    Senior Project Officer- Youth Enterprise and Economic Strengthening

    Job Summary:

    • You will support the implementation of economic recovery and market systems (ERMS) activities at the field level in DRIVE, based in CRS Maiduguri.
    • You will provide technical support and mentoring to the JDPC ERMS Officers, working directly with project, service providers, government institutions to ensure implementation of ERMS activities to the required standards. You will work collaboratively as a team member with the SPO Agriculture, SPO Livestock, other CRS sector leads and MEAL in DRIVE, under the leadership of the Agriculture and Livelihood PM.
    • You will support the JDPC team to sequence and layer all sector interventions to achieve optimal integration and impact for the poor and vulnerable.
    • You will support the JDPC ERMS team in the planning, coordination, implementation, monitoring, program quality and reporting.
    • You will provide active capacity building, facilitation, and technical coordination to the JDPC field program team.
    • You will support JDPC in the coordination with key local stakeholders, including the BSG ministries for Education and Poverty Alleviation and others to deliver technical capacity building to JDPC and project participants.
    • This position is contingent upon the award of the grant.

    Roles and Key Responsibilities:

    • Support the JDPC team in developing and implementing ERMS sector plans.
    • Facilitate JDPC to form, train, equip and monitor SILC groups.
    • Facilitate JDPC to identify and provide vocational training and business startup support to youth using private sector providers and government training services.
    • Guide JDPC in the identification and formation of agreements with service providers for youth training and input provision.
    • Engage and supervise JDPC to coordinate and implement input provision using the market based approach for youth trainees.
    • Work with the JDPC ERMS to ensure effective synergy and integration of activities across the ERMS sector.
    • Support JDPC in the implementation of agriculture activities according to the DRIVE proposal.
    • Ensure that JDPC provides accurate, complete, and timely reporting and field level documentation of all ERMS activities.
    • Support multi-sector coordination in CRS and JDPC and area-based committees (ABC) in the implementation and monitoring of ERMS activities.
    • Under the direction of the supervisor, assist JDPC in context analysis, gap identification and problem solving in ERMS.
    • Under the direction of the supervisor, support JDPC in implementation of MEAL systems, including but not limited to identification of project participants, monitoring and evaluation of the sector activities.
    • Assist JDPC in reporting on the performance of SILC groups and the progress of youth training and economic empowerment participants.
    • Enhance JDPC’s utilization of appropriate systems and tools in the realization of project activities throughout the project cycle and in line with CRS program quality principles and standards, donor requirements, and good practices.
    • Represent DRIVE and CRS at all state level sector-based coordination mechanisms for youth enterprise and economic strengthening.
    • Champion learning amongst project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
    • Act as a key resource person in project design and proposal development, as needed.
    • Carry out any other duties as assigned by the supervisor for the implementation of the project.
    • Report weekly and monthly on project progress to the agriculture and livelihoods PM.

    Required Languages – English and Hausa are essential. Knowledge of one or more of the languages spoken in Maiduguri, such as Kanuri or Shuwa Arabic is an advantage.

    Travel – The post is based in Maiduguri and includes 60% travel to field locations in MMC / Jere.

    Senior Project Officer - Agriculture

    Job Summary: 

    • You will support the implementation of agriculture activities at the field level in DRIVE, based in CRS Maiduguri.
    • You will provide technical support and mentoring to the JDPC Agriculture Office working directly with project participants, agriculture extension workers (AEW) and local stakeholders to ensure implementation of agriculture activities according to project standards.

    Senior Project Officer- Social Cohesion

    Job Summary: 

    • You will lead the stakeholder engagement for DRIVE at the community level, under the guidance of the Program Director.
    • You will supervise the CRS Social Cohesion team and provide technical mentoring and guidance to the JDPC program team in establishing and maintaining relationships with community members and local leaders in the DRIVE target communities.  
    • You will provide leadership and guidance to JDPC on the establishment of area-based committees (ABC) in each DRIVE community and oversee the development of capacity strengthening activities by DRIVE sector teams for ABC members.
    • Your team will also support JDPC to organize and oversee the holding of monthly planning and review meetings with ABCs and DRIVE leadership.
    •  In coordination with he DRR team in DRIVE, you will engage ABCs in the identification and implementation of project activities that can build long term, interdependent relationships within and across the communities.
    •  Your team will also support JDPC to ensure effective integration of   social cohesion capacity building into all DRIVE sector activities, including organizing and conduct training in trauma awareness and social cohesion for community level stakeholders and DRIVE program functional groups (SILC groups, DRR committees etc.).
    • In coordination with the SPO Government Liaison you will support capacity building on social cohesion and trauma awareness for BSG and LGA level stakeholders as requires.
    • You will also support JDPC to facilitate engagement by the ABCs with LGA and BSG level officials in the planning, implementation and close out planning for DRIVE. This position is contingent upon the award of the grant.

    Roles and Key Responsibilities:

    • Supervise and lead the CRS social cohesion team and provide training, mentoring and supportive supervision to the JDPC DRIVE team on social cohesion and community engagement.
    • Support the JDPC DRIVE team in the coordination and implementation of all assigned community level engagement activities in the DRIVE communities as outlined in the DIP. 
    • Support the JDPC and CRS program team in DRIVE with capacity building on trauma awareness and social cohesion. Lead and implement ToT capacity building on social cohesion for field staff and community mobilizers. 
    • Monitor and report any challenges and/or gaps identified to inform adjustments to sector team plans and implementation schedules. 
    • Assist JDPC in ensuring integration of social cohesion activities at field level into all DRIVE sector team plans and interventions.
    • Lead DRIVE learning and reflection on project experiences related to community engagement.
    • Support JDPC to plan and implement the setup of ABCs in DRIVE target communities, including member identification, training, and the establishment of MoUs for ABC engagement with DRIVE. 
    • Support the JDPC DRIVE team in the planning, organization, running and follow up of monthly ABC meetings with DRIVE leadership. Ensure that action points are documented and follow up actioned and closed within one month. 
    • With DRIVE sector teams in CRS and JDPC develop and implement plans for training on trauma awareness and social cohesion for community leaders and DRIVE program structures. 
    • In coordination with the CRS and JDPC DRIVE DRR team, work with ABCs and DRR committees to develop community projects that strengthen bonds within and between community sectors. 
    • Ensure that essential feedback on DRIVE from community level is shared effectively for adaptive management and decision making within the program. 
    • In coordination with the Government Liaison SPO, create and sustain a consistent and unified approach to stakeholder engagement, stakeholder feedback and reporting for at the community, LGA and state levels.
    • Build capacity among CRS and JDPC DRIVE team on community engagement and effective communication techniques for trust and relationship building.
    • Carry out any other duties as assigned by the supervisor for the implementation of the project. 
    • Report weekly and monthly on project progress to the Project Director.

    Required Languages – English, Hausa and Kanuri are essential. Knowledge of one or more of the languages spoken in Maiduguri, such as Fulani or Shuwa Arabic is an advantage. 

    Travel – The post is based in Maiduguri and includes 60% travel to field locations in MMC / Jere.

    Senior Project Officer - Livestock

    Job Summary:

    Roles and Key Responsibilities:

    • Support the JDPC agriculture team in developing and implementing poultry sector plans.
    • Engage JDPC team to work with CAHWs and AEWs seconded from the BSG in building the technical capacity of project participants on level poultry keeping through household and group level demonstration-based training and supervision.
    • Support JDPC to organize and implement group-based learning for poultry participants. 
    • Engage JDPC to coordinate and implement input provision using the market based approach for poultry participants.
    • Support JDPC in the implementation of livestock activities according to the DRIVE proposal.
    • Ensure that JDPC provides accurate, complete, and timely reporting and field level documentation of all livestock activities.
    • Facilitate JDPC’s engagement with BSG   for technical support in for training project participants on poultry rearing, ensuring that vendors make available vaccinated birds and to link  participants to vaccination services and private suppliers for poultry keeping inputs.
    • Support JDPC to mobilize and engage project participants on poultry keeping business and marketing options to increase income generation and limit premature sales and consumption of production stock.
    • Support multi-sector coordination in CRS and JDPC and area-based committees (ABC) in the implementation and monitoring of livestock activities.

    Program Manager I

    Job Summary

    • You will manage programming for disaster risk reduction (DRR) for the DRIVE Program based in CRS Maiduguri.
    • You will directly supervise the CRS DRIVE DRR team and provide technical capacity building and leadership to the JDPC DRR team.
    •  You will work collaboratively as a team member with the other DRIVE sector leads, especially the SPOs Social Cohesion and Government Liaison to equip communities with skills to prepare for and manage disasters in their communities.
    •  You will lead the DRR teams in CRS and JDPC to support communities to self-organize and identify hazards.
    • Using a participatory process, you will ensure that DRIVE supports each community to create a community managed disaster plan (CMDP) that prioritizes actions for risk reduction. 
    • In collaboration with the Social Cohesion team, you will engage targeted participants in social cohesion capacity building. 
    • Under the leadership of the Program Director, you build the capacity of the JDPC DRR team for DRIVE to plan, sequence, and layer all sector interventions to achieve optimal integration and impact for the poor and vulnerable.  
    • In collaboration with the SPO Governance you will facilitate JDPC DRR team to mobilize, engage   and orient state government stakeholders in BOSEPA, LEMA, SEMA on DRIVE’s  community DRR planning and implementation.
    • You will also   oversee the planning, coordination, implementation, monitoring, program quality and reporting for DRR activities by JDPC on DRIVE.
    • Your management and facilitation skills and knowledge will ensure that DRIVE delivers high-quality, cost effective and locally appropriate programming, and continuously works towards improving the impact of its interventions.

    Roles and Key Responsibilities:

    • Manage JDPC in the implementation of all DRR activities from project design, start-up, implementation, and close-out. These activities include mobilizing and orienting community stakeholders on DRR planning,  supporting community based recreational activities, facilitating  participatory community engagement on CMDPs,  engaging and providing capacity building to BOSEPA, LEMA and SEMA; 
    • Mentor and support the JDPC DRR team in the correct use of the appropriate CRS program planning, implementation, and reporting tools.
    • Ensure effective planning and integration of DRR interventions with DRIVE activities in ERMS and Livelihoods sectors.
    • Represent DRIVE and CRS at all state level sector-based coordination mechanisms for DRR. 
    • Facilitate and support JDPC’s engagement with key BSG ministries for technical support to DRIVE sector implementation and monitoring, including BOESPA, LEMA and SEMA.  
    • Support and oversee the JDPC team in the planning and implementation of all market-based input activities, including participant identification, validation, training, mobilization, distribution, follow up and utilization. 
    • Effectively manage talent and supervise the DRIVE DRR team in CRS. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.

    MEAL Manager

    Job Summary: 

    • You will manage MEAL for the DRIVE program based in CRS Maiduguri. 
    • You will directly supervise the CRS DRIVE MEAL team.
    • You will ensure that the MEAL team works collaboratively with the DRIVE sector teams. 
    • You will support the JDPCE MEAL team for DRIVE to set up and implement robust systems for data collection, analysis, and reporting for DRIVE.
    • You will work with the JDPC DRIVE team and the CRS sector leads to ensure the effective and timely use of data for decision making.
    • You will lead in all DRIVE activities with JDPC on collaborating, learning, and adapting (CLA).
    • You will provide training and capacity building and technical supervision to the JDPC MEAL and sector teams on surveys, registration, assessments, and other data gathering activities.
    • You will ensure that the DRIVE project conducts data collection, analysis, management and reporting and document retention according to CRS standards set out in the MEAL policies and procedures (MPP) and to the meet donor requirements. 
    • You will support JDPC to develop effective systems for cross learning and for capturing learning and success stories. 
    • Your management and facilitation skills and knowledge will ensure that DRIVE’s MEAL team in JDPC is progressively equipped to technically and managerially to provide complete and accurate data for management decision making and donor reporting.
    • This position is contingent upon the award of the grant.

    Roles and Key Responsibilities: 

    • Ensure application of standardized MEAL tools and approaches across the DRIVE program by CRS and JDPC according to the MPP.
    • Support the DRIVE Program Director to monitor program implementation progress on a regular basis against USAID and CRS quality standards and international humanitarian principles through monitoring visits, data quality audits, spot checks against reports and review of implementing reports.
    • Provide technical support to JDPC and CRS DRIVE program staff for the implementation of monitoring and evaluation activities, data management and integration of cross-functional issues. 
    • Support the JDPC MEAL team to conduct program assessments and surveys including baseline and end line evaluation surveys. 
    • Support the JDPCE MEAL lead to foster a learning environment, lead learning and knowledge management within   JDPC for DRIVE.  
    •  Ensure that DRIVE data are protected and shared according to CRS and donor principles.
    • Encourage JDPCE in the integration of good ICT solution to ease the process of collecting, management, analyzing and protection. 
    • Support JDPC in collaboration with the RedRose platform to receive, clean and analyze data. 
    • Directly supervise the CRS DRIVE MEAL team.
    • Provide mentorship and capacity building and technical supervision to the JDPC MEAL team;. 
    •  Champion a commitment to gender sensitive programming and management in JDPC MEAL. 
    • Ensure gender disaggregation data analysis to promote gender mainstreaming among the projects. 
    • Help identify, assess, and strengthen MEAL capacity in JDPC both program and MEAL teams.

    • Demonstrated experience in database management and appropriateness of quantitative statistical management programs including Microsoft Access, SPSS, EPI-INFO, STATA, and Microsoft Excel. Familiarity with GIS and GPS technology.
    • Strong group process design and facilitation skills, including developing and leading workshops.
    • Experience monitoring projects and collecting relevant data.

    Required Languages: English and Hausa languages are required. Proficiency in other local languages will be an added advantage.

    Travel: - Must be willing and able to travel up to 20%

    Key Working Relationships:

    Basic Qualifications

    • Bachelor’s degree in social sciences, statistics, computer science; a post-graduate qualification would be an advantage.
    • Minimum of seven  years’ experience designing and implementing MEAL system for INGOs or USAID- funded projects related to emergency projects in the Northeast region of Nigeria.
    • Demonstrated expertise in qualitative and quantitative data collection, analysis and management methods using CommCare technology.
    • Knowledge of USAID Evaluation Policy and requirements. 
    • Capacity to produce Power BI reports.

    Project Grant Accountant

    Job Summary

    • You will help coordinate and contribute to the implementation of the DRIVE project policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable.
    • You will efficiently perform accounting services through documenting the DRIVE project financial transactions by compiling, analyzing, and verifying account information, preparing account entries, and delivering financial reporting services throughout the DRIVE life cycle.
    • You will organize and lead the financial monitoring of the DRIVE project implemented by the consortium partner, JDPC.  
    • You will provide financial advice and guidance to the DRIVE Project Director. You will also lead on the technical capacity building and mentoring of the JDPC finance team. 
    • This position is contingent upon the award of the grant.

    Roles and Key Responsibilities:

    • Set and monitor sound accounting and financial reporting procedures for JDPC on DRIVE following established standards. Ensure setup and maintenance of all data required for processing financial transactions for assigned DRIVE accounts in the CRS Insight system. 
    • Conduct a capacity assessment of the JDPC financial team and develop and implement a technical and managerial training plan to address identified needs and gaps. 
    • Review and validate supporting documentation before processing of financial transactions to ensure all required documents are accurate and complete and authorizations are in place. 
    • Record financial transactions following appropriate authorizations. Review and analyze various accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and adjustments, as necessary.
    • Assess, evaluate and monitor JDPC financial management processes on DRIVE in accordance with policy and strengthen capacity of partner in financial accounting and transactions.
    • Monitor disbursement/receipt schedules, alert relevant CRS DRIVE staff of due payments/liquidations and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management and compliance with set deadlines.
    • Prepare various periodic and ad hoc financial reports and perform variance analysis to assist CRS DRIVE staff with decision-making. Assist with budget maintenance for proper management of financial resources.
    • Provide information to   CRS and JDPC staff, on financial accounting policies and procedural compliance issues and deliver training and other capacity building activities.
    • Perform assigned treasury DRIVE (cash payment/receipt, cash forecast, etc.) duties, as long as segregation of duties is ensured.
    • Participate in the CRS DRIVE senior management team with the Project Director and sector leads and provide financial and budgetary guidance as required.
    • Carry out any other duties as assigned by the supervisor for the implementation of the project. 

    Required Languages - English and Hausa are essential.

    Travel - Must be willing and able to travel up to 20 %.

    • B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA  or equivalent).
    • Minimum of two years’ experience in a position with similar responsibilities, preferably with an international or local NGO, or a financial/banking institution.
    • Experience of working in a consortium arrangement. 
    • Good communication and facilitation skills.
