    Monitoring, Evaluation and Learning Consultant

    Opportunity

    • The Local Health System Sustainability (LHSS) Project is a 5-year, $209 million global task order that works to strengthen health systems to achieve universal health coverage and improve population health and well-being.
    • Interventions will focus on reducing financial barriers, holding health services accountable for meeting all clients’ needs and making sure that the care patients receive meets minimum standards.
    • LHSS’s Nigeria activity will support the Government of Nigeria in five states (Nasarawa, Plateau, Zamfara, Lagos and Kano) to expand sustainable pro-poor health financing options to reduce health inequalities, improve access to essential health services for the most vulnerable populations, and increase government expenditure on health services for greater sustainability of health service delivery. In addition, the program will also support HIV/AIDS financing in Lagos and Kano States.

    Objectives
    The Activity has five Objectives:

    • Increase financial risk protection.
    • Improve population health coverage.
    • Increase the number of fully functional health facilities.
    • Increase utilization of state health insurance schemes for HIV/AIDS services.
    • Increase government funding for HIV/AIDs services.

    Key Responsibilities
    The Consultants will be engaged to:

    • Provide technical assistance to strengthen the capacity of the Monitoring and Evaluation (M&E) staff in the Department of Planning, Research and Statistics in the State Health Insurance Agencies and Primary Healthcare Development Agencies of Plateau, Nasarawa and Zamfara States.
    • Support the collection, collation and report of quarterly data to the NHIA and NAPHCDA.
    • Promote the institutionalization of a culture of use of data for decision making.
    • Propel the development of electronic data collection tools using Kobo Collect in Nasarawa and Zamfara states.
    • Collaborate with all relevant stakeholders in the states to ensure LHSS project’s data (monthly and quarterly) are collected, cleaned and sent to the State Coordinators for onward transmission to the LHSS Country Office.
    • Support the LHSS State Coordinators to implement program activities in the respective states of operation
    • Carry out other responsibilities as assigned by the LHSS technical team

    Expected Deliverables

    • Submission of report on capacity strengthening of the M&E staff in the Department of Planning, Research and Statistics of the State Health Insurance Agencies and the State Primary Healthcare Development Agencies in the three states.
    • Report on the support for the collection, collation, and report of data to the National Health Insurance Agency (NHIA) and National Primary Health Care Development Agency (NAPHCDA).
    • Evidence of instituting data use culture in the agencies.
    • The development of electronic data collection tools using Kobo Collect in Nasarawa and Zamfara states.
    • Submission of LHSS data reports for Plateau, Nasarawa and Zamfara monthly and quarterly to the State Coordinators for onward transmission to LHSS Country Office.

    Preferred Skills /  Knowledge and Requirements

    • A Post-graduate Degree in the field of M&E, Social Research, or other related fields is desirable.
    • Expertise in the field of Monitoring and Evaluation and proven experience in data collection at the facility level.
    • At least over 5 years of proven experience in the field of M&E and specifically expertise in providing capacity building on monitoring, evaluation and learning (MEL) activities including data collection, analysis and use of data for decision making etc.
    • High quality of M&E and training skills.
    • Fluency in spoken and written English essential; proficiency in the local language desirable.
    • High proficiency in the use of Microsoft office and other statistical software such as SPSS or Stata.
    • Experience in mobile data collection tools such as kobo collect, ODK, etc.
    • Candidates must have a good working knowledge of the context and preferably should be residing in the state they apply to work in. The preferred state should be indicated in the application.

    Period of Performance and Reporting Line:

    • The consultants will be engaged for a period of 80 days between April 2023 and August 2023 with the possibility of extension.
    • The MEL consultant will report to the LHSS MEL Advisor
