    Shelter Technical Supervisor

    Context

    • Working under the overall supervision of the Shelter Program Manager, the guidance from Shelter Project Officer and Site Planner, and the direct supervision of the Shelter Project Assistant, the incumbent will be responsible for construction, supervision, quality control, reporting of the constructions throughout project locations, as well as supporting with any technical issues to support the shelter team, as well as provide support to any other unit that might require technical assistance with construction-related activities.

    In Particular, S/he will:

    • Plan and analyse all possible construction methodologies and recommend the best and suitable options prior to execution at the sites.
    • Interpret designs, technical drawings and related documents and applicable standards or specifications prior to execution of any construction work.
    • Conduct site assessments prior to any construction works and in support of site planning activities.
    • Carry out overall supervision of construction, site development and site improvement works and report any delays or irregularities in the work to the supervisor for immediate action.
    • Manage directly and provide technical support to carpenters and workers on site and ensure adherence to designs, standards, safety and quality.
    • Prepare and share regularly progress reports and status reports of on-going construction activities.
    • Verify the quality and quantities of materials transported to the construction sites, liaising with warehouse and quality control colleagues and timely reporting nonconformities and other issues to the managers.
    • Assist in estimating quantities of materials, equipment and labour required for specific construction, repair and rehabilitation works.
    • Orient the local community members and other relevant stakeholders about the project interventions.
    • Assist in preparing Bill of Quantities (BoQs) for different type of shelter solutions as required.
    • Conduct damage assessments and prepare Schedule of Dilapidation.
    • Assist other units with any requests for BoQs and construction supervision, such as Site
    • Management Offices for CCCM, Safe Spaces for PSS, rehabilitation works for DDRR, etc.
    • Assist with renovation and construction works for IOM field accommodation.
    • Conduct any market assessment required for construction materials for updated price.
    • Assist Contractors and workers on site in interpreting designs, technical drawings and site plans and study the relevant documents and applicable standards or specifications prior to execution of any construction work, when required.
    • Maintain systematic record of all documents related to a project, reports/pictures etc.
    • Assist in planning and implementation of distributions, conducting assessments and feedback surveys of shelter unit as required.
    • Coordinate internally with relevant units and with external stakeholders in field locations in order to carry out the construction works.
    • Perform any other duties as assigned.
    • Any other task not listed above when requested by the supervisors.

    Required Qualifications and Experience
    Education:

    • Minimum Diploma Level Education in Architecture / Civil Engineering / Urban Planning from a recognized institution.
    • Any additional Certificate in relevant field will be an advantage.

    Experience:

    • Minimum Two (2) years of work experience in shelter and construction preferably in humanitarian context.
    • A sound knowledge of the building industry, local construction techniques and materials.

    Skills:

    • Ability to use design software and Microsoft Office suite, as well as GPS devices.
    • Ability to work quickly and accurately and pay attention to detail.
    • Willingness to assist efficiently in a very busy project environment.
    • Ability to meet deadlines and work under pressure.
    • Ability to present clear and concise information and good written and verbal communication skills.
    • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

    Languages:

    • Fluency in English and Hausa / Kanuri / Pidgin

    Warehouse Assistant

    Context

    • Under  the  general  supervision of Senior Resource Management in Maiduguri, and the direct supervision of the Procurement and Logistics Officer in Maiduguri, the incumbent will be responsible for the following:

    Core Functions / Responsibilities

    • Assist in the overall management of the warehouse by receiving the goods, updating the warehouse records in the database, and dispatching the goods for all related operations in the mission.
    • Assist in developing Standard Operating Manual for the warehouse and ensure there is always a system in place to be followed.  
    • Assist with coordinating the work of the Junior Warehouse Assistants and guide them on day to day basis.
    • Verify all documents received from the vendors related to goods received and services provided at the warehouse with procurement and finance colleagues before payment is released.
    • Keep the entire warehouse facility well maintained, including ensuring that goods are stacked, stored, and updating the stock cards where necessary.
    • Receive goods from vendors/transporters and inspect the quantity/quality to ensure they all meet the same specifications and standards ordered.
    • Monitor the loading/offloading activities at the warehouse whenever taking place and supervise the hired Labour workers to cover the job properly.
    • Follow up on the transportation of the goods exiting the warehouse to other destinations to ensure they reach their destination.
    • Responsible for issuing the “Receiving Report Forms” for the new arrival items into the warehouse and for issuing the “Stock Release Authorization Form” when releasing items from the warehouse.
    • Conduct physical inventory of items in the warehouse and provide updates on the inventory records upon completing each activity.
    • Prepare weekly and monthly warehouse report to be shared with the Senior Logistics/Procurement Assistant in Sana’a as well as program managers.
    • Follow up the warehouse insurance related matters and ensure the relevant documents are signed and are up to date in line with IN_043 Asset and Insurance Policy and coordinated with the SRMO.
    • Ensure that security is always maintained within the warehouse premises in coordination with the Security unit.
    • Assist in supporting the even-flow from receiving to shipping and communicate issues and concerns to Logistics Unit by ensuring all the original shipping documents are well received in case of receiving new arrival shipments like, packing lists, way bills; bills of lading and the shipping invoices.
    • Obtain and document the proper authorization and documents from his/her designated officer in case of releasing/issuing any of the warehouse items to any individual and/or unit within the mission.
    • Manage the archiving system with proper labels.
    • Maintain an accurate inventory through cycle/directed counting.
    • Assist the procurement and program colleagues by labelling tenders’ samples for technical evaluation and inspection processes.
    • Assist mission procurement unit organizing and maintaining Vendor Creation Forms in PRISM. Prepare and maintain proper documentation.
    • Perform MIGO through PRISM for all purchase orders in IOM Nigeria and set up/streamline procedures.
    • Perform any other duties as may be assigned.

    Required Qualifications and Experience

    • Bachelor’s Degree in Business Administration, Procurement and Logistics, or a related field from an accredited  academic institution with 3 years of relevant experience or High School Diploma in the above fields with five years of relevant working experience with specific focus on logistics and procurement in medium-large scale complex emergencies and inventory stock / supply chain management.
    • Comprehensive knowledge of the different elements of the supply chain in humanitarian context.
    • Previous experience in conflict affected areas/natural disaster areas with limited infrastructure.

    Skills:

    • Ability to work under time constraints and deadlines in challenging settings.
    • Ability to work in multicultural and multi-ethnic environments.
    • Analytical, communication, interpersonal and advocacy skills.

    Languages:

    Context

    • Working under the overall supervision of the Chief of Mission and the direct supervision of the Procurement/logistics Officer, the incumbent will be responsible for carrying out procurement and logistics functions in accordance with IOM’s regulations, rules, and procedures.
    • In particular, s/he is responsible as a Team Leader of the Procurement and Logistics Unit in their performance of variety of duties.

    Core Functions / Responsibilities

    • Follow local procurement procedures  and IOM’s procurement policy and other related regulations and procedures.
    • Provide support, advice, and assistance in procurement of goods/services for the Mission.

    Undertake the day-to-day operation of the following services:

    • Receive Purchase Request Form (PRF) and verify that all necessary information concerning specifications, justifications, WBS and expected delivery dates are correct.
    • Identify potential vendor and issues Request for Quotations (RFQ).
    • Assist  with  the evaluation  and  comparison  of  the  quotations  on  Bid  Analyses  Sheet  (BAS);  and  recommend to the relevant requester. Award orders to the selected vendors who can meet the specification at their best offer.
    • Prepare Purchase Order (PO) inclusive necessary information on asset codes, specifications, quantity, prices, delivery dates, payments, and vendor contact details.
    • Receive and inspect goods/services according to PO specifications and that all goods are in good condition; and assist onward delivery to destination as required.
    • Ensure all related supporting document are complete and verified.
    • Prepare Payment Request. Submit and follow up with finance.
    • Obtain approvals as required by the matrix.
    • Properly record and indicate the above process in PRISM as required.
    • Make copies of procurement and logistics documents.
    • Follow up purchase orders status and keep requester informed of estimated time of delivery or any changes that may affect or modify the pre-determined delivery condition.
    • Perform other related duties as may be required.
