    Logistics Outreach Supervisor

    Mission Location: Nigeria, Yobe

    Management lines:

    • Report to (Direct): Logistic Manager
    • Report to (Functional):  Logistics Coordinator
    • Staff Reporting to him: Collaborate with MOH Log staff

    MAIN ACTIVITIES

    • Leading and directing all support activities in the hospital, in close collaboration with the clini-cal and nursing leadership, and developing, assessing and implementing the logistics strate-gy, policies, tools and procedures specifically in the areas of Biomedical, Mechanical, Con-struction, Energy, Transport, Hospital Supply Applied Security and EPREP.
    • Assisting the hospital management and Logistics Manager in defining the yearly planning, budget and the hospital activities in order to identify and respond to the needs of the popula-tion. When required, bidding and managing the hospital improvements, maintenance and construction budget and directing construction requirements in collaboration with Construc-tion Log (if available).
    • Responsible for the implementation and ensuring the proper functioning of the hospital facili-ties and structures whether linked to development, installation, maintenance and improve-ment (e.g. structure, energy, medical and non-medical materials, communication, cold chain, biomedical equipment, portering and transfer systems, laundry system, etc.) in accordance with ALIMA standards and development protocols.
    • Ensuring that hospital occupational health and safety systems are in place, maintained and updated when needed (e.g. fire safety including emergency planning, hospital access and security).
    • Responsible for hospital hygiene through good management of cleaning teams, engagement with the nursing team and regular audit.
    • Responsible for safe and efficient waste management and managing hospital WHS in part-nership with the responsible WHS and together delivering a comprehensive hospital vector control mechanism.
    • Supporting the project and hospital logistician in the implementation of the Hospital Logistics Tool Kit (HLT) and provide training for its efficient implementation. Ensuring that all staff in the project are informed of the proper use of the hospital's infrastructure, equipment and communication tools.
    • Ensuring that the installation and maintenance of the functional spaces of medical offices are in adequate conditions and that the HR structures are in place to support the management of medical facilities.
    • Planning and supervising in collaboration with the Hospital/Project Coordination Team, the HR processes (recruitment, training, performance evaluation and internal, external communi-cation) of the logistics personnel of the project in order to ensure both the sizing and the amount of knowledge required for the activity.
    • Providing technical reference to all logistical/technical problems and providing guidance to the logistics staff under his/her responsibility. When applicable, supervising the LOG (Biomed, Mechanic and Electrician) and WHS teams.
    • In coordination with the Logistics Manager, reviewing the current hospital logistical manage-ment strategies, tools and procedures and recommending possible amendments or revisions in order to achieve effectiveness and efficiency of the hospital support structures
    • Defining and monitoring the technical aspects of the reduction of political risk of the project, transportation, communication, protection, identification and preparation of the technical as-pects of security policy and guidelines, evacuation plans and contingency, monitoring daily the application of safety rules and report to the Logistics Team Leader and/or Project Coor-dinator any problem that may arise.
    • Monitoring the fuel consumption of ALIMA vehicles and generators and on a monthly basis, compile the monthly reports for ALIMA vehicles and generators.
    • Manage and supervise on a daily basis the activities of watchmen, including drawing up of schedules.
    • Participating in the writing of Weekly Sit Rep and the monthly reports according to guidelines.
    • Any other duties as and when necessary, assigned by the supervisor to fulfill the objectives of ALIMA Katsina Project.

    REQUIRED SKILLS AND QUALIFICATION

    • Essential secondary education and a technical diploma or technical university diploma preferably en-gineer
    • At least 2 years work experience in logistics related to activities, supply chain, WHS or facilities man-agement
    • Essential thorough understanding of logistics issues in developing countries (e.g. communications, energy, building maintenance) and management of a multi-skilled and diverse team.

    Nurse -Yobe

    Mission Location: Gashua, Yobe state

    Management lines:

    • Report to (Direct): Nurse Supervior
    • Report to (Functional):  Nurse Activity Manager
    • Staff Reporting to him: Nurse Assistants

    MAIN ACTIVITIES

    • Know, promote, implement and follow at all times the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules and other protocols and procedures in the ITFC/IPD ward and ensure high standards of hygiene of his/her working environment
    • Organize and carry out care and treatments according to medical prescriptions, as well as assist them during consultations/ daily rounds and other medical procedures
    • Ensure patients are properly received and installed in the ITFC/IPD wards. Ensures that patients with lack of autonomy are assisted, especially regarding their feeding, personal hygiene, movements and comfort
    • Respect medical secret and confidentiality
    • Carry-out admission, surveillance and follow-up of patients meaning assessment of their health state evolution, and identification of emergency situation or any deterioration
    • Participate in health education of the patient (and family) when necessary
    • Supervise and train nurse-aids, nutritional assistants, cleaners and other related staff under his/her supervision in their work with special focus in following all appropriate protocols and procedures and ensuring team work
    • Participate in the department-related pharmacy and medical equipment control and maintenance
    • Carry-out and supervise administrative procedures and documents, ensure an appropriate written/oral handover, and report any problematic situations and cases that may arise
    • Fill in all necessary registers and health files, participate in data collection and keep doctors/supervisors informed
    • For Triage zone, ensure triage of patients in waiting areas, wards or during emergencies, detecting the priority acute/emergency cases, carrying out first aid care when necessary and referring them to the doctor
    • If applicable, identify Gender Based Violence victims and refer them to the medical team, so they can receive the necessary treatment
    • Aware of the importance and appropriate use of the Post Exposure Prophylaxis (PEP) Kit
    • Send material to be sterilized and recuperates it from sterilization
    • Give regular feedback to the line manager and report directly any issue or incident
    • Blood sample collection and follow up of results from the lab

    Other activities:

    • Attendance at weekly medical and project meetings
    • Cover the gap of nurse colleagues when required in the project.
    • Any other task as deemed necessary by the supervisor but in line with overall job responsibilities.

    Data Manager - Yobe

    Mission Location: Gashua, Yobe state

    MAIN ACTIVITIES

    Main Job Objectives:

    Responsible for coordinating and monitoring all data related activities including: collection, compilation, verification, encoding, data entry, analysis, reporting under the Medref. Also responsible for the supervision, training and support to field data collectors, as well as coordination of medical data reporting for internal and external use in conjunction with the Medical Coordinator

    RESPONSILITIES

    Staff Supervision

    • Collect the medical data of the project Intervention sites (epidemiological data, statistics, project data), and elaborate regular reporting weekly and monthly reports with the medical team,
    • Site visits to verify data in order to have updated and reliable information
    • Assign duties and coordinate data collection and entry service.
    • Updates monthly BDD at least 10 days before the end of the month.
    • Managing patient trends and projecting future and keep the teams current of changes

    More specifically, the Data manager and analyst will be under the supervision of the medical referent

    • Set up various databases for all project intervention sites and emergency interventions; Update databases used in the mission as required.
    • Work with Data collectors/Encoders in all projects to ensure patient files are properly stored in an accessible manner.
    • Monitor the quality of data collection:  ensure the data collectors have the right source of documents within the projects; ensure the quality of the data contained in the compilation tools and ensure respect for the principles of confidentiality of patient data.
    •  Supervise and train data collectors in the projects:  Supervise the project data entry operators and identify the difficulties they face in terms of the use of tools and send them or notify them to the project activities manager and the Meal manager; Provide support and on the job-training to data collectors; Organize training for data operators on identified needs.
    • Train new staff e.g. MedRefs and other staff involved in data collection on how the data tools work.
    • Inform the MedRefs and MedCo of communicable diseases with epidemic potential: Hold a database or a history of alerts and emergencies according to the scenarios (Measles, Cholera, and Meningitis) and other situations (population movement or IDP, inflow of wounds). Also, in case of emergency intervention ensure that projects or databases / line list updated if necessary and uses it. Monitor, compile and analyze the database on a weekly basis;
    • Data analysis: Conduct analysis on databases collected with MedRefs and the Medical coordinator of the mission and give a short weekly/ monthly summary: and advise the projects and medical coordination on the situation in terms of the achievement of indicators, targets, alert situation for epidemiological diseases and errors identified in the projects databases in terms of collection or encoding.
    • Carry out data analysis of various orders according to the request by informing the Medco of the needs expressed in advance.
    • Reports: Compile monthly data from project locations into a monthly data report and maintain a reporting system for weekly, monthly and quarterly reports for all medical activities for the projects, internal and external partners such as different donors, nutritional sector, health sector, SGBV sector, UNICEF and WHO, etc. While ensuring that the requests are in agreement with the organization and donor targets.

    Participate in cluster and HIS meetings organized by the MoH of the Borno region.

    • Troubleshoot problems that may arise with the databases.
    • Liaise with the IT staff in Dakar regarding DHSI2;
    • In the event of assessment, research, surveys he/she will have to contribute to the preparation of the plan and analysis of the data (recommendation of the software best adapted for high quality analysis).
    • Perform all other tasks as requested by the mission.

    REQUIRED SKILLS AND QUALIFICATION

    • Degree in Statistics or computer science degree. A master in Epidemiology or Public Health with strong knowledge in epidemiology and statistics is an added advantage.
    • Degree in Health Sciences (Medicine, Nursing) with strong knowledge in epidemiology and statistics.

    Experience:

     2-year experience in data analysis & management

    Contract term: contract under Nigeria Law, 6 months’ renewable.
