    Program Manager

    • The Programme Manager is responsible for the execution of m2m DRC’s implementation support services and technical assistance.  
    • Working alongside Government (PNLS, DGOGS, CSU, etc.) and implementing partners, the incumbent will ensure delivery of services in line with m2m’s programmatic standards. The Program Manager will partner with the government of the Democratic Republic of Congo (DRC) to strengthen community health service delivery. Using its integrated services platforms, m2m intends to deliver integrated primary health care services, to end HIV and tackle life-threatening health issues that disproportionately affect underprivileged and marginalized populations in DRC.
    • The Programme Manager will also work closely with the Ministry of Health (MoH) at the national, provincial, and health zones to ensure that their support in the roll out the DRC Community Health Worker strategy in line with the Ministry of Health goals.  S/he will be directly responsible for delivering quality assurance and quality improvement activities.  
    • The position is a remote, DRC- Kinshasa based.

    Key Performance Areas: 

    Implementation Support: 

    • Develop standards for implementing and operationalizing the DRC Mentor Mother and Community Health Program National Guidelines and ensure that they are well understood by implementing partners to ensure program quality 
    • Work to support the Government of the DRC and its implementing partners to align their peer education and psychosocial programs with the standards outlined in the National Guidelines, develop tools and conduct organizational self-assessment with each implementing partner to help understand their unique opportunities and challenges with regard to implementing the DRC Mentor Mother Program National Guidelines
    • Support the National Government to resolve barriers to implementation and provide recommendations on which area of technical assistance might be needed and what type of services are available
    • Oversee design and integration of ongoing model innovations, support dissemination program implementation, conduct joint supervisions
    • Develop Support Provincial and Health Zone Coordinators in ensuring quality programme implementation and supervision of site staff
    • Lead communication and facilitate shared learning across sites and communities

    MoH Technical Support:

    • Oversee design and integration and MoH buy-in of ongoing model innovations, support dissemination to site staff, provision of capacity building in the innovations, and feedback and communication to management
    • Liaise with provincial health services at the provincial and zonal levels to identify strategic opportunities, site level programme/staff development needs and inform ongoing model enhancements
    • Support Health Zones and Areas in ensuring quality programme implementation 

    Representation, networking and strategic relationship management: 

    • Compile periodic internal and donor programme analytical progress reports
    • At the discretion of the Country Director strategically represent m2m in technical working groups, steering committees, and other partner or external forums 
    • Maintain sound strategic relationships with the different health areas – Nutrition, PMTCT and community/district focal persons within the MoH

    Staff management and capacity building:

    • Liaise closely with the Country Director and m2m HR team at head office to ensure sound implementation of HR processes from site level, staff development and support for Regional Managers and site staff 
    • Participate in weekly program support team meetings led by the Country Director to review tasks, share workload across the team and facilitate planning

    Monitoring & Evaluation: 

    • Develop monitoring systems to track IP progress 
    • Developing joint M&E supervision systems and M&E plans

    Job Requirements

    Qualifications and Experience:

    • Bachelor's degree in public health, public administration, social sciences, or any related fields, with at least 7-10 years of relevant experience OR master's degree in public health, public administration, social sciences or any related fields, with at least 3-5 years in program support in a comparable position
    •  Fluent in French and Excellent English language skills

    Competencies:

    • Strong programme design and conceptualization skills with the ability to think creatively and systematically at all project levels
    • Demonstrated ability to design and lead the execution of efficient support systems including creating programme, operational, tracking and evaluation support tools
    • Demonstrated experience providing technical support to different stakeholders including implementing partners and governmental departments
    • Applied knowledge of financial management and human resource management 
    • Sound understanding of M&E tools and systems 
    • Extensive experience in programme development and quality assurance
    • Demonstrated ability in developing and maintaining strategic relationships at multiple levels including Government, donors and implementing partners 
    • Excellent writing, editing, and grammar skills in Portuguese and ability to communicate effectively and succinctly to internal and external audiences
    • Ability to plan and coordinate multiple tasks in different provinces 
    • Proficiency in Microsoft Office suite and familiarity with translation software 
    • Ability to work cross-functionally under an international NGO structure
    • The ability to multi-task and meet deadlines in a demanding, fast-paced and rapidly changing environment
    • Exceptional leader with excellent organisational and interpersonal skills
    • Excellent analytical and problem-solving skills 
    • Flexible, with ability to work independently and as part of a team 
    • Valid driver’s license
