    Senior Finance & Admin Officer

    Basic Functions

    • This position will report to the Finance Manager and will be responsible for accounting and finance and overall operational administration for the state office and ensure compliance with the contractual requirements of Nigeria’s programs/projects to provide professional accountancy services consistent with generally accepted accounting principles.

    Duties and Responsibilities

    • Provide main support with operational problem resolution on State Office cash accounts, bank resolutions, finance systems, resolution of audited questioned costs, and financial closeouts at the state level.
    • Ensure the accurate keeping of all books of account for the state offices, including checking accounts, equipment and supply registers, and all accounting records.
    • Prepare monthly and annual financial reports, including financial status of subprojects, account activities.

    Qualifications and Requirements

    • BS / BA Degree in Accounting, Finance, and Business Administration or its recognized equivalent, and 5 – 7 years relevant experience.
    • Or MS / MA Degree in Accounting, Finance, and Business Administration or its recognized equivalent, and 3 – 5 years relevant experience.
    • Minimum of 3 years of supervisory experience in office management and administration.
    • CPA, ACCA, ACA CIMA, or any other relevant professional qualification is required.
    • Experience in managing financial records of donor-funded organizations, and familiarity with donor and local contractual procedures is an advantage.

    Security Officer

    Supervisor: Security Coordinator, NE

    Position Summary

    • The Security officer will discharge his/her assignment under the guidance of the FHI 360 Security Coordinator to support safe implementation of Program activities through close cooperation. The Security officer will mitigate the risks poised to Programs, personnel and assets through provision of expertise and focused Security Management support.
    • The Security officer will support the lead in staff safety and security management for FHI 360- and will assist the Security Coordinator and Security Director to ensure that organizational security policies and procedures are responsive to the context, and that security plans and measures are implemented in line with the dynamic security environment. 
    • The SO will ensure provision of early warning advisories affecting security situations for FHI 360 Program activities and will travel extensively to all States of implementation on short notice and support staff capacity to work more effectively and contribute to reducing FHI 360’s operational vulnerabilities.
    • The SO position reports to the FHI 360 Security Coordinator, NE Nigeria and works closely with all projects in the Northeast but with the possibility of support to FHI360 projects in other locations if required.

    Essential Responsibilities and Specific Roles
    Safety & Security Management:

    • Support security risk assessments (SRA) based on contextual risk levels including the Safety and Security for all staff, eligible dependents, resources, assets, facilities, programs while ensuring compliance with FHI 360’s Security policy.
    • Support the development and updating of State/project contingency plans.
    • Conduct periodic and appropriate rapid site security surveys of premises, advice on shortfalls in security preparedness and provide recommendations for upgrades.
    • Provide training and capacity building for staff and security focal points to ensure employees are aware of operating environment and personal safeguards required for work in the field.
    • Support the development of strategies to improve security Management systems for effectiveness, efficiency, considering new business needs, team dynamics and project mission.
    • Provide advice on selection and procurement of appropriate equipment for security including services and work with contracted Security Companies to ensure compliance as per agreements.

    Security Awareness, Briefing & Training:

    • Ensure new staff are taken through a Security orientation and understand the FHI 360 Security Policy and security platform
    • Contribute to security related updates on daily basis for staff briefings and updates with advice on mitigation measures and ensure staff adhere to security policies and procedures
    • Provide advance security advice and briefing to staff and visitors intending to travel to Nigeria.
    • Conduct periodic briefing to State offices, partners and all staff keeping them up-dated on security developments and/or risks that may affect FHI 360 operations and make recommendations to minimize risks.

    Safety Management:

    • Ensure Hotels to be prequalified for use by FHI 360 business meet the minimum requirement for FHI360.

    Incident & Crisis Management:

    • Serve as the initial contact and coordinator for all emergencies, incidents involving staff and assets and inform the COP of actions taken

    • Be part of the incident management team.

    General Duties for Projects:

    • Visit offices as required.

    Qualifications and Experiences
    Education:

    Technical:

    Senior Technical Advisor, Laboratory Services

    Basic Function

    • The Senior Technical Advisor-Laboratory provides leadership in implementing high quality laboratory services including building laboratory capacity at health facility sites to combat HIV, TB, malaria and other infectious diseases.
    • S/he will provide support to SRs in specific target states to improve the quality laboratory services available in health facilities in line with National guidelines.

    Duties and Responsibilities

    • Provide technical leadership and technical support related to the laboratory services and management component of HIV/AIDS care and treatment in the designated zones for the Nigeria bilateral project
    • Coordinate the design, planning and implementation of the laboratory component of HIV/AIDS care and treatment, including ART, in collaboration with state and community level project clinical staff, laboratory specialists and state and local agencies in Nigeria.
    • Provide technical assistance in capacity building for laboratory services at the designated states of activity implementation and other settings as appropriate.

    Requirements

    • Master’s Degree in Laboratory Sciences, Biological Science or related Degree with 7 to 9 years relevant experience

    • A minimum of 5 years experience in laboratory setting of which 3 must be on a HIV laboratory management donor funded program
    • Certification / license to practice as a medical laboratory scientist is required
    • Experience in a clinical laboratory setting and working in a donor funded program is required

    • Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable

    Senior Technical Advisor, Total Quality Leadership and Accountability / Decentralized Service Delivery

    Basic Function

    • Under the direction of the Deputy Chief of Party and the direct supervision of the Technical Director, the Senior Technical Advisor-TQLA/DSD will provide technical leadership in the design and execution of sound technical strategies and best practices in the program areas targeted by this project. This includes strengthening the capacity of the supported project offices and health facilities assigned and other key stakeholders to apply FHI 360's Total Quality Leadership and Accountability (TQLA) model and to ensure strong linkages to care and treatment for HIV, prevention of mother-to-child transmission of HIV (PMTCT) services, clinical management of HIV/AIDS and reproductive health (RH) services towards the achievement of UNAIDS 95-95-95.The Senior Technical Advisor-TQLA/C&T will coordinate needs-based, targeted technical assistance (TA) to the project's government partners, including the provision of continuous mentorship of multi-level managers in the assigned LGAs a on TQLA as well as the promotion of data utilization for daily course correction and adaptive management both among project staff and our government partners.
    • As a core component of effective DSD service provision and TQLA, ensure that project stakeholders maintain a focus on the client experience and strive to improve the quality of services, tailoring them to the needs of the clients/patients.

    Duties and Responsibilities

    • Adopt participatory approaches to review program data and identify emerging issues for intervention, as well as determine priority sites for intensive technical support.
    • Support the development of capacity optimization plan(s) for identified sites, covering clients' experience/performance; technical performance; internal processes; and innovations, learning and growth.
    • Provide support to the overall leadership and management of project sites
    • Co-facilitate, as required, at program workshops/trainings, contributing on the integration of TQLA principles into training activities.
    • Provide technical expertise in the development, design and operationalization of TQLA tools, such as target setting tools, burndown charts, data visualization windows, power point slides, etc.
    • Integrate TQLA concepts and support the development of various innovative processes for optimizing management/leadership abilities for improved program performance. Core areas of support will include but are not limited to granular level data collection, reporting and utilization for decision making.
    • Enhance the DHO's regular situation room meetings (SRMs), provide targeted feedback, and offer evidence-based technical assistance to assigned health facilities and partner organizations.
    • Provide technical facilitation to quality improvement charters and collaboratives, and support continuation of constructive dialogues around granular level data in situation room meetings.
    • Support the development of an internal system for measuring and reporting the effects of TQLA interventions over time (i.e., effectiveness and efficiencies).
    • Stay abreast of latest technical developments in the field of care and treatment and support the DHO to apply cutting edge strategies to the HIV program.
    • Lead a team of technical experts (project staff) to deliver focused support in core HIV program technical areas.
    • Contribute to the tracking of progress, analysis of data and preparation of project reports for the donor; and participate in key meetings and presentations with external stakeholders.

    Requirements

    • MBBS / MD or similar Degree with 8 - 10 years relevant experience with at least 7 years progressive experience working in the health or development field in Nigeria.
    • A minimum of 7 years’ experience in care and treatment for HIV/AIDS especially with ARV program.
    • Possession of an MPH or post graduate degree in a related field is required.
    • Proven experience in project development, planning and facilitating technical training.

    Knowledge, Skills & Attributes:

    • Assist the clinical care/ART to provide technical leadership and technical support related to clinical management of HIV/AIDS, PMTCT, Reproductive Health/Family Planning strategies and approaches
    • Coordinate the design and implementation of HIV clinical care/ART, PMTCT, reproductive health/family planning strategies in field-level projects and programs
    • Provide technical assistance in HIV/AIDS clinical management and PMTCT capacity building to field programs Provide oversight and supervisory roles to the appropriate technical staff  Develop guidelines, tools and recommendations related to the implementation, evaluation of clinical management of HIV/AIDS, PMTCT and RH/FP
    • Contribute to development of lessons learned from programs and projects related to clinical management of HIV/AIDS, PMTCT, RH/FP and apply these lessons to modify existing and improve the design of new programs
    • Represent AHNi to donors and government officials on issues of clinical management of HIV/AIDS, PMTCT and RH/FP
    • Remain informed on current programs in the field of clinical management of HIV/AIDS and related development field by reviewing current literature and stay alert to any implication of such experience and research for department activities
    • Provide technical assistance in non-ART clinical care including the management of opportunistic infections (OI) and Palliative care capacity building to field programs
    • Develop concept papers and research papers to improve and or extend existing studies in the management of HIV/AIDS activities.
    • Perform other duties as assigned.

    Qualifications and Requirements

    • MB.BS / MD / PHD or similar Degree with 5 to 7 years relevant experience with at least 5 years progressive experience working in the health or development field in Nigeria
    • Minimum of 5 years’ experience in care and treatment for HIV/AIDS especially with ARV program
    • Possession of an MPH or post graduate degree in a related field is required
    • Proven experience in project development, planning and facilitating technical training
    • Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.

    Knowledge, Skills & Attributes:

    • Knowledge of health and development programs in developing countries in general and Nigeria specifically Clinical management and training experience and ability to understand full range of issues around the clinical management of HIV/AIDS, including provision of ART Knowledge of Nigerian clinical setting, including government and non-government settings
    • Experience implementing in the North East zone of Nigeria Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance
    • Ability to represent AHNI to donors, government officials and the NGO community
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision High degree of proficiency in written and spoken English communication, including presentation and training skills
    • Proven ability in supervising staff Well-developed computer skills
    • Ability to travel within Nigeria 25% time.
