    Monitoring and Evaluation Supervisor

    LINE MANAGER:Program Coordinator

    SUPERVISES: Data Management Officers

    LOCATION: Maiduguri with Field visit

    STATUS: Full Time

    DURATION: 5 Months with possibility of Extension

    START DATE:As Soon as possible

    TECHNICAL LINK: HEALTH COORDINATOR, Deputy Health Coordinator, Quality Assurance coordinator, Emergency Coordinator, SRH technical Advisor, GBV technical advisor, MHPSS technical advisor, AND LOGISTICS TEAM.

    I.General Position Summary

    The Monitoring and Evaluation (M&E) Supervisor will ensure that MDM M&E plan is followed. The M&E Supervisor will be responsible for supporting the Pprogram Coordinator to ensure that program decisions are based on quality, up-to-date evidence and will promote an atmosphere of constant learning within the project team. The M&E Supervisor will travel frequently to MDM field locations, and must be prepared to travel outside Maiduguri

    II.  MAIN RESPONSIBILITIES

    Under the supervision of the Program Coordinator, the M&E Supervisor will be responsible for the following main activities in link with MdM procedures:

    • Supervising the Data management officer to ensure all data is collated and computerized in a timely manner
    • Tracking of Indicators and producing monthly report
    • Creation of Electronic data collection forms and training of staff on the same
    • Conducting informal trainings for field staff on accurate data collection
    • Data analysis and reporting
    • Representation at coordination meetings

    III.TASKS DESCRIPTION:

    • Supervising the Data management officer to ensure all data is collated and computerized in a timely manner
    • The M&E Supervisor is responsible for ensuring that all field data is correctly recorded by the Data management officer
    • The M&E Supervisor should be ready to assist with data entry when the volume of work is high
    • The M&E Supervisor should implement quality control on the data entry to ensure accurate data is available to all MDM coordinators
    • Ensure data is properly disaggregated by gender and age
    • Tracking of Indicators and producing monthly report
    • Collate data from various sources within the Program team, including the Data management officer, to update the indicator tracking
    • Produce a quality monthly report on the Program indicators
    • Highlight in a timely manner any issues with data, gaps or unexplained trends, to the Pprogram Coordinator
    • Creation of Electronic data collection forms and training of staff on the same
    • Create electronic data collection forms
    • Training of field staff on how to use the electronic data forms
    • Ensuring the accurate transfer of data from field to base
    • On an ad-hoc basis, the M&E Supervisor should be able to identify incorrect data collection from the field and trouble-shoot by conducting on the job training for the clinicians, and other staff members to improve the accuracy and explain the tools adequately

    Data analysis and reporting

    • In addition to the monthly indicator tracking report, the M&E Supervisor is responsible for sending all required data analysis to MDM donors, and to assist the Pprogram Coordinator with narrative reporting.
    • Responsible for ensuring the timely accurate reporting to the sectors (5w)
    • Representation at coordination meetings
    • Attend and actively participate in the IM Working Group, and other relevant coordination bodies

    IV.OTHERS:

    • Establish good relationship with the different stakeholders in order to have a smooth implementation of MdM project
    • Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services
    • Inform immediately the security focal point in case of any security problem in the field
    • Perform other additional duties on request of the Program Coordinator and coordination team

    V.  PROFILE

    Fluency in Hausa and English, both written and spoken.

    Academic background:

    BA/S or equivalent in Statistics, Mathematics, Social Sciences, International Development or other relevant field.

    Professional experience and skills :

    • A minimum of 3 years of experience working in the non-profit sector in monitoring and evaluation, ideally in health Programing or protection.
    • Prior experience of carrying out surveys, conducting interviews, and undertaking assessments.
    • Experience designing and implementing electronic data collection methods
    • Understanding of qualitative and quantitative indicators and measurement strategies for collecting data regarding both types of indicators.
    • Understanding of confidentiality requirements for medical data is a plus
    • Experience managing people required
    • Experience working in a multi-organizational team (international and national partners) is a plus.
    • Strong written and oral communication skills in English required, including report development, writing and editing.
    • Excellent skills in excel and data analysis are required for this position, and will be tested at interview
    • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.

    Data Officer

    LINE SUPERVISOR: Monitoring and Evaluation Supervisor

    MAIN RESPONSIBILITIES

    The Data Officer will be responsible for the following main activities in accordance with   MdM procedures:

    • Data Management
    • Data Report Design
    • Field Monitoring Supervisions
    • Other Tasks

    DETAILED ACTIVITIES

    • Data management on the corresponding forms and tools
    • Receive the data from the project team or if not, collect it
    • Enter medical data in the mission database appropriately and on a regular basis (from mobile teams and supported health facilities)
    • Update and maintenance of database (data, formulas, graphs…)
    • Report and alert to the line manager any problem arising with data provided or database.

    Data report design

    • Update the standard monitoring tool designed on Excel
    • Create and generate relevant graphs to show the data developments/movements
    • Support the development of database in collaboration with coordination team if needed
    • Contribute to designing various studies (surveys, new forms…)
    • Produce GIS maps for program purposes

    Field Monitoring Supervision

    • Supportive supervisions of mobile clinics team to support and improve field data collection
    • Conduct regular field visits to verify data collected on different activities
    • Conduct onthejob trainings on data collection at the base office and field locations

    Other tasks

    • Assist the M&E Supervisor on M&E activities in designated site(s)
    • Direct supervision of registrars in mobile clinics to ensure data quality
    • Review documents, reports etc for data analysis.

    II.Profile

    Academic background:

    BA/S or equivalent in Statistics, Mathematics, Computer Science, Information Management, Social Sciences, International Development or other relevant field.

    Professional experience and skills :

    • A minimum of 2 years of experience working in the nonprofit sector in Data Management Monitoring & Evaluation, or Information and Knowledge Management.
    • Excellent Excel Skills
    • Excellent Information Technology skills
    • Ability to think independently and identify data discrepancies
    • Experience designing and implementing electronic data collection methods
    • Understanding of confidentiality requirements for medical data is a plus
    • Knowledge of the use of GIS applications a plus

    • Ability to work under less supervision

    Pharmacy Assistant

    SUPERVISOR: Med Supervisor

    LOCATION: Maiduguri, Damboa & Emergency

    Line Reports and functional supervisor: Pharmacists/Deputy PharmaCo/PharmaCo

    CONTRACT DURATION: 5 MONTHS WITH POSSIBILITY OF EXTENSION

    STATUS: FULL TIME

    MAIN RESPONSIBILITIES

    • Under the supervision of the Pharmacist, the Drug Dispenser will be responsible for the following main activities in order to ensure the quality of care in the mobile clinics:
    • Stock management in link with mobile clinics
    • Distribution of drugs to the patients and counseling
    • Reporting and attendance to different meetings
    • Collection and analysis of weekly drugs consumption

    TASKS DESCRIPTION:

    • Stock management in link with mobile clinics
    • Prepare all the necessary drugs, material and equipment for mobile clinics and ensure that everything is ready before to leave MdM office
    • Store drugs according to instructions and standards.
    • Realize the pharmacy stock management (in/out) at the mobile clinic
    • Calculate daily consumption for each item in order to anticipate any shortage
    • Do a weekly physical inventory of mobile clinic pharmacy
    • Prepare weekly drugs orders to MdM central pharmacy with the assistance of the medical doctors and paramedics staff
    • Monitor the supply quantity, expiration dates and quality of medicines and medical supplies.
    • Ensure pharmacy recommendations are applied
    • Distribution of drugs during the mobile clinics
    • Give the drugs according to the medical prescription.
    • Ask the medical doctor or the midwife to complete their prescription in case of incomplete information (dosage, duration…)
    • Indicate the name, presentation and dosage of the drugs on the dispensing bag.
    • Explain to the patient how to take the treatment and make sure that the explanations have been understood
    • Explain the potential side effects of a drug to the patient
    • Fill in the daily consumption form for each item
    • Ensure patient confidentiality is respected and treat all the patients with respect and dignity
    • Collection and analysis of weekly drugs consumption
    • Collect the daily mobile clinic consumption
    • Participate to collect the weekly consumption and analysis of the medical stock needs
    • Reporting and attendance to different meetings
    • Prepare request for the clinic and validate with Medical supervisor.
    • Liaise/inform clinician, doctors and midwife about drug availability.
    • Participate in a pro-active way to MdM internal meetings (medical, security…)
    • Participate to all the  trainings organized by MDM

    OTHERS:

    • Give suggestions to improve the functioning of MDM mobile clinics
    • Participate to the loading and unloading of the vehicles and to  the setting up of the mobile clinics
    • Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services
    • Is responsible for the proper use and maintenance of assigned equipment
    • Perform other additional duties on request of the team leader
    • Inform immediately the security focal point in case of any security problem in the field

    PROFILE REQUIRED:

    • Pharmacist Preferred
    • Experience in similar position for at least 2 years
    • Good knowledge in dispensing and medical stock management
    • Capacities in team management
    • Strong sense of responsibilities and organization skills
    • Strong work ethic and rigor

    Languages (spoken and written): English, Kanuri and Hausa
