
    • Enhance IRC image and acceptance within the community and amongst stakeholders by providing guidance on inclusive visibility strategies.
    • Work with appropriate IRC units, including HR, to ensure timely and appropriate follow-up to violations of IRC’s Code of Conduct, in addition to operational breaches to humanitarian principles.

    Safety and Security Risk Management

    • Organize monthly Security Focal Group (SFG) Meeting.
    • Work with FC and HASSM to develop, consolidate and implement operating procedures and contingency plans.
    • Develop and maintain a network of IRC Security Focal Points and enhance gender balance.
    • Maintain record of security training for staff.
    • Ensure replenishment of hibernation kit, first aid kit.
    • Update security incident database regularly.
    • Work closely with HASSM to conduct risk assessments of contracted and prospective offices, residences, and IRC areas of operations.

    Liaison, networking, analysis

    • Establish and maintain relations and networks in Katsina to facilitate understanding and influence on humanitarian access environment.
    • Identify barriers to access and develop strategies to address them in area of responsibility including hard-to-reach and contested areas and establishment of partnerships to expand reach.
    • Develop and maintain contact lists, stakeholder analyses and humanitarian access profiles in area of responsibility.
    • Assist FC on day-to-day operations related to humanitarian access and liaison with authorities and other entities for administrative and substantive staff, program, and organizational needs.

    Context Analysis and Reporting:

    • To Monitor the context, compile, and report information, including incidents and trends pertinent to Humanitarian Access, Safety and Security Manager.
    • Submit monthly contextual analysis as needed by the HASSM and relevant field and program management.
    • Work closely with IRC field management teams to assist HASSM to ensure all incidents are followed up with an official written report.
    • Monitor the operating environment, identify new threats, assess IRC vulnerabilities, and recommend possible responses.
    • Contribute to local-level conflict sensitivity analysis and macro- level analysis of trends in the State.

    Briefing, Training and Capacity Building:

    • Ensure Security briefings (arrival and complete) are of adequate quality and done in timely manner.
    • Assist HASSM to organize high quality, regular trainings to build the capacity of staff, to enable them deal with security-related risks, threats, and incidents
    • Render administrative support to HASSM in providing regular training.
    • Act as a team facilitator during the development of Field office Security Management Plans.
    • Guide and train all staff to ensure the Country’s Minimum Standards in Safety and Security are followed and respected.

    Key Working Relationships

    Qualifications

    • Bachelor’s degree in Security Management or related field is required.

    Work Experience:

    Essential:

    • Substantial practical field experience in security management in a leadership role (e.g. direct INGO security management).
    • Fluent in written and spoken English and local language.
    • 1 – 3 year work experience in insecure/hostile environments with I/NGO.
    • Ability to work within a multi-cultural, multiethnic team.
    • Experience and knowledge of personnel and organizational security issues, threat/risk assessment, security management and security awareness in an insecure environment.
    • Experience of incident reporting, incident mapping, intelligence collation and analysis functions, set up and execution of an incident warning system (warden system), compilation of security reports and assessments.
    • Experience in training and coaching national and international staff in safety and security.
    • Technical competency and training experience in field-based communications systems such as HF Codan, Motorola VHF, Thuraya, satellite systems and internet systems.
    • Ability to adapt to needs and balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination.
    • Sound knowledge of humanitarian principles of impartiality and neutrality as outlined in the Humanitarian Charter and the International Red Cross Code of Conduct.
    • Strong report writing, analytical and interpersonal skills.
