    Safety and Security Assistant

    Job Purpose

    • The role supports the teams in any of the communities in identifying, analyzing, and mitigating risk to facilitate access to humanitarian programming and operate within acceptable Safety & Security risk levels.
    • To achieve this, the SSA will be based in Mubi with regular travels to Madagali area of implementation.
    • He/She will further entail advising the management team and other project staff on various security matters; contribute to implementing the security policies and facilitate the rollout of security SOPs and regular compliance reports.

    Major Responsibilities

    • Share Daily Situation Report/updates with SMT, the management team and the project staff.
    • Ensure timely reporting of security incidents and dissemination of security information to all staff and maintain the record.
    • Ensures that incident report forms are properly compiled by staff and distributed to the Management team.
    • Conduct security briefing and orientation to all newly hired staff, staff on mission or visitors using the standard briefing format.
    • He/She will ensure that an updated briefing tracking sheet is maintained.
    • With the support of relevant staff, conduct a security risk assessment of the program locations in Adamawa State using the standard SRA & Security Level tool, and monitor the contextual trends before and continuously after deployment of staff.
    • Work closely with the project Officers, HR, and the management team to ensure that Safety and Security Standards in the project office are maintained and implemented in line with the recommendations from assessment reports.
    • Assist the Program officers and management team in collating, analyzing, and disseminating security information as approved or advised by the northeast management Coordinator to PROWI project staff and ensuring the information remains accurate and neutral.
    • Contribute to the development and review of Project field offices’ Field Security Management plans, Contingency plans, and standards operating procedures.
    • Enforce Security SOPs within the area of jurisdiction and advise staff accordingly.
    • Constantly and immediately notify the PROWI Head of Program of any breach of the procedures in the SOPs.
    • Conduct regular checks on PROWI premises in Mubi, and Madagali, providing recommendations on their improvement and following up on their implementation. Any areas of improvement are to be reported, to the Project Manager, and HR for immediate action.
    • Initiate security alerts as appropriate in line with the ever-evolving security context across all locations through the existing Warden System, Bulk SMS, and Early Warning Group.
    • Ensure that staff movements are well tracked and communication using Sat Phone is maintained.
    • Guide Field teams on how to undertake security risk assessments during field missions to programme areas and potential programme areas, report on findings and design necessary improvements.
    • Work on identification and mitigation of potential security risks to staff, assets and operational/program security and validate mitigation measures within security risk assessments.
    • Monitor events, review incidents and coordinate analysis, follow-up actions and recommendations in close coordination with the management northeast coordination team and the program officers.
    • Provide security updates, which include situational analysis, actions taken, and actions recommended to the Field Management Team on a regular and as-per-request basis.

    Staff Performance Management, Learning & Development:

    • Establish a Security Focal Group (SFG) in Mubi and build the capacity of the team on basic humanitarian access safety and security protocols and policies.
    • Coach, train, supervise and mentor PROWI Program Officers, including communicating clear expectations, setting annual performance objectives, and providing regular, positive, and constructive performance feedback.
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight.
    • Look for opportunities to support staff in their career growth, where appropriate.
    • Train and develop the capability and capacity of direct reports to perform well in the role.
    • Work closely with the program Officer, indirect/technical supervisor, and direct report to promote team spirit.
    • Coordination and representation:He/She will represent the department in meetings and serve as the focal person for the department in Adamawa.
    • Treat beneficiaries with dignity and apply PROWI’s Code of Ethics and Conduct, the UN Convention for the Elimination of Discrimination Against Women (CEDAW) and the UN Convention on the Rights of the Child (UNCRC) in the field.

    Qualifications

    • B.Sc. / HND in Social Sciences
    • A Master’s Degree in Security Studies or relevant courses is an added advantage.

    Experience:

    • 2 - 4 years’ work experience - Previous experience with INGO preferred.

    Requirements:
    Demonstrated Technical Skills:

    • Excellent oral and written communication are required.
    • Ability to work independently with minimal supervision.
    • Excellent interpersonal, organizational, communication and time management skills
    • Ability to organize tasks simultaneously, prioritize work and ensure tasks are completed by the deadline.
    • Knowledge of the Northeast context is required.

    Preferred:

    • Knowledge of the local language in Madagali and Mubi axis.
    • Willing and able to be based and travel regularly within remote areas, where services are limited.
    • Previous experience with a similar position.

    Program Manager

    Job Purpose

    • The Project Manager, will lead administrative tasks of planning, organizing, supervising, and implementation of a medium sized nutrition programme.
    • The Project Manager will mentor and supervise the Nutrition team to promote high quality nutrition implementation approaches.
    • They will conduct various trainings on nutrition protocols, SMART surveys, and supportive supervision activities.
    • They will perform assigned management duties closely working with other internal departments, to coordinate nutrition programme activities.

    Key Accountabilities
    Technical:

    • Ensure quality and timely field level implementation of the Nutrition programme (OTP and TSFP), against set objectives, targets, work plans.
    • Draft supervision guidelines to ensure quality delivery of Outpatient treatments for SAM and MAM in children under five years of age.
    • Conduct field assessments, identifying potential needs, designing and implementing response plans.
    • Mentor and coach the nutrition teams in treatment protocols, conducting supportive supervision, and provide refresher trainings on CMAM.
    • Coordinate with the Monitoring and Evaluation Unit on trainings and implementation for Nutrition Surveys (e.g. SMART, SQUEAC, KPC).
    • Support regular nutrition programme evaluations, rapid assessments identifying needs and making practical recommendations on to address them.
    • Coordinate with the Referral Programme officer to establish mechanism for tracking referrals.
    • Enhance integration of nutrition activities with other key health programs and coordinate with the health communications officer on establishing strong BCC and outreach activities.
    • Facilitate the conducting of focus group discussions with relevant communities for feedback on programme activities

    Project Management:

    • Lead the nutrition team and working with the Nutrition Programme Officer supervise nutrition programme implementation.
    • Oversee nutrition job description reviews, recruitment, orientation and performance reviews for the nutrition team.
    • Develop nutrition activity work plans based on the program annual work plan and implement activities in a timely manner.
    • Ensure that implementation of nutrition activities is well coordinated.
    • Coordinate with the Monitoring and Evaluation Manager in compiling monthly nutrition reports quarterly analysis trends and how to improve quality of reporting.
    • Coordinate with the Monitoring and Evaluation Manager to review nutrition reporting indicators and reporting tools.
    • Coordinate with the Logistics Manager to improve supply chain management and accountability for nutrition supplies.
    • In consultation with the Executive Director, contribute to development of nutrition project proposals and project budgets.
    • Support in the development of proposal and resource mobilization.

    Representation:

    • Participate in relevant coordination meetings, collaborate and build strong relationships with other implementing partners in Adamawa state.
    • Support local programme supervision visits from donors, MoH or authorities or any other relevant parties as assigned by the Executive Director.

    Key Performance Indicators

    • Timely and quality programme strategies and activities.
    • Timely and quality of programme delivery in line with budget and workplans, and in line with all UN Women operational rules and regulations, including security.
    • Timely and quality monitoring and evaluation of programmes.
    • Relations with partners and stakeholders.
    • Quality reports and timely submission.
    • Quality of advocacy and communication initiatives.

    Qualifications and Experience
    Essential:

    • Nutritionist with an Advanced Degree in Public Health or related discipline preferred.
    • Demonstrated 4 years plus in program and budget management experience.
    • Experience in conducting nutrition surveys (SMART surveys)
    • High competency with Microsoft Excel, and other packages such as ENA.
    • Experience working with donor-funded project
    • Previous experience working in a developing country, particularly in either a nutrition or health program in a remote location.
    • Excellent interpersonal and teambuilding skills
    • Ability to work in a challenging environment with few support services.
    • Excellent organisational skills.
    • Excellent written and spoken communication in English.
    • Willingness to work in a remote area of Madagali, with common incidences of insecurity, and basic amenities.
    • Patience and flexibility when working with people.
