    Nutrition Survey Expert


    Location:

    About the Program

    Action Against Hunger has been operational in Nigeria since 2010 responding to both chronic and acute needs through a multi-sector strategy where nutrition, Food Security and Livelihoods and Water, Sanitation and Hygiene activities are integrated to have a meaningful impact on people’s resilience. The main objectives of the country program are:

    • To continue building on Action Against Hunger’s reputation for nutritional expertise to deliver integrated nutrition, WASH and FSL assistance in the high caseload Northern Nigeria States and build evidence from out pilot projects to influence policy makers to find long lasting solutions to under nutrition and hunger,
    • To respond to the dire humanitarian situation created by the devastating conflict on-going in the North East while applying, where possible, attempts to find durable solutions in line with the New ways of Working and Humanitarian Development Nexus.

    With a central office in Abuja and 3 main field office across the North, Action Against Hunger runs intervention in 3 States of Northern Nigeria including two States affected by the on-going conflict. We have a country team of around 550 staff (45 international) and a budget for 2018 projected at 50 M US$. Our main donors and partners in Nigeria include USAID/OFDA & FFP, DFID, ECHO, EU EDF, AFD, UNICEF, SIDA, SDC and GAC.

    You’ll Contribute to Ending World Hunger By:

    • Supporting the implementation and coordination of SMART surveys in Borno and Yobe states. This position is based in Maiduguri, Nigeria.

    Key Activities in your Role will Include:
    Build up an AAH team and Coordinate the implementation of planned nutrition SMART surveys in the targeted areas:

    • Identification and design of surveys activities according to needs/pre-decided work plans and capacities that include SMART survey methodology and other nutrition surveys if needed.
    • Supervise the collection and documentation of background and general information and contextual information relevant to the survey.
    • Ensure the scientific quality of the Survey and according to the need of the surveys, organize field officers access to books, reports, key informants interviews, local authorities, etc.
    • Encouraging and facilitating an integrated approach to survey assessments in coordination with the M&E and the technical Coordination team.
    • In coordination with the PM and the technical team, coordinate and lead the survey design: initial planning, selection of tools and methods, sampling, writing guidelines and set up time frame, working days needed, budget and logistics planning and any special tools and equipment needed.
    • Lead the survey team in data collection (following designed methodology), data entry, analysis and processing of information (ENA for SMART, SPSS, Epi Info, Ms Excel etc.).
    • Produce survey analysis and reports and guaranty the quality of the final survey report, recommendations and the integrated collaboration with other ACF technical departments for contextual information.
    • To write quality technical reports for external release – i.e. nutrition surveys, rapid assessments, and coverage survey, ACF training sessions and/or workshops.
    • To disseminate findings among stakeholders, including SMoH, Nutrition Sector coordination team, Key partners, ACF teams, etc.

    Supporting and effectively manage surveys, teams and internal coordination:

    • Managing all aspects of the Nutrition survey from planning, logistics, budgeting, team recruitment, training, in coordination with the Regional Nutrition and health Regional Coordinator and ACF concerned staff.
    • Managing Field work, quality of the survey, analysis and the report writing to finalization.
    • Management and Supervision of the survey/assessment teams including: induction, follow up, evaluation, and promotion of positive team dynamics and motivation.
    • Recruiting, Training and building of technical capacity of the surveys’ team.
    • Collaborate with health authorities and Nutrition implementing partners via the Regional Nutrition and Health Coordinator.
    • Follow up of the budget allocated to survey activities in liaison with Administration/Finance Arrangement and Follow up of the logistics requirements of the surveys' team with the Logistics Department and relevant Field Coordinators, Program managers...
    • Providing outcome/impact analysis information of the programs through the survey findings.
    • Participate in the program strategy, narrative and financial project proposals
    • Providing Survey department update in the Nutrition technical monthly report.
    • Analysing the backup survey as and when required by the programs.

    To plan, support and follow up on capacity development of the field teams (including both AAH and SMoH staff) in nutrition assessment:

    • Define a training development plan for the Survey team on SMART surveys.
    • Recruit, train and build technical capacity of the surveys’ team in collaboration with the Sector Managers.
    • Support to supervision of the surveys’ team including: induction, follow up, evaluation, and promotion of positive team dynamics and motivation.
    • Train and support the AAH Survey Officers and relevant staff (not exhaustive) on follow up of the budget allocated to survey activities in liaison with Administration/Finance, arrangement and Follow up of the logistics requirements of the surveys' team with the Logistics Department and relevant Field Cos
    • To provide simplified trainings on the SMART survey methodology and findings for general understanding to the program teams, M&E teams, and sectors partners
    • Liaising with relevant ministries and stakeholders to identify survey training needs and develop appropriate funding proposals in coordination with the line managers.
    • Support ACF Nutrition and Health Sectors Managers and Nutrition teams on implementation of the survey recommendations/reforms.
    • Planning and facilitating technical capacity building and training sessions for the government ministries and partner NGOs/UN agencies staff/cluster members as and when required.

    To appropriately represent ACF and coordinate externally:

    • Representation of ACF as and when directed by the technical line manager and/or prepare related material to be presented to internal and external audience (such as presentation of survey methodology, plan, and finding results to the sector technical working group).
    • In collaboration with the Regional Nutrition and Health coordinator, ensure proper coordination with the Nutrition Sector, SMoH and/or other line ministries for the implementation of survey activities.
    • Ensuring that all internal/external coordination to be done in a culturally appropriate, honourable and respectful manner.
    • To arrange the work plans/field work in accordance to the safety and security procedures of ACF Nigeria.

    To produce timely and quality reports:

    • Support and provide technical back stopping to the M&E and program teams during the completion of the monthly reports, specifically those linked to nutrition and health in the project areas.
    • Ensure that reports on any training session and/or workshop organized by the Health and Nutrition and the current Grant is documented and disseminated widely as per the ACF procedures.
    • Ensure that all technical reports for external release are validated by relevant line Managers including the Regional Nutrition and Health Coordinators, Nutrition and Health HOD, DCD program, Technical Advisor.
    • Contribute to the donors reports: interim and final reports as required.

    Does This Description Fit You?

    • Master's degree in Statistics, Epidemiology, Nutrition by Research or related field
    • At least 3 years of proven experience in Managing Health and Nutrition projects, research and surveys as well as humanitarian work.
    • Strong understanding of nutrition information and surveillance system, monitoring and evaluation.
    • Experience in nutrition program management in emergency set-up including proposal writing, project budget management, reporting and training provision.
    • Knowledge of LQAS, SLEAC, SQUEAC, CSAS and KAP methodologies will be of added value.

    Nutrition and Health Manager

    You’ll contribute to ending world hunger by

    • Supporting the implementation of health and nutrition activities.
    • You will support the health system mechanisms in Borno and Yobe states. This position is based in Maiduguri, Nigeria.

    Responsibilities
    Provide high quality project management, technical advice and leadership in HSS:

    • Lead collaboration across the project technical teams to identify, analyse, formulate, and implement activities to strengthen key systems (leadership, logistics, and information systems) that support delivery of high quality health and nutrition services.
    • Provide technical guidance to the health and nutrition team for Supply Chain Management, identifying evidence-based approaches that are contextually appropriate to reform the overall ACF Health Commodity Supply System.
    • In collaboration with the Regional nutrition and Health Coordination team identify short and long-term technical assistance required for the successful implementation of the planned nutrition and Health activities.
    • Coordinate with other partners and support efforts to address health system strengthening gaps and help build technical capacity within the ACF health and nutrition team as well as the SMOH/SPHCDA in the supported Local Government Authorities (LGAs).

    Manage and Organize Nutrition and Health project staff development programs in collaboration with other technical and operations department:

    • Provide technical support including leadership, monitoring, motivation and management of the health and Nutrition technical team.
    • Conduct regular evaluation of the skills levels and technical competences of the ACF health and nutrition teams in performing their assigned duties.
    • Support the Training and sector Managers in identifying and harmonizing training needs as well as ensuring the quality and pertinence of training programs established for the ACF teams.
    • Manage the project cycle in nutrition and health.
    • Ensure that the health and nutrition teams meet the objectives of ACF in supporting the targeted areas in both nutrition and health response.
    • Ensure that the services provided by the health and Nutrition team are adequate and meet the basic needs of the affected communities.

    To develop strategies and support direct operations:

    • In collaboration with the Regional Nutrition and Coordination, support the development of strategies addressing the problems linked to poor health and malnutrition in the North east region.
    • Coordinate and support the smooth implementation of planned nutrition and health activities.
    • Ensure that the nutrition and health sections of the project implementation reports include critical analysis and technical sounds.
    • Contribute through coordinating with the project team in the development of the nutrition and health sections for future proposals when required.

    To appropriately represent ACF and develop local partnerships:

    • Disseminate the information collected to the key partners when required.
    • Ensure that positive collaboration and he quality of relations with partners in regard to OFDA Grant is maintained throughout.

    Does this description fit you?

    • Bachelor’s degree in Health & Nutrition with extensive experience or field related/relevant to international H&N work.
    • At least 3 years of proven experience in Managing Health and Nutrition projects, research and surveys as well as humanitarian work.
    • Experience in donor reporting e.g. ECHO, EU, UN Agencies, OFDA/USAID is preferred.
    • Strong understanding of Health Management information System, Health Surveillance, monitoring and evaluation methods is preferred.

    Operations Support Coordinator

    You'll Contribute to Ending World Hunger By:

    • providing leadership and management of all the Support Services functions and systems at regional level , to ensure quality support to programme implementation is maintained in line with Action Against Hunger Nigeria Country Strategy, internal policies, best practice and donor guidelines. This position is based in Maiduguri, Nigeria.

    Key Activities
    Overall coordination of the support function inter-departmental work plans, in order to provide operational support to project implementation:

    • The Operations Support Coordinator is responsible for:
      • Supporting the development and implementation of the field support aspects of the Country strategic plan.
      • Supporting the development and implementation of the Support Department regional strategic plan (Finance, Logistics, Admin and HR)
      • Monitoring on going progress of the project plan, and reporting on a quarterly basis
      • Ensuring inter and intra departmental coordination between support, and program implementation teams for the development of planning and management tools such as the mission funding plan, HR forecasting, supply plan and equipment forecasts among others.
      • Conducting regular analysis of field structure costs, to ensure synergy with overall mission structure and strategy, in order to ensure quality proposal development.
      • Coordination and development of the support aspects of proposal writing and budget building (forecast of specific logistics needs, support HR needs) in line with donor regulations and ACF internal procedures.
      • Supporting project managers in the ongoing development of basic management tools i.e. project procurement and supply plan, detailed Implementation Plan and risk management plan.
      • Anticipation of complex procurement, importation, finance or HR requirements.
      • Maintaining effective and timely implementation of support needed for each project.
      • Alerting the Field Coordination team to any unforeseen challenges and proposing mitigation/corrective measures to be implemented.
      • Identifying the constraints and opportunities within HR, logistics, admin and finance in relation to any potential humanitarian response, and briefing the Field Coordinator and departmental / project managers accordingly.

    Overall Management of support functions:

    • The Operations Support Coordinator is responsible for:
      • Line managing Finance, HR and logistics Field Managers: Assigning objectives, performing regular coordination meetings with the finance, HR and logistics managers to ensure sound management of individuals and synergy of objectives/vision among the team.
      • Ensuring that ACF financial, logistics and HR Guidelines are adhered to at all times.
      • Ensure organizational compliance with donor policies and guidelines, in addition to country specific (Nigerian) regulations.
      • Coordination with finance and logistics managers to ensure synergy between cash flow and procurement planning to meet operational need.
      • Ensuring that a robust system of controls is in place and maintained.
      • Facilitating meetings with support department and project managers on a regular basis to ensure coordination of all crossâ€Âover issues.
      • Facilitating effective communications between Field Coordinators, and field level support managers to ensure support department performance remains optimal.
      • Developing where needed, clear guidelines, ways of working and tools to ensure a more effective support to program development and implementation.
      • Promoting respect of the ACF Charter, and working to prevent all forms of abuse of power or position.

    General Administration:

    • Coordination between field logistic, finance and HR departments to ensure all procedures related to purchasing, reporting, archiving and tax liability are strictly adhered to.
    • Ensuring that payroll, taxes, insurance and other deductible contributions are accounted, paid, and reconciled properly.
    • Responsibility for assisting and responding external audit teams.

    Effective reporting and sharing of information:

    • Effective reporting and sharing of information from meetings or training with relevant personnel
    • To be the regional focal point for quality reporting both internally and externally (donors, local authorities).
    • Provide feedback to support department managers on monthly reports, and follow up on recommendations.
    • Provide relevant input to the mission monthly sitrep

    Community Mobilization Officer

    Location: Monguno, Borno
    Job Type: Full Time
    Starting date: as soon as possible
    Direct Line Manager: Sector Manager - Nutrition and Health

    Objective 1

    • Nutrition and Health situation analysis, capacity assessment of MOH health workers on promotion of essential nutrition actions.

    Tasks & Responsibilities:

    • Participate with M&E team in conducting Knowledge, Attitude and Practices (KAP), Baseline/Endline surveys data collection.
    • With technical support from Sector Manager, mobilize CM team and conduct focus group discussions on identifying community perceptions about malnutrition, diseases, care seeking behavior across different age and gender groups.
    • Participate in Barrier analysis with support from technical managers/consultant
    • Conduct technical capacity assessment of health facility and health workers in promoting essential nutrition actions including health & Hygiene.
    • Keep tracking any other assessment conducted by different agencies, government in communities and inform Sector Manager.

    Objective 2

    • Recruitment of community mobilization team, care group promoters and volunteers including establishment of care groups in targeted areas.

    Tasks & Responsibilities:

    • Support Nutrition and Health Sector Manager to recruit  community mobilization assistants in targeted LGA
    • Participate with line/technical managers in developing job description of care group promoters and volunteers.
    • Participate with line manager/technical managers in developing criteria for selection of care group promoters, care group volunteers from the community level
    • With support from Nutrition and Health Sector Manager and Community Mobilization Assistants, participate in the consultation with WDCs, religious and community leaders, respective health workers, recruit community promoters, select care group volunteers.
    • Support Community Mobilization Assistants, promoters and volunteers in conducting community census (House to house visit) to identify beneficiary households
    • Support and guide community mobilization assistants and community promoters in establishing care groups; neighbour groups.

    Objective 3

    • Capacity building of community mobilization teams (ACMO, Promoters) and care group volunteers

    Tasks & Responsibilities:

    • Organize and facilitate trainings for community promoters and health workers on care group modules & lesson plans.
    • Prepare budget plan for trainings, logistic requirement, financial requirement according to existing procedures and share with Nutrition and Health Sector Manager for necessary support
    • Provide regular technical supervision visit and on job coaching support to community mobilization assistants and community promoters in conducting care group sessions; reporting of care group activities etc.
    • Draft training reports for all sort of training conducted for community mobilization teams with support from line manager/community mobilization assistants.
    • Upon monitoring and supervision visit, draft summary report inclusive of good lessons, challenges and proposed solutions to line managers.
    • Share day to day challenges and will suggest mitigation to program team.

    Objective 4

    • Management and implementation of care group component

    Tasks & Responsibilities:

    • Develop care group implementation work plan with support from line manager and community mobilization teams for the LGA and share with line manager
    • Develop and share LGA budget planning in line with the project internal budget and reviewed work plan on a monthly and quarterly basis; share with line manager
    • Support community mobilization teams (CMA, Promoters) in preparing monthly action plans for each team member in line with care group implementation work plan.
    • With support from CM teams, prepare weekly movement plan and share with line manager/Logistic
    • Identify needs of materials well in advance and share with the Nutrition and Health Sector Manager for preparing PR.
    • Support Nutrition and Health Sector Manager in recruitment processes of community mobilization assistant .
    • Support CM team (CMA , promoters) for community mobilization sessions with community leaders, religious leaders and WDCs
    • Engage health workers in selection process of care group volunteers, supervision of care group activities, training of care group promoters etc.
    • Ensure necessary support (transportation, logistic materials and/or technical guidance) to CM Assistants/Community Promoters in conducting community mobilization sessions, care group meetings and regular meetings.

    Objective 5

    • Performance Management

    Tasks & Responsibilities:

    • Communicate Action Against Hunger performance standards and expectations to team members which includes ; 10 minutes monthly .conversation, 3 months/end of probation performance appraisal and annual/ end of contract appraisal.
    • Establish performance objectives, provide feedback, identify strengths and areas for professional improvement.
    • Contribute to the professional development and improvement of team members by providing support.
    • Line manage Community Mobilization Assistant and liaise with line Manager and HR in case of issues raised by team members.
    • Plan and manage Community Mobilization Assistant leave(s) in consultation with line manager.

    Objective 6

    • Information Management and reporting

    Tasks & Responsibilities:

    • Maintain database of health facility, catchment population, # of community promoters by health facility, # of care groups by health facility and # of community volunteers by health facility at the LGA level
    • Maintain database of community promoters and care group volunteers with their contact information and/or alternative contact information at LGA level
    • Archive all finalized LGA work plan, monthly action plans, updated data bases related to care group activities at LGA level
    • Prepare bi-weekly reporting template and share with Deputy Nutrition PM - CM
    • Check and finalize care group reports submitted by Assistant CM Officers and consolidate overall LGA level care group activities.
    • Cross check and support team in reporting individual women/beneficiary counting and reporting on a regular basis.
    • Provide feedback to Assistant CM Officers and promoters on appropriate reporting
    • Share quantitative report and summary narrative report with Deputy Nutrition PM.

    Objective 7

    • Participate in regular internal and external coordination for the program at LGA level and at state level when required

    Tasks & Responsibilities:

    • Coordinate with ACTION AGAINST HUNGER support departments for appropriate guidance on procedures such as recruitment, procurement, transport, cash withdrawal for program activities at base level.
    • Ensure regular coordination and collaboration with health facility IYCF focal persons on care group activities.
    • Represent ACTION AGAINST HUNGER with local authorities, partners and other program stakeholders at LGA level with support from Nutrition and Health PM/ Senior Multi-sectoral PM.
    • Undertake additional coordination and task as requested by the line manager.
    • Maintain close collaboration with Nutrition and Health Sector Manager, Nutrition and Health Officers at LGA level and base level for improved exchange of information between care group activities, referrals and follow up of CMAM, health beneficiaries through the care groups and neighbour groups.

    • Other sectoral field teams: close collaboration on planning and implementation; Exchange of information
    • Community mobilization Assistant : Direct Line Management
    • Support team: exchange of information, collaboration, coordination.

    External:

    • SPHCDA, LGA Nutrition/Health/WASH Officer, SMOH: exchange of information, coordination
    • LGA Team/ Health facility team/Community leaders: exchange of information, coordination

    Qualifications

    • Minimum of Bachelor's degree in Nutrition, Education, Sociology, Psychology, Communications, or related social science field
    • Minimum of 2 years relevant work experience in community mobilization work particularly in a humanitarian context.

    Skills & Experience
    Essential:

    • Ability to communicate effectively with a wide range of audiences at local and state level.
    • Excellent interpersonal skills, flexibility, adaptability and ability to work effectively as a member of a team.
    • Ability to build and maintain relationships with community members and leaders, partner agencies and key contacts in the government.
    • Previous supervisory role.
    • Working Knowledge of microsoft office packages.
    • Strong sense of organization and attention to details.
    • Fluency in spoken and written English. Hausa and Kanuri will be an advantage

    Preferred:

    • Work experience in humanitarian settings
    • Work experience with international NGO
