    Finance Team Leader

    Location: Mubi, Adamawa

    The Position

    • The Finance Team Leader serves as the focal person for Finance in the office at the location.
    • Supports the preparation of Finance tasks and maintenance of Financial information.
    • Works within the Finance procedures of DRC, municipal policies and procedures and in compliance with all national acts and legislation.
    • The Finance Team Leader supports the Head of Base with reports for senior management in the country.

    Responsibilities
    Cash Management:

    • Ensure weekly cash forecast/requirements are compiled for all departments and share with Head of Base by 3 pm on Fridays (no supervision required)
    • Follow up with the bank on receipt of funds from Yola Office (no supervision required; Coordination with field office Finance staff and Head of Base required)
    • Anticipate the cash need for Mubi and communicate to the Finance Manager at least one week before the cash in needed (no supervision required; Coordination with field office Finance staff)
    • Ensure adequate Petty cash is kept in Mubi office to cater small-time expenditures as per the Finance procedures (no supervision required)

    Accounting Management:

    • Follow up with staff and ensure the cash advances are settled within two weeks (Coordination with field office Finance staff and Head of Base/Finance Manager required)
    • Reconcile various pending advance’s in the ledger and ensure proper and timely settlement and reports to be submitted to Head of Base and Finance Manager by 10th of the following month (training by Finance Manager and Coordination with field office finance staff)
    • Conduct weekly cash counts for Mubi office and submit cash count sheets by 4 pm on Fridays to Head of Base and Finance Manager (no supervision required)
    • Prepare monthly cash counts for Mubi office on the last working day of the month and submit to Head of Base and Finance Manager by 4 pm on the last working day of the month. (no supervision required)
    • Prepare a bank reconciliation for Mubi for accuracy and completeness and send to Finance Manager by 3rd of the following month (Coordination with field office Finance staff and Head of Base/Finance Manager required)
    • Update commitment cash book in coordination with Administration, Procurement/Logistics departments, bi-weekly to ensure all Finance obligations are entered in the cash book. (Coordination with field office Finance staff, Logistic Staff and Head of Base/Finance Manager required. Supervision of Finance Manager)
    • Prepare cash book for Mubi office as per the finance calendar (submission on 3rd of the following month) to Finance Manager (Training/Supervision of Finance Manager)
    • Ensure payment request/documents are reviewed to ensure DRC/Donor documentation guidelines (Including checking of project code/budget line, availability of funds) are adhered, payments are finalized within three working days. (Support/Supervision of Finance Manager, Head of Procurement/Logistics and Head of Base)
    • Ensure payment documents and vouchers are scanned and sent to Country Office on or before 15th of the following month (Coordination with field office Finance staff and Head of Base/Finance Manager supervision)
    • Ensure that statutory deductions are paid to relevant authorities monthly to avoid any penalties. (PAYE, Pension, NHF, NSITF, WHT, and others as applicable) and report to Finance Manager and Head of Base after payments (no supervision required)
    • Review all Order Request/Purchase Orders for proper coding and budget adequacy before approval. (no supervision required)
    • In liaison with the Logistics department, prepare commitment lists every month for financial obligations already entered into but not captured in financial reports.

    Budgetary Management:

    • Review Budget Follow Up/Transaction details for Mubi office in coordination with the relevant program managers to ensure postings are done correctly, over spending’s are rebooked on a monthly basis. Budget monitoring Status report to be submitted to Head of Base within seven working days from receipt of BFU/TDL (Support/Supervision from Finance Manager, Head of Base, Program/Project Managers)
    • Review project work plan against finance forecast in coordination with the program staff on a quarterly basis. (Training/Support/Supervision from Finance Manager, Head of Base, field office finance staff, Program/Project Managers)
    • Compile and Prepare the finance details (analyse expenditure progress) for Mubi office for Quarterly/Annual review meetings. (Training/Support/Supervision from Finance Manager, Head of Base, field office finance staff, Program/Project Managers)
    • Assist the Head of Base on budget preparations (Training from Finance Manager)

    Other:

    • The focal point for Finance in the office
    • Serve as a technical resource person for the Finance department.
    • Produce monthly and quarterly reports as required by Finance Manager/management as and when required.
    • Assist in budget preparation at the field level.
    • Report to the Finance Manager any irregularities that occur within the DRC office, staff compound and sites on DRC policy and procedures.
    • Follow any new procedures and guidelines designated in circulars from Country Director/Finance Manager/RO and HQ.  
    • The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

    Key Requirements

    • At least four years' work experience in the field of finance/accounting/bookkeeping in an INGO or the commercial sector.
    • Hands-on experience/skills in MS Excel (experience in working with formulas)

    Desirable:

    • University Degree in Finance / Accounting / Commerce / Business Administration.
    • Excellent organizational skills, self-motivated, proactive and able to accomplish set deadlines.

    Willing to meet deadlines with minimum supervision.

    Supply Chain Officer - Logistics

    Location: Michika, Adamawa
    Availability: ASAP

    The position

    • The Supply Chain Officer - Logistics will report directly to the Logistics Team Lead.
    • She/he must be able to manage a local emergency stockpile and goods consolidation point in order to permit the rapid movement of DRC/DDG humanitarian supplies.
    • Design and implement warehouse management and commodity tracking system.

    Responsibilities
    Logistics:

    • Participate in field-level program planning formulation and advice on logistics considerations.
    • Provide technical and operational support to the field office, as well as advice on the application of logistics management best practices, systems and procedures.
    • Implement and manage contracts in forwarding, transport, and warehousing, where necessary.
    • Implement standard DRC logistics systems and procedures as applicable in the Operations Handbook
    • Maintain the Asset management of all assets in Maiduguri jurisdiction

    Staff movement oversight and support:

    • Travel Security Clearances: Prior to any movement complete all security briefings for staff traveling to high-risk field locations. Ensure that established movement tracking protocols are adhered to by both the Safety Unit and all DRC staff.
    • Field movement tracking: Coordinate with logistics staff when directed to support Field level movement oversight and support.
    • Maintain car folders: Maintain car folders and all DRC vehicles and support logistics staff in maintaining the car folders.
    • Driver orientation: Responsible to orient drivers on current context and road conditions. Train drivers on regulations and road safety.

    Administrative and Operational support:

    • Asset management: Maintain Maiduguri asset register and oversight on all assets that are both utilized and stored.Coordinate with the DRC Logistics and Procurement department to ensure that the overall DRC asset register reflects in the Maiduguri current asset register.
    • DRC facility management in Borno State under the close supervision of the Logistics Team Lead.
    • Weekly and Monthly report: Responsible for compiling Maiduguri weekly and monthly report for Logistics Unit.
    • To be successful in this role, the candidate is expected to be honest, strongly motivated and display a high standard of integrity in humanitarian work, disciplined and team-oriented

    Key Requirements
    Essentials:

    • 2-3 years of progressively responsible professional work experience at the national level in logistics.
    • Varied supply/logistics functional background ranging from Inventory and warehousing to transport management and distribution to beneficiaries an asset as well.
    • Knowledge & experience of dealing with commercial transporters and coordinating supply delivery to remote and insecure areas
    • Excellent computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel).
    • Sound judgment and the ability to work effectively with others at all levels
    • Strong assessment, evaluation, analysis, and strategic planning skills
    • IT literate, MS – Word, Excel, and PowerPoint
    • Interpersonal communication and proven written / presentation skills
    • Demonstrated ability to manage under stressful conditions

    Desirables:

    • Flexible & willing to work in a remote setting & to travel to other field locations.
    • Ability to multitask and work comfortably under pressure
    • Experience from working in an (I)NGO
    • Fluency in Hausa is an added advantage
    • Bachelor's Degree or any equivalents, Higher Diploma, NCE in any field related to Humanitarian Work.
    • Competent and literate in English, verbal and written, with a sound knowledge of technical expressions, any local speaking language will be an advantage.

    Finance Assistant

    Reporting & Communications Specialist

    Location: Yola, Adamawa
    Availability: ASAP

    The Overall Purpose of the Role

    • The Reporting and Communication Specialist is responsible for ensuring that all information and data collected from the field is compiled, documented, analyzed and reported in a results-based and timely manner for DRC Nigeria internal purposes and as per donor requirements.
    • The position is also responsible to develop high-quality communication products, highlighting DRC Nigeria programme activities for external audiences.

    Key Responsibilities
    Reporting:

    • Under the direction of the QAM and in coordination with programme sector managers and the M&E Specialist, ensure timely compilation of programme and project data to meet the internal, donor, and sector coordination reporting requirements by the deadline;
    • Ensure templates and processes are fit for purpose to collect relevant quantitative and qualitative information required for reporting to a range of stakeholders;
    • Conduct capacity building with programme and support unit staff to ensure reporting requirements and toolkits are used effectively;
    • Provide editing and quality assurance of all internal and external reports for review by the QAM prior to dissemination.
    • Ensure that all grants and subsequent documents are uploaded to Dynamics timely and relevant information is updated

    Communications:

    • Under the direction of the QAM, develop, implement, and monitor a communication and visibility plan to facilitate better understanding among partners, donors, beneficiaries and host communities, media, the general public, and government stakeholders about DRC-DDG as an organization and programme achievements and progress;
    • Act as the focal point for collecting and compiling information to produce external communication products promoting the contribution of DRC-DDG Nigeria to the crisis response, ensuring protection principles and standards are adhered to in all products disseminated publicly;
    • Undertake field visits to produce creative and engaging communications products to raise awareness of the crisis in northeast Nigeria and the humanitarian response efforts of DRC-DDG;
    • Provide high-quality editing of text and visual materials and products to the standard required for public dissemination;
    • Maintain and update DRC-DDG Nigeria country profile documents, fact sheets, and presentations for external audiences;
    • Ensure all DRC-DDG and donor visibility requirements and communications commitments are implemented;
    • In coordination with the QAM, liaise with DRC-DDG West Africa regional office and headquarters communications focal points as required.

    Grants:

    • Support programme unit to compile high-quality concept papers and proposals, especially your role will be a compilation of inputs and editing of concept/proposal documents
    • Ensure updating of DRC Nigeria grant files for ease of reference
    • Regularly update rant portfolio document, highlighting reporting timelines, as well as concept and proposal development timelines

    • At least 2-3 years of professional experience working with humanitarian/development organizations with responsibilities for grants, reporting and/or communications.
    • University Degree in a relevant field such as Social Sciences, Development Studies, Journalism, Communications or similar
    • Certification or equivalent professional experience in graphic design, publishing, or similar
    • Knowledge of relevant sectoral areas implemented by DRC-DDG Nigeria programmes – including protection, food security, WASH, shelter, NFIs, mine action, mine risk education, and armed violence reduction;
    • Highly developed skills and demonstrated capacity in editing of written and audio-visual reporting and communication products to the quality required for submission and dissemination to external audiences;
    • Advanced computer literacy in publishing and design software (Office suite, Adobe, InDesign, etc), evidenced by a portfolio of communications products produced by the candidate;
    • Demonstrated capacity to work collaboratively in a multi-cultural environment with competing priorities, tight deadlines, and in a complex emergency context;
    • Ability to live and work in an insecure and high-stress environment

    We Offer

    • Contract length: 6 months with a possibility of extension, subject to funding and Performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for expatriate staff. This position is under Employment band M.F 1
